They were charged with 16 counts of violations of the Government Service Insurance System (GSIS) Act under Republic Act No. 8291 and 11 counts of violations of the implementing rules and regulations (IRR) of RA 6979, the Home Development Mutual Fund (HDMF) law.
The prosecution, in its criminal charge sheet, said that Fernandez and Celebrar failed to remit the P5.96 million in employees’ contributions to the GSIS from 2011 to 2012.
The anti-graft court allowed them to plead to a lesser offense which enabled them to escape imprisonment.
But on 16 counts of violations of the GSIS law, they were ordered to pay a fine of P5,000 each or a total of P80,000 for each of them.

Maintain petty cash, including preparation of petty cash vouchers, replenishment of petty cash expenses, and maintenance of the logbook of petty cash expenses;
Prepare check vouchers, making all payments and expenses after ensuring budget availability;
Encoding vouchers in Internews accounting programs, recording expenses using appropriate accounting codes and filing supporting documents;

Pacquiao delivers 2nd push for boxing, combat commission Pambansang Kamao Sen. Manny Pacquiao pushed for the creation of Philippine Boxing and Combat Sports Commission to promote the safety and welfare of Filipino boxers and combat sports athletes.
In his sponsorship speech of Senate Bill No. 2077, Pacquiao sought the support of his colleagues for the passage of the measure which aims to create separate commission for boxing and combat sports to give it stability and a clear sense of direction.
SBN 2077 is a consolidation of SBN 193 which he filed and SBN 805 filed by Sen. Ramon Bong Revilla Jr. Pacquiao first filed the measure during the 17th Congress. The Senate passed the bill but did not materialize into law.

Finance Secretary Carlos G. Dominguez III expects the Home Development Mutual Fund, commonly known as PAG-IBIG Fund, will further boost its efforts in closing the housing gap and spur domestic activity as the government rolls out its recovery program this year.
During the presentation on Wednesday, March 3, of the PAG-IBIG Chairman’s Report for 2020, Dominguez said he expects the agency to be “even more relentless” in providing affordable housing to mostly low-income earners.

Dominguez also said that PAG-IBIG is expected to continue expanding financial inclusion among Filipinos even amidst the COVID-19 pandemic.
