They were charged with 16 counts of violations of the Government Service Insurance System (GSIS) Act under Republic Act No. 8291 and 11 counts of violations of the implementing rules and regulations (IRR) of RA 6979, the Home Development Mutual Fund (HDMF) law.
The prosecution, in its criminal charge sheet, said that Fernandez and Celebrar failed to remit the P5.96 million in employees’ contributions to the GSIS from 2011 to 2012.
The anti-graft court allowed them to plead to a lesser offense which enabled them to escape imprisonment.
But on 16 counts of violations of the GSIS law, they were ordered to pay a fine of P5,000 each or a total of P80,000 for each of them.
