Item 20 is a resolution to oppose California State Senate bill number 50 authored by senator scott wiener unless its further amended from undermining the Community Participation in planning of the wellbeing of the public environment and well good, preventing the public from recapturing a portion of the economic benefits conferred to private interests and restricts San Franciscoses ability to protect vulnerable communities from displacement and gentrification. Supervisor mar thank you. Im grateful for the opportunity to continue our important discussion on senate bill 50 and implications for our city and our approach to solving Housing Affordability crisis. I would like to remind you this is not a second resolution on sb50, but amended duplicated file. Opposing sb50 unless amended is still the official position of the city and county of San Francisco since passing the original legislation in april. Since senator wiener is making another go in january, i felt it timely and necessary for to clarify the specific changes to sb50 we would need to see for the county and city of San Francisco to support it. Thank you to my cosponsors, mandelman, yee, fewer, ronen, peskin. The contentious debate over sb50 is over what housing we build and for whom. As data from the first housing report highlights, we arent simply in a housing crisis, were in a Housing Affordability crisis and our unique challenges in San Francisco require thought. Datadriven solutions. Not broad stroke mandate based on a mentality or blind faith or even mitigate our affordability crisis. Last week the g. A. O. Committee approved my proposed amendments to the boards original resolution. The amendments clearly state the need for sb50 to ensure that existing area plans are respected and allow the community to engage in planning to increase housing density giving communities a seat at the table. Number two, capture more of the value conferred to developers when we upzone and direct it to Affordable Housing and community benefits. Number three, provide meaningful funded and enforceable protections against displacement and gentrification. And number 4, ensure there is adequate Transportation Resources to go alongside housing development. I went to work in good faith with the state representatives as we work on our local efficients on Community Planning and Affordable Housing development. Including our accomplishments with eraf, housing bond, jobs housing linkage fees, prop e and budget wins, both local and state, for planning and development, particularly on the west side. Its not enough to say what were against. We need to say what were for. To imagine a future that includes a middle class and working class in San Francisco that prioritizes Community Needs overdevelope overdevel ov overdevelopers bottom lines. We need to build that future. I urge you to support this amended resolution on sb50 today. Thank you. President yee okay. Thank you. Supervisor preston. Thank you, president yee. Colleagues, its no secret that i think that the sb50 is bad for our city as drafted, the bill would make our Housing Market less affordable. The bill gives away valuable rights in San Francisco, enriching developers at the expense of our community. Notably, as supervisor mar has pointed out, the bill does not even require higher rates of Affordable Housing or transit investments in exchange for the Development Rights that it gives away. So i want to thank supervisor mar for introducing this resolution, working so closely with advocates to call for essential amendments to sb50. I also want to recognize and thank the Affordable Housing advocates and residents here in San Francisco and in gentrifying communities all around the state who have worked hard to expose the problems with asb 50. I think its a shame that so much of their time and ours must be spent challenging the latest developer bill, rather than focussing on Real Solutions to our Affordable Housing crisis here in San Francisco. Ill be supporting the resolution and thank you, supervisor mar, for moving it forward. President yee supervisor peskin. Supervisor peskin thank you, president yee. I actually that supervisor preston on his first day took the words out of my mouth. I want to thank all of you in your incarnation as members of the sfcta for your vote earlier today, particularly supervisor mar. I also want to say what i said in committee, which is that the hope that my former colleague and now state senator wiener will heed this. I think this is this is not a measure that says opposed. This is a measure that actually says if you take a few commonsense amendments and you actually stop working with the developers and work with with everyone in the state of california this could move toward housing density that could be equitable and just. I wanted to sound that note and associate with the comments of supervisor preston. President yee supervisor safai. Supervisor safai thank you, president yee. I think this is a really important debate for our city to have. I think that certainly weaver weve had Uncomfortable Conversations in policy areas. One in particular recently i know supervisor haney that pushed forward out balancing out the number of Navigation Centers in the city. I think thats an important conversation to have. And i appreciate that. We recently christened and opened the first safe parking in district 11, the balboa bart station. This is something that has been talked about in San Francisco for over a decade or more. But we actually stepped up and were very proud to be the first neighborhood in the city to do that. And so im not shy to have Uncomfortable Conversations. I think this is one that is very uncomfortable conversation. I think you can approach it from many different angles. You can say this is developer giveaway. You can say its not sensitive to lowincome communities. Or where this bill is today and where it started out, it has evolved significantly. I think the things pointed out, i appreciate what supervisor preston said, i think first and foremost, there has to be strong conversation about sensitive communities. Senator wiener has made amendments to say that any Community Working with equity, coalition, would have a fiveyear moratorium of having this implemented. Those conversations are ongoing. I appreciate that. Actually things that there should be a further conversation in particular about having lowincome communities in general probably left out of this conversation. I think that would put a lot more people at ease, if we had a clear definition of lowincome communities and how this bill would not impact lowincome communities. But the thing that gives me a good confidence in this piece of legislation is that the senator has pushed forward the conversation around having a local flexibility option. Hes been working with Planning Departments around the state. Hes worked with our own Planning Department. So places like San Francisco that have area plans, that have done density and upzoning, would get credit for those. And the impact of sb50 would be minimal to zero in those areas. There are areas already zoned for over 45 feet. Soma. I know chinatown is on the cusp of that. I know there are other parts of the downtown area and other neighborhoods that would have zero to minimal impact. The tenderloin and others. My neighborhood is zoned Single Family home. Lets have a conversation about where we can have more density around transit. I think this is a good start. I think that supervisor mar, i appreciate everything youve done, in terms of moving the conversation forward and saying what youre looking for, but at the end of the day i think there is a lot of negotiation going on. I think its very telling when the assemblyman from the west side of town is coauthor. He represents the west side of San Francisco. Senator wiener is the main author that represents the whole city. I feel confident in the leadership of assemblyman tinge and wiener to get this right. There is strong antidemolition intended protections that could be more robust to your point. But theyve already started. If a tenant has lived in any property for the past seven years, sb50 is not applicable. Thats on top of all of the like to say for San Franciscos purposes all of our own ceqa, cu, discretionary review, all of the Historic Preservation requirements, all of the antidemolitions we have in place and all the tenant protections we have in place. So im not saying there is not more work that needs to be done. I guess its just a particular approach in terms of stating whether were in opposition without these amendments, or if were going to allow this bill to have more time. So i will not be voting in support of the resolution today. But appreciate the spirit of it and what its trying to do. And the need to protect our sensitive communities and lowincome xhujts of communities in particular. President yee senior ronen. Supervisor ronen thank you, i will be supporting the resolution and i wanted to thank you, supervisor mar, for your work and nuanced work on this. I want to echo supervisor peskin and say, this is not about opposing the bill, this is about changing the bill so it recognizes that not every single neighborhood, not every single city, not every Single Community is the same. That we have done very careful Community Plans in many neighborhoods. And there is a miss out there, ive been getting the lot of, if you have criticism of sb50 you dont support Affordable Housing and housing density. Which is not true. I support both of those things. The executive director is here of Economic Development agency, that actually used the first citywide density bonus in 100 affordable project in the city in order to build as tall and dense as possible for an affordable building for seniors. Its not about opposing housing or nimbyism, but wanting to maximize the benefits that height and density bring and recapture that back into the community for the benefit of the working class, the middle class families. I want to thank you for your resolution, supervisor mar. I think the amendments that you suggest are absolutely the right ones. And i understand senator wieners desire to push, you know, some suburbs that are truly antihousing and antidevelopment by trying to create these solutions, but the tool has been too blunt all along. And it needs refining. And im really excited to support this resolution today. President yee supervisor haney. Supervisor haney thank you, president yee, and thank you to all of you for your comments. I agree and i want to appreciate supervisor mar for your leadership in really putting forward what would really make sb50 much more informed and grounded in what the needs of our communities are here in San Francisco. I agree with supervisor ronen that there is maybe a set of suburban communities of which a tool like this would be needed. For San Francisco, what i think that what ive heard from all of you, is that we really need to double down on our own Community Planning processes. I know that supervisor mar has started that and will be kicking off a process in the sunset for a community plan. I know supervisor fewer as well has been leading on that. And what we did with prop e is relevant, in demonstrating that we want to build more Affordable Housing and want to see that happen all over the city. Sb50 wouldnt have that much of a direct impact on district 6, but what i can say, because there is so much housing that is being built in district 6, i do hope that we can build more housing of all types across the city. So i really appreciate the commitment that you all have made to look at areas where we can upzone or become more dense and do it also in way that specifically recognizes the affordability needs that we have. And uses it as an opportunity to address those affordability needs as we grow our city and do it in way that invests in infrastructure and transportation, and does it in a way that is sustainable and equitable. Im sure well have another opportunity to talk about this bill. And also most importantly, the principles that underline it in terms of how we build more housing in a way that addresses the growth of our city, but most importantly the affordability of our city. So thank you, all, for your work on it and especially, supervisor mar, ill be supporting it. President yee supervisor mandelman. Supervisor mandelman thank you, president yee. I have been and remain opposed to sb50. I was cosponsor of this resolution when we considered an earlier version of it earlier this year and ill be voting for it today. From my perspective, the right way to solve the regime i would prefer to resolve this would be for regional allocations of necessary housing to be distributed around the state. And for local communities to then have the opportunity to plan appropriately to develop the housing that is needed in those regions and in those communities. The only problem with that, it is an approach weve tried for several decades and we just have not been able to get local communities to produce. So i think senator wiener is to be commended for looking for ways to get communities other than San Francisco to step up, and it is my hope that in the next year, he and his staff in the legislature will find ways to preserve some of the elements of local planning that really are essential and also make a contribution to solving the statewide housing crisis. But for the moment, i still cannot support sb50 and i will be supporting the resolution. Supervisor fewer thank you, president yee. I just want to mention, thank you to supervisor mar and that i am proud to have worked on these amendments with his office. As we share the west side concern of the defamation of our neighborhoods and displacement of our residents as well as the lack of commitment of transit resources to meet our current and future needs. These amendments i think are commonsense and urges the state to recognize that protections are needed before we embark on giving developers a massive gentrification, the ability to in the name of profits. I want to talk about prop e, really opens up the opportunity to build 100 Affordable Housing on so many more pieces of property in San Francisco. On lots that are actually 10,000 square feet or more, and this is for Affordable Housing. I think this planning, allowing us to plan for neighborhoods planning for this is a smart way to go. I want to thank supervisor mar for taking the lead on this. President yee okay. I also want to thank supervisor mar for bringing this forth. And by the way, your comments around transportation as infrastructure need before you build even more density, that you made this morning, was very elegant and articulate, i wont repeat that. But certainly its something to consider, especially for the districts out on the west side where the transportation available is maximized already. And if you try to catch it, catch the morning commute or evening commute, youre going to be standing waiting for the trains to stop at your stop. Because generally, you have to wait for several trains to pass by before there is any capacity to allow you to get in. You know, first of all, i want to say that San Francisco maybe could do better in terms of increasing our Housing Stock. Certainly we can. But to sit here and pretend were not doing anything is misnomer and certainly when people talk about the west side of the city, and talk as if we dont build anything there, again, ive given examples of the west side, especially in my district, in district 7, where basically were going to be building a good 1015,000 more units in the next few years. Including along awaited units that were anticipated for the park apartments. And i mentioned San Francisco state more recently wanting to expand their capacity from to house 4,000 students to 12,000 students. And now we have stone talking about developments there. And, of course, i mentioned the balboa reservoir project, which would bring over a thousand more units in which 50 of it will be affordable. And im working on other projects that will increase several hundred more units in the district. But i make these statements not because i want to just brag about them, or creating housing out in district 7, but the fact is, when these developments, or projects are put up, the community have a say. Theyre part of the process. They give input to come up with projects that are acceptable to most of the people out there. And im afraid some of the things that we might lose is this localized planning to make San Francisco be sort of a onesizefitsall, and make it look like were all california. I would say that is the same thing for within San Francisco. I dont want to make everything fit and look like downtown. Im sorry. I mean, the beauty of San Francisco is our districts, is our neighborhoods. And the choices that we have, whether you want to live in convenient place in the downtown in the high rises, or you want to live in a duplex or triplex, four plex, or whatever theyre called, in which i grew up in. And people who want to have a singlefamily home for themselves and their family, we need to continue the value to have those choices. We need to have that. But weve got to find smart places where we can develop the growth. Its not about everything looking the same. Its about where to put anytime a smart way. I think that many of our districts we have proven that is the case, where we work with our Community Members to make sure that its something that is supported. And still provide the continue providing the character of whatever, whether its the neighborhood or the district or the city. And i strongly feel, as a native san franciscan, born here, that we need to somehow keep some of the character that makes San Francisco, San Francisco. We dont want to be manhattan. Well, i dont want it to be manhattan. Or wherever places people come from. They think thats a better choice. So again, i dont want to go on and on. But basically, wed like to see growth. We like to see area plans be accepted. The fact that none of us on the west side have been able to do area plans is mainly because we havent had any resources. All the resources in the city in the last few decades forever decades, have been concentrated in this area for good reasons, but still, you have to open up the purses to make sure we have resources that we can actually plan for these things on the west side. Im glad were starting a process of supervisor fewer and supervisor mar, were looking at those issues. And so given all that, you know, i would be supportive of senator wieners bill if he could make some of these amendments that gives us opportunity to make a choices, to figure out how to increase the Housing Stock for our areas. There are six commendations offered by supervisor haney, yee, fewer, stefani, ronen and mandelman. President yee thank you, the first commendation is from supervisor haney. Please present your commendation. Supervisor haney thank you, president yee. Today i am proud to honor someone who has helped to make San Francisco the quirky dynamic creative place that it is. Someone who has helped a generation of young people in our city learn how to live as he has coined young broke and beautiful. A San Francisco cult hero, a journalist, a filmmaker, a publisher, district 6 resident, former mayoral candidate and underground legend, stuart sheffman. He eventually found himself working in a candy store in north beach. After years of learning how to get by in the city on free happy hour food and recycled clothes, he took his friends advice and brought his creative talents and penchant for thrift together creating how to be young, broke and beautiful in San Francisco. The 33page black and white zone was called a cheap to living cheaply in San Francisco and was printed on regular computer paper that he made copies of at kinkos. It was later published at a publisher he found through craigslist and sold out. He sold around 1,000 copies, earning him the award. It was updated and rereleased in 2005 and became a book in 2007. Following the success of his series, he landed himself his own television show. The show entitled, young broke and beautiful was created and hosted by stuart. It looked at visits to new orleans, detroit. He is famous for his blog where they have written over 10,000 articles on local news, politics. You may have remembered stuart for his run for mayor in 2015. And among other things, he made some pretty incredible viral videos about the need for more public toilets, which helped to inspire some of the changes that have been made, including some of the work that ive been able to do on that issue. At a time when San Francisco has become more and more expensive, and harder and harder for young people, artists, journalists and creative folks to be here and thrive, stuart has been an essential voice for the culture that is still here and even a guru and moral compass for the many dreamers and creatives that are here. Im proud to be honoring him today. And also, its his birthday this week. So, happy birthday, stuart. You want to come up and say a few words . You got all dressed up, too. [applause] what do i do now . Thank you. This is an honor. Ive been here for 17andahalf years now. This is my home. Im proud to be fight for it. And love it. And be with all of you doing the same thing. So thank you very much. I really appreciate it. Thank you. [applause] president yee thank you. Next, supervisor fewer. Supervisor fewer thank you, president yee. Colleagues, today i have the pleasure oh, id like to call out witty la bouncy. Colleagues, today had the pleasure of recognizing an individual who has worked for decades to document our citys history. Woody is a life long san franciscan and the founder of the western neighborhood projects, a nonprofit dedicated to preserving the history and culture of the neighborhoods on the western side of San Francisco. As director of the western neighborhoods project, woody worked with an array of government, business and Community Stakeholders to build awareness of the history and Cultural Diversity of San Franciscos western neighborhoods. He conducted surveys, testified before commissions and elected boards and statements adopted by the city. He helped save a cottage built for refugees in the 