That is where tim always challenges me as well. Go back to the section in the law that has the benefit requirements. You have to have a hospital, dr. , lap, Prescription Drug benefit. Drugan have a prescription benefit with a threshold adoptable. You can have a hospital benefit that pays 70 of the first 30 days and 100 of the next period of time. It is not that you were going to take benefits away. You are going to do different copays and Different Things with what can be delivered on those. You can restrict certain drugs that generics are available. There is flexibility in how you provide those benefits. Employers provide 70 actuarial benefits, but they do it efficiently for a lower cost. A number of variables in the way you package benefits. Is a get me wrong this zerosum game. You take something away when you do that. But i think the difference is Healthy People want Different Things than six people than sick people. The next part of the presentation will focus on the remaining portion of the plan, which is a set of recommendations on how to achieve and maintain the appropriate distribution of and access to such services. The recommendations came from the work of the task force and Community Input as well as the data that was collected as part of generating this plan. These recommendations include the policy and more tangible recommendations. The more tangible recommendations that could be [affectedeffected]} through Development Projects will be implemented once the plan is adopted through what is being called a consistency determination which i will discuss in a moment. Again, the plans recommendations have been developed to help guide land use decisions, inform the siting and scope of Health Care Facilities and services, and guide our
The bayview redevelopment plan. Other recommendations are more tangible and can relate to Development Projects. This is where the consistency determination process comes into play. Those projects that involve medical uses of a certain size which collene touched on earlier would be subject to consistency determination. The consistency determination process will weigh the projects merits against these recommendations. The task force encouraged us to explore an incentive base system that would encourage the Health Care Infrastructure and facilitate projects that address the plans recommendations and guidelines without creating unintended negative land use consequences. This slide shows the possible outcomes of consistency determinations. First there is consistent and highly recommended for addressing critical need. A little bit of both terminology, we felt it really described what it would achieve. This determination could apply to projects that on balance address the guidelines identifie

And also given the small amount of space that is needed, we think the displacement pressures and land use impacts will likely be minimal on other uses.
