prince george's county. police are searching for the man responsible for a deadly shooting at a gas station. police say surveillance cameras may have caught the shooting around 7:15 last night at the bp station on walters lane near chavez lane in forestville. officers say this attack was not random and did not happen during a robbery. they hope any other customers inside at the time can help them to a suspect. 50 more jurors in fairfax county will be screened this morning as part of the charles severance murder trial. he's accused of killing three alexandria residents over a ten-year span. lawyers are trying to find jurors who can handle a six week trial. they have already gone through half of their 100 person pool. once jury selection is done, opening statements could start as early as thursday. and right now, the death toll continues to rise in the carolinas. 13 people have died from storms there in south carolina. several neighborhoods are still under water this morning. more flooding could happen and dams continue to fail. nearly two dozen dams have breached state wide. more than 500 roads and bridges washed out by the flooding. 1300 national guardsmen are in that area performing aerial rescues. officials are asking people to donate water to the 40,000 people who don't have clean water this morning. virginia task force one is on the ground this morning in south carolina helping out first responders. the team from chantilly in west columbia now. they have been assigned to the clarendon county area. the team was called in sunday night by fema. the 80 member team and 59,000 pounds of equipment left yesterday morning. they'll be down for 10 days total. we're keeping an eye on the dam breach situation in south carolina. we'll check in with kerry sanders late are in tr in the s. the cargo ship that sank is now the subject of an ntsb investigation. a team of investigators is on its way to jacksonville, florida. we're learning a baltimore man is among the 33 member crew believed to be dead. the coast guard says the el faro sank off the coast of the bahamas. yesterday crews found a heavily damaged lifeboat from the cargo ship. a body and a survival suit was also pulled from the water. the ship was on its way to puerto rico when it sank. video of a big announcement. we now know the winners of the nobel prize in physics. looking at the video here, street. the d.c. council will vote on the proposal to use private ambulances in the district. mayor muriel bowser and d.c. fire chief gregory dean want to use the private ambulances to respond to your 911 calls. they say it will improve response times and give d.c. fire and ems crews more time to train. the private ambulances would only transport low priority patients for issues like colds, cuts and twisted ankles. if approved, the plan will last for one year. police in arlington are investigating another sex assault this morning. a woman was pushed into the bushes early saturday morning on north scott street. megan mcgrath is live. there has been a recent string of sex assaults in that area. what is going on? >> reporter: that's right. there have been several sexual assaults in the arlington area over just the last couple of months. no indication if the same person is responsible that the incidents are linked. however, it is a disturbing trend, one that has women in arlington on edge. the latest incident happened over the weekend in the 1800 block of north scott street. it was right around 2:30 in the morning. police say that a man began to follow the victim as she walked home. he pushed her into the bush and touched her inappropriately. and implying he had a knife. this is the eighth assault that happened in the areas. days before this latest incident there was another one, two miles away, a woman pushed into the bushes there. certainly something that police want to get a handle on. women are asked to be careful, to avoid walking and jogging alone. back to all died. we're now learning more about him. a witness said harper mercer gave one student an envelope with a flash drive in it. a law enforcement official told nbc news they found writings that investigating a pair of suspicious deaths. a man was found shot to death inside a home in lothian, maryland, yesterday afternoon. police identified him as 40-year-old anthony anastasia jr. during a search of the house, officers found a woman dead in the basement. she had suffered trauma to her body. that's according to investigators. they also say these crimes were not random attacks. an exclusive look at the man police say shot at buildings. one of them the office where he worked. fairfax county detectives are trying to determine matthew malacarne's motive. search warrants show the 29-year-old had an arsenal of weapons, four guns and more than 30 boxes of ammunition. police say he fired into buildings overnight, shootering windows at seven facilities from herndon to leesburg. a building engineer identified him after he recognized him driving the same car, a surveillance camera caught leaving the site of the shooting. less than half of maryland residents agree this people of all races get equal treatment by the police. the poll from goucher college asked neighbors questions about police in their communities. 