CONCERNS have been expressed that the Mid Wales Growth Deal is being driven by civil servants rather than politicians. At a meeting of the Growing Mid Wales Board, members of both Powys and Ceredigion County Council were told that agreeing the full deal with both Welsh and UK Governments could take 12 to 18 months. This follows the signing of the Heads of Terms agreement between both governments and both councils on December 22, 2020 which committed the Welsh and UK Government to the deal. Growth Deal strategic manager, Carwyn Jones-Evans, explained that work would continue to put the portfolio business case together. ....

Legal tweaks need to be made to a agreement with education providers ERW which will allow Powys County Council to walk away from the consortium. At a meeting on December 15, members of the council’s cabinet were told that they needed to approve the “variation” to the legal agreement, or Powys could be the last of six authorities left as part of crisis-hit ERW. ERW is an alliance of six local authorities created to deliver school improvement services across mid and south west Wales. The problems for ERW started in March 2019, when the Neath Port Talbot Council’s cabinet decided to withdraw from the regional consortium. ....
THE Mid Wales Growth Deal has reached a significant milestone with the signing of the Heads of Terms by the Welsh Government, UK Government and the region’s local authorities. The signing demonstrates a commitment by both governments and the local authorities to work together to deliver a deal to support the economy of the region. It also commits both the Welsh and UK Governments to back the growth deal with a £55m investment each. The growth deal has been developed from the Vision for Growing Mid Wales which was published earlier this year and set out the broader economic strategy for the region. It will play a vital role in unlocking and attracting further investment from the public and private sectors. ....

Government ministers from Wales and Westminster have promised each will provide half of the start-up cash for the Mid Wales Growth Deal. More detailed plans will now be drawn up for key priorities such as digital connectivity, energy and skills. Ceredigion council leader Ellen ap Gwynn and her Powys counterpart Rosemarie Harris said the agreement was a significant milestone . In a joint statement, they said the agreement showed the dedication and commitment to the region of all partners and was a very positive development at the end of a very difficult year . ....