1906 earthquake, that drew 15,000 visitors. He helped organize the free San Francisco history days weekend at the old mint, which draws 6,000 to 7,000 people each year. In addition to his work with the western neighborhood project, he is cofounder of open sf history, an online archive of over 41,000 historic images taken throughout San Francisco. Open sf history is a result of countless hours of archiving, cataloging, scanning and uploading and is a valuable resource for current and future generations. San francisco has become woodys life and our story would be incomplete without his hard work. Tens of thousands of people have visited Historic Sites that woody helped save and restore. The often overlooked western neighborhoods have preserved stories that may have been lost forever. It tells how histories shape their diverse makeup today, including the integral chineseamerican communities played in the culture and the economy of the west side. Woody partnered with a chinese Historic Society of america, for the chinese in richmond project, which documented the migration from chinatown to the richmond and elevated the story of Chinese Americans on the west side. This is essential to understanding the myriad ways of which the chinaamerican experience is woven into the fabric of our neighborhoods. This summer he transitioned to Vice President of advocacy and programs, a nonprofit working to preserve and enhance San Franciscos unique architectural and cultural identity. He is leading heritage advocacy and education programs, helping to advance a citywide preservation commission, commissioning registry, and nominations and much more. It seems fitting to tell San Francisco stories, today, were writing woody into that story. Woody, someone who was raised in richmond. Moved there in 1959. I raised my kids on the citys west side. I want to thank you from the bottom of my heart for illuminating the culture of the place i have called home for almost 60 years. As a small token of our appreciation, the City Planning Department has gifted our office the original plans that planning has for richmond district. I can think of no better keeper of this document than you. Woody, thank you very much. So proud to recognize you today. Thank you. [applause] is it okay president yee, if i say just a couple of words . Thank you. Thank you, supervisor fewer, i consider you a great friend to me and the richmond district. I appreciate the honor and see it as recognition of the importance of local history to the city we love. Conversations about our past are often mistakenly framed as divisive topics, but i have advocated that local history in particular is an opportunity for unification. We all share a deep love for San Francisco. Our architectural and cultural heritage, our buildings, neighborhoods, our doorways to understanding and mutuality. We understand the ground that others before us, that is resource to tap the future and the present of this great city. I know this board understands this from supervisor fewers support of western neighborhoods project and its chinese in the richmond program. President yee for finding funding for projects in west portal. Supervisor peskins tireless efficients to protect our architectural legacy. Supervisor ronen to preserve the cultural districts and each member of the board for nominating different institutions with nominations. I applaud your service and love of the city. I encourage you to keep it strong by using history as a tool. And never passing up a chance to ask for something, i want to encourage you to replenish and reviaing rate the Historic Fund and continue to restore the benefits by the popular business registry. San francisco heritage will be working in every corner of the city, particularly the excelsior and parkside districts. I look forward to partnering with you in the coming year. President yee before you leave the podium, i also should have chimed in earlier that the work that you do to preserve history of the city, in particular on the west side, is just remarkable. Its benefitted different generations. My kids read your stuff. Ive read it. Its not even you talk about the whole west side. You have publications that are specific to the neighborhoods. The smaller neighborhoods. And its just amazing what ive learned just reading your material. For those who dont know his work, which are few of you that dont know, but if you dont know, really, look up the publications, if you really want to know about San Francisco. Supervisor peskin. Supervisor peskin thank you, president yee. And thank you, supervisor fewer, and everything has been said, but not everybody has said it. So i would like to associate myself with the previously stated comments and say that this is the first time ive ever seen woody without his hat on. All right. Go ahead. Supervisor fewer. President yee next up, supervisor stefani. Thank you, president yee. Colleagues, today, i am honoring barry and pearl. I read about them on the j. And i knew i had to meet them. Both are retired City Employees and Life Long Community acts kvists and public certificate activists and Public Servants. Barry spent 30 years in the Planning Department and tersa with the department of Public Health before spending 17 years as a medical secretary. But today, i am commending them for a courageous act of civil disobedience in our nations capital. In september of this year, barry and tersa flew to washington. She hid the banner under her dress and got through before a Capital Police officer stopped her and asked her why her dress appeared so thick. And tersa responded, oh, its in my underwear, and the officer let them through. I dont know how you did that, but its amazing. You look unassuming. So im sure that helped. Once all the senators were in the chamber for a vote, the pair unfurled the banner and shouted, how many more must die . The two yelled to the senators below, do your job. And what, of course, theyre doing is the senates inaction on gun reform. The senate has had a couple of bills on their desk now for at least 293 days. One of those being h. R. 8 which is a universal background check bill that would do background checks on all gun sales. 97 of americans support it. 74 of nra members support background checks on all gun bills, yet mitch mcconnell, the majority leader will not call that up for a vote. So i commend you. You were handcuffed with zip ties, put into a police van and body searched. You spent the next five hours in the washington d. C. Jail before being released. Their arrest is just the latest in a long history of service. Theyve volunteered with american red cross. Rebuilding San Francisco. The San Francisco spca. The stern grove summer concert series. Safety monitors in the gay pride parade. I believe we all owe this couple a debt of gratitude for the love and dedication to the city and for speaking truth to power. As our former colleague supervisor brown reminded us last week, it is so easy to become numb to the gun violence in this country. I want to thank you both or standing up. We have manny scott, the head of the brady campaign, and i see rudy with united players. And to have you on board with all of us as we continue to fight is just wonderful. I know you joined in the gun buyback program, getting 318 guns off the street, 20 of them assault rifles. Thank you very much. And the fact that youve devoted your retirement to ending gun violence warms my heart beyond comprehensive. Thank you so much for comprehension. Thank you for being here. Thank you, supervisors. Were honored and humbled by the boards commendation for our efforts to prevent gun violence. The response weve received from friends, family and total strangers around the world has been overwhelming and encouraging that others may have been motivated to act to address the scourge that is affecting this country. In particular we want to thank supervisor stefani for your efforts to reduce gun violence in San Francisco. We will continue to encourage others to act in any way they can. Whether thats writing a check to support a gun violence organization, making sure that the guns they have in their possession are safe and secured in their home, looking for telltale signs that could lead to accidental death of children. Or intentional death of a domestic partner, or people crying out for help when considering suicide with a gun. Being willing to have a difficult conversation with friends and family about how lives are lost or changed by indiscriminate use of guns in this country, or by becoming an activist and changing the course of the gun debate. Thank you to the members of the board of supervisors for your efforts on behalf of gun control. And we, as members of the Leadership Team of the San Francisco chapter brady united against gun violence, members of moms demand action for moms demand action for gun sense in america, San Francisco chapter, and volunteers for the united players will continue to do all we can to move San Francisco, california, and the United States towards safe and sane use and possession of firearms. Thank you, all. Very much for this honor. [applause] president yee okay. Thank you. The next commendation is from supervisor ronen. Supervisor ronen thank you, president yee. If sam, ministria, luis and tracy could come up. I dont see tracy. If youre in your office, tracy there she is. Come on up to the mic. Many of you know this allstar team because they are leaders in our city and leaders in the mission district. Luis is the executive director of meta. Myrna is president of the Planning Commission and executive director of Jamestown Community services. Sam is director of Neighborhood Centers and tracy is the incredible staffer for our own colleague, supervisor walton as well as a Longtime Mission leader. What they did is when one of the most important historical institutions in the mission, [speaking spanish] was under threat because during the time of economic crisis the former executive director of mlvs had created an economic deal with a private partner to keep ownership of the building. That private partner then tried to take over the entire building. If he was able do that, we would have lost one of the most Important Community hubs and historical sites of, not only the latino, latin Mexican Community in the district, but also the labor history that mixes with the mission. It was such a complicated mess legally. It was caught up in the courts. We didnt have a lot of control over it. Everything was in the hands of a judge. [please stand by] i dont know how you did it to this day, but they did do it. They got together, they got a loan from the help of our mayor who gave 1 million to be able to provide the underlying financing so they could go and get a loan from the bank to purchase the whole building. They joined with other lawyers in the community, other latino leaders like Victor Marques who served as a lawyer, and they saved this building. I will never, for the rest of my life, forget what you did for this community. Forget the blood, sweat, and tears that you put in to making this happen because it was almost impossible. It truly was almost impossible. I couldnt find a way out and you did. That is why the people of district nine and the latin ex communities forever grateful to you four. You dont just do this every day of your lives creating miracles in your own organizations and for your community, but on top of what you do every day, you took on one of the hardest projects and you made it happen and you are all in my book heroes. I cannot thank you enough. I could not have more respect for you and i salute you all. You are amazing. Congratulations and thank you. [applause] before everybody speaks, supervisor walton, would like to say a few words. Thank you so much for honoring these amazing people. It is always great to see when Community Comes together and takes their own destiny by the horns and all of you made this happen together with the entire Mission Community and everything i am definitely not going to forget her. But nothing makes me prouder then to see my friends, my colleague in the fight, my own legislative aide, and of course, Work Together with all of you to make this possible for communities. I want to congratulate you all and appreciate these. Thank you so much and congratulations. Thank you. I will be real brief. I wanted to say thank you to mirna, louise, santiago, and tracy from the bottom of my heart. This is one of the first places i ever came to in San Francisco. I think of it as a second home. My motherinlaw, may she rest in peace, was the lady who found this building. She convinced the board to buy this building and to think about having Community Assets and community leadership. It truly broke my heart to think that we might lose this and that rosario would have given all that she had gave to the city and gave to the community and some of it would have gone in vain. So when you all stepped in in the work that you did, it truly saved the spirit of the neighborhood. You really and truly did. I know you all did it voluntarily. We had that celebration in the mission that day and it was amazing. I just want to thank you on behalf of our family and everyone that was involved. Truly, thank you so much. Okay. Mirna . I wanted to say thank you to supervisor ronen. Also thank you to rosario. May she rest in peace releasing those leaving us with this legacy. And to my four compadres because it wasnt easy to do this, but in the neighborhood that often gets defined by its deficits and not its assets, it is really great a great way to celebrate our assets and our leadership. I think the mission is strong and it has strong leadership. [speaking spanish] it means we are here and we are staying and i think that its because of the folks in this room and to the organizations that they built who will still be here as this building will be here in Community Hands after we are gone. Thank you so much. Supervisor ronen, thank you for this recognition. For me this is an urgency of preserving place for tenants, a place for community organizations, and a place for Small Businesses. We are carrying out a strategy in the mission around that specifically and we are supported. What you see here and in the mission is community that is together and is leading on this issue so i would ask you for your continued support of those strategies. The other thing i will say is that earlier today there was a conversation about bill 50. It would incentivize the conversion of this kind of facility into something else. I really appreciate the vote earlier today and we are right there with you. Good afternoon, supervisors. Supervisor ronen, thank you for this recognition. I think the only thing i can say at this point is mission Neighborhood Centers is proud to have been able to access is limited assets, real estate assets to move this process forward and ensure that what is a Community Institution remains intact, not just physically, but in terms of programs that it offers at the site. And none of this would have been possible if you were not for ongoing support on behalf of previous mirrors, as well as the current mayor, and all of you collectively. With that being said, thank you very much for being our partner throughout this process. Thank you. Thank you for this award. Is very humbling to be up here in front of you all to receive this. I am the board chair of Mission Language vocational school. It has been a continuant continues to be challenging, and so i want to thank everyone for their support, but i stand here only because i am driven by what community wanted and what Community Asked for. So this is just doing our job of delivering for community. Thank you. [applause] [applause] thank you. Next commendation is from supervisor mandelman. Firefighters, come on up. [applause] that does deserve applause. I did not want to let 2020 go by without acknowledging the extraordinary work that the firefighters did in the castro on november 16th. I was woken up that morning around 5 00 a. M. By the fire chief who was letting me know that a four alarm fire was happening on castro street between 18th and market and, colleagues, i hope that that is not a call that you get. I know some of you have. By the time i got there, the firefighters were doing what the firefighters do. They blocked off castro street between 18th and market. Water was everywhere, firefighters were everywhere. More than 100 San Francisco firefighters responded that day with multiple stations working together in the neighborhood. They entered the burning building. They were two at 454 and 456 castro street. They checked out the buildings that were on either side of the building. They identified smoke on the upper floors and made an aggressive interior attack to stop the fire from spreading and by 6 00 a. M. , crews had gained control of the fire. By 10 00 a. M. , the fire was fully contained. The two buildings were devastated. The ground floor businesses are going to be not operational for a good while. Thirteen residents were evacuated. One resident was taken to a burn center with serious injuries and one resident was hospitalized for smoke inhalation, and one firefighter was also hospitalized with minor injuries it could have been a whole lot worse. So i just want to say, on behalf of district eight and the board of supervisors, and certainly the castro community, i want to express our heartfelt gratitude to you all for what you do and what you did that day. For having saved lives, prevented greater damage, and your courage and talent reflects the very best of San Francisco and im just very pleased to have this opportunity to honor you today. I think we have achieved. To speak speak on behalf of the department. Good afternoon. I am San FranciscoFire Department deputy chief of operations. Thank you for the op thank you for the commendation. A little bit more detail and approximately at 4 32 a. M. At 456 castro, a working fire was declared. Due to the time of the call, the rapid fire spread, the dense construction and the zero property lines, the fire quickly escalated to a fourth alarm. Aggressive interior and exterior cavities were made. A total of 15 engines, six trucks, his two rescue trucks, five battalion chiefs, three ambulances, two rescue captains and a division chief. The chief of department and her command staff were present and responded along with other specialized units. During this incident, a total of four structures were affected. Two civilians were injured and one was transported to davies and the other was treated at the scene and released. Both will be okay. The fire resulted in eight occupants in four businesses being displaced. Red cross and City Services are assisting. The departments p. I. O. Worked with the media, the board of supervisors and city agencies with messaging and recovery during and after this incident. Obviously the location of the fire was in district eight and we thank supervisor mandelman for the acknowledgement. On behalf of our members of our Proud Department the battle displays, thank you for the acknowledgement for those who responded. We thank all the supervisors for all the support and we are very honored. Behind me, i think i have everybody here. Lieutenant jackson, firefighter strickland, firefighter chung, firefighter cody, firefighter oneill, paramedic hair, firefighter leonard, firefighter lee, firefighter gabriel, firefighter abella, firefighter zimmerman, firefighter cortez, firefighter forney, did i miss anybody . I think we are all there. These are just a few of the members that responded. Again, we are very honored that you are giving us this. Thank you. [applause] [applause] okay, thank you. That concludes our commendations for today. Except, we actually have a special commendation today. I think it is fair to say that it is shared with all my colleagues on the board of supervisors. So i wonder what that could be . We are here today to appreciate and thank an individual who i think we can all agree has been one of the most dedicated Public Servants to the board of supervisors in the city. John given her john. Gibner it is not an easy job that you have had dealing with not only the 11 of us in here, by through the years, many, many other individuals that are very demanding. Feuding fielding dozens of legal requests, sometimes all within the same day, if not the same hour, providing Legal Council during sometimes excruciating Board Meetings, never making any of us, including our staff, feel as though we were asking dumb questions when we probably were doing that, stepping in and helping us craft legislation when you barely had any sunlight at all on your own overflowing plate, and through it all, with the utmost professionalism. Your call him, collected, and allknowing Legal Council has benefited so many of us through the years and people that we serve. Theres no way to thank you enough for giving us the benefit of your expertise, which seems to be endless and most importantly, i think your time. Because we all know that how much time this board can demand. That is the time away from your loved ones and your family. You will be missed by all of us, but we count ourselves extremely fortunate to have our steady hand still with us in the City Attorneys Office in your new role. No one could really fill shoes, but i think she is pretty happy right now knowing that you are the one accepting the baton that will be handed over to you soon. On a more personal note, you have been the only deputy City Attorney that ive interacted with on this board and i feel very fortunate to have had the seven years with you. I will sorely miss you individually. Thank you for your service and your friendship and you dont get to talk yet because as a lot of people that want to talk before you. How about that . Supervisor peskin . Thank you. Colleagues, i think that the president just said everything just right. I am not a real big fan of goodbyes, and unlike my president , i have had two incarnations. Earlier ted lakey and cheryl adams, both of whom were fantastic council to department one, but you far exceeded those expectations and you have a very providing service to this board and this city and to try to explain to me, and i never understood that we were not