You should know that our School Staff Members are working extremely hard preparing to welcome our students on monday. This past monday was the fifth annual Digital District day. This year was all online. There was overwhelming consent. When we needed to close registration on sunday night. Those that participated, it was thirst first time attending digital event. Teachers with a wide variety of other roles, including para professionals, substitutes, counselors, coaches, administrators, and Central Office staff. The day was focused on going deeper with Digital Learning and alignment with the districts work in promoting work with inquiry, assessment, and equitable access which is one of our four Distance Learning priorities. The key note speaker rounding the day and our commitment to anti racist practices from surviving to thriving through Emotional Intelligence and culturally relevant practices. Thank you to all of our team who put this event together. Student attrition services is committed to providing nutritious meals for students while schools are closed. Beginning august 19th news will be available to district students only. Mr. Steel is there a slide or no . Since march, our meal program has been open to all children under 18 but due to usda wafers, we can now only serve enrolled students. Five meals a day, is available at 18 pick up sites. Families will be asked to provide their students bar code or meal account when picking up meals. Each bar code will be mailed to households by august 18th. Fresh meals are provided to students who qualify. If a student is not eligible for free or reduced price meal, it will be charged to their meal account. The form to apply is available at sfusd. Finally usd will not provide supper and provide a break for our dining staff. Meal sites will reopen wednesday august 19th. Our big thank you to our s and s staff who have been working hard to provide meals to our students and families. Sfusd is funded far below what is needed for our students needs. We must work as a community to ensure adequate public funding we need to serve our students now. We cannot wait for public dollars to do all the critical work. Thats where our philanthropic donors come in. They will help us with both the immediate needs of the moment and with long term equity and innovation goals. The sun Land Foundation which has been giving to sf unified which will support devices, wifi, teacher training and tech support during Distance Learning. Granted 9 million during the school year. Its making it possible for the First Comprehensive prek through 12 curriculum. And enable middle grade leaders to envait through direct funding allocations. In addition to support to our private funders, 15 million for San Francisco unified to help alleviate the financial burden caused by the covid 19 pandemic. As well as funds for credentials educators at our schools. We greatly appreciate this budgetary support from our mayor which provided much needed Fiscal Relief for our challenging year. Our meeting we discussed our cabinet rules, elections. Our goal is to provide and establish executive committees so our work load projects are vetted with oversight and recommendations. We had our meeting yesterday august 10th via zoom. We would like to thank our intern for providing a modern and Accessible Committee guide. Renaming of school task force. We nominated two passionate members of the task force. In the organization of crucial access to rei reindigenous valu. Wed like to thank deputy superintendent for speaking at our meeting and giving us an opportunity to speak at this project. Thank you for taking the lead on this new project. Our third update is the Digital District day panel. The topic is getting our teachers and staff trained to better support students tech knowledgtechnologically for the. The meeting was yesterday augus. In allowing us to express our student voice. Thank you and kudos to our student leaders. The student delegates for doing a great job at the event. We have the student led pod cast delegations. We wanted to find ways in which we could communicate student news to our constituents via tele broad cast. Our fifth update is the august fifteenth Community Forum. Our goal is to provide students with information and engagement opportunities happening in our community. Along with this, we ask that residents are not given teaching positions solely based on referrals from their peers. Hire Department Heads and residents of color. For me, it will mean a gap in my Health Insurance that i will never get back again. I will be forced to apply for medicare pan b or pay a penalty for the rest of my life. This will be recalled, it will mean that we will all lose our health care and during a pandemic. The likely loss of coverage and the stress it places on our workers, we understand the district has been on a budget crisis. Millions have been provided to help the situation. If San Francisco will not support the drivers and workers we are asking that at the very least is cover our Health Care Benefits while we wait to return to service like we have done for decades. The role of the Parent Advisory Council is to represent the parent voices and perspectives in order to inform the board of education policy discussions. This report were delivering today is the work were doing over the summer and work as we prepare for the next school year. The pa c wants to appreciate everyone thats been working so hard over the last few months. The leads and participat partic im sorry. Would you go a little slower. Yes. I would love to go slower. Im trying to speed up because i dont want to take up too much airspace. Were here to represent the parent voices and perspectives to better inform the board of education policy discussions. This report will provide an update on what work weve been doing over the summer and next steps for the next school year 2020 2021. The pa c wants to appreciate the work that everyone at the Central Office has been doing over the past few months to thoughtfully rethink what the return to learning will look like for all of our students. In particular the leads and participants of the three working groups put together this summer and for all the staff and student Family Resource lines and everyone who has made sacrifices to their schedules, they continue to work for all of us this summer. We really appreciate it and know that was a big amount of work. This summer, our pa c members strive to represent parent perspectives that are simultaneously taking place. Parents involved in the three working groups, logistics, teaching, learning and staffing personnel. We participated in the town Hall Meetings and shared out and responded to the sfusd family surveys. A special thank you to pa c members for their participation in the working groups. Also our leader, michelle over the summer participated in a variety of various meetings, trainings, planning sessions to support the work of the district. The Community Partners and the parent leaders for key shareholder input. In addition, to the sfusd responssponsored events non part focused events over the summer including Community Forums run by parent leaders and the ptas 411 Facebook Live sessions. Our own childrens individual school communities. Common themes that emerged in these events and from Public Comment include the following, michelle, do you want to read those . Why dont we tag team. Ill read the first. Great. The first desire for families. I worked with my colleagues in various capacities at the district. I want to say this is across demographics. The desire for clear, consistent, timely, and standardize communication from the district and school sites mplet especially isitesespecialy what learning will look like for students. We know some of this has hung up or slowed down with the teachers union. This is understandable. Families are still feeling really left in the dark and School Starts absur starts on m. Greater transparency and clierity about exactly what the unmet need is. All students and families have the technology and access to reliable connections needed to engage in Distance Learning. Parents to best support their schirtheirall of us on the cals take for granted. Theres a lot of parents, sometimes i cant even help my seventh grader with some of his tech issues. Thank you. We are aware that the department of technology is helping with technology learning. Were reflecting what were hearing from families. Ill read the next one. The desire by families to prioritize access for whatever necessary supports are needed for our students especially who have struggled the most with Distance Learning which including our students with ieps, our black, brown and Pacific Islander student nz particular. S in particular. The willingness and desire for parents to collaborate and plan and support teachers during the pan te pandemic. Parents know what works and doesnt work with their kids. Parents have a wealth of knowledge and skills they are willing to put to use during these challenging times. Thank you. We encourage the board and district to really hear these messages and to respond to them in a timely manner. We request that our city agencies and all employers of sfusd parents be especially supportive as families navigate these next few weeks of Distance Learning with their children. Work with our Business Partners to request that employers be flexible with parents as they support working from home. Whether their jobs are something they have to do from home or they have to go out side of the home. Im going to move onto some other areas of our report. Recruiting pa c members. We have some other folks interested in. We wanted to continue to put the word out there that were looking for more pa c members. Were trying to represent the diversity that is present with our School District and families. It will be a top priority for our meeting coming up in september to come up with a Clear Strategy on how to increase our out reach. I did want to apologize, i know weve been trying to connect around getting people on board with you and just doing out reach in general. Ill be sure to followup with that. I know its been a bit of a crazy time. I did want to respond to naomi what you shared around navigating the platform nz general. Thats work weve been doing right now. Ive been offering mini workshops in person for families to just be able to navigate parent view and sign onto look at the platforms were using and understand how to use those tools. Know where to turn in homework and where messages were received. That is all online and countless vaicountlessvideos. Weve been trying to share and offer these workshops mainly weve reached Spanish Speaking families and found a number of them dont know what parent view is. Thats a barrier because we understand that if we want any log in that our students have, it lives there. If you dont know what the password is, theres no learning. You cannot log in. Im sharing that because theres a creation of this information in a concise, digestible way. Im getting support to provide it in vietnamese, cantonese, and other languages as well. I know not Everyone Needs support but were trying to extend it. Were trying to use as many of the resources as possible so you all can see how its going to function moving forward at least during the pandemic. Ill also followup to offer that support. Anything thats going on, you can send it my way and ill help get it out there. One thing that is successful in this area is these groups are smaller. They can ask questions directly. What we are focusing on is similar is