The information sharing between companies and the government would be voluntary. The government would share more details on classified threats to allow private networks to beef up their security. The order also calls for the creation of a Nonprofit Group to create new standards for information sharing between companies. Now the president says those standards would include strong protections for privacy and Civil Liberties to address critics concerns about information sharing. Not everyone on stanfords campus came to cheer the president today. Several demonstrators gathered to urge the president to immediately veto the keystone xl pipeline legislation. The bill has now passed both houses of congress. The pipeline extension, if approved would carry oil from canada to the gulf coast. The president has previously said that he will veto that proposal. I have to say, i did speak with some residents here in palo alto who said they havent noticed any increase in aircraft noise at all. Overs said they had, and its definitely bothering them. So the city is looking at funding a study to try to get to the bottom of what is going on, and perhaps find a solution. Flights over palo alto have taken up more of stuart carls attention than he would like. I work out of my home. And i started being constantly interrupted by loud jet noise. Reporter he is working with a citizens group. Theyre trying to solve the issue of aircraft noise over the city. The noise interrupts me when im trying to concentrate at the worst times. Im having a flight go over my house every three to four minutes. We really want to confirm that what people think is happening is happening. Reporter a palo alto councilman where a committee is now proposing the council spend 30,000 to study issues like flight elevation and paths for bay areas major airports. The second part of that study would evaluate all these bay area flights and see if their are locations it could be shifted to. The great thing we have right here is right next to a large body of water. So the idea is not to shift the problem on to another community. Records some residents are hoping the fda might consider making changes to the next flight tracking system. They fear its creating more flight paths and noise over their homes. At sfo, nexgen is the future of their 1 2 vacation faa. And concerns it may be a matter of working with communities, the faa and airlines. Its subjective. What may bother one may not bother another. I will say that there is more traffic in the area, definitely. Reporter the faa says a lengthy detailed Environmental Review determined the project would not result in any significant noise or other impacts. Now, were told that in may, there could be some changes to procedures that have to do with descent. That some in the bay area might find a little quieter. For weeks the San Jose Police department has been moving officers out of normal patrol duties to deal with huge spike in burglaries in the Almaden Valley. 80 burglaries just last month. Tonight, though, the arrest of a trio of alleged crooks may bring that spree to an end. Nbc bay areas robert handa joins us from the community where police are keeping the arrests lowkey, robert . Reporter thats right. Police arent usually so lowkey when it comes to breaking up a burglary ring there may be more people involved. While the arrests help they may not help solve the overall situation. The same thing about how police are trying to solve their staffing problem. San jose police have given some people in the Almaden Valley a little bit more peace of mind after arresting three people who investigators say are part of a crew conducts burglaries throughout the city. One victim said a burglary at her home on february 5th was traumatic. We feel very vulnerable and we dont feel like were being protected. And when they invade our private space which is supposed to be our home and they come in you know and take things that dont belong to them you know you just feel helpless. Some of these burglaries they believe involve the recent spike in the burglaries that are happening out in the Almaden Valley. Reporter police say the strategy of moving officers into patrol or priority crimes is paying off. The mayor and police union agree it cannot be a longterm solution, but are still at odds over how to solve the problem. And we know that theyre continuing to hustle. Today Officials Say the county saw just two deadly cases of Domestic Violence last year. Its lowest rate the region has seen in 20 years. In total, officers and deputies responded to more than 3800 Domestic Violence incidents in 2014. They also say that Domestic Violence goes unreported, especially among undocumented immigrants. Four San Francisco cops off the hook. No charges will be filed against the officers who shot and killed a man. District attorney George Gascon made that announcement today. This stems from last march. The officers killed 28yearold alex nieto in Bernal Heights neighborhood. He says the officers acted in selfdefense shooting nieto. Turns out he was pointing a stun gun. The officers were 90 feet away and couldnt tell if the gun was real. Oakland police shot a man after they say he refused to put down a knife. This unfolded at 88th and g street this morning. Police have not yet publicly identified the man, but his family says he is cory pollard. They say my cousin cory has been shot by the police three times. I guess he had a knife in his hand that he wouldnt put down or something. He has a little disability. His mother takes care of him. Like i said he couldnt have been doing too much. The man is in hospital. His condition has not been released. No record yet if the officers were wearing body cameras at the time and if they were on at the time of that shooting. West coast ports remain virtually shut down because of the ongoing labor dispute between dock workers and their employers. This includes the port of oakland. California legislators are now getting involved. At the capital today, lawmakers coming together to urge both sides to come to an agreement on a new deal. The labor dispute involving about 20,000 west coast workers is now nine months old. Experts estimate the slowdown is costing the u. S. Economy about 2 billion each day. We requested records from the food and drug administration. Thats the Agency Charged with inspecting and regulating facilities that store cord blood. We found there are 310 facilities in the u. S. Licensed to store cord blood. But unlike restaurants or nail salons, there is no law that says how often private cord banks must be inspected. The fda says it gets to roughly one in ten banks a year that may explain conditions like these. At newborn blood banking in florida in 2009 inspectors found an intact trap and debris above the cord blood processing area and a dead insect near the liquid nitrogen freezer. We called the company. The man who answered confirm they continue to store samples but he is not enrolling new customers at this time. When we tried to ask further questions, he hung up. At cell freeze in las vegas, investigators found no Quality Program for cord blood and no established procedures for cleaning and sanitation. And at vista cord in mississippi, a laundry list of Violations Including dust dirt trash, and various dead insects throughout the processing and storage areas. Inspectors also found a failure in procedures for cleaning sanitizing and maintaining equipment. Cellfreeze closed in 2009 and vista cord was acquired by family cord in 2010. The company says of the samples it has tested all are viable. And remember where crystal stored her sons cord blood, biobanc usa . In a routine 2009 inspection the fda said the company violated regulations including not screening mothers for Community Cable diseases. You feel like you were betrayed. Reporter but it wasnt until two years later when crystal contacted the fda about her missing cord blood that the agency went back to biobanc and found more problems from improper storage of the samples to an admission by the owners that they had no medical or scientific training. I feel like it was complete letdown. I think that everything could have gone wrong, went wrong. I think any agency that was involved wasnt involved. Reporter we asked the fda why it didnt respond sooner and if its made any changes since the incident . The incident said in an email it uses a riskbased approach when deciding how often private cord banks are to be inspected, and there are no plans to change. The owners of biobanc did not reply to our request for statement. They are not held to the same standard as public banks. Reporter this is the director at a public blood cord bank. California is one of a handful states where parents who deliver at certain hospitals can donate their cord blood to a public bank where it can be used in a transplant or for research. Up in the tubing as well. Reporter he says parents who choose private bank having to ask what happens if the bank goes out of business, and who overcease it. The first thing you want to find out are they accredited by anybody. Reporter and how they collect and preserve their samples. You want to make sure there is enough blood or enough cells in there to actually do something if you need it. Reporter mom crystal eventually tracked down her sons cord blood, now stored in a private bank in southern california. But she has no idea if it is still viable. She wants other parents to know what she learned the hard way. How the business of blood is actually regulated. Thats mine. That is yours . Reporter today her daughter trinity is a happy 5yearold. Today authorities revealed a suspect, 46yearold craig hicks had 13 guns and a large stash of am poe inside of his home. Hicks has been charged with three on counts murder.
