Letter from Michiana: Imperiling the state's remaining wetlands


It’s been almost a week and I still don’t get it. Indiana’s Governor, Eric Holcomb celebrated May Day by adding his signature to a bill, SEA 389, that figures to imperil the majority of the state’s wetlands. This wasn’t your usual Business versus the Environment cage match; even the state’s Chamber of Commerce beat this legislative dog. 
Holcomb signed it anyway. What gives?
The bill, which is retroactive to January 1, strips state protection from the majority of wetlands found in Indiana. The Indiana Department of Environmental Management estimates that we’ve already lost about 85 percent of our wetlands. They’ve gone the way of the forests that grew here until settlers first arrived.   ....

Lawmakers needlessly trash wetlands protections
After lawmakers passed a damaging bill last month threatening many of the state s remaining wetlands, more than 100 groups pleaded with Gov. Eric Holcomb to veto the measure.
Senate Bill 389 “opens the door to irrevocable impacts on our rich natural history and puts millions of Hoosiers at risk,” they wrote in a letter to the governor. The legislation will lead to increased erosion and flooding, the letter says, and the bill imperils “the diverse wildlife that makes Indiana special.”
The groups – environmental advocacy organizations, conservation districts, the League of Women Voters, Fort Wayne-based Little River Wetlands Project and municipalities, including the city of Angola, among others – ultimately were just voices in a wilderness endangered by what is now Senate Enrolled Act 389. ....

New Law Restricts Local Governments’ Ability to Address Climate Change
House Bill 1191, now Public Law 180, takes away local governments’ power to restrict natural gas or set energy-saving regulations on buildings.

Beginning July 1, local governments in Indiana will have much less power to enact regulations that would reduce their contributions to climate change.
Gov. Eric Holcomb signed into law House Bill 1191, authored by Rep. Jim Pressel and co-authored by the chair and vice chair of the House Utilities, Energy and Telecommunications Committee, Rep. Ed Soliday and Rep. Ethan Manning.
The law takes away the power of local governments to prevent the use of fossil fuels and to enact other energy-saving and energy-producing regulations. ....

Environmental groups vow to continue fight to preserve Indiana's wetlands


INDIANAPOLIS — More than 100 organizations, including dozens of environmental and conservation groups, signed a letter earlier this week urging Indiana Gov. Eric Holcomb to veto SEA 389, a controversial bill rolling back wetlands protections across the state.
However, on Thursday, Holcomb signed the bill into law, despite some departments in his administration openly opposing it throughout the legislative session.
Now, some of those groups are voicing their disappointment in his reversal, but also pledging to continue the fight to preserve Indiana’s vulnerable wetlands.
Seven of the major environmental groups who signed the letter — including the Hoosier Environmental Council, Indiana Association of Soil and Water Conservation Districts, Indiana Wildlife Federation, Conservation Law Center, Save the Dunes, St. Joseph River Basin Commission and the White River Alliance — issued a joint news release Friday morning detailing their response. ....
