good sunday morning. thanks for joining us. i m matt keller in for carolyn tyler. we will start with a quick look at the weather. with us is meteorologist lisa argen. we re heating up, right? good morning, matt. yeah, the overlay of the national weather service, a red flag warning for the higher elevations of the north and east bay and santa cruz mountains over 1,000 feet. we are looking at wind gusts at mt. diablo over 45 miles an hour. a little shaky camera here but the winds are translating the dryer, warm are air down to the surface. we are looking at low 70 # 70s in fairfield. 78 live more. and the relative humidity below 25% right now. very dry air today. it s a one-day event. as we go through the next couple hours, notice the winds highest in the upper elevations over the east bay hills and by later on in the day they do dial back but be careful out there. plenty of sunshine today. we have widespread 70s on the coast. 60s san francisco. upper 80s in the santa clar
greater san francisco. his team is one year into this massive project. called habitat terrace, an army of volunteers is building 28 affordable, single family homes for lowe income families and they re determined to not let one burned down home ruin morale. really this isn t going to set us back. it s a gut check but not a body blow. reporter: habitat said the home was 90% framed before the blaze. plumbing and electrical was next. victoria van dine helped build the home and is sad to see it like this. i was tearing up in the car on the way here. i m not feeling that great about it. but i like roof systems and i ll do it again. reporter: for now, firefighters have ordered all construction to stop as the investigation continues. but volunteers promise to be back. there s at least another year s worth of building and no one is letting one fire cause the whole project to go up in smoke. this will be a sobering moment for them but i can t imagine it won t engender even
from governor jerry brown, the west medical center will stay open a little longer. but nancy skinner says the $3 million of immediate cash that sb8-83 provides to the debt ridden hospital is only a band aid. a temporary solution. but perhaps hope of funding a permanent one. it gives us another window of time to see if we can provide funding for long term sustainability for the hospital. reporter: the emergency room is already closed and one death has been blamed for it because the next hospital was too far away. reporter: one out of three people in contra costa county live in direct proximity to that hospital and the nearest county hospital is far away with no transit access. so this is really a safety net hospital for people who have no other options. reporter: skinner hopes the $3 million will last until february, possibly march. live in the news room, andria borba, kpix5. doctors medical center is looking for options of a possible sale. next to it, a different op
downtown napa where two prominent politicians toured the damage today. andrea? reporter: well, an, brian the damage here in napa has been starting to get taken care of. the infrastructure needs here in the town have been funded by the federal government. the projects are underway. now the concern is for the everyday citizens whose home or business might have been damaged by the quake. with yellow caution tape and safety fencing everywhere, a month after the earthquake back to normal isn t a phrase you hear or even think around the city of napa. it s so strange to be on a street and see the beauty of the napa streets and then all of a sudden, there s a home that s tilted. that s yellow tagged or red tagged. that had a facade laying on the ground and worst problems with foundation. reporter: senator boxer and congressman thompson took a tour of quake damage with napa mayor jill tackle this afternoon to tackle this afternoon to help fema make a case to the white house