27% black residents said all races receive equal police treatment. compared to 60% of white residents. the poll also found 82% said they were paying some or a lot of attention to the freddie gray case. a top u.s. commander may be facing some tough morning for an american airline co-pilot who landed a plane safely after the pilot died midflight. michael johnson became incapacitated during the trip from phoenix to boston on sunday. the plane started to descend and that's when the co-pilot jumped in. he spoke with air traffic control, diverted the flight to syracuse, and wasn't until all 147 passengers were on a new flight that they actually found out what happened. american airlines released a statement saying they're focusing on caring for the pilot's family and colleagues. mcgraw hill education is apologizing this morning for something it printed in a high school textbook. slaves brought to america workers. the misprint was in a geography book used by school districts in texas. mcgraw hill said the wording wasn't plan for 16 weeks of paid family leave. someone is going to be paying for that time off. kristin wright joins us live from the wilton building downtown with more on the benefits and the costs. good mornin >> if you've ever had a baby, and taken some time off and had to rush back to work, you understand why this is so important. if you ever had a sick relative and had to rush back to work, you understand why this is so important. so here is the proposal. 16 weeks of paid family leave to bond with an infant and adopted child. six family members to recover from an illness. or after a military deployment. that's all according to the washington post. the post also reports that workers earning up to $52,000 a year and this is employees in the district, earning up to $52,000 a year would be given 100% of their pay during this leave. those making more than 52 grand would get part of their pay, just not 100%. and a new tax on d.c. employers would fund this benefit. it would work differently for federal workers in the district. but this meeting is, today, at 11:00, and this bill, this family leave bill, paid family leave bill will be introduced to district council this morning. we'll see what happens. the district plans to slash income taxes on lower to middle income workers. for those earpi iearning betweed $50,000, overall it is an 8% tax break for most in the district. that could put hundreds of thousands of dollars back in your pocket next year. >> you can have a cushion, you can save. because never such a thing as extra money because there is no extra money, but you need to have some in reserve. >> tax rates will not go down for the people making the most money in the district. they will actually go up. it is a story you saw first on 4. a virginia businesswoman accused of making off with more than a million dollars by creating fake charities and companies even ripping off virginia a senate minority leader. linda wallace is scheduled to appear in federal court next week. she goes by the name lynn miller. prosecutors say she was a campaign treasurer and wrote 73 fraudulent checks from the senator's account without his knowledge. they say she helped create shell companies, move that money around into accounts she controlled. no comment from defense lawyers or the senator. a strong response from members of the montgomery county school board. they criticized a report that said the district basically misspent $47 million last year. that's the call according to the washington post. the report from the montgomery county office of legislative oversight said schools could have used that money for working class students and families instead of budget operations. the members of the school board said it didn't recognize what they were doing to help all students. three officers will be able to use body cameras in your children's schools. the county council approved a plan for school resource officers to use the cameras. this use will be heavily regulated. police will treat the data from cameras as juvenile school records and in most cases it will acquire a court action for release. also anytime someone assesses the video, it will leave a traceable electronic trail. you might be noticing more empty seats on metro ridership at the transit agency is down. and metro leaders say it could be a big problem if this guess on. look at the graphic here. shows declining ridership over the last seven years. metro has a smaller budget. they may have to raise fares in response and that could drive even more riders away. a little to the roof levels here. you can see over my shoulder that the homeowners here have started salvaging the materials that are in their houses, trying to get family pictures, getting the ruined furniture out of the home. while we were here with them yesterday, there was an emergency order to evacuate. people scrambled as fast as they could because there was word of another dam upriver here that may again breach and they thought it had breached. people were scrambling out. it turned out it was a piece of false information, but it shows how tenuous things are. the weather today will be good. no need for a rain jacket. it will be sunny. but the officials here, the governor all the way down, figures that will send a false signal to residents that things are okay. when it rains, and there was more than 20 inches of rain over three days, that rain