your kids to school with sunscreen? the surprising rule in many school and the growing fight to change it. and i thief. the man allegingedly steals mor than 100 phones at the coachella festival before getting busted. how the find my phone app busted him. this is "today" live from studio 1-a in rockefeller plaza. >> good morning. welcome to "today" on a tuesday morning. let me be the first to say happy tax day. >> thank you, i love forward to this every day. we have an important guest. senator elizabeth warren is here. she will probably poo poo this, but some are saying she's releasing a book today. this could be an unic 2020. you are poo pooing it? >> i am poo pooing. >> we'll talk to senator warren in a little bit. let's start with the nationwide man hunt for the so-called facebook killer. we have the latest on the search. we'll start with jacob rascon in cleveland this morning. >> reporter: good morning. the tips are pouring in from across the country. reported sightings as far away as philadelphia, but so far no credible leads as police offer a substantial reward for help and a close friend pleads for him to surrender. they are chasing hundreds of leads. the chase for steve stephens a nationwide man hunt after he killed a man at random in daylight and posted video of the crime to facebook. >> i lost everything i had. >> reporter: horrified neighbors heard the single gunshot. >> oh, lord, have mercy. oh, my god. >> reporter: a 9-1-1 dispatcher attempting in vain to help godwin. >> ask him the if he's breathing. >> no breathing. >> reporter: in a video rant posted to facebook, he brags about killing several others, but police have found no evidence to support it. >> you never know what an individual the is going through in his life. >> reporter: his friend for nearly a decade is now urging stephens to turn himself in. >> i know you are in pain, but brother, you got to turn yourself in. you already hurt other people. >> we ask to -- >> reporter: last night the cleveland cavaliers observing a moment of silence in godwin's memory. as neighbors and relatives come to mourn where he took his last breathe. a father of nine, the 74-year-old was on a walk on easter sunday while his family prepared dinner. >> i hate that he took my kid's father. >> reporter: angela small, the mother of godwin's two youngest sons remember their last words. >> i told them okay. i'll see you when you get back. he didn't come back. >> reporter: in a statement facebook says it took them 23 minutes to take down the video after the first complaint, but they said we know we need to do better. ed in video stephens blames an ex-girlfriend for making him snap. that woman is cooperating with authorities who are now offering a $50,000 reward for anyone who might have seen something to say something. >> all right. jacob rascon in cleveland. we want to bring in clint van. good morning to you. take us inside a suearch like this. a guy wants attention and has nothing to lose. the turned off his cell phone. he has tear car. how do you find someone like this? >> one of the things you said is the key. temporary tags. those could be torn off. so police are going to be looking for stolen license tags, stolen vehicles. today there were so many technological ways, any way from faci tracing credit cards to automobiles to cell phones, and this technology is being brought to bear at strong as they can with the fbi, a the tf, marshal service, local police. there are hundreds of officers looking for this man and rightfully so. he did a cold-blooded killing. he's capable of doing this again. me presents a threat to any police officers that might stop him. you're. >> you're a former profiler. let's talk about his personality. he walks up to a total stranger and way, even telling that person what he's about to do. so he is narcissistic. he's sadistic. how does that change the hunt for him? >> part of it is he didn't just snap. we hear people saying you just snapped. it doesn't work like that. there's been a buildup with him. we know that he has a history, even as a child, we're told, that he tortured animals. we're told that he's been evicted from two different apartments, that he has significant gambling losses, that his girlfriend broke up with him. all of these add a little bit of weight to this. he could have chosen to act out any other way, but as far as law enforcement is concerned, they saw the video. they know the guy is a danger. what they have to do right now is put this iron circle, unfortunately, around a three or four state area and start drawing that in. one more time just like every case like this you covers, it's going to take the public's help. they'll have to look for the car, the man, and the police are going to have to use all the technology they can bring to bear. >> all right. clint van van, thank you. if you have any information tied to this ask you're asked to call 1-800-call-fbi. this is fax tiling day. and trump is refusing to e release his returns. the last president who didn't do it, nixon. we'll talk to elizabeth warren about that. first kristen welker is at the white house. >> reporter: today president trump heads to wisconsin where he finds