consistency, making sure were having consistent communication loops and consistent ways were communicating so families can look for and understand and know thats where its coming from. One thing we continue to push is the wednesday digest. Were going to continue to do that. Thats the main way, the best way to get the most up to date information. Were looking at consistent, clarity, communication, and connection. What youve highlighted is exactly what were focusing on. The mou both from the districts perspective as well as the labor partners perspective, what you see reflected in that mou came directly from parents speaking to us saying this is what we need. This is what we continue to hear, we need clarity, consistenty, and communication. During this pa pandemic, what yu just said when talking to commissioner lopez, its the understanding that its more difficult to communicate or have the regular type of communication but that doesnt mean its a hurdle that we cant get over. Were go to go try ting to try e information out to you in as consistent manner as possible. If you have specific, you know, ideas about improving the communication loops or improving how we communicate, i think that would be helpful. We understand obviously and this is what all districts are going through right now. The anxiety the parents are going through. The mou being modified. Some of that anxiety will hopefully be abated tbhai. By that. The more specific the requests are, the better well be able to address them. Thank you for tonights presentation. This was very helpful. Its very critical that we you have the most current information up to date so that we can get the information to you. There was just a story, a parent who actually called in a few days ago to say they hadnt received information about their students schedule and then it turns out they hadnt updated their information. So the information was going nowhere because the phone number had changed. So we just want to make sure yeah, we have to have current information to communicate with you. I emphasize that because again parent view seems to hold all the most valuable information including students emails addresses and passwords, but many of our parents arent signed up, so were supporting them getting the activation key. But im wondering where we can get to the point in the initial in the introduction that our families have with sfusd if they could make sure theyre set up so we dont continue to have this as a barrier. There is another story that a parent shared with me because they didnt have access to their students password, they didnt log on in the spring at all. They didnt even know how to get on the platform to learn and thats another thing that i know lives in parent view. So if there is a way to emphasize the importance of it. I understand this is where they update information, but if they cant get on because they dont have an activation key, there is no way to connect with them. Right. Okay. Thank you so much. Therefore, were fully committed to continue to participate alongside other unions, the board, stakeholders in joint meetings and trainings in district budget. We are appealing to the district to keep those budget conversations going and public, especially when the impacts of transitioning to hybrid learning and inPerson Learning are imminent. With the 15 million from the city of San Francisco and 39. 6 million in learning loss funds which can be used for providing integrated people support to address barriers to learning such as the Mental Health counseling or health services. We should ensure that these crucial staff are at school sites, not in september or october, but in the year when were in danger of losing students. Very concerned that if theyre not able to connect to the school in the first couple of weeks or months, we may lose them for the rest of the year. With the news today were getting a new 10 million grant from sales force and have received 10 million from u. B. It looks like we can amend this budget to make sure that every school site gets a fulltime social worker that they need. I think we also need to be looking at Health Insurance. I do not want to see sfusd remove Health Insurance from any of our staff in a pandemic for the bus drivers. And finally want to let folks know that as far as i can tell classroom assignments were not mailed to families. I was happy to get a text message, but i want to remind us that paper is the best way they communicate and we need to make sure we dont lose families in the assumption that everyone is online. Commissioners, any comments . Just so we can respond to some of the Public Comment some of the maybe we can team up on this. On thei think there are probably three very positive developments that fall under this general heading, commissioners. The first one that ill comment on is the 15 Million Dollars in the proposed budget that was referenced in dr. Matthews opening remarks. That is an item thats in her recommended budget that was released on july 31. Thats an amended budget for fiscal year 2021 and 202 2022. That was included in the recommended budget which well be going through various hearings at the board of supervise yiezors ansupervisorso complete the budget is october. In general that was made in recognition of the fiscal challenges that the district has. Especially created by the loss of local revenues created by the covid 19 pandemic. The state held s c sf funding harmless but has not provided a cost of living adjustment. That does have an impact on us. There werent the deep cuts proposed that were at an earlier stage in the spring. We are subject to very deep cuts in local revenues. Tuition payments on Early Education payments. In light of a unsolved short fall, we made a request, dr. Matthews requested some assistance from the mayor. We were pleased to see that she included that 15 million. That was the first one. The other two are philanthropic. I dont know if the deputy superinend ent isuperintendent . Im here. Ive been having some technical difficulty. I can speak to what those funds are for. The 10 million was a gift for tech support and teacher training and support around technology. The 9 million from sales force goes towards funding our teacher pathway programs. More than half of it goes towards grants that are directly under the pursue of our middle grade principals. Thats k through eight. Another portion of it goes to support the programming and Computer Science through k12. And middle grades r redesign. Happy to speak more on that if thats helpful. Any other questions or comments. Just a question or confirmation. Some of the 15 million will be for the redirect . That is unfortunately not correct. We are relying on the 15 milliondollar Funding Source from the city and county to help us balance our current budget. We do include a ten point five million otherwise all of the funding that has been identified is to balance our budget as it was originally approved vment. I think it may be helpful to just a a word about the cuts to ali that were referenced by some of the public speakers. Just to clarify that the form of thosethe reductions that were referenced. If im understanding the Public Commenters accurately in terms of what they were referring to. That basically maps to two vacant positions. Two new position thats were created in the 1920 fiscal year in the budget but were not filled. The budget adjustment thats assumed for 2021 is to basically not fill those two positions. I know that still represents a doa part yourdeparture from ous plans. Its a level of services that had never been implemented just for what what thats worth. I had a question. I guess, what are some resources or in what ways are we translating these numbers for the budget reevaluation that the public may not initially understand what these documents are saying. I understand theres a summary but are there more ways weve been explaining what these numbers mean in reality to our schools and how its going to translate intoi guess the lives of the students or is it just these few documents who are publicly posted. One comment i would mak makethats a really great question. Im happy that you asked it. The documents that are posted on the agenda for this particular meeting are in the context of where we are at the moment of our current Budget Development process. It isit would be challenging for somebody who is first entering into a study of the districts budget to refer to these documents alone. I think a better resource is looking at the districts website under the budget section. And looking for the budget book. Its called volume two, budget overview. Thats what we refer to as the budget book. That is meant to be a self explanatory manual that explains how our budget works and the various funds and Funding Sources. Different programs and activities. A series of tables and charts. Thats a better resource. It does take a little time to go through the whole thing. Im really concerned that we are entering a year without fully taking into consideration the needs of all of our students. Thats why i came to the meeting today. Im worried about the delivery of our education for our students when so many kids dont have full access to learning due to their limited internet access. Im really concerned about broad band access for our students. I know weve done a good job of getting hot spots out there. That limits their access. Many students, those that have money, their parents are paying for them to be in education pods to get individualized support for learning. Students without access to that additional support. Something i feel is essential for my students. Theres nothing more important to me. Thats why im an educator and parent. I urge us to reconsider the system to adhere to laws and agreements et cetera. We need to breakdown the systems that are oppressing our students. Thats why im here today. Just for future reference. In this first portion of the twopart inter vii am talking to the general manager of the San Francisco recreation and Parks Department and state park commissioner talking about social we were surprised how popular they became. It was totive. We expanded to include Lafayette Park an and and alamo square. That is great. That is fantastic. Now, as restrictions are lifted i understand summer camps are now allowed. How is the structure changed to make sure everybody remains safe from the virus . We are thrilled to be able to provide camps at all given the virus. We worked really hard to be able to provide a fun and safe environment. Camps look different but they still offer kids the same opportunities for friendships, creative, learn new skills and in order to prevent the spread of covid19 we are following the Health Orders, temperature screening and enhance screening. Pods of no more than 12 kids. Kids and staff Stay Together in the same cohort for leach of the three week camp sessions. This is different than the past where kids and counselors can jump from week to week. We are doing things differently. Honestly, for kids to get out of the house, to see each other, to see their friends and run around, play some sports, which they are allowed to do in their own pods. It couldnt be more important. We are grateful for the Health Department. No bigger champion than our mayor. Tennis and golf are allowed. What about soccer and basketball . I am laughing. There is tennis and government and soccer and basketball and baseball and volleyball and flyfishing and bike riding. You know, San Francisco we are blessed to have an amazing parks system to do about anything. We had to