rod carter is live at the sheriff s office with details. hi rod. reporter: hey, good evening guys. rain or shine, investigators want to get their hands on this guy and find him quickly. this started with a traffic stop. actually, for a seat belt violation. but, the passenger decided he did not want to get a ticket. and he didn t want anything else. so he fought with the deputy. everything happened very fast. reporter: deputy steven gutierrez tells me what went down when he pulled over a couple for violation wednesday morning at the stop and shop store on 18th street and 147th avenue in tampa. at that point, the passenger was trying to leave. reporter: the passenger now identified as 37-year-old rod jer main rayford, knew he was wrong. he knew he was wrong. reporter: he also knew he was wanted. he jumped out of the that is when a little struggle happened. reporter: deputy gutierrez deployed his tazer. looked at his hand. made sure he did not pull a kn ....

reporter: the florida high school athletic association says no religion is allowed on government property. the school claims it is protected speech and filed a lawsuit in federal court. it is teaching the students that the first amendment doesn t apply when you go to a championship football game. that s wrong. it just flatly wrong under the constitution. reporter: the team was told players could have their pregame prayer on the field, but could not broadcast it. the school maintains that is a violation of civil rights. to thanksgiving prior to an athletic event should not be any different than congress opening up their meetings in prayer. reporter: and once again, as we mentioned, that lawsuit was filed in federal court today. but when we reached out to the florida high school athletic association in gainsville, they said they never received any paperwork. so what happens next mel? reporter: obviously, the judge will set a court date soon and ultimately, t ....