his client, the city was his client, which means that he could make it up as he went along, and you have done an extraordinary job of doing the exact same thing. I say that with all due respect. City attorney herrera, why are you looking at me like that . [laughter] City Attorney herrera had a profoundly hard decision to make in determining who would replace back because the City Attorneys Office, which has it is the largest Attorneys Office in the city and county of San Francisco , has a number of remarkable potential people to fill buckets seat, and i think that dennis made the right decision in appointing you. The only thing that you and buck do not have in common is that you are not a resident of the city and county of San Francisco , but that can be corrected. I would like to present to you the janky us to going away card that has ever been presented. It is very board like. It has been signed by every member of the board except for our newest member, supervisor preston. And dean was never your client, so its got 10 members, but more importantly, it has all of the staff and all of our staff who are profoundly grateful for the council that you have given us. Whether we were asking you about how to conquer poverty, how to clean our streets, how to make childcare universal, which we are which were all easy tasks that came with very easy legal advice, and so john, i hate saying goodbye, but dont worry, we will peel every piece of advice that our incoming City Attorney gives us to you as the head of the legal team so you will be hearing from each and every member of department to one, the board of supervisors, and madame clerk, if you could present this to the deputy City Attorney on behalf of the board and all of our staff, we appreciate your service. Supervisor ronen . Thank you. I forgot how i found out that you were no longer going to be our lead or general counsel, but i screamed out, no that was my immediate response. I dont even know how you have done this job the way that you have done it. We are 11 characters of the highest order with strange personalities, constant demands, have the time scheming against each other or scheming against the Mayors Office and you have been privy to it all, and yet somehow, or at least to me, of never betrayed anyones confidence. I knew you would never betray mine. And how you managed to do that and keep that all straight and demand such respect from so many different people, with such a wide range of politics is just extraordinary. I honestly dont know how youve done it. I hope that you feel really good about yourself because i dont know anyone else who can and i do see at least one other general counsel of the board before you came on. I will miss you so much. My staff several times have they have so much respect for you as well. As do all of our staff. They have said to me at times, do you think john likes us, i think he likes s. I think he likes as more than he likes other offices. We all wanted you to like us so much because we like you so much we have no idea because you are so even keeled and so equal to everyone that you never let on what you really are actually thinking other than your legal opinion. But your personal thoughts about people or about what they are doing, you dont you never let down your shield. That is a pretty high degree of professionalism. Something i very much admire about you. Thank you so much, john, for everything. We will miss you. Supervisor mandelman . I feel profoundly cheated and that i have i think other than supervisor preston, i have had the least opportunity to work with you as a member of this board of supervisors, but i take solace in the fact that i think i have known you longer than any of the members of the board of supervisors, since we were in law school and spending summers at the east Bay Community law center. And john, aside from being a fantastic lawyer, is a profoundly excellent human being and as a gay man, i was astounded back then that there was this straight guy, and john is straight, this straight guy who wanted to do h. I. V. Benefit advocacy in law school and would go on to work at a legal studio after law school and would spend all the time working on the civil rights and benefits for a community of which he was not apart. I think when we were back in law school we had great hopes and ambitions for what the practice of law would be and that the very best and brightest in law schools would go into Public Service and would go into nonprofit. John, in your case, that has absolutely happened. I am so thrilled for you and thrilled for our city, although i am bummed you will not be here in this chamber, i will also say that you are exemplary. You are an exemplar of an office that i think reflects the very best of what lawyers can be. Im so proud of your whole department. Anyway, i will miss you, but im glad you will still be around in the city. Supervisor walton . Thank you. Supervisor mandelman, if you feel you have had the least amount of time to work with him, then i would actually be sitting in your seat right now. That is another story. That is another story. [laughter] john, i want to say how much i appreciate how you are able to work with several different personalities and remain professional. There are times when i would try to draw things out of you to get , maybe you could think a little bit like me or come to that side, and you remain professional the whole time and really stuck to giving quality legal advice. I really appreciate that 100 . I know there are times when my colleagues and i have tried i am always up for a bout, not necessarily always been concerned about breaking the law if i think it is the right thing to do. But that is your job to tell us when we are going overboard. I do appreciate you being able to do that in a professional way , i think the hardest part is having to deal with all of our personalities and our aids. It takes someone who has a certain amount of charisma and a certain amount of heart to make that happen. I appreciate that. Good luck in your next role and a look forward to working with you. Supervisor fewer . Thank you. John, i just wanted to say that, you know, city hall can sometimes be a very lonely place you just dont know who to trust , but i just want to say, that i always felt i could trust to you. I thank you have seen a lot, but you know a lot, and you have always been so generous and gracious and kind, and i just wanted to say that, you know, i know one time i felt harsh with you and i called you into my office and i felt horrible. I felt like i have to apologize to john because he is so steady and so generous and so kind and so nice that it is so unwarranted that i would say anything harsh to him at all. I remember when i apologized you just said, know, its okay. I just felt terrible but you were so generous and forgiving me. It is so indicative of you. I just think so kind. Any time i got a text from you that was a kind word, i knew you meant it. I so valued it. I hope that we have entertained and amused you as much as we have driven you crazy with our personalities and shenanigans. My staff would sometimes say just out of the blue, can i just say, i love john. And so i think everyone sort of feels that way about you. Although, the way we are talking , we are acting like we will not be on the third floor. You are not going over to another jurisdiction or going to private practice, you are actually staying with us. John, i want to invite you to come back to my office and hang out with us. Come back and eat a doughnut, and because i actually feel like we are real friends. I think, to the great disappointment of the board of supervisors and to our office, i want to say, i thank you are such a hell of a baseball player good luck. Thank you. [laughter]. Supervisor stefani . Thank you. I was so sad when i heard the news, john. I remember when i started it was cheryl adams and you jumped on board and you jumped right in like you had been doing the job the entire time. I was so impressed. I feel like youve always been such a class act and how you have had a calm demeanour working for all of us. We sounds like so much fun to work for basin what my colleagues have said, but your calm demeanour has really impressed me i have just loved working with you as a legislative aide and as a supervisor. I also think your work ethic is absolutely amazing and your patience. If anyone is going to fill buck s shoes, i cant imagine anybody better than you. I congratulate you on that. You deserve it. I want to thank you, too, for being patient with me on our recent n. R. A. Fun and everyone coming into my office after we had been sued, and also, what i want when i want to do something more than that, explained to me why couldnt and i protested as much as i could, and then we went resolution route, and even though we knew it was nonbinding, we had that fun lawsuit. I remember you come to my office and giving me two options. You were very patient with me when i look to you and i said no way on option number one and we found a way around it and in the end they dismissed the suit. I thank you for getting through that and i will miss you, but like supervisor fewer said, you are only on the third floor, so you must come visit. Supervisor safai . I will never forget the day you came screaming and yelling at me in the office. I have never been yelled at like that before in my life. Im just kidding. [laughter] i have never worked with someone that is so calm and so preserved and so able to deal with stressful situations whether it was a ballot measure that we were working on, whether it was the advice theyd given me at all hours of the day, calls that you have taken and the calls that we i truly enjoyed your mentoring. A lot of your job is about guiding us and the truth is that the questions we ask elicit different types of responses from you and for me, over the last three years since i have been here, there is only handful of people that have truly helped my transition and allowed me to grow into this role. You are one of those people. The conversations that we have, the listening ear that youve given and the direction that you have given and the advice that youve given and the confidence that youve given have made my job that much easier. You have made me a better supervisor. I truly was taken aback when you said and told me that you are going to be going upstairs, im saddened in one regard, but happy and the other regard because you deserve it. Those are big shoes to fill but we certainly will be continuing to rely on you. I take solace in the fact that we know you will still be in the building, you will still be here to advise us through extension and whenever we hear, you will have to run it through the internal review, you will know we will know what that means. We are very excited to have an onboard. I think this will be a nice transition. What truly, we appreciate the friendship and the guidance that you have given me over the past three years and we all have had have expressed our deep appreciation for the work that you do. Supervisor haney . I think theres definitely different types of lawyers and theres the types of lawyers who will always try and figure out how to tell you why you cant do something and why it is a bad idea, and im really thankful that you are not that type of lawyer. You or somebody who, whatever we brought to you, you would work with us to try to figure out how we can accomplish our goals and i think that the consequence for that for us and our work and our offices and our staff is huge, but for what comes out of this body and what is possible and what we can do for the residents that we represent i think has been so much greater because of your advice and your imagination and your willingness to try to make things happen that we want to see happen for our constituents here. I agree with everybody. I saw i heard a theme of people saying, how did you deal with all of our difficult ways and approaches and everything . It sounded like a lot of us felt like, we must have just been his favorite. He was good with us, but what was clear, what makes it more extraordinary is you are the same way with everybody. The professionalism, the hard work, picking up the phone when you are at disneyland with your family, you know, thank you for doing it this way and i know we worked with you as well and we are so excited you are stepping up. I know you will continue this tradition as you have with us in my short time here of helping us get to because that is what we are here to do. We will make this happen for our constituents even when sometimes it skirts the line a little bit or maybe pushes the boundaries. Thank you for taking that approach and we look forward to continue working with you. Supervisor mar . Thank you. I want to echo all of the really deep felts words of appreciation for the incredible support and advice that you have provided to this cast of characters and others before us with the highest level of patients and ethics and thoughtfulness. I really appreciate that. Thank you for so so much for helping me get through my first year here and even though ive only worked with you for this year, there was the original supervisor mar that had the pleasure of working with you for many years. From both of us, we really thank you and wish you the best. So i realized during this year of being your president that theres actually somebody we all think we work so much with john and probably he comes into our office and works with us individually the most, and this year made me realize that theres probably somebody else in this room that actually spends more time dialoguing, communicating, working with john than any of us that are members of the board of supervisors. And that is angela. I would love to have you make some comments. Angela . Thank you. Deputy City Attorney and wingmen , john, based upon the number of voicemails that i leave you and the length of them , i will make these comments very short. I very very much like supervisor peskin, i too had counseling under both cheryl adams and the great ted lakey when i was a legislative aide. At those times, i felt rather distraught that they had come through here and then leaving, but it is a testament to the City Attorneys Office that each time we can feel a little bit of abandonment when the deputy moves on. And pearson, im looking forward to working with you. John, i have to tell you this. You didnt know this before, but buck wasnt going around the chain of command when i would call him, but i would often times call him not to question your advice, certainly, but to just say, buck, what if i ask this question . Would i be going in the right direction . And he would always say, first you will talk to the deputy working on that item or john, and very in very rare instances. But heres the advice that i would give you, angela. Now you are going to be in that role and i am looking forward to still talking to you, still counseling with you and it wouldnt be going around the chain of command. I promise. Thank you for so many years of returning my calls very quickly and helping me and all of my staff, to help us administer the department of the board of supervisors and the Clerks Office. I am hoping you are able to return my calls as quickly as john always did. John, i will miss you very much but i know you were just a phone call away. Thank you, mr. President. John, would you like to say a few words . I dont want to spill water all over the place in my very last moment. Thank you all. Thank you. This is the first time in this room that i have ever been asked to speak without having to answer a question. So i will take a moment. I have loved this job. It has been endlessly interesting, tremendously challenging, very enriching. I believe that this board does great things and Amazing Things happen in this room. Sometimes ridiculous things happen in this room. And it has been a privilege to be part of all of it. Because i have the floor, i just want to say thank you to a few people. Dennis herrera for trusting me in this position for the last several years. My office is full of brilliant, hardworking, committed attorneys who do all of the work to advance your policy agenda while i sit in this room and i am grateful for today and the things you have said, but it really reflects on the work of everyone in my office who are working on the actual legislation and advice for you. Three people in particular, i just want to call out and thank who have really guided me and been an essential part of my professional life will i have been working for the board, buck , whose influence on me i didnt fully realize until very recently. Jesse smith who is the smartest lawyer i know and has been a friend and mentor to me. And andrew shan who is just the best, most generous and patient coworker and sounding board. If i wasnt sitting next to him for the last seven and a half years, im sure i would have gotten many more things wrong, delivered advice more poorly, and would not be hearing the things that you are saying today i was trying to gauge how many legislative aides i have worked with 26 supervisors, not including you supervisor preston , and i believe over 100 legislative aides. Six my oral liaisons during the time i have been here. Working with them and getting to know them and puzzling through problems with them has really been the most enjoyable part of this job. There are also responsible for all the downsides of the job. [laughter] the Clerks Office is just an incredibly professional group of people who are tasked with the job that, from the outside can look painstaking and tedious with incredible pressures on them because if they make any one mistake, they will be hearing it from the 11 of you or at least one of you, and they do incredible work. I want to acknowledge all of them, particularly two. Alisa, i dont thank you get the kind of public recognition that you deserve for what you do for this board and to make things happen in this room. So since i have the floor, i want to give it to you. You are so smart, so consistent and thoughtful and i will really miss working with you. And a. Twentytwo is a ordinance to amend the Green Building code to establish Energy Performance requirements for certain new Building Construction and to adopt the appropriate findings. Supervisor safai . Yes, i know we talked about this inland use, but i wanted to ask if there was someone here from the department of environment. I want to get one question i wasnt able to ask on the record on the record. Great. Come on up. Through the president , this pol his policy for new construction as it pertains i understand it is straightforward with municipal buildings, it is all electric that will have to meet the code, but i wanted to ask a couple of questions as it relates to commercial Properties One of the things that ive gotten in between land use and today is there was some concern from folks in the Restaurant Industry with regard to the push for all electric and how it impacts restaurants because a lot of restaurants really rely on gas stoves for cooking. I see it says it allows for a stove, but can you talk about that on the record for the moment . Thank you. Im with the San Francisco department of the environment. One of the things that we are doing right now in partnership with the Mayors Office and supervisor mandelmans office is we are going through a stakeholder process to look at what it would mean for the city to follow in berkeleys footsteps to ban natural gas. When we do that we will be consulting with our stakeholders like restaurants, large buildings, his ago family homes, you know, the complete diverse array that is out there to make sure that when and if we move forward, that we are doing so in a way that is appropriate for the stakeholders, is appropriate for what the city needs, that is appropriate for the development that is happening in the city, and that is also looking forward to existing buildings, which is the toughest thing when we think about banning natural gas. Okay. But this particular piece of legislation doesnt create there will be an additional piece of legislation that will set the standards for all construction moving forward, other than municipal because we took that separately. Correct. The existing legislation incentivizes, at singles the citys preference to go all electric, new construction doesnt have to. They can still have and use natural gas under this current piece of legislation. What about projects . I saw the Effective Date was january 2020 or however many days. What about projects that are in the pipeline . Does it speak to specifically of ones that have pulled their permits . For existing projects that are in the pipeline and have already pulled permits, it would not affect them, but im saying that without my annals here, but i believe that is the case. What about the ones who filed applications and are going to the planning process and have not . Give me a second here. If they havent received a certified building permit, then i believe this legislation would affect those projects. And it would meet the percentages here and they would have to follow the percentages here . If they were still Going Forward as mixed fuel buildings. Okay. Okay. Supervisor mar . Thank you. I just would like to be added as a cosponsor and i also want to thank supervisor mandelman for his leadership on this ordinance it is an important step forward and i think as supervisor safai s questions just highlighted, is one of many more steps that we will need to take to decarbonized our building sector and realize a cleaner, greener and more environmentally just and sustainable city. As mentioned at a prior meeting, i have commissioned it a report on strategies for building carbonization. A report that is now underway and will be published early in the new year. I also wanted to acknowledge the work underway through stakeholder meetings convened by the department of the environment and Labor Community and environment of Justice Groups to create a comprehensive plan to d. Carbonate our buildings by 2030. My staff has attended these meetings alongside supervisor mandelmans staff and there will be much more work coming to this important issue in 2020. Thank you. Okay. Item 23 is an ordinance to amend the planning code and zoning map establish a 2,000 straight special use district and to create key additional cites exceptions for the flower mart site located on the southern half of the block north of brannan street and item 24 is an ordinance to approve a developer to agreement between the city and county of San Francisco and the flower mart for the development of an approximately six weight 5acre site located at fifth street and brennan street 6. 