It is our intent, we need to do a better job. We should make that clear. The problem is the public doesnt trust the epa. The farmers dont trust the epa to not overreach. Congress doesnt trust the epa, and what we have here today is a proposed rule, a defective. As youve said we need to make things clearer, our intent is not clear, we need to do a better job.
