Incident map. All the areas in purpose under mandatory evacuations. The Santa Rosa County is telling people in northeastern santa rosa to leave immediately as well. But Santa Rosa Police say thats just not the case yet. In any case, a little confusion there which well try to sort out for you. The situation is obviously changing rapidly. Obviously all of this is playing out in darkness. Most of the bay area left without power. This morning, nearly pg e customers across the bay area have no electricity. Businesses forced to work by flashlights so they could get their food moved to backup refrigeration trucks overnight. Im kate larson. Im kristen sze. The winds we were talking about are here driving into San Francisco, we noticed that winds are howling at this hour. Hearing more and more from officials in the north bay and meteorologist lisa argen joins us this morning. You were tracking the winds which have picked up in the last few hours. These are the upper elevation winds. Knoxville creek, over 2,000 feet, but yes, 62 miles an hour with other locations, mount tam 33 miles an hour. The foothills in the south bay, guz to 40 miles per hour. Thats above 1,000 feet. As we go to the surface, look at the wind gust by fairfield, the delta, and in santa rosa alone, 36mileanhour winds. The rest of the bay area looking at the wind. The wind is moving around whipping around. We dont have the spare the aira but an air quality alert. Were talking about a cool down the winds, the red flag warning will stay with us throughout the day. Really until tomorrow morning. Ill have details on that coming up. All right. Lisa, thank you. Now lets start this morning with our other two major stories the kincade fire and massive pg e power shutoff. Cal fire announced the kincade fire has spread to 25,455 acres. The fire is just 11 contained. 7 structures have been destroyed, that includes 31 homes. As we mentioned parts of santa rosa are under an Evacuation Order because of the fire. That includes Fountain Grove, oakmont and coffey park. You remember those neighborhoods from two years ago when the north bay fires happened. This is according to the Sonoma County Sheriffs Office. Santa rosa police are saying the Evacuation Order is not yet mandatory, so we are working to try to sort that apparent conflict out for you. Meanwhile, pg e has now turned off power across the bay area because of the high fire danger. More than 389,000 customers are in the dark this morning in eight bay area counties. This is a map from Sonoma County and this shows the entire evacuation zone, the red area where the kincade fire is burning right now. All of the purple areas are mandatory evacuation zones and the yellow areas on the map are areas where there may be some difficulty with traffic. Im going to zoom in so you can see exactly whats going on. Windsor in healdsburg. They have been in a mandatory evacuation zone since about early yesterday morning about 11 00 a. M. If people are still there, if yu are still there we are hearing from officials because of wind you absolutely need to get out right now. And then as we zoom down the map what is new this morning is areas in santa rosa that are now also under a mandatory evacuation areas. We are talking about Fountain Grove, oakmont, coffey park, areas hit hard by the 2017 fires but now they are being asked to leave their homes once again. There also is a blue area in santa rosa in the map and again, this map is changing as we speak as officials update. Were under an evacuation warning. We are working in the newsroom to try to get you the best information as soon as possible. But if you are in healdsburg, windsor, and have not left please do so. Santa rosa, farther south the wind could push the fire that way very quickly. Oakmont, Fountain Grove and coffey park, you are under a mandatory evacuation this morning. Kristen . Yeah. The purple areas keep growing. Some conflicting information on whether there is a mandatory Evacuation Order in santa rosa. Abc News Reporter Cornell Barnard is live in santa rosa for us with more on that. Reporter hey, good morning. This story is changing by the minute. I have to tell you, were on Fountain Grove parkway where were seeing a lot of Law Enforcement coming up and down this hill. This is part of a new mandatoryy Evacuation Order according to Sonoma County and the alert we just received on all of our phones here. Mandatory evacuation for this area which includes the Fountain Grove area, Rincon Valley and oakmont. These were part of the areas that burned two years ago. They are now under a mandatory evacuation. This is the scene up north in healdsburg near chalk hill road near the chalk hill road intersection where embers from the kincade fire are blowing on to the roadway. It is a borderline chaotic situation up there. People are being told to stay away. Of course theres an Evacuation Order for healdsburg and windsor. The situation changing by the moment. And heres what cal fire had to say about the fire jumping containment lines. We monitored and observed as the winds shifted and became very gusty and strong, sustained winds, and we observed increased fire behavior