I believe the mueller team did not go far enough in exploring this, in particular one of the bases on which it decided to decline to prosecute any Trump Campaign officials at the trump tower meeting was lack of evidence of willfulness. In order to be prosecuted for this crime, you have to know that you are violating the law. The report says that donald trump jr.
