YOUNGSTOWN Carl Davis, the city’s new police chief, said he wants to “rebuild trust and confidence” in the department.
Davis, a 34-year veteran of the city police force, said how to do that is a challenge, but one he is up to meeting.
Mayor Jamael Tito Brown appointed Davis, who was a detective sergeant, as chief Friday. He made the decision public at a news conference in city council chambers.
“Davis has demonstrated quality leadership skills over the years that will benefit the people of Youngstown,” Brown said. ....

YOUNGSTOWN There’s enough support among city council members to give the finance director a pay raise, but the same can’t be said for the law director.
The Vindicator interviewed all seven members of city council to discuss how they’ll vote on pay increases for the two positions.
There are two definite “no” votes for a pay raise for Law Director Jeff Limbian and two others who won’t commit. Approval requires a majority of council to vote for the raises.
There are enough votes now in support of increasing the salary for Kyle Miasek, the interim finance director. But Councilwoman Basia Adamczak, D-7th Ward, who supports raises for both, has said she won’t be at the next meeting on Jan. 20, which could impact whether Mayor Jamael Tito Brown introduces it for that meeting. ....

Legal Arts owner plans to reopen long-closed downtown building | News, Sports, Jobs

Brian Angelilli, owner of the Legal Arts Building, announced Tuesday he plans to reopen the iconic downtown Youngstown structure. The adjacent parking deck is expected to reopen next month.
YOUNGSTOWN The owner of the Legal Arts Building is making exterior improvements to the downtown structure with plans to reopen it.
Brian Angelilli, who purchased the building in October 2019, said Tuesday that he wants to get the parking deck open by next month, and to put a breakfast-lunch business on the ground floor.
He mentioned Dunkin’ Donuts or a “mom-and-pop” restaurant at the site as there’s “a lot of foot traffic” at the downtown location at 101 Market St. that makes it a good spot for such a business. ....

YOUNGSTOWN Councilman Julius Oliver said he’s 99 percent sure he’s going to run for mayor while Tracey Winbush, a Republican member of the Mahoning County Board of Elections, said she’s definitely going to seek the office.
Oliver, D-1st Ward, said he’s practically certain he’s going to run for mayor this year, but hasn’t decided whether to do so as a Democrat or an independent candidate. Oliver was elected in 2019 to his second four-year term. He’s been critical of the local Democratic party as well as Mayor Jamael Tito Brown, a Democrat who is running this year for a second four-year term. ....
