Assembly members introduce alternative borough budgets


Kodiak Island Borough assembly members continued to wrestle with the draft fiscal year 2022 budget at a special work session Tuesday.
The work session, requested by Borough Mayor Bill Roberts, examined two proposed alternatives to the borough manager’s draft budget and its amended cut.
Both alternatives were drafted by two groups of assembly members — one by Duane Dvorak and Geoff Smith, and the other by James Turner, Scott Arndt and Aimee Williams. 
The two budget amendments propose to preserve nonprofit funding requested by the assembly on May 20 while avoiding drastic cuts that the manager’s revised draft made to the community development department. ....

Borough passes resolution for $10.4M school funding


The Kodiak Island Borough School District will receive local funding at a less-than-requested level following a robust discussion at Thursday’s Kodiak Island Borough Assembly meeting.
In a 5-2 vote, the assembly approved an amended budget resolution to provide the school district with just over $10.4 million for fiscal year 2021-2022, with an additional $683,000 should the final Alaska state budget restore school bond debt reimbursement.
The school district originally asked for $11.09 million in funding — $10.6 million directly and $430,000 in in-kind contributions. It represents about 20% of the school district’s planned $47.39 million budget for next fiscal year.
Assembly Member Duane Dvorak, the assembly representative to the school district, noted the KIBSD board of education “did its due diligence to vet these numbers” of its original budget request. ....
