Aaron Frank, Town Manager
National EMS and Public Works Weeks: The Town of Colchester celebrated both National EMS Week and National Public Works Week from May 16-May 22. We thanked and honored our Emergency Medical Services providers in our Rescue and Technical Rescue squads for their selfless dedication to saving lives and keeping community members healthy and safe, especially during this last tough year during the pandemic. We also honored our Public Works employees who serve an important role in our community to provide services and implement capital projects to keep the town running and safe. We thank both of these groups for their service to the town. At Selectboard meeting, residents express concern about East Lake Shore Drive speed limit

COLCHESTER — The majority of Tuesday night’s meeting was spent discussing the speed limit on East Lakeshore Drive. Three Colchester citizens were vocal in their concerns about the safety of the current 30 miles per hour speed limit.
Director of Public Works Bryan Osborne, introduced the discussion along with Police Chief Doug Allen. Osborne said Public Works is evaluating the speed limit on East Lakeshore Drive and a request to lower it from 30 mph to 25 mph, which is the lowest speed a public roadway can be set to in Vermont.
“The establishment of speed limits is not a political process, it s not a community consensus process, it’s a traffic and engineering process,” said Osborne. ....

During the week set aside to honor the service and protection police provide and to remember fallen officers, Chief Doug Allen, Town Manager Aaron Frank, and the Selectboard, on behalf of the Town of Colchester, thank the officers and staff of the Colchester Police Department for their service to the community.
Here in Colchester, our police do much more than enforce laws. They are often the first to show up at any call for help or assistance. They are trained in first aid and carry life-saving equipment in case of an emergency. They serve our community in countless ways, at all hours of the day and night, in any weather, and often alone. They take their responsibility seriously, from respecting all members of the community, to safeguarding life and property. They partner with other groups to solve problems and help those who struggle. ....

Community Justice Update
One part of the Town of Colchester’s community justice efforts includes funding the Essex Community Justice Center (ECJC) in partnership with the Town of Essex and the State Department of Corrections. ECJC provides restorative justice programming with a focus on crime prevention, conflict resolution, and meeting the needs of those affected by crime. Different programs include Community Restorative Justice Panels, Community Dialogue education, and the Circle of Support and Accountability Program (COSA), which helps those recently released from incarceration to successfully re-enter society.
In their spring newsletter, ECJC noted the largest trend in the Community Restorative Justice Panels since the onset of the COVID-19 pandemic is a 60% increase in the number of referrals from Law Enforcement and the State Attorney’s office. They explain this increase is due to the Chittenden County State Attorney’s decisi ....