an executive order in cracking down on abuses in guest worker programs. the president is taking heat for calling the controversial leader of turkey overnight and for his refusing to release his taxes now under a new microscope since tax day this morning critics blasting president trump for calling the president of turkey after a vote greatly expanded his powers. the move taking a different tone than the state department which urged turkey in the fight against isis to respect the rights of his citizens. meanwhile the president also under fire once again for refusing to release his taxes. the white house suggesting he may never. >> you always talk about under audit, the president is under audit. is it times to say once and for all the president is never going to release his tax returns? >> well, i have to get back to you on that. i think that he's still under audit. the statement still stands. >> reporter: but the president's decision facing backlash with protests across the country over the weekend and monday some of president trump's people forced to defend him, including tim cotton. >> now he says the election has has happened and he doesn't need to >> as far as i know, the president says he's still under audit. >> reporter: just one of the controversial decisions that has republicans worried there could be a ripple effect. today all eyes are on the special election in georgia. in a crowded field of 18 candidates, 30-year-old democrat john is leading the pack. the documentary film maker and former congressional aide potentially the best chance to win a seat long held by republicans. >> the eyes of the nation are on us. >> reporter: president trump recording this robo call. >> liberal democrats from outside of georgia are spending millions and millions of dollars trying to take your republican congressional seat away from you. don't let them do it. >> reporter: he's raked in money much of it from out of state donations. e ausoff. what's at stake here? >> this is an opportunity for this community to take a statement about what we believe in. >> reporter: and republicans are feeling the heat. the gop candidate telling us. >> they pinned their hopes and dreams on one candidate. is that how it feels here? >> i think so. they're going to be disappointed, i think. >> reporter: republicans have dominated in the district for decades. in fact, candidate trump won against hillary clinton there. underscoring the urgency, president trump tweeted about this race moments ago. he said democrat john ossoff would be weak on crime and illegal immigration, bad for jobs and wants higher taxes. say no. in order to win outright, ossoff needs 50% of the vote. >> all right. kristen welker, thank you. elizabeth she has positioned herself as a leading voice of the trump opposition. she's written a new book called "the this fight is our fight". why don't we start with the race in georgia. the seat has long been held by republicans. if john ossoff can manage to win there, do you see it as democrats having a path back from a very battered state? >> i think that the real energy right now is on the democratic side. and the independent side. it's people who say i want to make my voice heard. i wrote this book about the long arc, about how america once invested in the middle class, built and strengthened a middle class, and then how trickle down economics came along and took the legs out. the bookends on the note of how we get engaged. i think that's what's going on in georgia. people are getting democracy is no longer something that happens once every four years or even once every two years if you pay close attention. democracy is what's happening out there all the time now. >> let's talk about tax day. the president not releasing his tax returns. his logic is straightforward. this was an issue in the campaign. i won the campaign. issue over. >> the issue is not over. he promised during the campaign that he would reveal his taxes. in fact, how many clips have you got here? he would reveal them after this, after that, then put it off. >> do you think he ever will? >> i don't know. i think people are going to keep demanding and keep demanding it and making their voices heard on this. look, why is it the case that people at the very top should get a bunch of tax breaks, should be able to hide their business dealings when everybody else pays? everybody else gets out there and makes our roads and bridges work, makes our let's see what donald trump is up to. >> this book is all about taking the fight to donald trump, but in recent days he's done a 180 on a host of issues. i could name them. on putin, on china's currency policy, the ex-im bank. do you look at it as a sign of improvement? are you willing to give him credit for that? >> let me frame this slightly differently. the real question here is who does government work for? does government once worked for hard-working families. it once worked for the middle class. what's happened since about the 1980s forward is the hand full of billionaires and bankers and folks, ceos of giant corporations, seized our government and have made it inch by inch work better and better for those at the top and less and