Grand Jury review praises coroner s efforts – Lake County Record-Bee

The Lake County Civil Grand Jury conducted a review of the “Coroner’s Procedures for the Indigent and Unidentified” as part of their 2022-2023 review. In this review they addressed both the department’s strengths and its weaknesses concluding with a basic solution to help minimize those weaknesses.

UPPER LAKE, Calif. – Edward “Ed” Edgar Seely passed away peacefully at home on March 4, 2021, in Upper Lake of natural causes in the care of his children. He was born on Nov. 3, 1932, in San Jose, California, to Edward M. and Mildred E. Seely. His parents grew pears in San Jose until 1955 then purchased the Lewis R. Dorn pear orchard in Upper Lake where Seely Orchard and Seely Farm Stand on Highway 20 became local landmarks. He graduated from Santa Clara High School and received a two-year certificate in agriculture and pomology from UC Davis in 1953. He was drafted into the Navy and served at Hunters Point Naval Yard in San Francisco.

William ‘Billy D’ Deschamps 28 February 2021 LAKE COUNTY, Calif. – Our sweetheart and racing legend, William “Billy D” Deschamps, passed away peacefully surrounded by loved ones on Friday, Feb. 19, 2021. Billy D was born in Berkeley, California, on Nov. 18, 1938. In 1945, his family moved from Walnut Creek to Lakeport. In 1946, Billy’s father Marion opened Deschamps Automotive and shortly after, owned the Richfield Station, across the street from the Deschamps Oldsmobile/GMC Dealership on Main St. Billy D graduated from Clear Lake Union High School in 1956. After graduating, he enlisted in the Army Reserve, training at Fort Ord. In July of 1957, while operating the family business with his dad Marion and brother-in-law Gene Lovi, Billy married Sharon Clifford. Their first child, Barbi, was born in 1961, and in 1964, the same year he became the proud owner of Deschamps Automotive, their son, Michael, was born.
