So he is taking the feds to court and it all that is to do with the states prison overcrowding problem. Reporter this goes back to 2009 when a federal panel of judges ruled that california prisons were overcrowded to the point of being unconstitutional. With the governors proclamation today he says that era is over and we should not have to comply with a federal prison population cap anymore. Today i have signed this proclamation stating that the troubled situation in california prisons has been remedied. A piece of california history stolen from the oakland museum. Officials say a gold rush era quartz and gold box was taken from a plexiglass display sometime early monday morning. Now, this isnt the first time the museum has been robbed. Back in november, gold nuggets and other historic pieces were taken. We did take an additional security measures after the theft in november. We believe some of the measures we took will aid in the investigation at this time and we are enhancing our security measures now. Museum Officials Say both thefts were caught on security cameras. Police believe the same culprit may have committed both crimes. And new at 6 00, hayward cops are experimenting with a new approach to curbing crime.