collects and it is still flowing into areas that were hit those dams. so the fear is people won't recognize that there is still a in sex assaults in that area. >> yeah. there have been several sex assaults in the last several months. while police don't believe there are any links between them, that the same person is responsible, certainly it is an alarming trend. women in arlington are on edge. the latest incident happened over the weekend. we're here in the 1800 block of north scott street where the latest activity and certainly if you can avoid it, not to walk or jog alone. important voting today on whether private ambulances could be used to take you to the hospital. mayor muriel bowser and gregory dean want to use private ambulances to respond to low priority incidents like cuts, sprains and cold symptoms. they say it will improve ambulance response times overall. if the plan is approved, it will last for a year. the union that represents health care workers is trying to keep the hospital from closing. the company that owns the hospital plans to open a walk-in center for patients and lay 19 people are recovering right now from a crash between a trolley bus and suv. suv driver died. this happened in philadelphia late last night. police say the bus was stopped at a stop sign when the affected the las vegas valley. and the surrounding area yesterday. the woman was plucked to safety as her couch and her cat were being swept away. the area is also dealing with power outages and prince george's county. police are searching for the man responsible for a deadly shooting at a gas station. police say surveillance cameras may have caught the shooting around 7:15 last night at the bp station on walters lane near chavez lane in forestville. officers say this attack was not random and did not happen during a robbery. they hope any other customers inside at the time can help them to a suspect. 50 more jurors in fairfax county will be screened this morning as part of the charles severance murder trial. he's accused of killing three alexandria residents over a ten-year span. lawyers are trying to find jurors who can handle a six week trial. they have already gone through half of their 100 person pool. once jury selection is done, opening statements could start as early as thursday. and right now, the death toll continues to rise in the carolinas. 13 people have died from storms there in south carolina. several neighborhoods are still under water this morning. more flooding could happen and dams continue to fail. nearly two dozen dams have breached state wide. more than 500 roads and bridges washed out by the flooding. 1300 national guardsmen are in that area performing aerial rescues. officials are asking people to donate water to the 40,000 people who don't have clean water this morning. virginia task force one is on the ground this morning in south carolina helping out first responders. the team from chantilly in west columbia now. they have been assigned to the clarendon county area. the team was called in sunday night by fema. the 80 member team and 59,000 pounds of equipment left yesterday morning. they'll be down for 10 days total. we're keeping an eye on the dam breach situation in south carolina. we'll check in with kerry sanders late are in tr in the s. the cargo ship that sank is now the subject of an ntsb investigation. a team of investigators is on its way to jacksonville, florida. we're learning a baltimore man is among the 33 member crew believed to be dead. the coast guard says the el faro sank off the coast of the bahamas. yesterday crews found a heavily damaged lifeboat from the cargo ship. a body and a survival suit was also pulled from the water. the ship was on its way to puerto rico when it sank. video of a big announcement. we now know the winners of the nobel prize in physics. looking at the video here, japanese physicist and arthur b. mcdonald win the nobel prize in physics. they were honored for their discovery of nutrino oscillation, the most abundant particles out there. show they have maps. street. the d.c. council will vote on the proposal to use private ambulances in the district. mayor muriel bowser and d.c. fire chief gregory dean want to use the private ambulances to respond to your 911 calls. they say it will improve response times and give d.c. fire and ems crews more time to train. the private ambulances would only transport low priority patients for issues like colds, cuts and twisted ankles. if approved, the plan will last for one year. police in arlington are investigating another sex assault this morning. a woman was pushed into the bushes early saturday morning on north scott street. megan mcgrath is live. there has been a recent string of sex assaults in that area. what is going on? >> reporter: that's right. there have been several sexual assaults in the arlington area over just the last couple of months. no indication if the same person is responsible that the incidents are linked. however, it is a disturbing trend, one that has women in arlington on edge. the latest incident happened over the weekend in the 1800 block of north scott street. it was right around 2:30 in the morning. police say that a man began to follow the victim as she walked home. he pushed her into the bush and touched her inappropriately. and implying he had a knife. this