and there was containment lines installed in firing operations that were overtaken by the fire. The fire behavior continues to increase. The strong, gusty winds were forecast updated from 3 00 until 10 00. Were currently in that time period and the fire behavior is increasing. Reporter definitely a critical time for fighting that kincade fire. The concern is these areas of northwest northeast santa rosa, i have to tell you the story right now is the winds. We talked about those winds coming. They are definitely here and they are gusting. It was a rough, dangerous ride for us coming up here from the marin county area. We ventured into windsor before turning around. There was a lot of debris on highway 101. Here on Fountain Grove parkway the power is on, as you can plainly see. Were not sure why the power was not turned off by pg e as part of the psps. Nevertheless, folks here according to Sonoma County are being told to evacuate now. We want to go now to abc senior meteorologist rob marciano joining us live from berkeley. Rob, good morning. A good morning, kristen. You can see the winds are picking up here in the hills just east of berkeley. Theyve got to come up and over the 1700 foot tall peak of grizzly peak but starting to do that as the winds get squeezed getting here into east bay. They will only increase as we go throughout the day today. Over this ridge is where the critical and extremely critical fire danger persists and shaping up to be a hric event which is why we are here from good morning america. The lights still on here in berkeley but so many customers have had their power preemptively shut off. Frustrating but when youre talking about a setup like this, its certainly not a bad idea to potentially stop Additional Fire starts from starting. By the way, got to thank lisa and the rest of the weather team at kgo for giving me guidance as to the areas we should be looking out for. No Better Weather team in the baarea than at kgo. We have to agree with that, rob. Thank you for the shoutout. The abc 7 weather team has been working hard. I want to ask you about the National Interest in the story. There was a time when we didnt do weather stories in california. There was not much weather to speak of. This is a main concern for us here, but talk about how this is indicative of the bigger issue of Global Warming and climate ange. Look, Climate Change is certainly having an impact as far as the temperatures, the extended droutsz and when we get a setup like this thats never a good thing. The number of people that live in this beautiful part of the world and bumping up against the wilderness area is where the fires burn naturally. That combination of Climate Change and increasing population were seeing more devastating impacts andhats a people story, a national story, and were here when these things happen and theyre happeni ng every year and this year especially, kristen, weve had things unrelenting pattern of offshore wind events and were in one right now thats unfortunately were going to have to get through together in the next 12 to 18 hours. Hopefully we can do it relatively unskated. Youve been grizzly peak. Can you talk about the gusts youve been experiencing. The worst of it is at those higher elevations. Its pretty remarkable to see. It was compl calm when we got up a couple hours ago and really just in the last 20 to 30 minutes starting to feel some puffs. Were on the west side or the side where the winds are coming from. Go up and over the peak and we will take a drive over there once we get done here to see how theyre blowing there. That air, basically wind flowing air, starting east and floating into the north bay and east bay and towards San Francisco. Everybody will get a piece of this. Its flowing from east to west and it will be increasing as the sun comes up, kristen. And rob, looking behind you, obviously we still see a lot of beautiful glittering lights but from your Vantage Point you can see a lot around the bay. Are you seeing pockets of darkness and is that an eerie, surreal look. Weve seen pockets of that especially driving over through the north bay last night. You saw some pockets of darkness. Im not quite as familiar with the area as far as which areas are populated over there, but yeah, when you see pockets of what looks to be Populated Areas that are dark and you know there hasnt been anything that came through weather wise and knocked that power out, that is an unnerving feeling. That tells you just how significant this weather event is that is unfolding this morning across the bay area. All right. Rob, thank you so much for joining us from grizzly peak. Stay safe this morning. You bet. My pleasure. Cal fire in Sonoma County Sheriffs Office are warning people who w. H. O. Have not evacuated yet to do so as soon as possible. Here what they said at the latest briefing last night into ive seen people report theyre going to stay and fight this fire. I want people to Pay Attention to this. Fire is not something you can fight. In october of 2017, we lost 24 lives in Sonoma County because we didnt have a warning. We now have a warning. You have all these experts behind me