Its a tremendous pleasure to introduce a dear friend of mine, jim newton, who is the author of a splendid new biography justice for all, earl warren and the nation he made. Jim is a reporter and a bureau chief at Los Angeles Times, where hes been for over 20 years. I first really became familiar with his writing in the early 1990s when he was the lead reporter for the l. A. Times covering the trial of the officers who beat rodney king and then the o. J. Simpson case. I was always dazzled by his writing, his ability to take a day of complex events in a courtroom and summarize it concisely and clearly. The cause is not a lack of judicial imagination or a lack of claims that the particular map before the court was the most extreme ever. Rather, the root cause of this failure is the basic decision of the framers to give responsibility for congressional districting to political actors.