is the eighth assault that happened in the areas. days before this latest incident there was another one, two miles away, a woman pushed into the bushes there. certainly something that police want to get a handle on. women are asked to be careful, to avoid walking and jogging alone. back to recounting a frightening trip after the trains come crashing off the tracks. what we're learning about the derailment and the impact the accident is having on amtrak service this morning. a craigslist post is causing a stir on social media this morning. the missed connection that one man is crediting with saving his life more than 40 years ago. the time is 6:13. stay with us. amtrak is running modified service between vermont and washington today and tomorrow because of this train derailment. take a look. officials say rocks fell from a ledge and on to the track in north field, vermont. a crew member is still in the hospital. six other passengers were taken to the er to be checked out. the engine and one passenger car went into a ditch. three other cars left the track, but stayed upright. >> all of the most able bodied people adopted a person and got them down the train tracks and out. >> other passengers had to break windows and help each other get to safety. federal safety rules require two inspections every week. new developments in the wake of the tragic shooting in oregon. president obama says he will visit umpqua community college in roseburg later this week. he's traveling to the west coast for four days. at the campus right now, there is a private memorial for the victims open only to students and staff. nine people and the shooter christopher harper mercer all died. we're now learning more about him. a witness said harper mercer gave one student an envelope with a flash drive in it. a law enforcement official told nbc news they found writings that indicated he believed everyone around him was irrational. he wrote he was the only sane one. >> i'm not going to use my strength and my time to be mad. i'm not going to hate him. i just -- in all honesty, i feel sorry for him. feel bad for him. >> school is open today for students to receive counseling and see each other. classes don't begin again until next week. anne arundel county mees are investigating a pair of suspicious deaths. a man was found shot to death inside a home in lothian, maryland, yesterday afternoon. police identified him as 40-year-old anthony anastasia jr. during a search of the house, officers found a woman dead in the basement. she had suffered trauma to her body. that's according to investigators. they also say these crimes were not random attacks. an exclusive look at the man police say shot at buildings. one of them the office where he worked. fairfax county detectives are trying to determine matthew malacarne's motive. search warrants show the 29-year-old had an arsenal of weapons, four guns and more than 30 boxes of ammunition. police say he fired into buildings overnight, shootering windows at seven facilities from herndon to leesburg. a building engineer identified him after he recognized him driving the same car, a surveillance camera caught leaving the site of the shooting. less than half of maryland residents agree this people of all races get equal treatment by the police. the poll from goucher college asked neighbors questions about police in their communities. 27% black residents said all races receive equal police treatment. compared to 60% of white residents. the poll also found 82% said they were paying some or a lot of attention to the freddie gray case. a top u.s. commander may be facing some tough questions on a recent u.s. air strike in afghanistan. general john campbell will appear in front of a senate armed services committee this morning. this comes after an air strike by u.s. forces that hit a medical clinic. 22 people including doctors and patients were killed. the general is also expected to answer questions about u.s. troop levels in afghanistan. did you see it. the nfl admits the ref blew a call that cost the lions a game last night. in the final minutes, seattle safety punches the ball out of megatron's hands as he crosses the goal line. a seahawks linebacker slaps the ball morning for an american airline co-pilot who landed a plane safely after the pilot died midflight. michael johnson became incapacitated during the trip from phoenix to boston on sunday. the plane started to descend and that's when the co-pilot jumped in. he spoke with air traffic control, diverted the flight to syracuse, and wasn't until all 147 passengers were on a new flight that they actually found out what happened. american airlines released a statement saying they're focusing on caring for the pilot's family and colleagues. mcgraw hill education is apologizing this morning for something it printed in a high school textbook. slaves brought to america workers. the misprint was in a geography book used by school districts in texas. mcgraw hill said the wording wasn't of sunshine, just a gorgeous autumn day on the way. a proposal to make one of d.c.'s employee benefits the best in the nation. for first time this morning, council members will officially consider a plan for 16 weeks of paid family leave. someone is going to be paying for that time off. kristin wright joins us live from the wilton building downtown with more on the benefits and the costs. good mornin >> if you've ever had a baby, and taken some time off and had to rush back to work, you understand why this is so important. if you ever had a sick relative and had to rush back to work, you understand why this is so important. so here is the proposal. 