5acre site. Thank you. I have spent about a decade of my life on this institution that has existed for over 100 years and i have a lot to say. Having said that, and i think we are close and i would like to commend the parties and particularly the office of economic and Workforce Development, and within that office, there is still language that is absolutely unsatisfactory to this supervisor, which im happy to talk about, but until i understand that that language has been corrected, for in the beginning, the history of this town and this market were inextricably linked and they have remained that way since late 18 hundreds. And as our downtown has grown and expanded, expanded the original flower market that was co like it located between a number of italian and japanese vendors at the corner of kearney and market, eventually it moved south to Howard Street where it continued for another half a century in and in 1953, ended up where it is today. And half a century later, as our downtown continues to expand with the growth of jobs and economic opportunities, the flower market has yet again found itself at the crossroads one it is where it is now time to move again, but there are and this has been one of the most complicated things that has happened to me and the 20 years that i have been in and out of this job and the 35 years that i have been in the business of negotiating real estate, but as somebody who does both of those things, one thing is abundantly clear to me, which is that the parties, the 50 some odd vendors, the individuals who work for what used to be called the italian side and the japanese side, which is now called, i think the flower market i dont even know what it is called anymore, it is an l. L. C. All of those people should have, and must have the unfettered right to petition their government, to talk to the press , and the language that i just saw does not yet states that. So until i see language that makes that abundantly clear, i would like colleagues to continue this until after roll call, after Public Comment, and when i see language that restates the tri party agreement, i will bring this back, but all parties must have the unfettered right to petition their government to talk to the press. I am happy to do the economic terms, which i want to thank mr. I want to thank the flower market for, which has been in motion up until a couple of hours ago and i do believe that we have resolved the last issue last issues where we were a million and a half dollars apart , but until i see language restating the agreement that gives every vendor the unfettered ability to petition their government and talk to the press without any recrimination by contract, i will ask for a continuance until our next meeting on the 7th of january, 2020. When i see this language, i will ask my colleagues to vote on this. Mr. Sarkassian has a rich legacy of serving six decades in the city and county of San Francisco and was instrumental in the formation of the Armenian Community and later at st. Gregorys. And as a founder of the Armenian School as well as a founder of the local Armenian National committee of the chapter here in San Francisco. Additionally, he devoted his life in the armenian cause for the rights of armenian people. I would like this convey condolences to his wife, sons, and grandchildren and families. Clerk supervisor preston. Im calling for a hearing on june 25, 2018, voters passed proposition f to guarantee a right to council for any tenant in San Francisco facing eviction from their home. Proposition f required full implementation by july 2019. They have taken positive steps, but have fallen short of fulfilling the promises and the requirements of proposition f. Many tenants still go unrepresented, which is in direct violation of prop f. The right to council is an essential part of keeping people housed. Prop f requires right to counsel and San Francisco residents deserve nothing less. I look forward to working with the Mayors Office, colleagues, to make sure we achieve the universal right to counsel required by voters in prop f as soon as possible. Thank you. Clerk thank you. Supervisor ronen. Supervisor ronen thank you, colleagues. Today im introducing legislation to tighten regulations on landlord buyout of rent controlled tenants and protect tenants from high pressure. They feel like theyre living on borrowed time. Fearing the day their landlord decides its time to go. That comes in the form of take it or leave it, facing eviction or taking a cash buyout. Were seeing landlords and attorneys use loopholes to intimidate and force out tenants. With rents continuing to rise out of control, landlords have powerful incentives to remove and replace longtime tenants. Some landlords see a cash buyout as a way to get tenants to move out quickly. My predecessor passed the buyout ordinance in 2014, which among other regulations established reporting to the rent board. They reported 379 buyouts filed in neighborhoods throughout the city, with the highest numbers in the mission district. We also know there are buyouts that are not filed. In fact, some advocates estimate that there may be as many as three untracked for every one that actually does get recorded. We need the facts and need to be sure the laws are being followed. What this legislation will do is the following. First, it will ensure that tenants are informed of their rights. Were seeing landlords deliver required disclosures to tenants after starting negotiations or never deliberate at all. My amendment will require landlord file a declaration prior to commencing negotiations providing evidence of disclosure and method of delivery. Second, it will give tenants time to decide. Landlords use take or leave it deadlines that leave tenants no time to reach out for assistance. The amendments set minimum of 30 days between the initiation of a buyout and execution of agreement. Finally, the legislation will force landlords to file. Landlords sometimes file an unlawful eviction after they start the buyout negotiation, in order to recharacterize them as Eviction Settlements. Our amendments define Eviction Settlement agreement filed within 120 days of start up of negotiations subject to regulation. Lastly, the amendments will push landlords to file by voiding any waiver of tenant rights that tenants agree to in the agreement if the landlord does not file on time with the rent board. I want to thank the very fierce persistence of tenant advocates who together with the San Francisco coalition brought these issues to light. And then, of course, to the late great ted who was the brain behind the original buyout ordinance, that supervisor compost sponsored and i was a legislative aide at the time, who had the privilege of writing that law together with ted. So i can never think of this law without thinking of ted. But the amazing teresa, fred, deepak, scott, are continuing his legacy so much love and persistence and were the ones to bring these continuing issues to us. I want to thank amy, my incredible legislative aide who is such an expert on housing and just has never ending appreciation for her. And then finally, im hoping that this is our very own tenant rights advocate attorney, supervisor prestons first cosponsorship of a tenants right legislation, seems appropriate, but i want to thank you, supervisor preston, for your cosponsorship, as well as fewer, haney and preston. Supervisor safai submit. Supervisor stefani thank you, madame clerk. Colleagues, its no secret our country is behind so many other countries in supporting families. Our National Paid parental leave policies force people, particularly women, to choose between their newborn children and going to work. Of course, here in San Francisco were doing a little better than the rest of the country. In 2016, under the leadership of then supervisor wiener, San Francisco became the first city in the county in the country to ensure that employees received 100 of their salary when they took paid parental leave. San franciscos Program Works like that. Under california law, workers can take up to six weeks of partial paid parental leave. San francisco employees are required to pay the difference of the salaries, so theyre making 100 of their salary up to a limit. This law has helped so many people and has become a National Model and had major impacts throughout the country. In may, Governor Newsom he will extend the leave to eight weeks, still not enough in my opinion, but im introducing legislation today to update the citys paid family leave to comply with the new state law and ensure eight weeks of fully paid leave. As a mother, i had the benefit of strong paying laws when i had my children. It made a difference. The rest i submit. Supervisor walton colleagues, today i have an ordinance, a hearing and memoriam today. Illegal dumping has been prevalent in many of our neighborhoods. From january of november of this year, we have seen almost 91,000 Service Requests for legal dumping in San Francisco for public works and recology. In district 10 alone, we have had 11,177 cases of Illegal Dumping from january to november. The second highest in the city. And in district 9, there has been 16,930 cases in the same time frame. Making it the area with the highest rates of reported Illegal Dumping. My office has been working with public works, recology, sfpd, the City Attorney, to come up with solutions to stop people from putting their trash and debris on the streets and sidewalks. We had a safety in the Public SafetyNeighborhood Services committee in march to address some of the concerns. And im excited to announce this new piece of legislation to address Illegal Dumping citywide. Our proposed legislation will redefine and expand the definition of Illegal Dumping, including what constitutes as one commercial waste, two, electronic waste, and prohibited materials. The legislation will also clarify the types of violations as well as add enforcement allowing public works employees designated in the police code to Issue Citations. At the moment, only sfpd may Issue Citations to the people caught in the act of Illegal Dumping. This creates the possibility of negative police contact. I want to thank the deputy City AttorneyChristopher Tom in my office for working on this legislation along with cosponsors fewer and haney. I would also like to introduce along with supervisor mar, a hearing to be heard at the joint city sfufd select. The hearing is on how class cuts impact lowincome communities of color, immigrants, seniors, and in particular, the residents that take these classes for Vocational Training and for continuing education classes. Im also interested in hearing how this impacts High School Students who take classes in an effort to meet College Entry requirements. Any proposed cuts should be heard by the students and communities that will be most impacted. It is our hope through this process, we will get a better idea how to advocate for the students most impacted by class closures. And last, it is with a heavy heart that i want to call this in memorial. In district 10, we lost 12 lives. Other neighborhoods have been impacted, such as the western additi addition, tenderloin and the mission. It is clear that the strategy we have in place need to be accountable to these families. Our response and followup need to come from a lens of healing and prevention. I am committed to working in the name of these fallen Community Members and commit to continue to advocate for Real Community strategies that bring us all together to take care of each other. To you will the families that to all the families impacted by senseless violence this year, i offer my sincere condolences and will continue my work in honor of your loved ones. To all those lost lives in traffic accidents, i will work to improve Traffic Safety and pedestrian safety. Finally, to the family of the young native woman who lost her life too soon. I commit to fighting for resources for women and children. Together we can honor these memories through our commitment of addressing violence. Our district 10 safety plan will be released early next year. And i hope this is the first step in working towards healing and solutions together, along with our vision zero plan to fight homicides and Violent Crimes here in San Francisco. The rest i submit. Before i go ahead and introduce my hearing request, i want to make sure that because earlier when i was naming off the committee membership, i actually omitted one of our very important committees. Which is the joint City School District and city college select committee. So i want to read into the record that it would be the members representing our board would be supervisors haney and fewer. And the alternate will remain supervisor mar. And the other members from the other institutions remain the same. So, one of the things i want to do is talk about second hand smoke. Just yesterday, the first study of the ecigarette use over extended period of time was published. Over 32,000 American Adults were part of this study that took place over three years from 2013 to 2016. The city found there is a real casual link between use of ecigarettes and a persons risk of developing chronic lung disease like asthma, bronchitis, and more. The study also found that people who used both cigarettes and ecigarettes are the highest risk of developing chronic lung disease. Before i speak further, i want to really give thanks to supervisor walton and former supervisor cohen, for their work in fighting big tobacco. I think that your work has, and will continue, to save lives in San Francisco. But my interest now with the legalization of marijuana, the use of ecigarettes still increasing nationally, on top of the continued use of tobacco cigarettes is the impact of the second hand smoke for all of these substances. Secondhand smoke exposure has skyrocketed over the last two years according to the California Department of Public Health. There has been an 80 86 increase in secondhand marijuana exposure. And 67 increase in secondhand vape exposure. And over 50 of the californians are still exposed to secondhand tobacco smoke. So why should we care about impact of Secondhand Smoke . Cancer, lung disease, harm to the brain, and heart functions. And these impacts are even more troubling when the victims are our children. Secondhand smoke causes lung disease, including lung cancer. Secondhand smoke from cigarettes can also cause heart disease. Children with asthma who are exposed to secondhand tobacco smoke can have more frequent and more severe as mama attacks. Asthma attacks. Secondhand vape contains high concentrations of fine particles, breathing in these particles can worsen respiratory illness asthma and lung tissue. Secondhand vape contains chemicals like formaldehyde and nickel. Cancer causing chemicals like cadmacademca cad and chromium. I recently heard from the residents from my own district asking me to investigate further what the city is doing and how we can do better to provide relief for them. When it comes to being exposed to Secondhand Smoke. Ive also heard doctors pleading for the city to act, because the patients are suffering from being exposed involuntarily from Secondhand Smoke exposure in their own homes. And they lack the resources to be able to easily find and move into alternative housing. Such as seniors on fixed incomes and families trying to survive with limited income. We know only too well that big tobacco and corporate interests have profited for decades from seducing customers, especially our children and youth, into addictions through nicotine and other substances. We also know that this country acted too slowly to address this major health threat. I dont want i dont want that to be the case here in San Francisco if there is something we can do to address this issue. Colleagues, this is why i am calling for a hearing on impact of Secondhand Smoke and what the city is currently doing about it. Are we doing enough . Our residents who have few housing choices, are they able to avoid bearing the health risks that come from exposure to Secondhand Smoke . I am not looking forward to this hearing because i wish that we didnt have to be on watch for this, but the fact is, that we do actually watch for this. So the second hearing request, as you know, in San Francisco we were hit by some particularly wet weather this month. The weather on the weekend of december 7, we had what we call 150year storm. And experienced rain that exceeded an inch in an hour. The phrase 150year storm refers to the estimated probability of a storm event happening in any given year. 150year event has a 1 to 150 chance or less than 1 of occurring in any given year. In some areas of the city, the storm water drain system just wasnt able to keep up with the sidewalks, streets, homes and businesses were flooded. In the neighborhood, water flowed downhill collecting at the corner of 15th and warner. On that rain, in such a short amount of time, overwhelmed storm drains and brought up sewage. Over three feet of storm water and sewage flooded garages. The first floors of homes. Bottom floors and inlaw units and vehicles. And only homes the only homes spared were the ones that had properly placed sandbags. Something that not all residents know how to do. And may not even have the physical strength to do so. This flooding is devastating. Especially when we look at it in terms of the holiday. Instead of getting ready for the families and celebrations, residents are trying to deal with the raw sewage in flooded homes. Puc is aware that this area does not meet the city standard level of service for storm Water Management. And this area has been identified as puc as 1 in 4 priority locations to watch for flooding during big storms. This is actually a third time in six years that this area has and many of these homes have been flooded. In response to this, two years ago i legislated mandatory flood mapping of the city so that the residents would be able to be more aware of the risks if they were living in the flood risk area. And we also legislated mandatory notifications to renters and to buyers that the property is in high risk flood area. Puc has a project plan to increase the capacity of the storm Water Management system in this area and to bring this up to city standard level of service. The estimated time line for completion of this project is march 2023. Climate change means these bigger rains wont stop anytime soon. And even bringing the storm water system up to the standard level of service of this area, likely wont prevent all future floodings to happen. So we need to talk about two things. The first is that the city has to do more and has to speed up the spending down of the 700 million that we have already allocated to make improvements to upgrade our storm drains and sewer systems. Second, when our city is hit by storms and homes are flooded, we need to do more to respond. Our departments need to be on site responding in realtime. When i recognize representatives from puc, the Mayors Office and Neighborhood Services to go door to door to speak to residents impacted by the flooding recently, residents will still asking, is it asking if it was safe to handle the water that had washed up inside their homes. And the representatives from our city departments were not prepared to even answer this question. That is incredibly frustrating. When you imagine having your home flooded with black and brown gook and you cant even respond. If the city cant respond thoroughly when there is a flood that impacts two blocks, how are we supposed to trust that we are ready for any sort of major catastrophe, whether its earthquake or multifires or future flooding. All of these things are not a question of if. Its a question of when. For many of the residents we spoke with, this was the second and third time their homes had flooded in the last six years. Puc has funds for homeowners to make changes to help make their homes more resilient to floods. And none of the residents knew about this program. Let me say that again. No one knew that there was a way that they could have secure their city secure city help to make their homes more secure. We need to get these resources those resources into the hands as soon as possible. Im not calling for a hearing on how this happened or why our city was caught flatfooted. I really dont care anymore. The fact is that i am 100 disinterested in finger pointing. What i do care about, and what i think should be publicly explained, is a concrete plan of action so that our residents including those on the west side, know and understand what that we are there for them during both the good times and the bad. This is one of the four Priority Areas identified by puc to respond when there is significant rain in the city. The city departments did not respond effectively. I want to see concrete plan to place in place on how we respond to the city and next time the next time we have a flood. It was it has to have realtime action and every department should have to be have clear rules and expectations for their response. If we cant respond when we have a disaster impacting a few dozen homes, im really afraid what is going to happen when we have a larger disaster. And also, part of this response mechanism really should be about notifying my office when things happen. There is nobody in four days that notified our office there was flooding. I only found out about it through the media. So the rest i submit. Clerk thank you. Supervisor fewer. Supervisor fewer i submit. Supervisor haney thank you. Today, i am introducing a revised and strengthened version of our legislation to build Navigation Centers citywide authored with supervisors ronen, walton, and preston. There are over 9,000 People Living on our streets without housing. 