Here. The elected representatives are removed, a manager makes decisions in the dark. And what we see in michigan isnt leading to better management, it is leading to worse management. We are seeing the signs of that here. Some really poor management decisions have been made. The board of trustees left the district with the Budget Surplus of several Million Dollars in june. Just a few weeks before they were removed last july. Management has taken that Budget Surplus and squandered it and we are looking at a 23 million deficit, 23 million, because they have not done their job of student recruitment. Planning department staff. So, presentation so far has focused on how the plan identifies the current and projected need for Health Care Services in San Francisco. The next part of the presentation will focus on the remaining portion of the plan, which is a set of recommendations on how to achieve and maintain the appropriate distribution of and access to such services. The recommendations came from the work of the task force and Community Input as well as the data that was collected as part of generating this plan. The bayview redevelopment plan. Other recommendations are more tangible and can relate to Development Projects. This is where the consistency determination process comes into play. Those projects that involve medical uses of a certain size which collene touched on earlier would be subject to consistency determination. The consistency determination process will weigh the projects merits against these recommendations. The task force encouraged us to explore an incentive base system that would encourage the Health Care Infrastructure and facilitate projects that address the plans recommendations and guidelines without creating unintended negative land use consequences.
