The accused Sandeep’s defence had earlier claimed that the murder wasn’t intentional and that Sandeep was in a disturbed mental state when he committed the crime.
The accused, who was brought for medical examination of his leg injury at a taluk hospital in Kottarakkara, went on an attacking spree suddenly using a pair of surgical scissors kept in the room.
As per the proposed ordinance, investigation into cases involving attacks against healthcare workers would be completed within 60 days. A court in every district would be assigned as a fast-track court for the trial of such cases.