and people in the field providing warnings to you. You cannot fight this. Please evacuate. If youre under an Evacuation Order you must leave. And again, as we have told you the Evacuation Order has been expanded overnight to parts of santa rosa. The expanded evacuation zone is the largest in county history. There are several Evacuation Centers set up for the kincade fire evacuees and we have important new information this morning about their capacity. The santa rosa Veterans Building on maple street in santa rosa is actually full. Th can be said for the petaluma Veterans Memorial building but they are still accepting large animals and trailers. The sonoma fairgrounds in petaluma is accepting just large animals in trailers. They are at 175 fairgrounds drive in petaluma. Bet now the Petaluma Community center is open for evacuees at 320 mcdowell. The Sonoma County fairgrounds is only taking evacuees with large animals in santa rosa at 1350 Bennett Valley road. One new Evacuation Center just opened to deal with all of this growing need as the Evacuation Orders increase rapidly. The finley Community Center at santa rosa at 2060 west college avenue. Were learning this is now closing because of an Evacuation Order. This information coming into the newsroom by the minute. Do not go to the finley Community Center in santa rosa. Of course as this information is updated well bring it to you as soon as possible. If you cannot evacuate because you are physically unable to do so, call 911 for help. If you have general evacuation questions call 211 so as no the to clog the 911 system. Get more information from the Sonoma County Sheriffs Office on facebook, twitter and instagram. This morning, 940,000 homes and businesses are without power in northern california. Thats an increase of about 90,000 customers than previous estimates that came from pg e. In the bay area more than 389,000 customers are in the dark. You can see how many customers are impacted in sonoma, napa, alameda, san mateo, and santa clara counties. Our focus is to get the power back on as quickly as we can to limit the amount of disruption we have and to make sure that all the people we work with, state agency partners, counties, tribal governments or individual customers are getting what they need to get through this type of an event. Its our hope in the future that scale, the length and the amount of times we have to have these kind of events will diminish. Pg e says ty have 6,000 workers in the field. When they gets the all clear they will have 42 aircraft patrolling 30,000 miles of line. Kristen . Kate, lets take a look at the pg e outage map. The purple dots represent the power safety shutoffs. You can see how many there are covering most of the nthern california area. Zoom in and take you closer, we added up the numbers for you and there are 389,000 customers shut off right now. Remember, that probably means more than a Million People affected as one customer could be in a household with several people. Lets go ahead and zoom in and take a look and tap on up with of the areas for you. How about right here, lets go closer to the bay area, how about novato. If you tap on one dot as the pockets and it will show you when youre expected to get your power back. In this case they have the start time for the outage october 26th yesterday at 5 00 but not telling you the restoration time yet. Lets tap on another area, same here, youre not getting any restoration numbers yet or time estimate, but hopefully in the hours ahead they will give you a little bit more information. Even here in south San Francisco, lets go ahead, daly city area, outages reported. Again, their outage you can see started at 8 49 last night and restoration time not available. Remember, if you see a dot in your area, that does not necessarily mean that your house is going to be in the dark. These could just represent pockets. To get the most Accurate Information you have to type in your address and look it up that way and know whether or not you are expecting. If you havent lost power at this point pg e says youre not going to probably unless due to something not related to the psps program. Heres one way people are coping with the outages. A chef at an oakland restaurant hd to use the light on his cell phone to keep cooking. They posted this picture on instagram saying that power was out, but carlson couldnt stop cooking because they were catering two events yesterday. Thats right. People are getting good a these outages. For many the second or third time. A family made the best of their resources in order to keep watching tv last night during the outage. Take a look. They have backup solar power inside their apartment. It was enough to generate power for their wifi, lights and even phone chargers. And check out what one of our abc 7 News Reporters son did when their family lost power. Wow. Who needs to see. Go by feel. Seriously. It may be dark but sounded good. Laura anthony our reporter shared this video of her son playing the piano by flashlight. Just because the power went out doesnt mean they cant enjoy a little music. Certainly people are trying to make the best of the