less for everyone else. throughout your career. you've been reaching out to the little guy, the middle class, the person who doesn't seem to catch a break. and donald trump beat you at your own game in the last election. >> donald trump figured out people are angry. and they're right to be angry. they're angry because their kids can't get an education without getting crushed by student loan debt. they're angry because their kids don't graduate into good jobs in this economy. they're angry because people can't retire with dignity. the difference is that what donald trump did is said it's their fault, it's somebody else. he has hacked other groups, and what he's now done is put a bunch of billionaires and bankers in charge who are making every part of that worse. >> in the past you've said all of this about donald trump, and there's more. you described him as dangerous, dishonest, said he embraced bigotry hook line and sinker. find common ground, count me in. i'm ready to put it aside if he'll pass things that are helpful. 89 days in, which elizabeth warren is sitting in front of me, the one who thinks all those other things about donald trump or the one who wants to work with him? >> the it's both. this is about the people of america. ly fight for them. donald trump said during the campaign that he was willing to break up the big banks. separate investment banking from ordinary checking account savings account banking. make the system safer. he said he was. i already have a bill on that. a bill with maria cantwell, john mccain and another. i say come on, donald trump, you want to do this, let's do the bill. your economic adviser said the it's a good idea. i'm there to do it. because donald trump, in many ways, is not the core issue. the core issue is how we get this government to work for the american people. getting people in that fight and making our voices heard. >> and senator, a lot of people are saying what this book is about is launching the presidential campaign of elizabeth warren. now, it's tradition to be coy about that in washington. but where is your mind about that? are you 50/50? where do you stand? are you likely to run? >> no. this is not what i'm doing. this is my 11th book. my life's work is about what's happening to working families across this country. >> okay, but did you say no, not likely to run? >> i am running in 2018 for senator from massachusetts. i am deeply blessed that the deep of the commonwealth sent me to washington to fight for them, and that's what i'll keep on doing. >> a lot of people are printing up bumper stickers for 2020 you're not biting. i get it. >> let the transcript reflect silence. >> good to be here. >> we move now to growing tensions over north korea. mike pence arrived in japan today to begin talks with the japanese prime minister shinzo a abe. pence said the u.s. is behind the ally in asia and working to diffuse north korea's nuclear ambitions in that region. >> as you know, the united states knows peace comes through strength. and we will stand strongly with japan and strongly with our allies for peace and security of this region. >> the vice president and the prime minister agreed they need to persuade china to play a larger role in dealing with north korea. the u.s. supreme court rejected the state of arkansas's request to execute a death row inmate scheduled to die before midnight. it was the second time don davis was granted a reprieve shortly before back in 2010. the high court ruling was the latest in a series of legal battles that the state has faced since it announced plans toexcute eight men in a ten day span. five more executions are scheduled before the end of april. >> we turn to mr. roker looking so springy. >> from the johnny carson collection. >> i love it. >> all right. we have severe weather to talk about firing up right now in texas. even as we speak, they've just issued flash flood watches in effect until 4:00 p.m. from houston. parts into central and coastal texas. we are watching upwards of four to six inches of rain falling out of this system. amounts two to three inches generally. we could see twice that amount. and then for tomorrow we have 5 million people at risk from wichita to central iowa. we're looking at the possibility of some strong tornadoes, hail, and damaging winds. brings it across today through parts of the upper midwest, but then the southern path brings the stronger storms tomorrow along this area of low pressure. we'll get to your local forecast coming up in the next 30 seconds. good morning. i'm chuck bell. beautiful day outside. sunshine in washington. mostly sunny all over the news 4 nation all day today. it's off to a bit of a chilly start this morning. 47 manassas. 50s low tore town. sun shine "today." temperatures in the upper 60s and low 70s today. enjoy the sunshine. tomorrow the clouds come back and we might have a few sprinkles or showers. soak in that sun "today." >> that's gorgeous. we're ready for spring. >> coming up, we'll take a turn to headline making murder of a mother and fitness instructor inside a texas church. one year later are police any closer to catching her killer. then a prescription for sunscreen?
