Indianapolis neighborhoods change, forests disappear with development


For decades, Augusta Heights hasn’t changed much. 
The neighborhood, tucked in between where Michigan Road and W 79th St meet Crooked Creek, is secluded, peaceful. Residents describe it as “the country in the middle of the city.”
In many ways, it is. Residents don’t have sewage, streetlights or sidewalks. Fire trucks have had trouble making their way through the narrow, un-maintained streets. Backyards flood every spring.
But for the first time in years, change is coming to Augusta Heights. Developers are moving in and building new homes. They’re bringing street lights, sidewalks, sewer systems, and new roads.  ....

Groups ask Governor to veto wetlands bill

The DNR has estimated dollar values for some of the annual benefits wetlands provide: 
●  $1.8 billion in water storage, 
●  $850 million in erosion prevention, 
●  $202 million in water purification, and 
●  support for Indiana’s multi-billion dollar outdoor recreation, hunting, and fishing industries5. 
The water storage and water quality functions of wetlands can be replaced by building stormwater infrastructure, but at a substantial cost, and without wildlife, recreation, air quality, and climate benefits. EPA data on the cost of stormwater infrastructure, adjusted to 2021 dollars, show that the least expensive option costs over $86,000 per acre of wetland being replaced6. Preserving existing wetlands saves these construction costs and provides the most cost-effective stormwater management available.  ....

Holcomb should veto wetlands-gutting bill
Adjectives flowed easily Monday from opponents of damaging legislation that would gut protections for Indiana wetlands.
Unprecedented. Harmful. Irresponsible. Short-sighted.
“(A) super-risky and unsustainable gamble,” Jill Hoffmann said.
Hoffmann is executive director of the White River Alliance, an advocacy group that works to protect water resources in the central portion of the state. Her organization is among more than 100 – including the local League of Women Voters chapter, the city of Angola and the Crooked Lake Association board in northeast Indiana – that signed on to a letter urging Gov. Eric Holcomb to veto Senate Bill 389. ....

Cash-Strapped State Environmental Agencies Face More Budget Cuts

At a time when more Hoosiers are getting outside, the legislature has made even more budget cuts to Indiana’s underfunded and understaffed environmental agencies.
The funding for the Indiana Department of Natural Resources for the 2022 and 2023 fiscal years will be about 3 percent lower than the current budget. Even though the Indiana Department of Environmental Management received more money from the state s general fund, it will be operating with about 11 percent fewer dollars overall.
The Hoosier Environmental Council said budgets for state environmental agencies haven’t recovered since the 2008 recession making it difficult for them to retain employees and ultimately do their jobs.  ....

Democrats, activists call on governor to veto wetlands bill

Calls are mounting for Gov. Eric Holcomb to veto a bill that would remove some protections from Indiana’s already diminished wetlands amid mounting criticism that it could damage waterways, wildlife and vegetation.
The wetlands measure passed out of the Legislature on April 14 and has sparked bipartisan opposition within the Republican-dominated Legislature. If enacted, it would eliminate a 2003 law that requires the Indiana Department of Environmental Management to issue permits for construction and development in state-regulated wetlands and end enforcement proceedings against landowners accused of violating current law. ....