65 of those are people who are experiencing homelessness and unsheltered. And there are unsheltered people in every neighborhood in the city. While we must continue to create more housing exits, people who are living on the streets tonight cannot wait for the new housing to come online. Were investing in building more housing faster. We dedicated erat funding and raised the linkage fee to bring in hundreds of millions of dollars in additional funding for housing. We passed a massive rezoning and streamlining measure for Affordable Housing and educator housing. We created senior operating subsidies and so much more. There are 12,000 affordable units now in the pipeline. But while we ramp up the work of building those units and expanding Mental Health services and outreach, we must be equally patient about finding safe places for people on the streets right now. We have to rightsize our homelessness response system and that must include a massive citywide investment in shelter. Weve made it easier to build Navigation Center with our shelter crisis ordinance which allows the stream line of the construction as well as the contracting process for services. And removes planning code barriers to opening shelters in certain Zoning Districts that have limitations or restrictions. And as weve spoken about extensively recently, were investing heavily in Mental Health services and drug treatment. But the urgency of the problem has not met the urgency of providing solutions. Despite the board and mayor affirming were in the midst of a shelter crisis and more support for people experiencing homelessness. In the past five years, weve built only 500 Navigation Center beds in three districts. I know youve done the work to identify sites and asked the department for resources and shelter the Homeless Population in your districts. We had initially introduced this legislation back in april on the heels of the approval of the new embarcadero Navigation Center which was just unveiled today. At that time we were told that additional sites in the neighborhood would be announced. Its now been eight months and that announcement has not come. The plan to expand homeless resources citywide to every community that needs it hasnt come either. And while we wait there are still more than 9,000 san franciscans experiencing homelessness in the city. This not only requires the department to work with each of us to open Navigation Centers in our district, Navigation Centers that fit the particular needs of the district, it also defines what a Navigation Center is so we replicate what we know works. The original Navigation Center model was created by statute, by this body. It was authored by supervisor compost. Its important we revisit the legislation and amend it to reflect best practices and strengthen it where needed. Our legislation that were introducing today will take the best practices that work to get 50 of clients to a stable exit, outline this model and makes improvement to get even more people out of homelessness. Weve captured the integral parts of the model like intake and assessment plan, access to on Site Services and daily activities for residents. And made adjustments mandating that clients get initial stay of 90 days until they achieve a stable exit, not ending up back on the streets. In a survey by the coalition on homelessness, nearly three quarters of clients staying in Navigation Center or shelter felt like they werent making progress toward their housing plan. A huge part of is this whether we have in adequate stay. We shouldnt be bringing people in Navigation Centers just to have them exit back on the street. Navigation centres are themselves a critical part of an overall spectrum of services. And they must be paired with both outreach and housing exits. But we have a huge crisis on our streets now. Not just in district 6, 9 and 10, but across the entire city. This is a citywide challenge. And having all neighborhoods step up is the way that we build on the solution of a Navigation Center and make it more critically integrated into a plan to solve homelessness in our city. There is absolutely no excuse to have thousands of people sleep on the streets when we have a tool that works, that we can use a lot more, and commit collectively to solve together. This is something that los angeles has done, washington d. C. Has done, and having the commitment for not just a bigger bolder investment in shelter and Navigation Centerings, but to do it in a way that is a shared commitment and equitable commitment is key. I want to thank supervisors walten and ronen. And theyve been hearing from their constituents, as im sure many of you have, that this is something that neighborhoods will welcome, but they do want to absolutely see it as part of a broader plan. And equitable distribution. I want to thank supervisor preston for signing on. I know you campaigned heavily on wanting a Navigation Center in your district. I appreciate you for that. And i think this will be a critical tool in helping us get there by having that shared commitment, having the expectation that it will get done, having the reporting, the transparency, the accountability. I also want to appreciate supervisor safai for bringing a vehicle Navigation Center to his district. And to really demonstrate in leadership. I dont want to out him here, but he said that people asked about this legislation as something they were interested in and hopeful about. And also supervisor peskin for his leadership in working hard to bring in Navigation Center to his district, for recommending sites, for introducing a resolution, which i was happy to cosponsor, and im hopeful we can get this done and make this collective commitment as a board together with the mayor to invest in Navigation Centers across the city. At the risk of freaking out our new deputy, i would like to make a few more statements for the record that actually involve senate bill 50 as well as what my colleague from district 6 just spoke to, which is that its not always a onesizefitsall solution and i will do this in committee, so dont get nervous ms. Pearson and mr. Givner, but i have championed a Navigation Center in my district now, fourth time maybe a charm for three and a half years. But there are other districts, like supervisor mars district im not picking on supervisor mar, who actually do not have a homeless problem. We have districts, but we have one city. So respectfully to my colleague from district 6 where we share, if you look at the heat maps, the propensity of homelessness in the city, and i salute supervisor walton and supervisor ronen, who have against all odds, managed to get navigation centres in their districts. But we really need to address it where the problem is. So i just dont see this as an issue. I apologize to the two deputies for freaking them out by saying something i will say in committee. Maybe it will come to land use. If not, i will show up at that committee. But i want to say that early and often. President yee before we get im seeing other people on the roster. And this is not the time to have a discussion around this. And i dont know if deputy City Attorney agrees, but i have to put a stop to this. Deputy City Attorney john givener, the roll call is for announcements of legislation theyre introducing, but not the board to discuss the pros and cons of that legislation. So as president yee said, supervisors who would like to engage in that debate about this item should have that discussion in committee when this item is heard in committee. President yee unless you have Something Different yes. I wanted to be rereferred because im cosponsor and i wanted to the prime sponsor to speak first as we do as a measure of respect. But id like to make my comments on why im a cosponsor of this legislation and proud to be introducing it today with supervisor haney. I think that is appropriate. Thank you, deputy City Attorney. Yes, we are one city. But we have a containment strategy that keeps people that are really suffering in certain neighborhoods in the city. And those neighborhoods are primarily districts 6, 9 and 10. And we have been dealing with it for decades. And you have three supervisors of those three districts and really grateful to supervisor preston for joining in, because there is a major issue in district 5 as well, who have done everything in our power to be solutionoriented, to find money, to find sites, to negotiate deals, to open up Navigation Centers to say we will be not only the ones to take responsibility for this citywide crisis, but we will do our work that is not traditional work of the legislature. Of the legislator. For example, when i went and found a negotiated deal with and went to the money to pay for the Navigation Center, that was in district 9. When that closed down, got a site and money to get a replacement one. That is going above and beyond and fulfilling our duty as leaders in the city to be proactive and solve a problem. But heres and we did a great job in the mission for a while. We went from 260 tents down all the way to 30. But now we are once again suffering unbelievable trauma in our city streets. And the city the Mayors Office, jeff cosin ski has no solution. I know this because i respond to dozens of phone calls and emails of people complaining theyre not feeling safe, that there are fires being lit in tent encampments, that there is needles, human waste, that there are people in Mental Health crisis. Supervisor haney and i passed this so we have a permanent longterm solution to the problem. What is the city is doing is moving people from one corner to the next. Im glad that some supervisors dont have to deal with those problems, but those of us that do every day, its not just, you know, a natural phenomenon that all people who are experiencing homelessness feel that the only places that they can go are district 6, 9 and 10 with some in 8 and some in 5. Its a manmade phenomenon. Its the fact that police let things happen that the Homeless Department let things happen in certain neighborhoods and dont in others. If were serious about all being part of the solution in solving this problem, then please dont put that responsibility on three or four supervisors. Please stand up and take leadership. Just like supervisors walton, haney and i have done for the entire time that weve been at this board of supervisors. Im sorry, but this president yee so this is not something that i think you can put on just residents in a few neighborhoods when this is an extreme citywide crisis. President yee supervisor walton. I work closely with everybody on this board of supervisors and we all talk about how much we work towards solutions that we all know are problems in our city. And every one last one of us has admitted we have work to do around addressing Mental Health. We have work to do around addressing affordability. And we have work to do around addressing homelessness in San Francisco. And we know that every district in San Francisco has unhoused population. Im looking at the data right now. Every last district could actually use a safe place for our unhoused population to be able to stay. Right now in district 10, we have two Navigation Centers. And we are working on our third one. We have several nav not several, we have Navigation Centers in district 6, district 9, and we have a triage facility now in district 11. So we have a chunk of this board that is working very hard to address the issues that exist across the city when it comes to our unhoused population. Weve even worked closely together to have some of our families at sfusd school sites here in San Francisco. So there is no way we can all stand by and say we want to do everything we can to address homelessness and provide safe places for unhoused population without everyone stepping up. I know our president has talked about the possibility of Navigation Centers and shelters in his district. I know supervisor peskin has talked about having a Navigation Center in his district. And so all we need is for everyone to step up and look for sites and Work Together so that we can address this problem in unison, because it is a San Francisco issue. It is a regional issue. It is a statewide issue. And surely here in San Francisco, we can do what weve always done, and come up with solutions that are best served so that people across the region, across the state can figure this out. And we will be the ones that come up with the best policies to address what exists in our communities. So again i just want to thank cosponsors. I wish we grew up and accept the fact that women are a power now. Quit ragging on them. Number two, the v. A. And the United Council of Human Services has a program, thats where im now residing. If we could if mother browns and United Council could get the support it needs, you run this program and especially i would recommend that the supervisors and the v. A. Get together and build a shelter for veterans only. Its deplorable what is happening to our veterans on these streets. So interested in building houses which is a good thing. Barack obama left plenty of money for the cities to use to house veterans. Why dont you guys get together and really use your heart and your wisdom to dont close mother browns and appoint them as the next Navigation Center for veterans only. Thank you. We are being prevented to achieve our dreams, our American Dream of being receiving adequate and proper education at city college. There is hundreds of classes being cut. And im afraid that we might be seeing our students and our teachers at these Navigation Centers. Its very sad. I know youre doing a great thing for our community, but our teachers may end up there because there are a lot of class being cut, therefore, there is no jobs for them. There is a wall being built up that keeps us away from achieving our education. We need these classes back. We need that funding to be available for all of us to take the classes. Our older adults dont have the classes because theyre being cut. Traditional education is also impacted negatively because the classes are being cut. And not everyone is in a fortunate situation where they can graduate this semester. There is a lot of classmates because they cant take simple classes like algebra. They have to wait a whole other semester to graduate from high school. This means theyre placed at risk. They could end up in the streets. We talk about the amount of homicide in the city. Thank you very much. If your hesitation stems from concern about proper budgeting, worry encouraging independent audit. If your hesitation is from thinking this is a shortterm fix, i can tell you weve been working tirelessly on longterm solutions. If new things wont move you, perhaps things previously said may. Im a student at city college as well. Im here with the giant stack of petitions addressed to the supervisors that have not signed onto the ordinance yet. Yeah. Were urging you to join your colleagues and sign on to this allocation emergency funding. I want to thank supervisor walton for calling for a hearing at the committee. We think that is badly needed. We were never consulted for these cuts. I think its important that the record is set straight about that. There was no Community Involvement in this. We are losing many vital programs for students today and basically, every day, until this issue gets fixed. Were not looking at this as a bandaid. I want to say that a majority of the petitions, basically all of the petitions were gathered in 36 hours, we have another 300 almost online. So as you can tell, people are very, very what is the word fired up about this i guess. People dont want to lose their education. And people are paying attention to what the supervisors are doing here. We need you to sign on to this ordinance publicly and were asking you to do so as soon as you can, any means or ways that you can. Because we need the city College Administration and their board of trustees to know that the city will provide the funding regardless of what the mayor says. Because we know the board has a majority of people that want to see students stay at Community College and we need the support of the other supervisors. Were calling on you to sign on to the ordinance because we want the trustees to restore the classes. Well continue to do it until the last moment, so we expect your support. I heard that you reelected into the board of education in 2008 with the highest number of votes that a Superintendent Search and brought a divided school together. I believe you bring the pieces of usf together too because you have personal experience. You know what its like to be a student. You attended that campus before. So i understand that you can sympathize with how the students need to have a place to learn, to navigate and develop alongside others. But you can also sympathize with the teachers, too, right . Because you not only were a k12 teacher, youre also a Community College instructor as well. You know what its like to teach with care, to have colleagues supporting the school and to help students. And i believe you care about education, because you have a degree in education and served on the board of education, too. The cuts are not inconsequential to you. Mostly i believe in you because ocean campus is in your district. Since you have gone from being a student to a Community College teacher to finally a San Francisco supervisor, i believe you wont turn us away. Be the cosponsor for the emergency bridge funding. Hi, im a parttime student taking a full course load. Im advocating today for the emergency bridge fund for city college of San Francisco instead of attending my final exam. In two years i completed 24 classes which is enough to earn an Associates Degree and i want you to show how its impossible for the current class cuts. Im a modern maker. I built my own curriculum from departments, engineering welding machine shop, business, fashion, woodworking, floral design, making 100. This is steam. Science Technology Engineering mathematics arts makers. These are skills that people create in Real Products and experiences that make us smile. These are the skills that Start Companies and manufacture ideas in San Francisco. 24 classes, many of them are multilevel classes requiring to develop techniques. Chancellor said no programs would be cut. My curriculum would be impossible today of chancellor roachs cuts. Of the 24 classes completed, 8 are left. 16 are gone. 6 of 13 teachers are gone out of jobs. This is not a burden of students and teachers. It is pure mismanagement of leadership and the chancellor needs to be held accountable. He says we dont need money, but he means they dont need classes, students or teachers. I have spent 400 hours this year campaigning against class cuts. Every one of these supervisors have seen my efforts through flyers, tweets and protests. Im asking for the bridge fund so i can stop wasting my time fighting you and returning to my education. The city is pioneering Free Education in america, removing 5780 seats from classes is not savings we tolerate. Were watching. President yee thank you. [bell ringing] hello, im esl instructor at city college. And im here again to encourage everybody to support the bridge funding. Youve heard it from the students. Youve been talking about the homelessness problem. We have the homeless in our classes. If you cut these programs, there is no bridge for them to get jobs. The vocational cutting is just a nightmare. The 90 cut of the older Adult Education is faith nightmare. Thats another vulnerable population that can become homeless. Youre a great city, doing great things. Youre progressive. Keep it up. Because Public Education is in danger. We have to look out for everybody. Were connected with each other. We provide the employees for many of the jobs here in the hotel, the culinary business. We also we deserve to be treated with respect. The students, the teachers. Theyve got emails and working for the colleges 25 years. The Fashion Department walks in. Oh my god, they just told us were gone, were gone. And its not okay. So you do need to have a hearing. We do want accountability. We should have a comp troller. We want to be sustainable, but we want to be here for everybody. Were going to kill our vulnerable population if you make these cuts. Its sickening. And i saw those students when we brought those papers. In minutes, theyre like, sign it, sign it. They said city college is our home. We love city college. Thats the place for them. We want to work with the city on this. So please support it. Hello supervisors. I came at the last meeting. Im an Emergency Department nurse at San Francisco general. And i am also a shop steward for cisu1021 for nurses. So i was a little star struck last night and i met a few amazing supervisors at a get together at our party with a little wine in my system. And i just wanted to say that im really excited i got to meet some of new person. And the reason why im actually here to talk is not to ask you to do anything right now, but i do want to bring to light that i am learning how to be an organizer. We have 2000 nurses in just San Francisco general alone well, in dph. And i know that dph takes up more than a third of our budget in San Francisco. And i think we need to start addressing this as a crisis, as a team. And so im hoping that we can organize like were doing with our departments, the nurses and ancillary staff and actually have all you supervisors join forces with us as as well. And hear our staffs cry for help and Work Together and try to address what is going on. So i have some pins for staffing now. If you dont mind, i want to hand you a few. If thats okay. Thats it. Sometimes we dont all get along, but were in a crisis that many other departments are in, but we also the department of Public Health. And if you dont have your health, you dont have very much. And we take up a lot of the budget. And there is issues there that could be streamlined with staff input. But we just really hope and just really beg that you guys could all get together. Im not even sure how this things works, but we could all get together and have a unanimous board of supervisors to help