we had a lot of help from people like yourself. again, you were able to take the situation and put the politics of the situation aside. you were able to say, if we are fighting for something that s right, i ll put the politics aside. that helped a lot of left leaning organizations to come out in support of the bill when they were being pushed to be against it because trump was for it. speaking of the left wing groups some didn t like it because of trump, some said the bill didn t go far enough. some should have sentence reform in it. it s one thing to get people ready but why don t we put less people in prison? both sides want something. i think the process of washington is bringing people together. everyone says washington is broken and the time i ve spent on this bill actually shows me that our system of democracy is really an amazing system because it shouldn t be easy to get laws passed. you should have to fight. you should have to bring people together. you should have to win
see, i think the fundamental issue here are the resources. i don t want to give you exactly the numbers, but it s about half the resources in this bill that were in obamacare. now, i can tell you that we can do with less resources, but you can t do it overnight and you cannot give people a $3,000 or $4,000 health insurance policy. you know where they re going to be? they re going to be living in the emergency rooms again. reporter: okay, that perspective is shared by a number of senators, rob portman, ohio senator in the senate republican working group in this. dean heller from nevada, shelly moore caputo from virginia, lisa murkowski from alaska. all of these states have very important parochial issues when it comes to medicaid expansion. then you have people concerned about the structure of the tax credit, very conservative members concerned that the house bill didn t go far enough when it came to trying to attack and dismantle obamacare regulations. all of this is going to need to

reporter: the proposal would attempt to address complaints that the original bill didn t go far enough to address obamacaretion regulatory infrastructure. to t. would provide states the options to apply for waivers to opt out of obamacare s ten essential health benefits, the minimum requirements for any insurance plan, and also provide an opt-out option for the community ratings regulations which prevent insurers from raising premiums based on age, gender, or health. but for the moment the freedom caucus members aren t committing. there is no deal in principle. there is a solid idea that was offered. we are certainly encouraged by the progress we seem to be making. reporter: and senior gop aides point to an underlying problem that remains unchanged. start with a plan that appeals to as many as possible, then move it to the right. that may bring conservatives on board. it also risks bleeding the very moderates necessary to reach the
