But Nancy Skinner says the 3 million of immediate cash that sb883 provides to the debt ridden hospital is only a band aid. A temporary solution. But perhaps hope of funding a permanent one. It gives us another window of time to see if we can provide funding for long term sustainability for the hospital. Reporter the emergency room is already closed and one death has been blamed for it because the next hospital was too far away. Reporter one out of three people in Contra Costa County live in direct proximity to that hospital and the nearest county hospital is far away with no transit access. So this is really a safety net hospital for people who have no other options. Reporter skinner hopes the 3 million will last until february, possibly march. The drought is draining away dollars meant for uc and cal state. The governor vetoed legislation that would have divided the money easily between the two public universities. There is more need for the wild fires and the state didnt take in enough tax revenue. The king fire, since it started 14 days ago. Damp weather has been a big help and the fire is now 84 contained. Caltrans engineers have ordered a new round of tests on the eastern span of the bay bridge. Three dozen anchor rods hat been sitting in pools of water. They are encased in steel sleeve thats are supposed to be kept dry. 400 rods will be have to be inspected for damage. Investigators think a fire set by a habitat for humanity home in San Francisco was not an accident. It erupted late in the ocean view neighborhood. One nearly finished home was destroyed and two others were damaged. It is part of a massive project called habitat terrace. Volunteers are building 28 homes for low income families. This was was just about framed and they were starting on the plumbing and electrical. This is not really going to set us back. Its a gut check, but not a body blow. There have been over 600 small quakes, none bigger than magnitude 3. 9. Mammoth is the most likely place in california for a volcanic eruption, but it is more likely that shifting water pressure from nearby hot springs triggered the recent swarm. If we dont vaccinate the children, they could get diseases that kill them. Reporter highly contagious diseases like measles are on the rise. California has seen 61 cases this year, the highest in two decades. I tell the parents you dont necessarily have to live in fear of these diseases, you have to respect the diseases and understand them, but they are fairly unlikely to happen to any individual child. Reporter dr. Sears says he is not antivaccine, but people need to know about the risks. Parents dont want their baby to have a bad side effect. Reporter this is quite a row mote location where rescuered had to find the mine shaft, then locate the victim, a man they couldnt see. This atv was the first thing firefighters saw when they arrived after receiving a call about a man in a mine shaft. He rolled his quad and it ended up being held up by a barbed wire. Reporter that surrounds the wine so people dont fall in. It stopped the quad, but not the man. But rescuers say the man was lucky the quad didnt fall on top of him. We couldnt see him. It was deep. Reporter 30 feet deep. The rescue team from the Roseville Fire Department was called in. You need elaborate rope system. Reporter the rescue used a harnessing system and secured a harness on the victim. The man between 69 and 70 was bruised and bleeding but grateful to be roped up and lifted to safety. He was very happy to be out of the hole. It was dark and cold down there. And the man was taken to the hospital with moderate injuries. Pretty extreme. Pretty Strange Weather in the sierra by the way, there were Winter Weather advisories up to 5 inches of snow. It is already snowing in tahoe.
