here in six weeks or six months debating whether allowing our nation to default on its financial obligations. >> reporter: today, senate majority leader harry reid said the senate will reject it anyway and he has his own bill to trim money and raise the debt ceiling through 2013. republicans say it doesn't stand a chance in the house and so much closer to tuesday's deadline. >> this fight seems to have going on forever at this point. now chatter about the 14th amendment to the constitution, what's that mean? >> reporter: a history lesson this morning. the 14th amendment was passed after the civil war to make sure the u.s. would pay off its debts. here's what the first sentence of the section iv says -- >> reporter: so some people think the president would invoke that so we couldn't default on our debts. the white house says no thanks. >> lot of political liability. >> i have talked to my lawyers. they don't -- they do not -- they are not persuaded that that is a winning argument. >> reporter: adding on to that, some critics say only the congress can authorize the 14th amendment. astounding this is all the talks that's going on. >> there's even disagreement -- they're markets in asia are all trading down yet again. the knee cay index in japan is down. managing director of the imf says there's a lot of concern out there. >> so to have the lead economy -- uncertain about its debt ceiling is quite worrisome. and if you were to take it further, clearly there would be consequences in the rest of the world. not just in the united states. >> the dow will try to avoid ridiculous. i started freaking out. >> reporter: police believe jennifer's attack was the first of five possibly inflicted by the same man who uses a box cutter or razor blade. >> it was about this long and i mean it was like a gush. it was pretty deep. >> reporter: two of the attacks happened at the h&m store at tyson's corner on june 18th. another at the green briar shopping center on june 20th and two others occurred at fair oaks mall, the most recent was the past monday. that's when fairfax county police finally connected the attacks. >> i'm just glad that it's bigger now so that he watch out for. it's blocking the right lane. no real delays as you approach the area. inner loop, no problems there. 395 northbound though, that's slowing down now. edsall up to seminary. but then 66