respond. They have now reopened with modifications to slow the spread or protect against the spread of the virus. In both cases people need to get social distancing. They should have masks on them if they are in a crowd on the court or at the golf course. They are to refrain from sharing equipment. People playing tennis should play with their own balls. No spectators unless it is a parent or guardian of a minor that is playing. Tennis really right now all that is permitted is singles. You can play doubles if you are from the same household. Golf the modification includes reservations online, six feet apart. Bringing your own golf bag and some modifications to the pin and cup to make it easier to retrieve your own ball. Basketball and soccer are not open to the public. For kids in camp this summer they can play outside within their own pods. For recreational sports, these are high touch activities with a lot of physical contact. We talked to our Public Health colleagues almost every day. We are certainly advocating to the extent it can be done safely to allow people to fully enjoy our park system and participate in all sports and activities they are accustomed to doing. We have a way to go and we need to be patient. There is so much to do in the park system. We are hopeful that people will be able to get back to team sports. I hope so, too. How have you been keeping residents informed how the restrictions have been updated and changed . I never. When i took this job we were going to be in the sign production business. We probably printed and distributed over 2000 signs throughout our park system. They keep changing as the Health Guidance changes. We use social media, electronic newsletters, stories in the press, outreach workers to make people aware of various Health Orders and how they affect park usage. Rangers and volunteers are made up of police and fire and neighborhood Emergency Response volunteers. They have done a wonderful job of trying to encourage and remind people that we are in the middle of an outbreak and we need to be safe. San francisco, i think, overall has done a great job in managing the crisis. Unlike many cities, the parks are mostly open. We had to close a few park features like small playgrounds and basketball courts. Glen canyon is open. Many cities they throw up hands and close down parks. It is our responsibility to use parkings safely and wisely. It is our job to make sure people have information they need. Thank you, mr. Ginsburg. That is it for our first interview. Item 5 is the executive directors report. Good morning, directors. First, i would like to update you on our continued efforts to reopen during the continuing covid19 health crisis. As you probably know [inaudible] with the most uptodate information. The city has advised that informing people that properly Wearing Masks can make a significant difference. We have ample signage, we make regular announcements, and we have trained all staff to communicate this. Compliance for mask wearing throughout the Transit Center has been very good result. Enhanced cleaning protocol remains in place. In regards to tenant improvement, as you know, onsite dental, we opened last month, and we continue to support their reopen plans. And we have allowed ccsf, our anchor tenant, to provide exercise classes with Proper Health and sanitizing protocols in place. We are following the Public Health order. Even so, we have seen an increase in park uses from neighborhood and other families, which is great to see, and we are not the only ones that think south park is a great place. Urban last institutes will be featuring salesforce park and Salesforce Center through a virtual tour at their upcoming conference. At this time, i would like john updike to provide an update on the salesforce Transit Center. John . Thank you, director. Good morning, directors. Well let that slide show get going. So as mark indicated, we have been increasing our signage and cleanliness throughout the facility. As we look at the next slide, you will see some examples of some of the newer signage about wearing a mask and staying 6 feet apart. So in addition to meeting all those guidelines, we have been meeting with the various contractors and subcontractors throughout the city. As was mentioned, our tenant improvement projects are well underway, so we want to make sure that our workers onsite have also complied with all applicable Health Orders, and thats gone very well. Weve made further outreach to our tenants, and well have more on that later in this meeting. Weve solicited the way finding study, and i look forward to bringing that to you in the next meeting. Weve had a few incidents regarding our vending machines, and so the vendor has now replaced machines machine facades, so we expect that issue to be kept at bay. Also, [inaudible] so we look forward to bringing that to you in the next meeting. The turnover date is october 18, from a current contractor to whomever is selected for the new contract. More on that at the next meeting, and as mark mentioned, fitness s. F. Has been activating the park area with oneonone classes. Now turning to retail leasing, just a quick update there. Were negotiating the final parts of the letter of intent. Therell be a food and beverage vendor, and were doing some exploratory work right now to further define the modest utility connection costs and scope thats going to allow that beverage vendor to move in. More information on that as we negotiate the final package. Also, for suite 232 thats shown in green thats right next door to the tjpas facility, we have a final l. O. I. Moving toward final lease negotiations now. Excited to give you an update at next meeting, but it fits in well with the tenancies on the second floor. We do have a couple of interested parties we are courting for vacancies, including colliers and lincoln, and our team is working on that. Moving onto tenant improvements, we have verizon nearly completed, slated for opening in late october, early november. That suite is in its final stages of preparation for occupancy. We have kaiser permanente, with a projected opening to the public on october 17. Were excited to welcome them on board. At the last meeting, i promised you a bit of a schedule update, and here it is, relative to our other commercial tenancies. So in the fourth quarter, we anticipate these shown here to be ready to open. First quarter, well have charlies and baos. And then, in Second Quarter of 2021 next slide, please we anticipate seeing these four. A precursor to many of these faces is the completion of a gender neutral rest room project that meets the code requirements for a number of these prospective tenants, so were excited to see that moving along in this phase, and thatll be concluded this fall. And that concludes my report. Thank you, john. Moving onto phase two and the caltrain downtown extension, i have three updates id like to update you on. First and foremost, id like to let you know that it was decided to place the caltrain extension project downtown. As i reported to you at the last board meeting, it was to place the d. T. X. I guess the initial recommendation was to place [inaudible] in the considered category. That would have most likely placed the d. T. X. In the Second Period of 2050, which would have started from 2026 to year 2050. Whi placing d. T. X. In the first period gives it a much better chance to receive funding. I would like to thank speaker nancy pelosi, senator scott wiener, Assembly Member david chu, mayor london breed, and others for their continued advocacy of the project. Theyre instrumental to help us moving the d. T. X. To the first period before 2050. [inaudible] executive Steering Committee. As i reported last month, the executive Steering Committee that was reported by the [inaudible] m. O. U. Approved by the tjpa earlier this year meets on the third thursday of every month. Later in this meeting, you will receive an update from executive director chang on the executive steering meeting for the completed plans, and the plans ahead. [inaudible] this process is well underway. A recruiting firm has been obtained, and the recruiting firm has spoken with the executive team members on the knowledge, skills, and abilities the tjpa is looking forward in a project director to ensure the success of the project. I anticipate this to take place in early september, and i will have a candidate for the board to consider in october or november. I would ask vice chair gee to allow to if they would like me to stay on positive the approval of the [inaudible]. As you know, this is my last board meeting. I want to thank you for your support for the extraordinary opportunity and the opportunity to serve you as an Agency Director during the last four years. We have literally billions dollars in investments surrounding this block and the block is now, to say the least, not activated and i personally and i know many neighbors would like to see some use, whether its for food and retail or recreation, many, many suggestions made at supervisor haineys town hall and we would love to see activation on that site while we all pursue permanent development. If i may, to the board, i would like to excuse myself for this item based on my role as officer of the community investment, which is a party to the agreement which the board. These parcels are actually located in the temporary terminal and they include two private parcels and other parcels that were acquired from the state. indie indiscernible . You have before you today a proposed forum of purchase and Sale Agreement pursuant to which the tjpa would convey to the Successor Agency to the San Francisco Redevelopment Agency four private parcels of property in the temporary terminal site. In 2008, the tjpa acquired these from private Property Owners and assembled them with land donated by caltrans to the tjpa. With the completion of the new Transit Center, bus operations moved back into the new Transit Center and tjpa no longer needs the temporary terminal for its Transbay Program purposes. Conveyance of the four private parcels pursuant to the Sale Agreement is the next step in a longheld cooperative plan between the Redevelopment Agency and now its successor for redevelopment of the transbay neighborhood. Looking to slide one, this is a map just to orient you and remind you of the temporary terminal site and takes up the entire city block by Howard Street on the north, main street on the east, folsom street on the south and beal street on the west. Since before 2004, tjpa, the former Redevelopment Agency and caltrans has been cooperating on plans for the new Transit Center and redeveloping former caltrans parcel in the neighborhood and in particular to the temporary terminal site, and consistent with the 2005 redevelopment plan, a Successor Agency is planning for transbay block two which is the yellow shaded area at the southend of the site for 100 Affordable Housing development and associated rightofway. And transbay block three, which is the green shaded area on the map in the middle of this site for a public park and transbay block four which is the evening shaded area on the northern end of the site for market and Affordable Housing development and associated rightofway. Next slide, please. This slide shows you the same city block of land, but it illustrates the configuration and relationship of the parcels that make up the site. The bulk of the temporary terminal site is former caltrans parcels conformed to the tjpa. It was granted to the former Redevelopment Agency and now its successor and