Gun shop: Why did Newton mayor wait 2 weeks to tell some councilors?

Mayor Ruthanne Fuller said she first learned about a gun shop planning to open at 709 Washington St. about two weeks before city councilors, according to an email she sent April 29.
Many members of the City Council, including President Susan Albright, said they only found out about the firearms dealer after receiving emails from worried constituents about rumors they had heard.  
“During the week of March 29, NPD [Newton Police Department] moved forward the paperwork on the application and I first learned that a gun store was proposed for Washington Street,” she said in the email. “Internal discussions began focused on the approval process for firearm sales licenses and what powers and options we have as a city.” ....

Jennifer Tsuda and Amy Lankenau McPherson, both longtime residents of Newtonville Avenue, are leading a grassroots effort for traffic calming measures on Newtonville Avenue and throughout the city of Newton. 
Supported by Councilors Susan Albright, Maria Greenberg, and Emily Norton with whom they met several weeks ago outside on Bram Way in Newtonville, Tsuda and McPherson are moving enthusiastically ahead with solving the safety issue of way-over-the-speed-limit speeding on their street and throughout the city of Newton.
Working with Isaac Prizant, city traffic engineer, and five resident petitions, Tsuda and McPherson have already achieved a new stop sign at the corner of Mt. Newton gun shop timeline unclear, say some officials, residents

Mayor Ruthanne Fuller’s office as of Thursday afternoon had not yet answered several questions about a proposed gun shop, including when she first learned about it, and what steps a dealer must take to open in Newton.
When asked if he was required to tell Fuller about the store, Interim Police Chief Howard Mintz on April 22 said that, The statute does not require notification of elected officials or call for any public hearings or notice.
He did not respond when asked if he was the person who told the mayor about the proposed gun shop and if so, when he informed her. ....

Elected officials and residents in Newton are banding together to oppose an effort to open a gun shop in the city.

The controversy over the proposed business at 709 Washington St. in Newtonville erupted last week, when concerned residents began contacting city councilors over the issue, according to WHDH. 
An online petition to stop the shop, Newton Firearms LLC, from opening had more than 6,871 signatures as of Thursday evening, with organizers expressing worries that the proposed location is on the same block as an ice cream shop and less than a mile from five schools, including Newton North High School. ....

In a vacant storefront in Newtonville, close to an ice cream shop, wine store, supermarket, and marijuana shop, a local businessman hopes to open Newton’s only gun store.
But in the days since news that Newton Firearms LLC would open its doors at 709 Washington St. became widely known, city officials and residents have banded together in full-throated opposition to the proposed store, which would be in the vicinity of many homes and several schools, including Newton North High School. ....
