Neeb says land near zoo could become events and educational center
The city’s possible purchase of a multi-family residential property near the Spring River Zoo is heading to the Roswell City Council following a 3-1 committee vote.
The Legal Committee decided Thursday to forward the decision about the $415,000 purchase agreement to the entire City Council for its consideration at a Feb. 11 meeting. The committee meeting discussion included some concerns about the condition of structures and the opposition of City Councilor George Peterson.
“Roswell is short on money, with COVID and all that mess,” said Peterson. “I don’t think now is the time for it. A couple of years ago, one of the the No. 1 thing the citizens of Roswell wanted was the roads fixed. I think we should use this money, if we have the money, to use it on the roads instead of purchasing property.” ....

A rezoning request that a potential purchaser of Roswell Air Center land said was crucial to the deal was approved unanimously by the city of Roswell Planning and Zoning Commission Tuesday night.
Unless the decision is appealed by this Thursday, the rezoning will bring the $340,000 sale of three adjacent lots on East Martin Street closer to reality.
The request to rezone the western vacant lot from Residential 3 to Industrial 2 was made by the city of Roswell, which is the current owner of the parcel, as well as the two tracts directly to the east that Ergon Asphalt & Emulsions Inc. has leased from the city since 2016. ....

Elected officials with the Roswell City Council are considering changes to their committee system, voting procedures and rules to create more efficiencies and end the high-tension conflicts of recent months that have resulted in some councilors walking out of meetings and that prompted Mayor Dennis Kintigh to say he is being worn down by the need to keep order at the monthly City Council meetings.
“I want you to quit picking at each other. I am weary. I am tired,” Kintigh told city councilors during a Saturday workshop where elected officials began discussions that could take the next few months to result in decisions. ....

The Roswell Air Center has received a preliminary commitment for a $2 million federal grant to expand one of its hangars to accommodate large planes.
City Manager Joe Neeb provided an update about the $8 million Hangar 84 expansion plans during a Thursday night meeting of the Roswell City Council.
“Our hangars, of course, are old, and they are actually too small for some of the larger planes that we are servicing out there,” he said.
Adding an extension onto the end of a hangar what the industry calls a doghouse would enable the current tenant, CAVU Aerospace, and possibly future tenants, to modern commercial planes completely inside the hangar. That is a requirement of the Federal Aviation Administration for some types of maintenance work. ....

The Spring River Zoo will start charging admission fees on Jan. 1 after the Roswell City Council approved the proposal by a split vote Thursday night.
The resolution had only a slight change from the original proposal, changing wording to include “school-age groups” in its rates rather than “school groups.” The amended resolution passed 6-3 after more than a half hour of discussion.
Voting in favor of the zoo fees were Councilors Judy Stubbs, Barry Foster, Jeanine Best, Margaret Kennard, Jason Perry and Savino Sanchez. Councilors Juan Oropesa, George Peterson and Angela Moore voted against it. Councilor Jacob Roebuck was absent from the meeting. ....