an option to acquire the former caltrans parcels and prepare them for Development Consistent wi with e redevelopment plan. The exercise for this option is covered by that 2008 option agreement. Once the Successor Agency gives notice to the tjpa that its ready to exercise its option, theres no further action required by this board in order to complete the process of containing the former caltrans parcels and the Successor Agency commission has a meeting this afternoon where an item on the agenda is to request authorization to exercise that option for the form caltrans parcel. The four private parcels that make up this site, it looks like theres mainly an area in the slide. The red boxes were to highlight where the private parcels are and theyre oddshaped properties that are scattered on the south side of the site and on the east side of the site. While odd shaped, theyre necessary to regularize the site and to develop transit block two and three, consistent with the redevelopment plan. Because theyre not covered by the option agreement, the tjpa and Successor Agency negotiated a term pursuant to which the property could be conveyed to the Successor Agency. So proposed four is included in your packet and the staff report provides a summary detail with the key terms. So ill just highlight two items related to the transfer and the first will transfer the private parcels to the Successor Agency for zero purchase price. The Successor Agency says the restricts on uses for Affordable Housing and rightofway purposes, that the highest and best use of the parcels are for those purposes. And so the City Department of real estate concurred with the theappraisal instructions and that it uses for other redevelopment areas in the city. The second point part of the Sale Agreement is that they will acquire the agency to acquire the private parcels insuring the use is restricted to the Affordable Housing, public park and rightofway purposes and this is just another tool in the toolkit to ensure that the property is, in fact, used for those purposes and supporting the value to which its conveyed. The declaration is consistent with a caltrans requirement for the caltrans parcels that make this up. So together, the entire block will be subject to the three restrictions. A representative from the Successor Agency has joined us today in case you have any particular questions but we do recommend that you authorize the purchase and Sale Agreement and pursue with closing on the parcel. Staff said that consistent with the community, the city has no intention of setting up safe sleeping site there and we have also learned from there theres currently to request to conduct covid19 Emergency Response activities at the temporary terminal. At this point, i would like john updike present to you what we have talked about with the community, the survey the community did and also talk about supervisor haineys Community Meeting that was held last week that we participated in and it was very good and we want to thank supervisor hainey for holding the meeting. I would like a discussion to process with the city. And so with your permission, chair, i would like to have director john updike to present. Thank you. Thank you, chair. There are recommendations with next steps and as has been mentioned, this site is currently subject to the terms and conditions of a license agreement with the city and council of San Francisco. And it will be under contract to ocii, based on the boards action. Before development commences, that is our interim site usage and thats speech two. And the eastcut Community Benefit district performed and Online Survey in midjuly just a week ago or so and tremendous response from the eastcut residents and just to give you a sense of the questions asked in the norm, some basic demographic questions and they measured the general comfort in visiting this site to gauge if there was an interim use if there was an interest in coming over to participate and they saw an input on particular interim and longterm activation options that were presented in the survey. And so over 1100 responses, well over 90 of those identified as a neighbor and resident. Anthis is the survey data direcy from the east cut cbd is this was shared in the townhall meeting the other night and there was an opportunity to provide it to the public a couple of times and so you can see some of the questions that were asked, a wide demographic range in ages and quite varied. And, again, most within a twoto five minute walking distance of the temporary terminal responding to the survey and as i mentioned, high neighbor resident mix provided. A few were employees at less than ten in the area and the Comfort Level was encouraging in that almost 30 indicated they were very comfortable and almost 40 indicating somewhat comfortable and thats a good certainly out of thgoodseven ou. With respect to the activities, on the next page, there are survey results, hard data but the eastcut cbd. You can see that the three activities for interim uses Outdoor Food Court with physical distancing seating arrangements, a farmers market, outdoor Retail Market with a focus on eastcut businesses and scorer were zones as childrens area, Outdoor Games permitted under Health Orders or outdoor movie theatrtheatre in atheater. We had a Community Garden space and art installations moving up on the list, but still outdoor restaurant and bar being the top survey response. And a couple of other survey points on the next page. They want to query Business Owners and operators directly to get their input and the concerns they might have before this operation and how they can be engaged in the operation and how it helps the success of the eastcut businesses and that should be one of our prime directives if we were to move forward with the interviews and with that input and this data that i just present to you from the eastcut, to work with the cbd and ocii staff to develop interim use which is informed by that data and that rfp would be in such presented in such a wayo controls the site that the rfp respondents are being vetted, whether it be transbay or ocii, again, depending on the timing of the closing of the escrow, would could move forward and these opportunities can be on parallel pass and we help slow the process toward the interim act. And that concludes my report. Thank you, john. So directors, given that the Covid Command Center has no intention of using the site a or the agreement we signed with the city and given that the community has a strong desire to activate the site, i would like to get direction from the board, how the board would like to proceed. We could terminate the license agreement with the city and continue to work with the community to activate the site or we cannot take any action, but the Covid Command Center we would have to amend the agreement to use for other response mechanisms for covid19. And i know that supervisor h arc hainey has a strong opinion, and i would like to know how to proceed with the Licensing Agreement and thank you. When we talk about interim, are we talking six months, two years and with the need for Affordable Housing and the potential to expedite approvals, i mean, what are we talking about when we say interim . I think its between six months and 18 months, most likely an 18month period where oci was part of the development, but i think ocii will need access to some of the parcels for exploratory work. , but i would think probably 18month period is what i would venture to say. That is correct. We have three parcels. So six to 18 months in terms of development. I know theres been some back and forth around this and my hope is that we can use this site as soon as possible for the benefit of the neighborhood and the community and our residents. All over the city, were having to think about and use space in different ways and people need places to go out and socially distance and eat or have recreation and this is a very dense neighborhood that needs more space and is excited about the opportunity and, you know, we have this parcel and we should use it. Speaker hi, this is and drew robinson from the eastcut Community Benefit district and our Organization Provides daily cleaning, safety, homeless services, as well as funding, park space, which includes 80 of the sales force parks operations and programming. I want to thank you, chair, and in particular, supervisor hainey for discussing this item and mark and john for your presentation. But eastcut cbd views this as an opportunity really since well before the covid19 and weve engaged the community in developing items for the block that we would welcome the opportunity to partner with the tjpa, ocii and supervisor haineys office and the community to refine interprojects to provide for the community. As john updike mentioned, we had an overwhelming response from people who live in an immediate vicinity and as the city works to respond to and recover from covid19, the temp terminal site has a real potential to be a part of a Community Program to support local retail, farmers market, provide recreation space and if eve learned anything during the pandemic, its that open space is critical to successful and healthy communities. Eastcut is a first highrise dense transitrich neighborhood which several parks delayed and it could be many things offering open space. Where we are in the neighborhood that does not currently have any safe streets, closed to vehicular traffic and the opportunity would allow physical distancing, pedestrian and and cyclist without any routing. The development is off by a year and a half and together, i feel like we could make a positive use of this site and we are keen to partner again wit to ep ensug this is taken into account and that the block is wellmaintained and secure. This is Philip Archer and i certainly on the board of directors on the Homeowners Association and we live literallery across the street from the transbay terminal and one corner of main and folsom. Im speaking to you as a resident today, not on behalf of the board and i wanted to reach out and number one, i wanted to thank you all for your public service. Ive done similar duty for the last 30 plus years in the communities and i know its constantly a thankless job and regardless which side you sit on, i want to thank you for dedicating your time to the people of San Francisco. With regards to this particular site and how its impacting our community, the first thing i would like to bring up is that we have gone through periods of time recently where no sales have occurred in the infinity or limina and i cannot believe that has anything to do with the local market when you look at whats going on in the broader neighborhood. Were seeing an impact of this seat and the potential use by the city as a safe sleeping site already impact the redevelopment of the area and town which is vital, vital to our survival of the city and our growth forward. And we are the most compact neighborhood. We have the highest density of any neighborhood in the city and, basically, what has occurred with this site over the past six or significan six monts terrified people to the point where they are considering whether or not they want to live down here and that is not going to help any of us achieve or accomplish our goals. I would like to encourage everyone on this committee to thoughtfully consider removing this site from any kind of consideration, canceling the contract with the city. We as people who live here, who walk our dogs here, what we have seen happen to our neighborhoods since covid