support d. P. H. Would be really cool. I worked with your husband, francisco, in getting african immigrant, his immigration. This man right here is from africa. He called me his son. Aint no telling what he can do. What skills he got. So we need to talk and cross pollenate because there are a lot of programs that could heal. I know bayview, its underserved. It doesnt have the resources that downtown have per se. With the artwork, the meditation. We need that healing in the community and we need to brings things toward the middle and i want to be part of the conversation piece. Happy holidays, everyone. I had to file a complaint with the department of public building inspectors against a Nonprofit Agency called casa della. Who received a 1 million grant from the Mayors Office in just the past year or late last year. The building is out of clients with the americans with disabilities act. They currently are not compliant with title ii, with architectural access. Program access and communication access. And casa villa serves many women, pregnant, and many of the females have been complaining there is no bathroom accommodations, no handrails. There is no way to enter the building. Entering the building with a stroller or anyone with a wheelchair. And there is also no elevator. But the problem is, the Planning Department approved this building and the building inspector from the american the ada department, were not notified. So apparently it seems like departments are not communicating with the Mayors Office of disability. And now theyre forced to find a new location. And so this is kind of a burden for our clients. And in some ways, no one is holding anyone accountable to the ada accommodations and they should have never [bell ringing]. President yee thank you. Next speaker. Good evening. I heard this evening also from many of you that the city of San Francisco is solving homelessness problem. And that concerns me. Thats the reason im here. But i reside at mother brown, because its a shelter. Its really not a shelter, its a place you can go for food. I heard that yesterday, that there is a company trying to overtake the shelter and thats the reason im here tonight. Im just trying to applied for the mama browns kitchen to continue to operate, because, first, it helps the city of San Francisco. Helping the homeless people. And secondly, the most important thing for me is that this lady, mother brown, she has put 45 years in providing housing or food for people. I mean for a lot of people here in San Francisco. People that are coming through San Francisco. That need some assistance. And im currently one of them. So 45 years of really hospitality to people. And for somebody to take over the shelter is good. But i think that her dream was to help people. And thats the reason why she put the 45 years into it. And so im really paying back to see that somebody would take over, so im just begging you to give opportunity, a Second Chance to continue the operation so that she can continue to fulfill her dream. And thats what im here for this evening. Im just pleading for you to give mother a Second Chance. Because i mean, shes there for all of us, helping all the homeless people. James church in bayview hunters point. Im a 65yearold native san franciscan. Ive lived in the bayview the last 65 years and Bayview District homeowner. As i was waiting in line, i think back in the Jurassic Period when i used to shine shoes during the shelly administration, cant remember right now. I want to thank you for the opportunity to address this board and to read this prepared statement as well as have it read into this bodys official record. I stand here on behalf of the united consular of Human Services located in the bayview. My presence at city hall is next to infrequent. However, today i applaud the city for the past support of the council. I would also hope that the citys relevant bodies and agencies would see the worth of the council and its services to those less fortunate. The councillors serve grandly and magnificently as its executive director. Under the leadership, the agency has served the helpless, hungry and hopeless. It is known throughout the community that she goes the extra mile when it comes to servicing the Agency Clients and managing this diverse staff. It is our communitys desire she continue to receive the full support of the City Government as she sheiks to build on the legacy of the late mother brown, who sustained the council and make it a credible advocate for the marginal residents of the bayview hunters points area. But my reason for coming in today is to ask for personal help for somebody to underwrite me of getting a subsidy for the mayor public housing. My name is sarah walker, im a student pastor at lincoln united Sanctuary Church where we serve immigrant communities and refugee families. Im also a member of the right to Family Campaign. As a student pastor, part of the campaign and my obligation is to evangelize the fact that all human beings have a right to be with their family. That is a right given by god, not by any government or organization. Im here to talk about item number 191210. Im here to speak in favor of the resolution that calls for a family visa support system. Since 2012 i worked on our daca ministry and had the privilege to work with thousands of dreamers in assisting them with the application process. We love our dreamers. They are the best of the u. S. And their countries of origin. Theyre talented hardworking and have tremendous responsibility to provide for their families and raise their own children. They do all this and they continue to be a growing economic political and social force in this country. The stories of nearly a million and a half young people who are Daca Recipients are varied and complex. Yet they all have one thing in common. They live in fear of losing one or both parents to deportation. The right to Family Campaign and the legislation proposed in the resolution for the Family Visa Program that is before you today, would relieve dreamers and their families of the fear of separation by providing daca protections to all 12 million undocumented, while creating a pathway to citizenship. A vote in favor by you today would include San Francisco in a growing list of municipalities that have passed this resolution, which includes cook county board of commissioners, state of illinois legislature, the Houston City Council and washington d. My name is pastor, Lincoln United Methodist Church and right to Family Campaign. Were here all the way from chicago today to testify about a National Crisis we find ourselves in today and the right to family resolution we brought before you and hope that you vote on item 191270. Im a pastor to a congregation of undocumented immigrants and refugees who find themselves under constant threat of deportation or living without a loved one who has already been deported. Currently were providing sanctuary for a mother of six u. S. Citizen children, four u. S. Citizen grandchildren, and a u. S. Citizen spouse. Under the obama administration, her case was considered to be the lowest priority for deportation, and was able to live and work without fear of removal so long as she checked in with ice periodically. Unfortunately, her first check kin date after the hashtag, not my president inauguration, she was ordered removed in august of 2017. Now she lives in sanctuary in my church for over two years. She represents millions of men and women in the same situation. Millions of hardworking mothers, fathers, brothers, sisters and contributing members of society who live in the shadows afraid of being away from their families. A resolution you can vote on today and be part of will protect the 12 million men and women by providing daca for all. In the current hateful and polarized climate we live today, this is a way to stop the human rights crisis. Please be a part of this. My name is sarah. And to remind you that the next thing will be the need for an electricready provision is that is requiring that all New Buildings that are plumbed for natural gas will be wired for electrician to facilitate the carbonization that is appropriate to the Climate Emergency that weve heard just the tip of the iceberg described in the deluge which our rain can be expected to start falling and the emergency that you declared in april. Thank you. Thank you. Next speaker. Mr. President. North of market neighborhood activist. I know one person who is most happy with the outcomes of the recent election. That would be shaman, gets to move away from the seat closest to the podium. You know that, everyone that sat in that seat has come to great success. I think Alan Cranston started out in that seat. Can you show the image . I guess im showing this image because this is a portapotty in an area, just a few more images, and i guess what i think what my contention is, im requesting that the city clean it and just make it of use to the community instead of just coming and just throwing it away, or doing something with it. The area does need portapotties. They need any type of place where people can put their human waste. And the area had two, now it has one and it has this one. I might be able to get the community to do some support around it, but last time we had this situation the last time i had this situation i called for them to just clean it. Instead, they just took it away. And now it was back to people using the restroom outside. You know. I think we need some type of legislation where the community can sponsor a portapotty and the city will come clean it. I think thats my thats my main issue for this. But i also want to talk about the Navigation Centers. These are the latest reports. And basically, when you look at the exits by choice, the homeless are not wanting the type of Navigation Centers that youre providing. They want Something Different. We need to figure it out because unseen bed abandoned and exit by client choice, thats 49 . 49 of the people that are going to the Navigation Centers are leaving. Theyre not even [bell ringing] president yee thank you. Thank you very much. Okay. Thats going to be the end of Public Comment at this point. Madame clerk. Lets go back to item number 23 and 24. Items 23 are amending the planning code, the zoning map and is the Development Agreement for the flower mart. Supervisor peskin thank you, mr. President , and thank you madame clerk. I spoke to this earlier when the items were originally read. And i think given the importance of this, and i apologize and thank you colleagues for indulging me. Its not only me, its supervisor haney who is a supervisor who presides over this institution in its last two incarnations over 103 years, but its the entire board of supervisors because this is truly a beloved and cherished institution in the city and county of San Francisco. I think its important to understand what is before us, a Development Agreement. So why dont we start with the office of economic and Workforce Development and while this has been heard in the Land Use Committee and i want to thank supervisor haney for hearing this twice, and supervisor safai for hearing this twice, i think its important that all of us here and the people in city and county hear it. I would like to ask the representative of oewd to come up and give us, as detailed and compressed a presentation on this transaction as she can. And then i have a number of questions both for the department, but more particularly for the deputy City Attorney, ms. Dietrich, as to the city side, and then i will ask representatives of the developer, the kill roy corporation to, make commitments. Ms. Toppier with the indulgence of my president , the floor is yours. Hold on, well turn the mic on. Its ready. Thank you. Good afternoon, president yee and honorable members of the board. Thank you for your time this evening. And your attention to this legislation today. Economic Workforce Development. I would like to start by thanking the City Attorneys Office, especially betsy dietrich, andrew shan for the help during the planning process. Thanks to mta. And also Bruce Johnson and jeremie spitz from d. P. W. Who worked with supervisor haneys office to prepare a plan for the enhanced street cleaning dollars. I would like to thank supervisor peskins office for their work over the years to ensure the flower mart remains a city jewel and part of what makes San Francisco unique. There are three key components i will go through this afternoon. They include the need for two projects scenarios. Scenario a which contemplates the flower mart returning to 6th and brandon street after construction is completed. And scenario b where the flower mart elects not to return to 6th and brandon street. The requirements for the developer to secure a site in the event the flower mart elects scenario b. Finally, the agreement to prioritize the projects phase, 1b, prop allocation in the fall of 2021. I would like to remind everyone of the amenities approved under the soma plan. As you know, under the central soma area plan, each of the nonresidential key sites was assigned benefits that the project would be required to achieve to be a comprehensive portfolio of communitywide benefits. The key amenity assigned to the project is the replacement of the wholesale flower mart. The p. D. R. Sector is critical to San Francisco. Companies in the sector serve the needs of local rest and businesses and residents and businesses and have high paying jobs and career advancements for people without necessarily requiring they have a fouryear degree. They enhance the citys Economic Diversity and our ability to weather times in economic stress. While this project has anticipated replacing the flower mart on the existing site, this Development Agreement addresses the possibility for the wholesale flower vendors to select an alternative location for the replacement site. The need for two scenarios became necessary last year. The flower vendor recognized that the Office Density along with the Infrastructure Improvements designed to accommodate increases in bike and pedestrian access, would result in challenges for the vehicle intensive reality of operating a major wholesale flower distribution business. The flower mart is made up of 50 independent Small Businesses ta are largely family and minority owned. These small operators in turn accommodate 4,000 small and Large Businesses across all of Northern California on a weekly basis. Those of these florists, grocers, caterers arrive in large or small trucks, delivery vans or other vehicles where they need to load supplies. They rely on easy circulation and easy access to the warehouse. In order to ensure that San Francisco is able to retain and support the continued success of the flower mart, where the Development Agreement structure that will allow the vendors to make an election at their sole discretion to return to brandon street or elect an alternative Permanent Location in scenario b. This will take place in the days following the execution of the agreement. This will allow the flowers vendors the time they need to determine their election. In scenario a, they will be responsible for constructing a temporary facility or another mutually agreeable location. As soon as the first phase of the project is approved, the developer will begin the construction of the site. Once the site is ready for responsibility, theyre responsible for paying the please relocation cost and moving the vendor. Theyll enter into a minimum fouryear lease with two oneyear options with the puc. Supervisor peskin if we can just go past all these potentials to what is more real and likely. And that which has been discussed in intricate detail over the last many weeks and months and hours. That would probably be most helpful to my colleagues who are all relatively knowledgeable about this. So you we just need the last chapter. We dont need the middle of the story. So the city has worked with the project sponsor to develop the requirements for the future Permanent Location. A detailed set of standards is being developed and will be required for the new facility, including the tenant space parking and loading needs. Kill roy will not be able to begin construction on the primary project until they have an agreed upon site, constructed the improvements, including the base parking, to provide a turnkey facility to the flower vendors. Under scenario b, they have all of the benefits cited and you scenario a, including the linkage fee of 110 million. An additional 23,000 square foot child care center. And 1,000 square foot Community Room and robust site programming for neighborhood organizations that will include space for seasonal popup flower shops. The city will establish San Francisco flower mart legacy Business Fund by directing a portion of the projects impact fees to a special fund held by the controllers office. These funds are intended to provide a source of stable business to a longstanding San Francisco pdr operation to ensure the wholesale flower operation continues to be a resource for the many local florists, individuals who rely on the access to this longstanding San Francisco institution. Finally, the Development Agreement allows the Planning Commission to prioritize the projects second face allocation for roughly 350,000 square feet in the fall of 2021. This prioritization addresses the fact that unlike other key sites, they will not be able to begin construction until they have relocated the flower market to a permanent home. I have a couple of amendments and i have documents for the clerk. Supervisor peskin ms. Toppier, through the president , before and we would all love to be in receipt of those moving papers. But as the last thing that you just said, which is there is a priority for prop m in the amount of 350,000 square feet. Before we get to that, can you tell us what changes, because there is not a Single Member of this body, including this supervisor, who has actually read the changes to the d. A. That are before us. So can you walk us through each and every change in a truncated summarized form that is being made to the d. A. , that is before this body. Okay, i can try. Good luck. I will start with just the simple one which is the Development Agreement ordinance has been amended for a typographical error. There are clarifications to the Development Agreement including establishment of a Design Review dispute resolution process to guide the buildout of the new flower Market Facility and that the annual payment of 200,000 in street cleaning funds for 10 years, for a total of 2 million will be paid into a Fund Designated by the citys controller in consultation with the District Supervisor to support Pressure Washing and steam cleaning of street cleaning efforts in soma as designated by the district 6 supervisor in consultation with the Citys Department of public works. There are number of exhibits attached to this agreement that i am updating today that include the legal description of brannan street property. The updated impact fecal consultations, the key allegations under the tripart agreement. Reflected in a post Development Lease negotiated with the flower market. Supervisor peskin that was pretty truncated. So why dont we start with the triparty agreement which is an agreement between the flower market, the killroy corporation and the vendors who were 50 in number but represented by a subset of those 50. Is there anything that that triparty agreement as originally stated or subsequently stated and maybe this is not a question for you because youre not a party, nor is the city to that, but its incorporated by reference, that would prevent as i earlier stated, any member, any vendor, from expressing him or herself publicly to petition their government to talk to the press . My understanding supervisor peskin im not asking about the d. A. Ill ask ms. Dietrich. My understanding of that agreement has been struck and eliminated from the triparty agreement as of this afternoon. Has that been executed by the parties . It has not been signed by the parties. The parties want to reserve their right, the flower market, would like to reserve the right to sign all documents associated with the future agreements, including their post Development Lease and other documents all at once. So they would like to have everything in place and make sure that all the ts are crossed and is are dotted. They intend to do that prior to second reading. Supervisor peskin on behalf of the City Attorneys Office, is there anything in the moving papers, documents, instrument, including but not limited to, the d. A. That in any way prevents any member of the public, including but not limited to, vendors or People Associated with them, including their customers who are basically florists from petitioning their government in any way whatsoever . City attorney, also known as charles or charlotte. No, there is not any such provision in the Development Agreement. That would restrict speech in any way. Supervisor peskin and ms. Toppier said the triparty agreement was incorporated by reference in the documents that are actually before this body to approve . Did i miss that . The key obligations under the triparty agreement including the specifications for buildout in the improvements under scenario b are in one of the exhibits of the agreement. Exhibit d. Supervisor peskin okay. So where are the three parties and will all of the three parties testify before this body as to an agreement in concept that has not been executed, that it will in no way abridge the ability for any member of the public, including but not limited to the vendors, to petition this government or speak to the press or anybody else freely without any reservation or encumbrance . On behalf of the killroy corporation, if you would come up here. Thats the sticking point. That was the issue that almost sent this back to committee. So if youll stand up, raise your right hand im just kidding, i cant do that to you here and tell me that youre representing to the San Francisco board of supervisors that youll restate the triparty agreement to take out the provisions that we call the gag order in whole . Yes or no question. Yes. Supervisor peskin is there anybody here on behalf