YOUNGSTOWN The Youngstown Police Department has written a new policy “to emphasize the Youngstown Police Department’s commitment to fair and bias-free treatment of all people.” The department already had “multiple rules” that prohibited biased policing, but the new policy takes that another step, said Lt. Brian Butler, the department’s head of internal affairs. Butler said the effort is part of the certification process through the Ohio Collaborative Community-Police Advisory Board, which works in partnership with the Ohio Department of Public Safety to certify police departments in policing standards. The Youngstown Police Department is among the 59 percent of departments in Mahoning County in some phase of certification. ....
As this is the second time Lees has left the police department, it’s his second severance. This one is significantly less than the first as Lees worked for the city for a much longer time during his initial employment. The board of control Thursday approved the latest severance payment to Lees, which is primarily $11,233.33 for unused sick time. The rest is $805 for “hazardous duty” pay, which is given to all ranking police officers, and $90.42 for a monthly uniform allowance. Brown announced Jan. 7 that he was firing Lees, effective Jan. 15, as police chief because of differing opinions between the two about the department’s direction. ....

Until now. We are pleased to hear, after just about six days on the job, new Youngstown police Chief Carl Davis discuss his plans for instituting a police body camera program. Davis, last week, told members of Youngstown City Council’s safety committee he already has moved Detective Sgt. Jose Morales Jr. from the detective bureau to internal affairs, where he will handle implementation of a body camera program. While Davis did not give a time frame for implementation, he said he is hoping for three to four months. ....

She told the new chief: “You’re going to be pulled and prodded,” but to “put the city first before the police department.” ....