situation. Many people going like i said through their second or third outage at this point and this could go on for another few days. Its really going to go on the advisories and warnings and red flag warning until tomorrow at 11 00. We will see the winds ease up throughout the day. As we look at live doppler 7 notice that there is fog off the monterey coast. Look at these winds. Hawkeye is way up there, 4,000 feet, knoxville creek 2,000 feet. What we were talking about winds gusting over 60 miles an hour. Weve seen winds over 70 miles an hour, mount tam at 2,000 feet, mid peak lower, gusts to 30 miles an hour. The Oakland Hills around the East Foothills. The colors indicate exactly wht western talking about the strong easterly winds, northeasterly winds over the higher elevations. As we go down to the surface, santa rosa gusts to 36, the delta 47 miles an be hour. Its calm but the winds will be picking up throughout the day. A look at the surface wind gustsed through throughout the afternoon. The purple, it continues through noontime, eases up a little bit. Look how fast those winds are moving though. 36 miles an hour for napa, San Francisco 25 miles an hour and right along the coast, this is noon and then through 3 00, we still have the bright colors over us, straight out of the north and also into monday the overnight hours, this is early in the morning but as we get into monday they do begin to ease up and our red flag warning should expire. This is a prolonged event obviously. Our fire danger index shows much of the north bay into the diablo range, parts of the east bay here looking at 8 00 today and this certainly coincides with the gusty winds just continuing for the next 12 hours. As we go through the overnight hours it does ease up a bit. This thing is spreading fast, obviously, and the wind direction is drying out the atmosphere. We are down to about 15 up in parts of the north bay. The mild numbers indicate all that mixing of the air. We are warmer in the north bay with the stronger winds and look at our relative humidity, that 17 in napa and looking at a little bit better across the peninsula here, but fremont, down to 20 , livermore 20 , now upper elevation winds around mt. Diablo could be gusting near 60 miles an hour, from 40 to 60 miles per hour. Throughout the day, the relative humidity these numbers will continue to drop adding to the dry atmosphere. Our high fire danger, red flag warning until 11 00 tomorrow with the gusts 35 to 60 miles an hour. You can see just inside the bay here, were not looking at those extreme conditions but the high wind warning for where everyone lives where were looking at winds from 30 to 40 miles an hour. Check on the winds here and guys, 59 degrees its cool but the humidity 10 , east wind at 15, gusting to near 30 miles an hour. So today were in the 70s. Its hazy. It is breezy. And the winds will be up as you go up in height from 500, to 600 feet. Talking very gusty winds. The accuweather sevenday forecast, high fire danger today, continues to be gusty tomorrow morning and then well see the winds lighten up. The temperatures stay rather seasonal 60s and 70s but by tuesday night into wednesday, we could see another much smaller offshore wind event. We have to get through this one first, obviously. Its unclear if the power could really get turned back on for very long before we dive into the next wind event. Thats exactly right. All right. Thank you, lisa. The scene of a mass shooting at a home coming party in greenville. A sheriffs official says two killed, 14 others injured. A search is under way for the shooter. Texas a m University Says the shooting happened off campus around 11 30 last night. Thhool is working with police to determine if any of the victims are students. Officials say hundreds were gathering at the homecoming celebration when someone started shooting and people began running from the building. The leader of the Islamic State is believed to have been killed in a covert u. S. Special forces operation. Thats according to abc news. Abu Bakr Al Baghdadi is believed to have detonated a suicide vest as the special forces moved in on him in syria. Forensic testing is under way to confirm al baghdadi was killed. The isis leader last seen alive in video that surfaced in april. The pentagon declined to comment but President Trump sent this tweet yesterday saying something very big has just happened. The white house is expected to deliver remarks at 6 00 this morning. New this morning, fire raced through an Office Complex in walnut creek overnight. Twoalarm blaze destroyed a building on oakland boulevard here the interstate 680, highway 24 split. It broke out at 11 45. Firefighters extinguished it by 1 00 a. M. Nobody was hurt. The cause is under investigation. We have continuing coverage of the kincade fire and all of the power shutoffs that are affecting hundreds of thousands of pg e customers in the bay area. And as these winds continue to pick up, these fires are going to move fast and that is exactly what is happening. Take a look at the upper elevation winds right now where were looking anywhere from 2,000 to 4,000 feet, looking at