of the flower market, counsel, representative for the flower market . Good evening. Im the general manage other of the San Francisco flower mart representing the San Francisco flower mart llc formally known as the japanese market. Yes. Supervisor peskin and while we have you up here, as to other aspects of this negotiation that has kept me up until the wee hours of this morning, are you saying when enough . We are still finalizing the documentation, but the item was struck from the triparty agreement this afternoon. I understand that. At a high level, relative to the words in the d. A. , that are before this board, and relative to the restatement of the triparty agreement that is not before the board because we are not a party to it, are you conceptually sanguine . We are in agreement with the documentation, we just need to finalize it. Supervisor peskin okay. Is your lawyer here . Would yes. Would you like him up here . Supervisor peskin yes. That is not final thats what we just heard how long do the parties have to agree before this enters the record . The ordinance itself allows the parties to modify the agreement in nonmaterial ways, even after the even after the board finally act to approve the Development Agreement. There is not a deadline to modify the agreement before the board act, although, the board could certainly tell the parties that youre not willing to pass it on second reading on january 7th unless there are documents in the clerks file by a certain date. One of the things we wanted to underscore, all of the parties should be working together with the department of Human Resources to identify and remedy sources of delay in hiring. We would not be here with each and every one of you. I have a lot of wonderful people speaking today and the amazing work that the organization does in the community. I would like to start by introducing our board president. Michelle is the board president of casa d casa de las madres. As a member of the board for over 10 years she has helped guide us through the unprecedented growth. As chair of finance committee she helped strengthen the position to creativity and passion for ending Domestic Violence in San Francisco. I will hand it over to michelle. [applause] thank you for that lovely introduction. We are just thrilled today. This is such an exciting and special moment. I started volunteering about 15 years ago and joined the board 10 years ago. In year i was honored to be made the board president when our previous president retired. During my time with lacasa i have seen the Organization Grow and some impressive milestones. One thing that made me proud is the unparalleled ability for our organization to partner with Service Providers in San Francisco. Today we stand together it is important to remember the work to end Domestic Violence is not done yet and not done alone. La casa spent many years to build relationships to ensure no survivor feels like that is nowhere to turn. Many Community Partners are here today. We are proud to stand next to other Amazing CommunityService Providers like the San FranciscoGeneral Hospital and u. C. S. F. , the San FranciscoPolice Department special victims unit, housing authority, Human Services authority, hamilton families th the count less other programs. Your work is live saving. Looking to the future on behalf of the board, we look forward to continuing to innovate and evolve the Expert Network of systems to ensure no woman or child is forced to choose between safety and their health or home. Now for the moment you are waiting for. I am introducing our mayor, mayor london breed. She is the first africanamerican woman mayor in the citys history. Her priorities include the homelessness crisis, new shelter beds, expanding Mental Health, more housing and keeping the city streets clean and safe. We appreciate everything that you do every day to provide a safety net for those who often times feeling hopeless in the midst of the trauma and everything that they are dealing with. We know that this organization supports and welcomes people with open arms. We are so grateful for the work that you do every single day. What an incredible day it is today. I want to take this opportunity to recognize our interim attorney who has been at the forefront of supporting women and children for decades, dealing with challenges around Domestic Violence. We know the city handles over 3,000 cases every single year. 3,000 families or people that are impacted by Domestic Violence. We know that we want to make sure that not only are people held accountable who are victimizing people but the survivors get support and resources they need. It is not just one department versus another. It is a partnership. Working with the victims unit and the San FranciscoPolice Department, the district Attorneys Office and so many amazing Nonprofit Organizations, including la casa is important. The work they do to help raise the money to support the organizations. I am proud of the work they have done to work with San Francisco to allocate more resources because we know that this is hard work. We also know that often times many of the survivors end up working in this arena themselves from their experiences. We know that it can be so helpful to helping to change peoples lives. You know, it is just i am looking at this building and just this is your permanents home, cathy. I know this organization has moved around quite a bit, but has never lost the essence of who they are, a hot line to provide support to people, a drop in center, place of comfort and care for so many years, and now a permanent home. It means so much because when people are dealing with a situation and in the middle of the night or any other case, working with San Francisco general and others, they will have this organization to depend on for years to come. We have this Incredible Program in San Francisco. Some of you know that i used to be the executive director of a Nonprofit Organization africanamerican art and culture complex, for someone who has run a nonprofit, they know how difficult it is to raise money and to make sure that you have a permanent home, to care of the home to buy the toilet paper and keep the lights on. There is a lot of work and resources that go to places like this, and the nonprofit sustainabilitynishsive is a resource that the city now provides to Nonprofit Organizations to help with support to purchase buildings like this so that some of our important nonprofits have a permanent home. They dont necessarily have to worry about the space that they are in and whether or not the lease is going to expire or the costs are going up for the space because there are so many other things that they are going to continue to need to raise money for. This nonprofit sustainabilities fund provided 1 million towards the purchase of the building. I couldnt think of a better way to use this kind of fund than to support lacasa. I am grateful to be here today. I know so many of you here are people who have been working in this arena for so long, and this although it is challenging and it can be sad and emotional to see what we have done here today and to see how this is going to help turn lives around and to change lives for the better, it is absolutely amazing. You should feel good about the work you do and the role you played to making this possible. I am here to just see the place, of course, and to thank all of you for the work you continue to do and to especially commend cathy black and your team for just cathy is standing over here to the side. Come up here. Today i want to do Something Special because of the work that you all do and you do it, you know, in such an amazing way every day without a desire to be recognized but you want the results, and i want the results. It makes for a better city for each and every one of us. It is casa d cass de la madres n San Francisco. I want to thank the folks at the office of economic and work force development. Thank you so much for your work in organizing and helping with the loan documents. We know how challenging it is to get the city to move quickly and the people that we have in this offers really care about this work and they worked hand and hand to make this happen as quickly as we could. I am grateful to be here. Ladies and gentlemen, the executive director of la casa, cathy black. Next up we have our District Attorney here to speak with us. She is a leading authority on crime prevention, experienced executive and led the Police Commission and served add general counsel of the California Department of justice, also served as prosecutor and advocate for survivors of Domestic Violence. We are honored to have her here today. She is a Community Advocate coo of center of youth wellness and in 2014 honored for her work to found and center, the nonprofit to heal children suffering from impact of violence. She served as president of Police Department from 2012 to 2017. The Police Commission provides the use of force policy and instituted body cameras to increase transparent and incommunity relations. She has improved Police Response to violence against women and children to make the streets safe. Our work isnt possible without the work of people like susie loftus. Thank you. That was very kind. Thank you, mayor breed for being here. What i want to offer to you is a story from my time as a courtroom prosecutor when i was prosecuting Domestic Violence because i think when we talk about what la casa means. I want to ground it in what this looks like. To Law Enforcement i can speak to today, it occurred to me when i got my first Domestic Violence cases they were not like other crimes i had prosecuted. What i was asking someone to do was picking up the phone and i was asking them to come in and testify against someone who they either loved at that moment or at one point loved or thought they loved, and my job was to encourage them to come and testify against that person, to encourage them to come in and be crossexamined. We know what that looks like, right . What i needed most was to have someone who could addvo indicate for that survivor through advocate for the survivor. That is cathy black. That is all of you. It is not always the answer to Domestic Violence there is a prosecution. Sometimes it is the answer. Sometimes it leads to the stay away order to save a life, sometimes it leads to a program that an offender does that can change his life or future, let him reclaim his life and future. The partnership Law Enforcement has with lacasa is i often say safety is a team sport. We have learned lessons in San Francisco about how we actually build safety. It is in partnership and in service of shush fivesors and their strengths and resilience and we serve them. Everything i know about Domestic Violence i learned from someone probably in this rumor cathy black. Let us continue to learn from each other in service of this idea. There is an irish proverb that says it is in the shelter of each other that the people live. This is a shelter, this building, it is also a reminder that we are the shelter for survivors and people escaping violence and that when we lean into each other and solve problems in the way lacasa has modeled we build safety for the people that need it the most. I couldnt be more delighted to be here today and to congratulate the city and City Partners for coming together. This is a reminder of the best of who we are and the work that we have to do. Congratulations to lacasa. [applause] we often say that we are only as strong as the community that supports us. We talk about bringing community into our work. Often times our work is in confidential spaces. Comemestic violence is challenge domestic challenge is scary and bat. We only solve this when we bring it out to the light. The next speaker is cassandra pogie. Show brings this to the light every day. She is an employee at black rock and one of the strongest allies in the community. She addvo indicates for survivors advocates for survivors. We are lucky to have her with us today. [applause] thank you. I am cassandra pogie. I am a survivor of Domestic Violence. I was in a relationship for two years. She was charming and created the illusion and he was good to me and i started to fall for him. As things became more serious he was jealous. He introduced intimidation and isolation. I was trapped with someone who used manipulation and violence to control my life every day. I became a shell of myself. I was his captive. The abuse was constant happening all hours. I lost count of the slaps and the punches. There are nights that he would abuse me sexually. Those were the darkest and loneliest days of my life. I was able to leave after one extremely bad beating. I dont remember how many times he punched me because i started to blackout. When he finally stopped, i was able to stagger to my bathroom and looked at myself in the mirror and i knew if i did not leave he would kill me. So i ran out the door. As i was running down the street i didnt be know where i could be safe, but the la casa image popped in my head. A few weeks earlier a colleague was doing a presentation. I looked for a second. I was running down the street. I stopped and hid in a dark corner of a garage and googled them. I found the emergency hot line number and gave them a call. Not knowing what to say, all i was able to tell the woman on the other line was that i was just beat up, feared for my life and i needed somewhere safe to stay. She gave me instructions to an indisclosed shel shelter where e would not be able to find me for the night. The comfort and security that night is invaluable i will nerve be able to put it in word. I will never forget the feeling i had laying in a bed that night. A feeling that i havent had in over the past year. The feeling of safety. But what they did for me did not end that night. They provided Legal Council to file for a civil restraining order, made sure to keep in contact with me as i got on my feet. One of the advo cats attended every court date to make sure i was not alone. I faced my abusers. In each trial the following year. I cannot change my past. I can only learn and share my experiences and hope to just save one other person from a similar story. Abuse thrives in silence. I could not be more proud that we are here today to bring a voice to the social injustice that holds so many in darkness. Fortunately for us in San Francisco bay area, lacasa is a bright light in the darkness. This beautiful new home is a bright light. Thank you la casa for saving lives and thank you for saving my life. [applause] next up we have a woman who needs no introduction. Here we go. Cathy is the executive director and she joined la casa in i is. She has met the needs as they have evolved and globe. Grown. Three increased number of services by 300 . She is on oversight panels and worked to bring the gaps and service and champion Domestic Violence with policymaking bodies throughout the city. She brings a wealth of program and strategic experience to la casa. Each day hundreds are made safer because of her leadership. As someone who has been here through the process of the moving into this building, we really cathy did it almost entirely herself. It was amazing to watch and wish i could be more helpful. We are lucky to have your leadership at this organization. I think you touched the lives not only the survivors in the city but the people in the room individually. Without further ado, kathy black. [applause] thanthank you, mayor breed, d welcome everybody here with us today. I was telling somebody earlier that i was nervous and fearful. Then i listened to cas cassandrd realized the real fear. It puts it in perspective. It is easy to stand in front of you now. I get the best part of this event today. Everybody said such wonderful things about la casa and how it has touched so many people. I get to say thank you. Almost without well maybe not media but some of the media people have played a role in bringing la casa to where we are today. When i joined la casa in i in 1e are omission street. On the mission street. We werent offered the opportunity to stay. We moved to a loading dock that was in the back of the old electrical workers apprenticeship building. We were hidden in the back on the loading dock. We fixed it up and were there for a period of time until they moved in next door. They werent the ideal neighbor. They thought they were. We definitely sudden lie a light was shown in a way that made it scary for the employees and the victims and survivors to get help. We moved to the old ben davis factory at 1663 mission street. Our lease was coming up and they didnt want to renew the lease. We knew we needed more space because we were providing more and more services, and there seemed to be an unending demand for what we had to offer. You know, there was a crazy journey to end up with this building. We ended up getting the second time i applied to the nonprofit sustainability fund. First time i couldnt get the owner to sign the purchase agreement, but i submitted the application in hopes i could convince him before the decision was made. Luckily, after a little bit of time he came around and he was offering it for lease. A payment we would not be able to afford. 14,000 more than our Mortgage Loan for this. Keeping good financial, being frugal, i said, no, buys is better. We were able to convince the owner to sell it to us, and we applied to the nonprofit sustainability fund. It is an awesome opportunity, and i tell other nonprofits when they say we dont have any office space, i tell them, you have to check out this program because it is a great deal. You know, it keeps nonprofits like la casa from moving further out of the hub of where we are needed most, right . We are in a neighborhood where we are accessible, people can come here, get services in a safe way, and we are able to we call it hub and spoke model in the center of the partnership with the Police Department, with the General Hospital and the rise program, rally family visitation program, one of our founders, we are close to hsa for the program, the Mary Elizabeth inn which provides 157 housing units. We do Case Management there. It is unending amount of work that we are able to provide. This is the most amazing spot to do it. I didnt write any of these words down. This is me talking. There are some, you know, one of the things that happen is we rallied a community of al lies, and a lot of them are here today, including the Mayors Office, oewd. And every time i see them at something it makes me smile. I feel good about it. They were supportive of me. I sent many times weeping thinking this would not happen and the lease was coming up. The department on status of women, emily and carol and Staff Members are here. Without support we wouldnt be doing what we are doing. The Giants Community fund, 49ers foundation, georgia sandy and cameron foundations, businesses like back rock are just awesome. Cb os, prc across the street is collaborating and helping us move in and get situated. Then the individuals that have shown up and supported our work is amazing. It is because you are with us on the mission. Receiving this 1 million grant gave us a boost that we needed and inspired other people in a way that has just been such a surprise. I mean people just call up and say can i come over . We want to make a donation. Not that we i mean it is hard to raise money for programs like this. This year has been a change. I think people see us as a force to be reckoned with. I am not going to read this gigantic printed words but i feel my message today is that we are here and we are available and if you know anybody who needs our help, please send them to us or collaborate with us. We want to be good partners. I owe everyone here a debt of gratitude, board members, employees, volunteers, and it all comes together to make this happen. With that we are looking forward to 2020 and thank you all very much. applause . I am going to invite everybody up for the ribboncutting. This is most excite being. They have these awesome scisso scissors. laughter . Five, four, three, two, one. There we go. [applause] my name is andrea, i work as a coordinator for the City Attorneys Office in San Francisco. A lot of it is working with the public and trying to address their public records request and trying to get the information for their office. I double majored in Political Science and always tried to combine both of those majors. I ended up doing a combination of doing a lot of communication for government. I thought it would connect both of my studies and what was i was interested in and show case some of the work that government is doing. I work for the Transportation Agency known as muni and im a senior work supervisor. I first started as a nonprofit and came to San Francisco and started to work and i realized i needed to work with people. This opportunity came up by way of an executive fellowship. They had a program at mta to work in Workforce Development type project and i definitely jumped on that. I didnt know this was something that i wanted to do. All i knew is that i wanted to help people and i wanted to empower others. The environment that i grew up that a lot of women were just stayathome moms. It wasnt that they didnt have work, but it was cheaper to stay home and watch the kids instead of paying pricey day care centers. My mom came from el salvador during the civil war. She worked very hard. When she came here and limited in english, she had to do a service job. When i was born and she had other kids, it was difficult for her to work because it was more expensive for her to be able to continue to work in a job that didnt pay well instead of staying at home and being able to take care of us. There isnt much support or advocacy for black women to come in and help them do their jobs. There also arent very many role models and it can be very intimidating and sometimes you feel uncomfortable and unsure of yourself and those are the reasons exactly why you need to do it. When i first had the opportunity, i thought thats not for me. My previous role was a project manager for a biotech start up. I thought how do i go from technology to working in government. Thinking i didnt know about my