started is tragic. Were the people who came out and threw millions of dollars at trying to save and redevelop a part of this city we think is vital and were the ones with skin in the game and we have felt over the past few months that voices have not been heard and i think that new communityminded individuals have an opportunity to make our neighborhood one that is sought after and a beacon in the city of San Francisco and that will further more renovation and make this a part of the city truly a beacon of light for people and we hope you will take this into consideration. Speaker i wanted to echo the earlier comments and specifically thank supervisor hainey and east coast cpd to engage the community on the interim use of the site. I think many in the neighborhood have been a bit frustrated with some of the decisionmaking in the past. All of t the efforts have helped to restore confidence in the city and especially whats happening in our neighborhood. During the current covid19 restrictions, theres a very strong need for safe space where all of the residents and families, especially in this densely populated area and because we dont have any safe streets close to vehicular traffic in our neighborhood. The site provides multiple activities while longing for physical distancing and so i wanted to really voice my support for everything thats been said so far, canceling the agreement with the city and moving forward with the interim activation of the temporary transbay terminal site and also, while i agree and i recognise that some process is needed pushing it forward with the site, i want to strongly encourage the board and staff to expedite this so theyre not waiting forever. , especially during a pandemic time. Today in front of you you have six professional Service Agreements for Legal Services that comprise of a legal bench for the agreements for fiveyear term with twoyear extensions for a total value of not to exceed 11 million. And tjpa staff issued an rsp for a full range of Legal Services. We received eight proposals. We reviewed the proposals and scored them and for two firms that wer were indiscernible . Board members, do we have any questions . Thank you, chair and thank you for the presentation and i just wanted to make sure that i understood the process that you went through in terms of getting the contact staff that obviously maholey is our counsel and different firms used, we put those together for the new contracts that were with them. Weve had our general counsel review the Model Services agreement prior to this which accompanies any rsp that we use. The responses to the rsp or the respondenteents had to note exceptions to the Model Services contract and so there are few exceptions to the agreement that generally center around indemnity because of the Attorney Firms having a different laws that kind of conduct this. So the short anticipation, our general counsel has had some involvement in reviewing them, but it would have been at the forefront of the rsp and solicitation and then, once weve, i guess, proceeded, we would have them make final recommendations if theres any concern or issues. A little bit concerning in terms of the involvement with having help with the agreement. Obviously, it wasnt prior to this procurement and im not saying anything untoward is happening with the procurement and is it possible for at least the general counsel to review this by the City Attorneys Office or somebody else to make sure we have a clean bill of health for that particular agreement, given the history here . Well, i believe we could have another Attorney Firm review general Counsel Legal agreement. Though, i would add that the agreement that were proposing almost exactly mirrors the one we had prior but yes, we would do our Due Diligence and have another legal firm review theirs. And could i just add that the City Attorney did review that legal agreement that was awarded back in 2012 and it has not changed in terms of content from that model. Sorry, maybe im a bit confused, then. Because im hearing different things. An agreement from 2012 that were still using for this. I heard there was a period where there were modifications to this and there might be other things that have come into the negotiation process for an indemnity since the original 2012 agreement. Ill leave it to the other Board Members, but it seems like its dots the is and crossing the ts. And im not saying anything will come out of this, but it seems worthwhile. Director, i agree with you. We can run the agreements by the City Attorneys Office one more time just to make sure tha theyt the purpose. The agreement that we used and we used to award from the contract was reviewed by the City Attorneys Office and miner changes were done to it, but i think it is good to go back and look for another review. Ill turn this over to miss chang for her report. I would recognise vice chair and chair who will copresent a couple of slides. Good morning. Im tilly chang, the director of the San Francisco agency for the dtx and im presenting today on behalf of the six agencies that comprise the executive committee. This is for the sf rail program and known as the downtown rail extension program. And next slide, please. We have slides, great, thank you. So the next slide here, our executive Steering Committee does meet monthly and im happy to provide an overview of sort of our structure and as a background, our purpose, as well as provide an overview of what has transpired in the first meeting, inaugural meeting in july. And again, well have steven polochroni and we just started our work and eager to get going and appreciate your leadership in establishing the esc and all of the partners for approving the mou, the memorandum of understanding, for establishing or work program and our objectives. That was back in april and may of this year. And steven will be presenting on the integrated program and Management Team and, of course, you have the other item on the agenda for the interim project agenda which ill go over. Great. The executive Steering Committee has a membership of the six agencies and ill let andrew describe that to you in just a bit. But first, let me summarize our first meeting in july. In addition to the elections, our agenda had one other agenda item to recommend appointment of the interim project director. This is item 13, again, on your agenda and here, ill note that the group interviewed two candidates and unanimously recommended mr. Polyrromos who is leading the contract management with acom. They have provided input to the tjpa staff on the recruitment for the permanent project director position. This is leading the Development Task in our work program and the Program Director leads the Management Team, which is a collection of six agencies sort of deputy level folks and they will be focusing on the development of the work plan and delivering tasks. And we talked about those initial tasks and, again, steven will present the sixmonth look ahead for the work that were undertaking. Finally, we did discuss the dtxs consideration in plan bay area 2050. And here, benefit again, i woulo appreciate the elected official, as well as thank jim hartlett for leadership and advocacy during the whole process. This was established as an advisory body to the board to all and with executives and technical staff and the expertise from the Partner Agency and these two boxes are in green and the six agencies are represented at both levels. The main work streams are in the two blue boxes to the left and these include the project Development Task, a whole series of operational and engineering analysis and project delivery studies to bring that project into readiness for procurement, as well as a set of planning and fending tasks that includes the processes to help set the priorities for the region, as well as establish some Funding Strategies and eventually application to the federal Transit Administration for federal funding. So throughout this work, of course, we will be coordinating with the state and regional partners shown in the grey boxes and ill mention the ones in the upper right with b remarart and capital corridor, as well as the office of rails and caltrans and with complementary projects shown across all of the different projects to include the pennsylvania avenue extension, which is that piece of the alignment that should continue southward from the fourth and king rail site below 16th street and to the south bay and then the fourth and king railyard studies themselves and so those are shown as a separate set of studies as actively coordinated by members of the team, as well. So here, let me go ahead and invite the vice chair, to add a few words on that regional coordination and present the next slide. Good morning. Im with the bay area toll authority. Mtc lazy spent quite a bit of time in our role in megaprojects and the reasons for these important investments. Weve seen the region struggle to deliver and believe the best way to inmain trust is by havino include the agencys representation in the planning and throughout the engineering process our commission believes that lessons from programs like the toll bridge Seismic Program and other more joint venture relationships will improve the regions ability to manage risk and avoid some of the problems that are created when programs get delivered in a Single Agency silo. Im excited to support chair chang and the other members of the team and as shown in the bottom grey bar acting as a direct conduit to the programming efforts that will be so critical in developing the funding and scheduling of the rail program. The membership slide defined two major support efforts underway. , the executive Steering Committee and integrated program team. The committee is represented by caltrain and county of San Francisco andle california highspeed Rail Authority, and the San Francisco county transportation authority, as well as mtc. I want to specifically thank director lipkin for his dual role in sitting on this board, as well as the program committee. We do believe this is a good model for several megaprojects that are in the region, primarily rail projects that the region is planning on delivering. Specifically the entire rail corridor from gilroy to San Francisco and the new crossing that is anticipated across the bay that is being currently lead by bart, and, of course, the valley link program in the eastern part of the region. And all of us expect to provide the Transbay Joint Powers Authority with solid technical recommendations and look forward to changing the course of major megaprojects for the region and the state. We will be meeting monthly as testimontilly mentioned and ourt meeting is scheduled this friday and the Committee Meetings will be posted and open to the public. I would like to now introduce steven holacronus, a member of the integrated team to discuss the work plan and the initial schedule. Thank you, vice chair. Thank you so much for this opportunity to present. Donald, if we could go to the next slide, please. So i wanted to give you a sense as to the work that well be doing over the next six months. I do want to point out that this is a highly simplified schedule and we, in fact, have a detailed schedule thats approaching 400 activities which will grow exponentially adding more subactivities. I also want to note that some of the activities that you see here will require us to come back to the tjpa directors for your guidance and the in last slide, esc chair chang will provide an outlook as to what those items will be. In terms the major