Nonprofit seeks input on housing plan | News, Sports, Jobs

Hawaiian Community Assets will hold a series of meetings in April to get public input on a draft housing plan the nonprofit has developed for Maui County.
The Comprehensive Affordable Housing Plan outlines a strategy for bringing 5,000 units to Central, South and West Maui through a $1.6 billion effort that would include major overhauls to the county’s policies and approach.
Hawaiian Community Assets spent three months gathering community feedback on the plan, with more than 1,000 residents engaged and 256 surveys received, before presenting it to the Maui County Council’s Affordable Housing Committee on March 23.
The nonprofit now plans to go back out to the community to discuss ways to strengthen the recommendations that participants brought forward. It will also share resources that can immediately help local families with housing. The topics and meeting dates are as follows: ....

A bill that would tighten affordable housing requirements for projects seeking fast-track approval under state law squeaked by with enough votes early Friday evening to pass on first reading before the Maui County Council.
In the 5-4 decision, Council Member Mike Molina, the bill’s author, voted in favor along with Vice-Chairwoman Keani Rawlins-Fernandez and Council Members Gabe Johnson, Tamara Paltin and Shane Sinenci. Following the advice to wait until an upcoming affordable housing plan is considered, the Maui County Council Affordable Housing Committee put the brakes on a proposal that would have amended the county’s affordable housing rules.
Committee Chairman Gabe Johnson on Wednesday deferred a bill with four proposed amendments to the county’s affordable housing rules, including changing the definition of residential workforce housing to 120 percent of area median income or less, limiting townhomes and multifamily dwellings to 100 percent area median income, authorizing the mayor and the council to promote affordable housing projects and waitlists and increasing the waitlist offer period from 90 to 180 days. ....

The Maui County Council’s Affordable Housing Committee on Monday voted to recommend approval of a bill that would tighten affordable housing requirements for projects seeking fast-track approval under a state law.
The proposal would require that 201H housing projects would need to have 75 percent affordable units unless a lower percentage, which is greater than 50 percent, is approved by council.
Hawaii’s 201H law, administered by the county, is an expedited path that allows exemptions from certain rules and fees for housing developments with a minimum of 50 percent affordable units.
Although some council members and testifiers cautioned that results from a county-funded affordable housing study should be considered before taking action, the committee Monday evening voted 5-3, with one excused, to move forward with the bill. ....

Twenty years ago, Maui residents Blossom Feiteira and Kehaulani Filimoeatu experienced firsthand what it was to be shut out from affordable housing.
After 30 years on the Hawaiian Home Lands waitlist, they had gotten their names
called in the late ’90s for a residential lease award. It took 30 years to wait and less than 30 minutes for a mortgage lender to tell them not enough income, poor credit, no savings. You do not qualify.
Feiteira and Filimoeatu could have easily given in to hopelessness and given up. Instead, they turned this moment of despair into opportunity.
They created Hawaiian Community Assets, a nonprofit housing counseling agency focused on preparing local families for homeownership. They formed partnerships to bring federal resources to the state for investment of public dollars into infrastructure, coordinated with developers to build homes families could afford, and worked with banks to qualify community members for mo ....
