Appellate court favors Newark over Jefferson in watershed land tax Jefferson Township and the city of Newark are headed back to court. Newark sued Jefferson over taxes on 4,000 acres of watershed land it owns. Jefferson reassessed all property in 2010, which Newark challenged and lost at trial. The Appellate Court reversed the ruling last week and sent it back for further proceedings.  The 4,000 acres in Jefferson are part of the 35,000-acre Pequannock Watershed, a collection of streams and reservoirs purchased by the city of Newark in 1900. It is located in six municipalities in Morris, Passaic and Sussex counties.   Newark bought the land for the water as its own supply was not potable due to pollution from the many manufacturing facilities.