skills, how am i going to fit in and doing that kind of work. Thinking you have to know everything is not what people expect have you, but they expect you to ask questions when you dont know and thats important. My mom was diagnosed with cancer. That was really difficult. She encouraged me to go to school because in case anything happened i would be able to protect myself. I wanted to be in oncology. I thought going to school it would set me for the trajectory and prepare me for my life. We need the hardships to some of the things that are going to ultimately be your strength in the future. There is no way to map that out and no way to tell those things. You have to do things on your own and you have to experience and figure out life. You dont have to know what you are going to do for the rest of your life when you are in college or high school because there are so many things to do. I would encourage you to try to do everything that you are remotely interested. Its the best time to do it. Being a young woman with so many opportunities, just go for it and try good morning. Thank you so much. I am mayor london breed. I am excited to be here today joined by supervisors safai and vallie brown. This, as you all know, is a representation of a lot of the work that we have been doing in San Francisco t to come up with Creative Solutions to address homelessness. We have to understand sometimes it is not one size fits all, and trying to understand exactly the challenges that people who are homeless are dealing with and meeting them where they are and getting them the help and support they need to transition into a more permanent stable housing situation is something that we care about. This is why we have been fighting so hard to build more shelter beds, to look at places that are under utilized space to identify weighs in which we can have temporary or permanent space for shelter to allow for a situation like this where we are taking a parking lot slated for 100 Affordable House anything the near future and using it when it is not being used for a place for people to safely park, get supported services and resources and make sure that we are able to help people transition into a permanent situation. I will say that i am really proud to work with two individuals who have been the leaders in this effort. Starting with the board of supervisors and understanding there are so many people before the Homeless Count was released that showed we had an increase in the number of People Living in vehicles. These two supervisors led the efforts around solutions around safe parking for those who unfortunately are sleeping in their vehicles. As a way to provide a safe place like where we are standing here today. In october of 2019, the city counted over 700 occupied vehicles in San Francisco, both passenger cars and rvs so we know that this is something that we need to provide a solution for. I want to be clear because the first thing you hear from folks it is not enough. It is better than what it was. There was nothing in the past. Now this is an example. This is not from my understanding what we are trying to propose here today is not something that we are familiar with anyplace in the United States where this is happening and actually has a track record of proving successful. We are stepping out to be the first to try Something Different, that we are hoping could work to support people that we know need support. I want to thank not just the supervisors but i really want to thank urban because they are the ones that you will hear from them in a minute. This program is absolutely incredible in the Civic Center Area and other places throughout San Francisco working with so many vulnerable population of San Francisco, helping to keep the neighborhoods and civic center and downtown area safe and clean and accessible and treating people with respect and dignity. I appreciate the work they are doing. I also want to appreciate the lake view omi community. Mr. And mrs. Harris are here and steve and others. This is not something always popular to do. Not only did supervisor safai lead in this effort to have Community Meetings to talk about this location used for this purpose, he really took a lot of hits from the community and, fortunately, so many Community Members were open and willing to allow this use to take place, and we truly appreciate the neighborhood for allowing us to do this on a temporary basis. This Vehicle Triage Center is something, i think, that can be potentially duplicated throughout San Francisco. Ultimately, the goal is to get people into safe Affordable Housing that is really the goal of this. This is a way to bring people inside, to provide showers, to provide restroom facilities, to make sure that we are doing it in a way that meets people where they are and treatings them with respect and dignity. I am grateful to be here today to kick this off. I do want to say that a lot of work through the Mayors Office on homelessness has gone into identifying all over San Francisco people who are living in their vehicles and trying to create, you know, a way to know what already exists. I want to make it clear that this is not an open invitation to people in other counties to come to San Francisco because the fact is we have a long waiting list of people who we have identified and they will be our priority along with other unhoused individuals who sadly are sleeping on the streets. We, of course, invite other counties to look at this as an example and to do their part in addressing this issue. This is not just an issue unique to San Francisco. This is an issue that impacts the entire state of california. We are hopeful we will partner in the near future to talk about ways to move forward with Solutions Like this and others to make sure that San Francisco is not the only city and county bearing the burden of the expense of doing unique things like we are doing today. With that since the rain is coming down and you guys know i dont like to get my hair wet. We are on dangerous territory here. I would like to introduce the supervisor safai. [applause] we will pause for mayor breed to have an umbrella. laughter you know, i want to say i think this is historic day in San Francisco. I know that people have been talking about doing safe parking in one form or another for over a decade, but truly we are standing here today because of the individuals that stand behind me. We had a situation where i went out and told the story a few time also. I went out on Christmas Day with my daughter. Santa had gotten her a bike and we went to the playground and the street was lined with People Living in rvs. I thought what is happening . So i called s. F. M. T. A. , got started getting calls from neighbors. They were saying they wanted these cars removed. I think that the knee jerk reaction in these situations is to just think about the vehicles but not think about the individuals that are occupying these vehicles. These are folks that are human being just like you and me. They are working, often times students, often times they are veterans, they are people who are productive members of society and want to be respected like you and me. I will tell you, my knee jerk reaction was to call and say where are the signs, we need no overnight parking signs up. S. F. M. T. A. Said we are going to pause, we are not going to keep doing this. It just pushes people from one block to another. Then i got back to my office and there was a photograph of a young woman living in an rv, and it was a handwritten note from supervisor brown that said lets work on this together in a humane way. That really caused me to pause, and i walked into her office and i said dont blind side me like that again. We kind of had a laugh, but the truth was i said you are right. We have to do this the right way. We buckled down, the staff buckled down and wrote a piece of legislation. We went around the bay area and looked at best practices. We crafted a piece of legislation. The reason that this is able to happen is because of that piece of legislation. We also march would into marched into may or breeds office. Mayor breed you walked. There were two of us. We marched. We had an uncomfortable conversation. By the end, the mayor committed money, and she challenged me. Are you going to put one of these in your district . I said i absolutely am. I know where we can go. I called Mission Housing development. They had gotten control of this site. I called jeff and we had a conversation to say can this be the first place where we do safe parking . Fast forward. It looked like once the census came in that there really was a justification for doing this. Out of the increase in homelessness, 70 of the increase and i think it was 13 increase in homelessness, 70 are living in vehicles. If now, was not the time then it would never be the time. We did that. The mayor allocated over 1 million for this effort. We engaged the community. As the mayor mentioned, steve and the reverend. The improvement association, 45 individuals in the room and we took a vote. After that vote it was a unanimous vote to proceed with this. We had a Community Meeting and 600 people showed up. By the end an and mary and i wil tell you we never have 600 people show up for a meeting. It leaned towards support. We wanted to be the first and share in the responsibility of dealing with the homeless crisis. I want to thank the mayor and i want to give a special thanks to the department of public works. We would not have been able to move as fast as we would if they hadnt been able to get this ready you see the solar panels, security cameras, lighting, privacy fencing, restriping, bathrooms, office space and urban will be here on site 24 hours per day, at least two individuals. We have the captain, liaison with the bart police. Wwe are working with s. F. M. T. A. Yes there will be tough loved involved. When we go out to proactively move people out of the streets where they are living in vehicles, we are not going to invite more individuals to occupy those spaces. S. F. M. T. A. Will put up the signs to encourage people to omentalis these spaces. Myself and soon pe supervisor bn called for a meeting. President yee is looking for a location. Supervisor walton is looking for space in his district. It will be a humane way. I want to thank everyone today. I want to thank the individuals that made this possible, and we are going to continue to look to expand and make this model a successful model. As the mayor said, in one year we will break ground on 100 Affordable Housing on the site. We will see what works, what i am provements can be made and how to do it better and how San Francisco can lead throughout the bay area. I will introduce supervisor vallie brown my cosponsor in this effort. Thank you, supervior and mayor breed. It was over a year ago that i did send a photo to his office of me living in a van when i was 13. As some of you know, my mom had odd jobs. She was always struggling to make ends meet. There were times she didnt have enough money for the next arent. She would borrow a van from a friend and we would live in the van until she was able to get money for the next apartment. As a child of 13 living in a van, there is a lot of struggles. There are things you have to wear a bathing suit all of the time. Why do you wear a bathing suit . Because you went to the gas station to rest up. You couldnt be naked. You had to have a bathing suit. You had to do homework before sundown because there was no light only a flashlight. You had nowhere to cook meals. These things that we dont think about are things that you think about when you live in a vehicle. You have to plan your life so carefully when you live in a vehicle. And i have to say the things sometimes are meant to be. As a child i dont have many photographs of myself. We move so much and you lose things. I found this photo of me living in the van at 13. I felt like it was meant to be of me moving forward to say why arent we thinking differently about housing people . Helping people that are struggling . Iit is a thin veil from from being homeless on the street. I never tried t to do a this wih you. You never know who lives in these vehicles. Thank you may or breed for putting the money forward because it was 1 million to say lets try this out. Thank you to this community for stepping up to say let us be the first. I absolutely feel we are going to need more through the city like we need Navigation Centers, homeless centers, we need more. This is the beginning. Thank you everyone for coming and for sharing and supporting. Lets move forward. Thank you. [applause] the folks that will manage this is urban. They are the wantings who have been doing an incredible job with the civic center, ambassadors of the community. Managing the public toilets or overseeing public spaces in other areas and trying to get people help and support, and in some cases connectedded to the Homeless Outreach team. This are an invaluable resource in San Francisco. The person in charge is lana miller. [applause] thank you, mayor breed. Thank you. I want to thank everybody who allowed us to be part of this effort. It is very, very important. As we see homelessness is continuing to increase all of the time. We are tasked with continuing to find ways to deal with it. A lot of people, sometimes people get frustrated in the city and there is a lot of that. What i see from my perspective because as mayor breed said we are all around the city in every intersection where you see a mix of homelessness and Mental Illness and addiction, there we are. From what i have seen from that perspective and talking with people from all over the country is this situation is only getting worse. We are not in a position to say we dont want to deal with it. We cant deal with it, we must deal with it and we must find creative ways to address people with love, with respect, with dignity. As supervisor brown said, that used to be her. It used to be and is a lot of our family members. It is not going anywhere. It is up to us as human beings to find ways to scale up. What we saw with the fires recently is that a lot of people are now living in their vehicles. I think when we see more and more people displaced through Climate Change we are going to see more and more people who are living in the streets. Now we have to get in front of this. I am really, really honored to be part of the thought partners who arent saying it is somebody elses problem. We need to find a way to get people out of here so people feel comfortable, but people putting their headins together o find creative ways to address this with love and dignity. Eventually we all have to scale. Thank you very much. We are really great full for the opportunity to be part of this. [applause] thank you. Our last speaker today is a person who grew up in San Francisco in the bayviewhunters Point Community and one of the first clients that we will work with here, sandra youth. applause hello, i am sandra hughes. I was born and raised in San Francisco. As a child i experienced a lot of trauma. As a result i have struggled most of my life with trusting anyone. Even those who want to help me. I am currently home less and i live in my rv. The neighborhood around me has changed. Where i used to ride my bike as a child, there are businesses. The Community Members yell at me not to park there, to move away. They treat me as if i am less than human. I wish they could understand i dont want to live in the rv or have to park there either. I want what everyone else wants, safety, dignity and a community. I dont feel safe living in my rv. It has been broken into five time also. I am scared every night when i try to sleep. I dont feel safe around people. Shelters are not an option for me. When the team told me about the vtc opening up and gave me information, i thought the opportunity to move into the Vehicle Triage Center with my rv would offer me safety and security. Maybe i could learn to build trust with people until i can find stable housing. I want to have a key for my apartment, i want to connect with my family. I want safety. This would be a first step in the feeling of safety my allow me to heal and rebuild my life. Thank you. applause thank you again for sharing your story. As you can see we have a lot of work to do in the city. Part of it is the opening of this parking lot as a safe place for people to park, but ultimately it all goes back to housing. You feel like i repeat this over and over again. It is not just the money necessary to build housing. We know San Francisco is one of the most expensive places to build housing in the first place. It is also about having the courage to cut back on the bureaucratic red tape so we dont have to wait years to build housing so that people like sandra and so many others sleeping on the streets have a place to call home. This is what we will continue to work on. Yes, we celebrate a milestone that we have this parking lot for people to park safely, but, ultimately, they nehousing. We have to do a better job as a city to build it. Thank you to the department of public works, the hot team and be the work you do on the streets, thank you to the San FranciscoPolice Department and the folks who work with us. Wrap it up. It is time to go. Thank you. [applause] in 201,755. 7 million passengers traveled through San Francisco international airport. We have on average 150,000 people traveling through the airport every day. Flying can be stressful so we have introduced therapy dogs to make flying more enjoyable. The wag brigade is a partnership between the airport and the San Francisco therapy Animal Assistant Program to bring therapy animals into the airport, into the terminals to make passenger travel more enjoyable. I amgen fer casarian and i work here at San Francisco international airport. The idea for therapy dogs got started the day after 9 11. An employee brought his therapy dog to work after 9 11 and he was able to see how his dog was able to relieve passengers jitter. When we first launched the program back in 2013, our main goal was to destress our passengers however what we quickly found is that our animals were helping us find a way to connect with our pang. Passengers. We find there are a lot of people traveling through the airport who are missing their pets and who are on their road a lot and cant have pets and we have come in contact with a lot of people recently who have lost pet. I love the wag brigade. One of my favorite parts is walking into the terminals and seeing everybody look up from their device, today everybody is interacting on their cell phone or laptop and we can walk into the terminal with a dog or a pig and people start to interact with each other again and its on a different level. More of an emotional level. I just got off an 11. 5 hour flight and nice to have this distraction in the middle of it. We look for wag brigade handlers who are comfortable in stressful situations. I like coming to airport its a lot of fun and the people you talk to are generally people who are missing their dogs. They are required to compete a certification process. And they are also required to complete a k9 good citizen test and we look for animals who have experienced working with other orgorganizations such as hospits and pediatric units and we want to be sure that the animals we are bringing into the airport are good with children and also good with some of our senior travelers. I think toby really likes meeting kids. That is his favorite thing. He likes to have them pet him and come up to him and he really loves the kids. Our wag brigade animals can be spotted wearing custom vets and they have custom patches. There is never a day that repeats itself and there is never and encounter that repeats itself. We get to do maximum good in a small stretch of time and i have met amazing people who have been thrilled to have the interaction. The dogs are here seven days a week, we have 20 dogs and they each come for a two hour shift. There is a lot of stress when people have traveling so to from these animals around to ease the stress and help people relax a little bit. I think its great. One of our dogs has special need and that is tristine. He wears a wheel around. He has special shoes and a harness and we get it together in the parking lot and then we get on the air train. He loves it. Little kids love him because he is a little lower to the ground so easy to reach and he has this big furry head they get to pet and he loves that. He doesnt seem to mind at all. Probably one of the happiest dogs in the world. Many people are nervous when they travel but seeing the dogs is just a wonderful relief. What i absolutely love most about it is the look on peoples faces, so whenever they are stressed and flying is stressful these days you get these wonderful smile. I am the mom of lilo the pig and she is San Franciscos first therapy pig. Lilo joined the wag brigade as our firs first pig. Wag brigade invited us to join the program here and we have done it about a yearandahalf ago. Our visits last 1. 5 to 2 hours and it does take a little bit longer to get out of the terminal because we still get a lot of attention and a lot of people that want to interact with lilo. I feel honored to be part of the wag brigade. Its very special to meet so many people and make so many feel happy and people that work here. Its been a great experience for me and a great experience for to totoby. Its been an extremely successful program, so the next time you are here, stop by and say hi. Sustainability mission, even though the bikes are very Minimal Energy use. It Still Matters where the energy comes from and also part of the mission in sustainability is how we run everything, run our business. So having the lights come on with clean energy is important to us as well. We heard about cleanpowersf and learned they had commercial rates and signed up for that. It was super easy to sign up. Our bookkeeper signed up online, it was like 15 minutes. Nothing has changed, except now we have cleaner energy. Its an easy way to align your environmental proclivities and goals around Climate Change and its so easy that its hard to not want to do it, and it doesnt really add anything to the bill.
