With at least 280 people estimated to be living outside in Lawrence, city and county leaders are preparing for a deeper discussion about the resources and coordination needed to address the issue of homelessness. As part of its study session Tuesday, the Lawrence City Commission received an approximately three-hour presentation on the various services supporting people experiencing homelessness as well as efforts being made by Douglas County leaders. Speaking to the frustration that has been voiced by some in the community about an inadequate response, Mayor Brad Finkeldei said that he hoped the community would soon be making progress. ....

After disagreement regarding how to handle counseling provided by members of religious organizations, city leaders have deferred their vote on an ordinance that would ban so-called conversion therapy that aims to change a person’s sexual orientation or gender identity. As part of its meeting Tuesday, the Lawrence City Commission voted 4-1, with Commissioner Jennifer Ananda opposed, to defer a vote on ordinance 9828, which would prohibit the practice of conversion therapy for minors. At issue was whether the ordinance should specifically single out clergy as being an exception to the ordinance. City legal staff said the exception had been included to avoid legal challenges based on the First Amendment, which protects religious freedoms. ....

The Lawrence Police Department unveiled the new police headquarters located in West Lawrence in December of last year, vacating their previous headquarters and downsizing their Bob Billings Parkway location. The new headquarters, located at 5100 Overland Drive, is the result of the City Commissionâs Capital Improvement Program, a five-year program that identifies community needs and funding to address those needs. âWhat this [new building] has allowed us to do is consolidate our operations, and it allows us to put them all under the same building under the same roof, which is something that we haven t been able to say in years,â LPD spokesperson Patrick Compton said. ....