hawkeye, gusts to 63 miles an hour, knoxville creek, 51 mile an hour, mount tam, 33mileanhour gusts, Oakland Hills 25, the East Foothills in the south bay at 42. This will continue throughout the day at the surface. Santa rosa is looking at a straight northeast wind at 36 miles an hour. Look at the delta, 52 miles an hour. So our fire danger index continues throughout the day today. This coincides with our red flag warning and our high wind warning for the north bay montains, the diablo range and look at the colors. This is 1 00 in the afternoon and they get brighter and deeper and move down the diablo range. At the surface where we live were seeing gusts here in San Francisco up to 30 miles an hour. Whats happening out there . Yeah, kate. Were on Mark West Springs road three miles from where we were on Fountain Grove parkway. The situation is changing by the minute. The winds ha been extremely gusty. Were not seeing that but we have firefighters across the road here monitoring the situation. Just got a confirmation from a firefighter here that this area Mark West Springs road into porter creek road and Petrified Forest road, that goes through areas like safari west, now under mandatory Evacuation Orders. If you havent left it is time to go according to the Fire Department that we talked to. Weve seen a lot of cars racing out of here as people leave the area. We just got this video in from up in healdsburg. We are told this is the soda rock winery on fire at the moment. There are embers blowing into healdsburg, blowing into windsor from the kincade fire. Definitely a very serious situation and cal fire warning people if the Evacuation Orders come you must go. Listen to this. The public should evacuate when orders are in place. Its very important that they get out because our First Priority is life safety. The second is the safety of, you know, property and the third is resources. So i would ask if the public to evacuate when youre asked to so that we can protect your structures without having to with already having secured your lives. Reporter and the fear is the winds would carry that kincade fire to the south where homes are located and homes are located. The winery on fire. That is happening according to cal fire. That is why the situation has turned so dire and so serious. We saw that yesterday as Evacuation Orders came down from windsor and healdsburg. Unbelievable amount of people leaving the area. 50,000. Can you tell us exactly where you are and experiencing . Right. Were at the Sonoma County fairgrounds right now where we set up a base camp to oversee this incident like we do if many situations of this size. We have six management teams. Were looking at the winds that are very strong. They did pick up earlier this morning later than anticipated but the up on the mountain rangz and ridges it started roughly around midnight or a little bit before. The firefighters are definitely have their work cut out for them right now. Can you talk about the Fire Fighting efforts at the moment . As were listening to the radios this morning, the fire did start spotting across highway 128 in the area soda rock area east and west. The firefighters are continuing to chase the spot fires due to the ember cast to try to get a handle on those. They have equipment in healdsburg getting prepped for that fire to head there if they cant slow down those spot fires. Keep in mind the wind has dramatically picked up, as youve been told several times im sure. There is a lot of critical [ inaudible ] promoting fire well ahead of the main body. In fact, we are just hearing about a new fire that broke out east of petaluma. That is well south of the main fire. Is that the result of the embers that were picked up by these strong winds and are you tracking that particular fire or any effort being put on that one right now . Theres definitely effort by the local resources. Embers heading that way are causing that fire, doubtful. Were watching video of structures burned. We know a winery has been on fire this morning can you tell us what the firefighters are doing . Are they working on structure protection or trying to hold a fire line . With this kind of wind theres only so much you can do. Youve hit it all. Theyre definitely a lot of engines and equipment, bulldozers, hand crews and all are out there on the line doing structure protection, trying to take care of that situation and attacking the fire when it is safe to do so. The Santa Rosa Police department tweeted new mandatory Evacuation Orders for the city of santa rosa. Leave now exclamation point. That is important. Im just going to read this to you. Mandatory Evacuation Orders have been issued for the city of santa rosa. All areas in the city limits of Santa Rosa West of highway 101 and north of highway 12 north of steel lane, lewis road, shinati to calistoga road theyre asking you to head south away from the fire and this is a few Evacuation Order that just came down. There have been some back and forth between santa rosa and Sonoma County and in confusion over whether certain areas were underandato Evacuation Orders or not. Mandatory at this time if youre very close to