16 weeks of paid family leave to bond with an infant and adopted child. six family members to recover from an illness. or after a military deployment. that's all according to the washington post. the post also reports that workers earning up to $52,000 a year and this is employees in the district, earning up to $52,000 a year would be given 100% of their pay during this leave. those making more than 52 grand would get part of their pay, just not 100%. and a new tax on d.c. employers would fund this benefit. it would work differently for federal workers in the district. but this meeting is, today, at 11:00, and this bill, this family leave bill, paid family leave bill will be introduced to district council this morning. we'll see what happens. the district plans to slash income taxes on lower to middle income workers. for those earpi iearning betweed $50,000, overall it is an 8% tax break for most in the district. that could put hundreds of thousands of dollars back in your pocket next year. >> you can have a cushion, you can save. because never such a thing as extra money because there is no extra money, but you need to have some in reserve. >> tax rates will not go down for the people making the most money in the district. they will actually go up. it is a story you saw first on 4. a virginia businesswoman accused of making off with more than a million dollars by creating fake charities and companies even ripping off virginia a senate minority leader. linda wallace is scheduled to appear in federal court next week. she goes by the name lynn miller. prosecutors say she was a campaign treasurer and wrote 73 fraudulent checks from the senator's account without his knowledge. they say she helped create shell companies, move that money around into accounts she controlled. no comment from defense lawyers or the senator. a strong response from members of the montgomery county school board. they criticized a report that said the district basically misspent $47 million last year. that's the call according to the washington post. the report from the montgomery county office of legislative oversight said schools could have used that money for working class students and families instead of budget operations. the members of the school board said it didn't recognize what they were doing to help all students. three officers will be able to use body cameras in your children's schools. the county council approved a plan for school resource officers to use the cameras. this use will be heavily regulated. police will treat the data from cameras as juvenile school records and in most cases it will acquire a court action for release. also anytime someone assesses the video, it will leave a traceable electronic trail. you might be noticing more empty seats on metro ridership at the transit agency is down. and metro leaders say it could be a big problem if this guess on. look at the graphic here. shows declining ridership over the last seven years. metro has a smaller budget. they may have to raise fares in response and that could drive even more riders away. a little amazing how fast the baby came back, the eyes came back, the baby became responsive, started tracking our fingers. >> 9-month-old kenzlee mae is okay this morning. her parents say they're very grateful. she was in the car on 27 sunday when her grandparents say she stopped breathing. a montgomery county police officer and brody channell were on 270 as well and stopped to help. channell was morning, the death toll is climbing as emergency teams make a plea for help. we'll take you live to columbia after this breaking news on the roads. breaking news here top of the beltway, iner loop ramp to georgia avenue, still shut down because of an earlier crash now. we're seeing some of that volume building up. coldest morning since last spring. temperatures, autumn chill near 40 degrees. carolina has stopped, but the aftermath of the storm is just beginning to settle in. take a look at the video here. several neighborhoods are under water this morning. officials are asking people to donate water to the 40,000 people who don't have clean water. president obama signed a disaster declaration that makes federal funding to people in the hardest hit areas. 