activities that weve been taken since the mou was officially signed at the beginning of june, end of may, first among them is to make sure that were keeping good overall Configuration Management of the program by keeping a running tally of any changes and many quite small and others, perhaps, in the future and subject to esc and your approval could be larger. But it is an activity to make sure we keep a good loc log. This is an item to come back to you once that solicitation process moves forward. As the vice chair mentioned, we have a number of projects in addition to dtx that are interrelated and pennsylvania avenue and so were developing a detailed consolidated work plan that shows the interrelationship of all of these activities across the phase two program. One of the other major directions from the mou was to look at a phasing program to identify the potential for some elements of the dtx project to be deferred to future construction so that we have a more affordable and fundable project. We are working very hard with the ipmt on identifying phasing ideas tha and we held a workshop which i will describe on a later slide. Part is parcel is to understand the impact on any phasing ideas to the operations itself. And certainly we want to make sure we have a project that meets the needs of the public through the highspeed Rail Authority as well as caltrain and so, we are in the process under caltrain and highspeed Rail Authority of bringing on an operations consultant to do various sensitivity tests of changes in some of the details of the program and how that might affect operations. We also need to estimate the phasing concepts in terms of the impact both in the shortterm and longterm when those items need to be added back in and what will be the cost of that be. Its important to ensure that we are listening to the design is D Construction industry as the giant moves forward. Over the course of the project, well be conducting two and three industry soundings and we want to get their ideas on tunneling approaches and contracting packages to consider the wisdom, if you will, of the Construction Industry as the project begins to be defined, particularly in terms of how elements of a project are packaged into contracts. A companion to that rebranding plan i spoke about is an updated Public Outreach plan and as i said, tjpa is in the process of soliciting a Public Outreach and Communications Consultant team which would come back to the board for consideration and eventually with approval. I think were all aware that the historic gec for the program, their contract ended and so, we are in the process of soliciting for a new general Engineering Consultant tha. That rfp was issued july 2n july 2nd and proposals are due on september 4th and that would come, of course, back to your board for consideration and approval. And finally, two ongoing elements and as i mentioned, this is a simplified schedule and there are various milestones in the detailed schedule for both the funding plan and Transportation Planning lead by srcta. A good example of two of these that took place was getting dtx in the first phase of the projects for the plan bay area 2050 and there will be continuing work on the funding plan, culminating, of course, in an e yorventual project. So in terms of the ipmt, i have been working aggressively since the mou was put in place and weve had three excuse me, two specific workshops in addition to our biweekly meetings and phasing workshop one, we put together a compelling presentation from the prior general Engineering Consultant to transfer as much data as possible to the ipmt as that consultant was completing their contract. We wanted to make sure that the ipmt had a chance to hear a presentation from the gec and to ask questions. And then, in terms of the workshop one of our phasing study, we focused on first developing initial evaluation criteria, which i will discuss briefly in a moment, as well as to do brainstorming on phasing concept categories and how we would proceed with that work. And the impt has been work on those issues, as well as detailing the schedule, the work plan and other important steps to move the project forward in accordance with the mou. Next slide, please. And so with respect to those evaluation criteria, it fell into five big picket buckets ane been developing additional workshops, detailed criteria that fit into the five big buckets. First is capital cost savings and future costs. Well do the phasing study. We need to understand what the impact is on the cost of the project, both now and in the future. And both with respect to capital costs now, savings, and future costs to install some of the potentially deferred items. Of course, theres operational impacts. We want to make sure that the services of highspeed Rail Authority and caltrain can operate on the system efficiently, safely and to the benefit of riders. And then, finally, what are the impacts now and in the future on operations and maintenance . Does it increase or directors costs and does it blur the lines of responsibility for maintenance. All of these things are important to understand and to describe well to the public and, of course, to the tjpa board as you consider the results of the phasing study. Next supplied, please. Slide, please. In terms of the next steps, our primary activity right now, first is to conduct that operational analysis and, as i mentioned, highspeed Rail Authority and caltrain are negotiating with a consultant to do various tests of the ideas to see what their impacts are on the project. And that we want to look at the short and longterm costs of the deferral ideas and pmpc started estimating some of the potential deferral ideas for the current year. And finally, as the project excuse me, the phasing study progresses, well be testing the ideas against the evaluation criteria that have been established by the ipmt and are going to be reviewed in detail with the esc to make sure that we have collaboration and agreement on the things that we should be looking at to help you make decisions in the future. With that, im going to turn the presentation back to chair chang. Thank you. Next slide, please. This is really a look ahead, a roadmap, on what types of action and information items you can expect from our group as we present to you on a monthly basis and the action items to on the left relate to the actual work plan and resources that would likely be needed for the pieces of the work plan and well come back with a request or recommendation there and project director recruitment, communications and contract awards on the rsps just released, as well as information items and this is just in the next few months until the end of the year, a Public Outreach plan and the phasing concepts that steven just described, we will absolutely be coming back to you in the new year with action items, most likely related to the concepts, as well as additional tasks in the next six months. So with that, i hope that provides an overview of what weve been up to for the first period and were so excited to get started and happy to answer any questions. Thank you. I dont want to take too deep of a dive but as you start the process, but i was curious on a couple of different levels. Number one, i think procurement ready and 23 in that range. I believe this included early action items such as utility and rightofway acquisition, and so it is possible, you know, if were ready and if the resources are there to initiate in the 23ish time frame but otherwise, we had implementation in 2024 sor, because we would be likely to be in the application process and successful for t funding grants such as the new grant in 202223. If were ready and things like the regional measure three funds are available, for example, that would be a nice source for early implementation activities. But certainly do add to that. The second question in the timeline of early activities, have all of the early procurement activities that are needed and identified so that were not trying to play catchup, the get and chatter about it taking so long about Good Governance to avoid soul sourcing and have many of the earlier activities have been identified to be proactive rather than reactive . Right, and thank you for the question. It certainly its an issue, right, for us, that we dont have the gec on board and we are procuring and we understand why thats necessary to support that. Some have the onall bert benchh perhaps through the Engineering Resources might be able to back receive fill a few areas, but really, we do rely on the gec contract for the majority of the work Going Forward. As far as the procurements, theres been some need to backfill some of the gecs for the current sixmonth period that were in and in addition, we will be needing to support caltrain and highspeed rail as they procure that operations consultant that steven mentioned for the rail operation analysis. I would rather be proactive instead of catching up with the project. Could not agree with you more and the esc has discussed this as a potential risk item. You have asked for this, an ongoing risk register and just tracking and i know thats something director lipkin will do and project development, as well as vice chair. So were all aware and appreciate your interests in getting ahead and not just reacting and playing catchup and that way were doing the best work we can to try to get ahead of these things. Thank you. And i didnt want to go too far and ask what the register was or the p1 questioned for the 400 items and i wont go there. Twelcome to the team, steven. Are you interested in pursuing the permanent position . Theres a lot of questions about the interim versus permanent recruitment. You put me on the spot, director. This is an important project for me and feels like a capstone of my career and i think im in a better position to support this leading the pmpc team and thank you for having, sir, thank you. With regards to the operations plan, you may be interested in the plan present to mr. Lewis zirinaga in 2015. It is basically modeled over the 2012 plan for the olympics. And they achieved 12 trains an hour in and out per direction, with half of the tracks you have in transbay. I suggest you go and look at it and it was developed. please stand by . So through the chair, what i would like to ask is that moving forward, the board following the example and posts the written comments of the director on the website after the meeting. Thank you. While ive taken san franciscans for a wild ride, and we still have the same [indiscernible] that come, talking the talk but not walking the walk. Not only on this project but other projects. For example, even the sewer system improvement project. And what i am alluding to is there is a lot of corruption, and theres a lot of change orde orders, so we all look forward to this highspeed rail, but why is it taking us so long . Its taking us so long because really we do not have the main leadership having their heart in the right place. So we knew that total upheaval of the Transbay Joint Powers Authority, whether you like it or not. Youve got the same guys giving Public Comment because maybe they got some pleasure giving the comment. I give up. I mean, you go to attend the meetings. You give solutions. All right. Whereas mark zabaneh joined the authority in 2013 as a Senior Program manager and was promoted to executive director in 2016. And whereas executive director mark zabaneh has dedicated his career to building californias infrastructure, first in his capacity as an engineer at California