that area, you want to consider getting out or be prepared to go at moments notice. This new mandatory Evacuation Order coming down from Santa Rosa Police. And a lot of you have been sharing your experience with us while youre on the kincade fire and also dealing with the pg e power outages. Youve been posting on social media. The wind speeds are incredible. Theyre going to continue throughout the day today, kristen and kay, good morning to you. A red flag warning and high wind warning for the north bay mountains and wind advisory for the rest of the bay area. The satellite is picking up a heat stur of the fire expanding as the winds blow out of the north and northeast. These are upper elevation winds from anywhere from 2,000 to 4,000 feet. Knoxville creek 51mileanhour gusts, 33 miles an hour at 2,000 feet. Look at the East Foothills, 42 miles an hour. These will develop and mix down to the surface throughout the day today. Heres a look at the surface winds. 52mileanhour wind gusts by the delta, santa rosa and these are all blowing in the direction out of the northeast. Pushing those embers, the possibility of new fires to the south and southeast of where were looking at this huge expanding kincade fire. So where youre seeing the calm winds they will be picking up throughout the day. Our fire danger index highlights the north bay mountains and delta, but as we get through the morning hours, 8 00, look at the yellows, the diablo range youre beginning to see the winds up 30 and 40 miles an hour and throughout the day more red. Still looking at the gusty winds, highest elevations but they will be down in the valleys anywhere from 15 to 30 miles an hour, 4 00 sunday and then eventually throughout the overnight hours we see these winds ease and our warnings and advisories should expire through early tomorrow. The red flag warning still with us until 11 00. You see the highlighted areas here up to 60 miles an hour and looking at the dangerous winds, the high wind warning, the darker shade here, this is the upper elevations and right around the bay area were looking at some of these winds 35 to maybe 40mileanhour gusts at the lower elevations. What you can expect throughout the day today, this is through the morning hours, this is the surface winds from 20 to 30 miles per hour. They are still blowing strong, still out of the northeast, still drying out the atmosphere and moving very, very fast right on through early tomorrow morning. 9 00 monday things ease up and well get a break from the weather. Temperatures are mild due to all of the strong winds in the 50s and 60s. Anywhere from 15 degrees above where we were yesterday. A look at the smoke forecast. This morning we have the lighter winds to the south and on the peninsula. Look what happens as we go throughout the day. It breaks up because of the strong winds blowing the smoke out into the ocean. And as we go through the evening hours, just patches of some haze. We dont have a spare the air but a air quality advisory because of the shifting winds. The humidity down to about 17 higher from the peninsulas to the south bay. Current check with 10 relative humidity in the east bay and 28mileanhour wind gusts up by geyserville. Temperatures cool, breezy to windy out there with numbers in the 70s. We have fog off the monterrey coast. A lot going on with the water with the stable atmosphere south of the bay area. These erratic winds very gusty. The accuweather sevenday forecast were in this throughout the entire dayrs the winds will slowly ease up. This will cause issues for flights as well. The lowlevel wind shear trying to land and take off. That will be an issue as well. And then into tomorrow, some hazy conditions and tuesday night into wednesday, we could see another much smaller offshore wind event. The winds are going to let up today but the event through midday tomorrow. Do they pick back up again overnight . They will get stronger again overnight tonight and really lighten up towards sunrise tomorrow and throughout the middle of the day and we get a break and tuesday another threat coming. Yeah. Sky 7 was there and were going to hear from mike davitch up in the air tracking the kincade fire since it started wednesday night. So when we first arrived here we saw the smoke plume rising straight up and its hot and the winds are negligible. As the afternoon progressed we saw the winds push it to the south and as you can see its kind of laid out southern sonoma and pushing down into the bay area. Air quality is going to be a concern as it has been the past couple days with this fire and probably going to do nothing but get worse. Thats thanks to sky 7 Photographer Mike daveitch. Officials also brought in a 747 to fight the kincade fire. The plane made at least four trips between Mcclellan Air force base and Sonoma County yesterday. Sky 7 was up at the same time to catch the plane flying in low and slowing to drop as much as 18,000 gallons of flame retar dent on the fire. That air support once the sun comes up is such a relief to see on these wildfires because, of course, they can do so much good quickly. Weve got more coming up on abc 7 news at 6 00 a. M.
