A majority of clubs were in favour of allowing the Premier League to do the final economic and legal analysis of such a model, and draft the rules with the aim of making the competition fairer. Its part of plans to reform the profit and sustainability regulations, which resulted in both Nottingham Forest and everton being deducted points this season. Top clubs would only be allowed to spend a sum linked to the Television Revenues of the bottom clubs in the league. The next stage will potentially be put to clubs at agm injune.
