bam, everything went off and that was the end of the day. reporter: the city of santa rosa has its emergency operations center fully staffed. they estimate 50,000 to 60,000 people will be impacted within the city limits. traffic lights at 24 intersections are expected to go dark. our goal is to make sure that during the shutoff, that we do the most we can to protect our community. reporter: the owner of betty s fish andhips cooked up lunch for customers before the shutoff. they lost power for three days during the last outage. with a freezer full of just delivered fish, the potential losses are once again huge. i don t think they re thinking about the families that are impacted, small businesses, retail, restaurants. there just has to be another way. reporter: now, we are inside village pet store. the good news here, just after the power turned off, they were able to start up a generator. you can see the freezers are now powered. i m going to walk you back here to t