Department of transportation, caltran, and then as its deputy district director for program and project management where he delivered complex, capital and seismic safety projects throughout the bay area. And whereas prior to joining the tjpa executive director mark zabaneh was a team member of the team that delivered the tunnel, the largest stimulus funded transportation project in the country at the time, delivering the project on time and on budget. He was instrument lowest level in delivering intertait 880 interchange project, the interstate hov expressway project, san matteo hayward bridge trestle and east approach widening project, as well as several other large and complex projects. And whereas under executive director mark zabanehs leadership, the tjp delivered the sales force Transit Center, a modern, regional transportation hub connecting transit systems throughout the bay area and one of the most important pieces of infrastructure to be delivered through the San Francisco bay area in a generation, a center at the heart of a new transit friendly neighborhood [indiscernible] and parks and shops, providing access to Public Transit literally at the foot of peoples doorsteps, allowing them to travel and commute without the need for a car. And whereas on behalf of the tjpa, mark zabaneh also successfully negotiated a 110 million naming rights agreement to fund Transit Center operations, secured environmental approvals and received an amended record of decision from the federal Transit Administration [indiscernible] of the program and worked with the region to choose a preferred alignment, all critical milestones in moving the downtown rail extension forward secured 325 million for the development of the construction of phase 2 [indiscernible] one of the highest funding participants highestfunded participants, negotiating a complex Management Agreement to [indiscernible] salesforce Transit Center. Leased more than 80,000 feet of retail space in a challenging Real Estate Market and maximized revenue from advertisement promotions and sponsorships. And [indiscernible] benefit from the thoughtful leadership, knowledge, depth of experience and integrity that executive director mark zabaneh has brought to the tjpa and whereas on october 31, 2020, executive director mark zabaneh will retire from the tjpa. Now, therefore, be it resolved that the transbay joint task authority expresses its gratitude to mark zabaneh and be it further resolved that the tjpa fishes executive director mark zabaneh continues in his best in all his future endeavours. I joined the board in 2017 with the opening of the Transit Center a couple of months after that and then the ultimate low of the Transit Center closing due to the vaccine. You provided tremendous leadership during that very, very difficult time and the most important testament to that is now that the center has reopened, there arent any questions about the safety or the certainty of the repairs that were done, and thats the work that you did in making sure that both the right thing happened at the center and that it was communicated well and that we were able to regain the confidence about the facility, and obviously the Transit Center itself is an inspiration for what a transit station can look like, what we can do with city building, and its a world class asset that should be celebrated by uli and anybody else in the world. Through all of that youve been earnest and forthright. You know, youve always been concerned with respect to and from my vantage point, always been committed to leading in the way that making sure were doing right by the public, and you know, committed to kind of Good Governance along the way, and i very much appreciated that from having networked with you for a couple of years. I of course want to wish you the very best in your future endeavours, and i will echo others in saying we will certainly miss you and we will need to we will definitely need help from the next person up to keep that progress going. I am a Civil Engineer by training. My career has really been around government service. When the opportunity came up to serve the city of San Francisco, that was just an opportunity i really needed to explore. [ ] [ ] i think it was in junior high and really started to do well in math but i faced some really interesting challenges. Many young ladies were not in math and i was the only one in some of these classes. It was tough, it was difficult to succeed when a teacher didnt have confidence in you, but i was determined and i realized that engineering really is what i was interested in. As i moved into college and took engineering, preengineering classes, once again i hit some of those same stereotypes that women are not in this field. That just challenged me more. Because i was enjoying it, i was determined to be successful. Now i took that drive that i have and a couple it with public service. Often we are the Unsung Heroes of technology in the city whether it is delivering Network Services internally, or for our Broadband Services to low income housing. Free wifi for all of the residents here so that folks have access to do job searches, housing searches, or anything else that anyone else could do in our great city. We are putting the plant in the ground to make all of the City Services available to our residents. It is difficult work, but it is also very exciting and rewarding our team is exceptional. They are very talented engineers and analysts who work to deliver the data and the services and the Technology Every day. I love working with linda because she is fun. You can tell her anything under the sun and she will listen and give you solutions or advice. She is very generous and thoughtful and remembers all the special days that you are celebrating. I have seen recent employee safety and cyber security. It is always a top priority. I am always feeling proud working with her. What is interesting about my work and my family is my experience is not unique, but it is different. I am a single parent. So having a career that is demanding and also having a child to raise has been a challenge. I think for parents that are working and trying to balance a career that takes a lot of time, we may have some interruptions. If there is an emergency or that sort of thing then you have to be able to still take care of your family and then also do your service to your job. That is probably my take away and a lot of lessons learned. A lot of parents have the concern of how to do the balance i like to think i did a good job for me, watching my son go through school and now enter the job market, and he is in the medical field and starting his career, he was always an intern. One of the things that we try to do here and one of my takeaways from raising him is how important internships are. And here in the department of technology, we pride ourselves on our interns. We have 20 to 25 each year. They do a terrific job contributing to our outside plant five or work or our Network Engineering or our finance team. This last time they took to programming our reception robot, pepper, and they added videos to it and all of these sort of things. It was fun to see their creativity and their innovation come out. Amazing. Intriguing. The way i unwind is with my photography and taking pictures around the city. When i drive around california, i enjoy taking a lot of landscapes. The weather here changes very often, so you get a beautiful sunset or you get a big bunch of clouds. Especially along the waterfront. It is spectacular. I just took some photos of big server and had a wonderful time, not only with the water photos, but also the rocks and the bushes and the landscapes. They are phenomenal. [ ] my advice to young ladies and women who would like to move into stem fields is to really look at why you are there. If you are if you are a problem solver, if you like to analyse information, if you like to discover new things, if you like to come up with alternatives and invent new practice, it is such a fabulous opportunity. Whether it is Computer Science or engineering or biology or medicine, oh, my goodness, there are so many opportunities. If you have that kind of mindset i have enjoyed working in San Francisco so much because of the diversity. The diversity of the people, of this city, of the values, of the talent that is here in the city. It is stimulating and motivating and inspiring and i cannot imagine working anywhere else but in sannnnnnnnnnnnnnnnnnnnnnn staff and members of the public who are joining us for the San Francisco health Commission Meeting for tuesday august 18th. Before we move onto the approval of of the minutes, i want to share with the commission, with dph staff and all those watching as members of the public, that as you know, we are under an excess i have heat advisory and there may be rolling blackouts in San Francisco, the beginning as early as now 4 00 p. M. In San Francisco with an anticipated restoration of power around 7 00 p. M. We dont know exactly when this will happen or if it will happen or what areas of San Francisco will be affected, we do know about 103,000 customers accounts will be impacted by this. I know director colfax will talk about dphs response to the heat advisory during his remarks and i want to assure the commission and members of the public the Health Department will be monitoring the heat situation and take all appropriate actions to prevent and protect vulnerable populations. So, hopefully well make it through the whole meeting but if we do suddenly go dark, we know why. Apologies in advance if that happens. Lets move on to the next item. Approval of the minutes. All right, well move it to the covid19 update. From director colfax. And actually sir, im sorry, its the directors report first. Item 3. I jumped ahead. Directors report first. So, we will go into the directors report, thank you, mark. Hello dr. Colfax. Thank you secretary morewitz. Just a few things to highlight in the directors report, what you have before you. Mayor breed presented her covid19 budget for the next fiscal year, which is over 400 million, 446. 