JOSEPH â The Joseph City Council began the road back from dysfunction, Tuesday, July 20, by voting in a new mayor pro-tem and taking other measures in the wake of the censure and resignation of one of its members. Councilor Lisa Collier was elected by her peers to serve as mayor pro-tem, the position former Councilor Kathy Bingham was removed from June 30, as well as from committee assignments for a year and banning her from contact with city employees after several complaints against her were received by City Hall. She has opted to make her defense in the closed executive session. Eckstein said that after Bingham makes her defense, the council will recess from executive session, Bingham will be excused and the council will decide what â if any â action to take. Also during the open session, Public Works Director Levi Tickner has chosen to respond in open session to complaints made against him by Parks Director Dennis Welch. The council also could decide to take action in that matter. ....

Brad Baird, of Anderson Perry and Associates, presented the council with a finalized plan for the more than $3.8 million project that he asked the council to formally adopt so his firm could add language that the city has approved the plan it has been pursuing. He noted it has been more than 20 years since any significant upgrades have been made to the facility and it is not currently in compliance with the Oregon Department of Environmental Quality. ....
