"New Ways of Modeling Loan-to-Income Distributions and their Evolution " by Florian Gerth and Grigory Temnov


Abstract
This paper analyzes the effects of recently introduced macroprudential policies on the financial stability of the Irish economy. We use an empirical approach that is based on the statistical modeling of bivariate loan-income distributions, and find that for First Time Buyers (FTBs) borrowing limits improve financial stability risks; meaning, excessive lending has been effectively restricted. Nonetheless, preliminary evidence for Second Subsequent Buyers (SSBs) shows that financial stability actually worsens. This is because, for the sample at hand, imposing borrowing limits leads lower-income earners to increase their mortgage-borrowing. This finding challenges the one size fits all approach of Irish policy makers. ....

Southend Victoria Central development: Homes sold .... before they're built


MORE than 30 per cent of homes at a new £52million 15-storey block of flats have been sold.despite them not being built yet.
The first phase of the Victoria Central development in Victoria Avenue, Southend, has been placed on the market and many have sold already.
Developers insist this shows the popularity of Victoria Avenue and the success of the project to transform the road from old office blocks to plush flats.
Victoria Avenue has seen the overhaul of several tower blocks, including Baryta House, Heath House, Carby House and now the construction of Victoria Central.
Tory councillor Meg Davidson, Conservative spokesman for housing, insisted the transformation of the road gives a better impression of Southend as people arrive in the town. ....