1 million to be exact with significant portions allocated to help operations, including of course most of that to the department of publichealth and focusing also on housing and shelter programs and Food Security and Human Services in Emergency Communications and operations. This budget is being presented in various components by different departments to the board of supervisors. We presented the covid19 dph portion of the budget to the board last week and there were a few questions and well go before the board for our fourth hearing on the budget on friday. I will give an update on covid19 in more detail in the next agenda item. Just to say that as some of you may have been reading in the paper, there were reporting delays and charges with regards to the state cal ready system that impacted our ability to better to optimize our understanding of the status of the deposi epidemic in san frano and partner notification. The state is telling us that those data are fixed and we are improving our ability to monitor the epidemic as a result and as we look at the data coming in, there may be some adjustments with regard to the data that has been posted on our website. Weve received a large bonus of thousands of tests, reports that were previously not calculated into our Positivity Rates. The good news is those were for the most part negative results so we were counting for the positive and of course, even with, not of course but just to highlight that with the cal ready system challenges people were still getting their positive test results from their provider. In terms of the few pieces on the Behavioral Health side, the mayor announced last week that a collaboration between the Health Department and the Fire Department ems6 in terms of creating a Street Crisis Response Team that will pair First Responders with Behavioral Health workers on the streets and ensuring that people get the Behavioral Health services that they need in real time when they are engaging with First Responders and this is a Pilot Program and we expect to have it up and running in the fall and lastly per president bern allies discussion around the heat, we have been working with our communitybased organizations and with our team to make sure that people understand the precautions necessary if given the heat advisory, and combining that messaging with covid19 prevention messages, so drink water and stay cool, wear face recovering, avoid strenuous activity and wear light clothing and weve been coordinating with office of Emergency Management to consideration of opening cooling centers if and when we meet the criteria to open them in this age of covid19. My question is when do you think the state crisis team, which is wonderful, will be able to launch . Some time in the fall and im happy to provide updates as we get a sense of the capacity to resource the project and also to hire people. This is claire. I just wanted to say that we were working pulling together and a team to just really delve down as the next step for everything we need to do for that project to make sure that were in close communication with hr and the existing stakeholders to move forward with that. I was just going to ask i was going to ask when it does start, if we can be notified and then get an update because this is an Exciting Program and one that we would like to track and im sure the public will too. We would be happy to coordinate with the commission and provide an update on that. Absolutely. If there are no further questions well move onto the covid19 update. Director colfax. Can you hear me . We cannot hear you. Now we can. You are good. You can hear me . Now we can. Sorry about that. Well, again, commissioners, director of Health Providing you with an update on covid19. I have a series of data points to review with you and then of course happy to answer any additional questions. As you can see, were at 842,700 cases of covid19 diagnosed in San Francisco. Approximately in the last two weeks and under cal ready system has created challenges and we have estimated about 1,400 people who have been diagnosed in the last two weeks of this would be considered active infection and we have a total unfortunately of 70 total deaths among San Francisco residents. Next slide. This is our test team numbers and we far exceeded our goal of 1,800 tests today and were now almost at 3,900 tests on a seven day rolling average and you recall that we set a new goal for september of doing 5,000 tests a day across the city and were making Good Progress towards that goal and demonstrated by the seven day rolling average on the curve. Our over all seven day Positivity Rate is 2. 97 and we have started our adaptive testing strategy that i talked to you two weeks ago with mobile teams providing testing particularly in the southeastern part of the city and where we have high Positivity Rates and we currently have two test sf mobile sites going into neighborhoods with highest prevalence rate with a capacity to do a total of 500 additional test as i day compared to where we were just a couple of weeks ago. With regard to cases of Race Ethnicity and continuing to see high preportion in the Latin X Community and we are working with key stakeholders, Community Leaders and providing the supports services and the cultural Economy Services and with regards to addressing the covid epidemic in the last inex population. With Sexual Identity data i did want to share this data with the commission looking at cases, cases diagnosed and you can see here that we have under Sexual Orientation, and this is again, a data that doesnt include all our cases. You can see this was for cases interviewed and after april 27th of 2020 you can see the distribution by Sexual Orientation and by gender and next slide. I also wanted provide covid19 case and deaths by age group just to emphasize to the commission that we have, in terms of distribution of cases, this is a pandemic people who are under 50 over all and we have seen a shift as we seen across the nation to a younger population that weve had an increase in cases among people younger than 18 and particularly in the last few months and you can see our distribution here as currently stands and then that is by age group. You can see that we continue to reflect with over half of our case, our debt screen among people over the age of 81 and you can see 3 of our cases where people over 81 or over with regard to the deaths 90 of deaths that weve had in San Francisco of the 70 deaths, 90 have a known whoa more bid condition about the disease and being particularly deadly among older adults and the people with comorbid conditions. So a quick county cove covid comparison. Our case rate is low compared to similar jurisdictions across the country. Death rate significantly lower than other communities and our testing rate is higher with the exception of the testing rate in baltimore and you can see where data are available and we are in excessive including new york city which has done a lot of work to stale of testing were at 3. 61 and theyre at 2. 59 per 1,000 residents. So this is our current hospitalization rate its the farright is our current hospitalization rate and this is our hospitalization rate through the pandemic that peak that we saw in april and may going down to a low of 26 hoppizations in late june and we see the city climb to 111. You can see that weve had some variation in august where were currently most recent data shows a total of 84 hospitalizations and the dark blue lines are the number of people in the icu and the light blue lines are people in our medicine surge that is so were watching it carefully and it is to note the peak and the decline is quite similar and so far to what we saw in april and may with a 94 hoppization and another increase and in late april and early may so were wait to go see if we see a similar pattern here so far it looks like it may be marrying that. We dont have conclusive evidence why theres this by model distribution but its something that were observing and determining why we get this distribution again. Next slide, please. These are data on our key health caters and we have the slope of covid19 hospitalization thats rate of increase shown here at the 1 level is now green and that is alert just a few weeks ago commence rat with that indication we are in a surge. Our hospitalization Capacity Remains in the green with 25 and of our acute care bed facilities and our icu bed capacity is in green and we are high levels of case positivity and this is going on for a number of weeks now and were at 11 and for 11 cases, per 1,000 over seven day rolling average and we, again, to stay at that high level. The testing numbers are ability to succeed our goals and now going to that goal 5,000 in september and our Contact Tracing and partner notifications those numbers are in the orange and lower than we would our goals and again, part of this we attribute to that backlog of testing that happened a couple of weeks ago that was very challenging for our team and we hope coming in, we will correct that and we caught up with our test teams window in terms of turn around times we hope the Contract Tracing numbers will improve. Weve made expansions in our Contact Tracing capacity and are staffing and anticipating the potential for 200 new cases a day. Expect those numbers to improve. Over the next few weeks and then our ppe within n. D. P. H are good and were in a 30 day ply of dpe. This is update on our reproductive rate of the virus again is how quickly or slowly the virus is reading through the population and its less than one and the virus is slowing down because fewer than one person is getting infected and its basically neutral and one person infected infects one new person and a reproductive rate means for each person infected more than one person gets infected and you will see the solid blueline demonstrates the estimate the row productive rate based on models and this is not a number that we can precisely measure and this model at uc and uc berkeley is something weve been using on from early on in the epidemic. We were at a rate as low as. 8 in may and june and it was 1. 34 a number of weeks ago and were down to. 93 on the farright of the curve. Confidence are still wide so we could still be above one but over all the trend is the favorable direction but i would just add we want to continue to see that number go down so that completes my covid update for the commissioners. It doesnt complete it because i did want to add one other component to this which is we were added to the state watch list because of our covid19 hospitalizations. We remain on the state watch list due to our high case rate which means for now we are on pause on our reopening and we are working with the state to determine what the next steps would be when we are off the watch list and the state is we are hoping the state will issue more detailed guidelines about what accounting the may be able to reopen after coming off a watch list and i asked our Health Officer to create a detailed plan in terms of when our reopening face may look like Going Forward given weve been on pause for most of the summer and we are in this pandemic and he will be in a serious situation for a number of months so he is now working on that in terms of what gates we may use to consider reopening and business and other entities Going Forward as we enter the fall into flu season and other challenge thats may lie ahead so thats my update for the commission. The salon i work at has been closed for five months and that is seeing salons reopen safely. Its baffling we are unable to work in San Francisco. We have been waiting watching neighbors and close theres door permanently and were still unable to pay our rent as you know employment insurance have run out and the situation is dire. Hair salons are controlled environment we we practice safely since we are licensed and regulated by the state and we focus on disinfection and client protection. I firmly believe and as evidence shows that by allowing salons to reopen will not spread the covid. Please let us reopen. Specifically does that. 4 include those who indicated both native american and other ethnicity . And also, on those Health Funding related to the mayors most recent budget announcement, im curious if theres still proposed cuts to major native American Health programs. Thank you. I want to thank the commission for its time first of all, my name is craig and my wife owns a hair salon in San Francisco and i want to join with the womens voice who said you know, theyve been closed for so long now and its absolutely brutal and i would urge that these hair salons should be open and to ask the commission to do whatever it can to row think the policy of the city and county and urge the state to move that way and the main point id like to make quickly is that i think the instinct sof these salons and maybe come from a sense that this is close Contact Business they must be vectors of spread and that is based on proving to be an empirical mistake nation wide.
