City questions Navy on impact of Gulf of Alaska war games


Representatives from the U.S. Navy have assured the Kodiak City Council that next month’s Northern Edge “war games” will have minimal impact on fishing activity in the Gulf of Alaska.
The U.S. Navy conducts joint exercises with other branches of the military every other year in the Gulf of Alaska to maintain fleet readiness and prepare the Navy to respond to a broad range of threats in diverse areas. 
This year, the exercises are scheduled for May 3-14 and will occur in a 48,500-square-mile area located 218 miles east of Kodiak. 
At a presentation for the Kodiak City Council on Tuesday, Navy representatives said the training “requires Alaskan-sized spaces to simulate vast distances that modern military forces face.” ....

City considers feasibility study for Gibson Cove property


Some Kodiak residents have asked the Kodiak City Council to conduct a feasibility study to explore possible uses for property sitting idle at Gibson Cove. 
Local fisherman Nate Rose, who is also part of a working group looking to turn the property into a multiuse facility for kelp and other fisheries processing, officially requested a feasibility study from the council at a work session on Tuesday. 
The goal of the study would be to “better understand the capabilities and potential uses and/or limitations of the proposed property,” he said in a letter to the council. 
According to Rose, the study could help inform which grants might be available to fund the redevelopment of the site.  ....

City votes to establish property liens for unpaid sewer bills


The Kodiak City Council has voted to establish liens on properties for unpaid sewer bills. 
City Manager Mike Tvenge said that while the city code already establishes liens for unpaid water bills, if a customer has their water service shut off, they can continue to accumulate sewer charges without liens for nonpayment. 
“This ordinance will provide the ability of alignment of water and sewer charges into Kodiak city code for the purpose of attaching a lien to property,” he said at a city council meeting last Thursday.  
Liens give an entity the right to keep possession of property until a debt owed by the property owner is paid. The new ordinance penalizes people for not paying their bills.  ....

City moves forward with potential sale of Ram Site


The city of Kodiak has started the process of potentially selling a plot of land adjacent to Fort Abercrombie State Historical Park to the state of Alaska. 
The Kodiak City Council adopted a resolution last week to move forward with an application for funds necessary to sell a 77.55-acre parcel to the state.
The land stretches from Abercrombie Drive to Otmeloi Way on both sides of Monashka Road. The site includes a subunit north of Monashka Bay Road known locally as the Ram Site. 
The land — currently valued at $3.7 million, according to the Kodiak Island Borough website — was issued to the city by the U.S. Department of the Interior’s Bureau of Land Management in 1962.  ....
