Last week Marshall County Commissioner Kevin Overmyer appeared before the County Council to discuss a joint resolution to apply extra funds from the Special Local Income Tax (LIT) intended to pay the jail bond to help fund jail operations. Legislation says when the jail bond is paid off any excess funds that have been collected should be applied to the Highway Department. Overmyer said they have been talking with legislators and the joint resolution will show support from both the commissioners and council. They will be asking the general assembly to clarify that after the bond is paid the excess proceeds from the Special LIT can be applied to operations at the Jail. ....
Members of the County Council took time during their final meeting of the year to recognize three members. Council Vice-President Penny Lukenbill read a resolution from the council for Judith Stone who wasn’t at the meeting Monday. It said, “Judith Stone has been on the Marshall County Council for 12 years serving from January 1, 2008 until December 1, 2020, having served as President for 4 years. Judith Stone has retired from the Council after years of distinguished service and as a result of her outstanding leadership, Marshall County has been and continues to be financially sound with the highest ratings in the State of Indiana. Judith Stone is hereby honored by the County Council for her 12 years of outstanding leadership to the county and they acknowledge her dedication and commitment to the citizens of Marshall County.” ....
Members of the Marshall County Council tabled a decision on a bond issue for the construction project of the Bremen Public Library during their meeting Monday morning. The County Council must give their approval to the bond issue since the members of the Bremen Library Board are not elected officials. Chris Scandling, Executive Director of the library discussed the project with the council while their financial advisor and legal counsel tried to determine if a public hearing was required or just have the bonding issue discussed at a public meeting. Scandling said the $3.2 million project would renovate the existing library, construct an addition to the library building and reconfigure the parking lot. He told the County Council that the project actually started about two-and-a-half years ago. Scandling said they held a public meeting at the kick-off in July 2018 and again last month via in-person or online. He said they also posted the meeting on social media and it ....
