in 1986 congress for the first time made it illegal for employers to hire people this is important, without documents proving their authorization to work. by 1996, it became clear to everyone that this requirement had had no effect on illegal hiring in the united states mainly because people could easily get a fake i.d. that would prove their authorization to work and employers would hire them at that point with no consequence unless there was an audit and everyone was fired at that point. but they wouldn t be sanctioned because they actually followed the procedures that were in place. congress had a choice, either they could create a national i.d. card that everyone would have to carry and they would have to go to the state department or the federal government in order to acquire, in order to work in the united states, or they could create what amounts to a national i.d. registry that includes everyone in the united states who is legally present in this country. and that s