13 people have died from the storms. officials are also hoping several dams in south carolina hold up against floodwaters. state wide nearly two dozen dams have breached sending water na already flooded neighborhoods. kerry sanders is live in columbia this morning with more on this dangerous situation. good morning. >> good morning, eun. this is a neighborhood that was hit by the floodwaters. the water actually went up to the roof levels here. you can see over my shoulder that the homeowners here have started salvaging the materials that are in their houses, trying to get family pictures, getting the ruined furniture out of the home. while we were here with them yesterday, there was an emergency order to evacuate. people scrambled as fast as they could because there was word of another dam upriver here that may again breach and they thought it had breached. people were scrambling out. it turned out it was a piece of false information, but it shows how tenuous things are. the weather today will be good. no need for a rain jacket. it will be sunny. but the officials here, the governor all the way down, figures that will send a false signal to residents that things are okay. when it rains, and there was more than 20 inches of rain over three days, that rain collects and it is still flowing into areas that were hit those dams. so the fear is people won't recognize that there is still a serious danger afoot here. and that if they are not paying close attention, they could find themselves in a precarious situation. >> very dangerous. kerry sanders live in columbia this morning. thank you. virginia task force one is on the ground in south carolina. the team from chantilly is in west columbia now. they have been assigned to the clarendon county area, an hour south of hard hit columbia. the team was called in sunday night by fema. the 80 member team and 59,000 pounds of equipment left yesterday morning. task force one will assist in swift and still water rescues, down there for ten days. coverage of the historic flooding situation in south carolina will continue in a few minutes on the "today" show. both kerry sanders who we talked to and al roker will give us updates. the cargo ship that sank during hurricane joaquin is pat of an ntsb investigation. a team of investigators is on its way to jacksonville, florida, where all we're also learning a baltimore man is among the 33 member crew believed to be dead. the coast guard says the el faro sank off the coast of the bahamas. yesterday, crews found a heavily damaged lifeboat from the cargo ship. a body in a survival suit was pulled from the water. the ships with on its way from puerto rico when it sank. developing story in georges county. police say surveillance cameras may have caught a shooting around 7:15 last night at the bp station on walters lane near chavez lane in forrestville. officers say this attack was not random and did not happen during a robbery. they hope other customers inside at the time can help lead them to the suspect. 50 more jurors in fairfax will be screened this morning as part of the charles severance murder trial. he's accused of killing three alexandria residents over a ten year span. lawyers are trying to find skwlorz c jurors who can handle a six week trial. once jury selection is done, opening statements could start as early as thursday. 6:49. developing in arlington police are investigating another sex assault this morning. the most recent happened early saturday morning on north scott street. megan mcgrath is live in arlington now. we have seen a spike in sex assaults in that area. >> yeah. there have been several sex assaults in the last several months. while police don't believe there are any links between them, that the same person is responsible, certainly it is an alarming trend. women in arlington are on edge. the latest incident happened over the weekend. we're here in the 1800 block of north scott street where the latest incident occurred. it was right around 2:30 in the morning. very early in the morning, police say that a man began to follow the victim as she walked home. he pushed her into the bushes and touched her inappropriately. and implying he had a knife. this is at least the eighth sexual assault that has happened in the area since july. just days before the late esst incident happened, a woman was pushed into the bushes two miles away from here in ballston. no indication it is the same man, but certainly a very, very disturbing trend, police are asking women to be cautious, to report suspicious activity and certainly if you can avoid it, not to walk or jog alone. important voting today on whether private ambulances could be used to take you to the hospital. mayor muriel bowser and gregory dean want to use private ambulances to respond to low priority incidents like cuts, sprains and cold symptoms. they say it will improve ambulance response times overall. if the plan is approved, it will last for a year. the union that represents health care workers is trying to keep the hospital from closing. the company that owns the hospital plans to open a walk-in center for patients and lay off close to 120 workers. the union is hosting a public forum tonight with community members and public leaders happening at 6:00 at partnership hall on fifth street. breaking news on the roads. we 19 people are recovering right now from a crash between a trolley bus and suv. suv driver died. this happened in philadelphia late last night. police say the bus was stopped at a stop sign when the suv hit it from behind. a 70-year-old homeless woman is recovering after being rescued from rising waters in las vegas. we don't have video of that. but look at this here. lightning, hail, heavy rain, affected the las vegas valley. and the surrounding area yesterday. the woman was plucked to safety as her couch and her cat were being swept away. the area is also dealing with power outages and nevada highway patrol responded to 76 crashes in southern nevada. it is now 6:54. a contentious debate over pesticides will likely come up in rockville today. council members should decide whether to
