water kind of churning around there. this powerful storm is slamming into the eastern seaboard starting tomorrow. irene has already caused widespread damage in the bahamas. winds around 115 miles an hour. in effect from the carolinas up to new jersey. new york city is preparing for the worst with subway stations and airports. the big apple not seeing the effects of a big hurricane for decades. drew levinson reports. reporter: up and down the east coast people are packing up and getting out of irene s way. i m taking this one more seriously than any one i have seen. reporter: the monster hurricane earl expected to roar ashore in north carolina tomorrow with 115-mile-per-hour winds before marching north. it s on track to hit major cities like washington, d.c., new york and boston. at least 7 states including north carolina have already declared states of emergency to free up resources. regardless of what happens, the best thing we in north carolina can do is to be ....

we did. almost. almost? going to be a long weekend. for a long people weather- wise on the east coast but here not too bad. full of sunshine and warmer than the past couple of days but for today, conditions looking nice, as well. inland plenty of sunshine. full forecast in a bit. how s traffic? you know, we had a problem the last hour or so for a while all lanes the entire freeway northbound and southbound 101 before university avenue in east palo alto they were blocked by a bunch of downed wires. sounds like caltrans knocked down some kind of a pg&e power line. they just cleared it out of the northbound lanes so the entire freeway is back open. everything normal as of the last five minutes. so you are good to go along the peninsula. coming up we ll get a check of the bay bridge and mass transit on this friday morning. it could have been really bad so fortunate think happened when traffic was light. thank you. the big story all weekend will be hurric ....
punishing companies for creating jobs in california. every time an out-of-state company moves a job out of california, then they get a tax break and every time they hire in california, they increase the taxes they pay. reporter: brown s plan is to change the tax code. it means rewarding high-tech companies like genentech for hiring new people in california. so this will help create a stronger business climate in california? absolutely, particularly for growing industries like the biotech industry. reporter: the governor was surrounded by nearly a dozen business leaders today. but republicans at the capital called the plan too little too late. brown says he has been meeting with republicans privately to get their support. wherever we talk to republicans, it s really in the dead of night so we don t like to tell you about it.
