were simultaneous explosions that happened at a popular ethiopian restaurant and a large rugby field in kampala. one american was among the victims. nbc's tom aspell has the latest. >> reporter: the final minutes of the world cup soccer tournament in johannesburg. millions glued to television screens all over the world. but in uganda, it was an opportunity for terror. three bombs ripped through as fans watched the match. there was no warning. >> an explosion, and then the second one went off. >> reporter: at least one american was killed in the bombings. a san diego-based aid group called invisible children named him as nate hence, who posted his desire to visit uganda on his facebook page 18 months ago. several other americans from a pennsylvania church group were wounded. ugandan police believe al shabba, an a militant group from somalia with ties to al qaeda, may have been responsible for the bombs. a severed head and legs found at the scene indicate they were suicide attacks. >> they've begun to use bombings, target civilians, and that's from one side. they're also engaged in conventional guerrilla war as well, but they are using road-side explosives and suicide bombing. this is a very unpleasant form of warfare they're engaged in. >> reporter: last week, al shabbat commanders called for a tax against uganda contributing troops to an african peacekeeping force. uganda also hopes somali troops trained in the united states and europe to fight against al shabbat. >> shabbat is a very, very significant force, and the assumption is if the african union were to leave, they would take control entirely of the capital city of mogadishu. >> that was tom aspell reporting. this morning the u.s. embassy in kampala warned americans in uganda against attending any large public gatherings, saying they could provide vulnerable targets to terrorist groups. we are following breaking news from switzerland. film director roman polanski is a free man. the swiss government announced this morning lit not extradite polanski to the u.s. he had been under house arrest in switzerland since september after he was arrested on charges he had scattered showeexual inta 13-year-old girl in 1997. the decision was mostly based on the u.s. not providing confidential testimony about polanski's sentencing in 1977 and 1978. they may have looked like police officers, but officials in prince george's county say they were anything but. two men who police say posed as officers and then robbed two people are behind bars this morning. even though they've been caught, police are worried they there may still be more victims. news 4's tracee wilkins has more from langley park, maryland. >> reporter: prince george's county coupolice are describing these suspects as predators, saying they're preying on folks and betraying their most sacred trust, as police. >> anytime it's a cowardly act. >> reporter: police say that's exactly what these two men did in langley park 3:30 sunday morning. >> badges, of course police written across their clothing. they were dressed in police duty gear. and just led the victims to believe that they were police officers. >> reporter: prince george's county police say 24-year-old bl daniel baylock and 20-year-old kennedy ventura attacked and robbed two people in on 15th avenue in lngley park after distracting them by pretending to be cops. police say the men, who are believed to work as security guards, were in a black suv with flashing green strobe lights. most of the people who live in this section of langley park are nonenglish-speaking immigrants, who have just come to america and are learning the way that our police department works. making them perfect victims. >> they're taking advantage of them. a lot of these people don't speak english. they're here -- this is -- they're here in this country trying to make a good living. there are a lot of good people in this neighborhood, and i think it's unfortunate someone would take advantage of them like this. >> reporter: prince george's county police say they believe these two suspects have done this before. they're asking anyone who may have been assaulted or robbed by either of these men, if not both of them, to contact prince george's county police and share your story. tracee wilkins, news 4. >> anyone with information about these two men is asked to call prince george's county police at 301-699-2601. that number again is 301-699-2601. taking a look right now outside, it's heading back into the 90s today. there was a nice cooldown after much-needed rain on saturday. chuck bell is here with our first forecast. it was a nice break, and we needed that rain. >> oh, boy, and we still need quite a bit more. we're way behind in rainfall for the year to date so far. every little drop will be appreciated. the clouds have continued to move in during the course of our monday morning and our skies have gone mostly cloudy out there. temperatures as a result of the increasing clouds have been relatively slow to rise. only 82 right now in downtown washington. frederick, maryland, a little extra sunshine, popped up to 90 degrees already. sterling, virginia, same as manassas and quantico at 81 degrees. here's a look at radar. there is a band of moderate rain showers moving into the central parts of the shenandoah valley. it will take a few more hours to get here but by 4:00, 5:00, 6:00 this evening our rain chances will be on the up and up. the satellite view, over the last 12 hours, our clouds increasing and rain showers advancing. temperatures are in the rain-cooled 70s across southwest virginia back into west virginia. that cooler air will be moving our way for tomorrow. increasing clouds today, rain likely by late this afternoon and this evening, with highs between 85 and 90 degrees. seven-day forecast is coming up in a few more minutes. >> all right. thanks so much, chuck. see you in a bit. >> okay. new today, d.c. firefighters were out early fighting a brush fire along potomac river. this is not too far from fletcher's boathouse. d.c.'s fire bolt was able to quickly get control of the fire just after 6:00 this morning. no word on how this fire started. you may want to add extra time to your commute if you have to take 16th street through parts of northwest washington. a portion of northbound lanes of 16th street is closed at crescent place because of work to fix a retaining wall at meridian hill park. traffic is being shifted to provide two lanes in both directions all the time. you can also no longer park along southbound 16th street. the changes are expected to be in place for about three months. let's check the traffic conditions out there right now. jerry edwards joins us with the latest. probably be a problem on 16th street sooner or later, jerry. sooner or later, it definitely will be, probably more than likely during the afternoon rush hour. that's something we'll watch very carefully both morning and afternoon rush hours, midday not so much. there is plenty of construction that is causing a delay. 95 southbound again today, lose the right lane heading south from newington towards lorton. delays back at the capital beltway. and vdot just moments ago flipped over the hov lanes to a southbound configuration. that should hopefully start to alleviate some of these big substantial southbound delays. speaking of which, the beltway in maryland no picnic either. inner loop of the bellway, construction takes away the far right lane as you make the drive over towards kennel worth avenue. that back on the inner loop extend back to i-95, and 95 southbound likely backed up a little bit trying to get to the capital beltway. plan on adding additional travel time if you're heading that direction at this hour. a 10-year-old boy is seriously injured after he was struck by a car in upper georgetown. it happened just after 6:00 last night near the intersection of wisconsin avenue and reservoir road. fire officials say his injuries are life-threatening. police are trying to figure out who was at fault. right now, hundreds of people are hoping to jump-start their careers today by landing jobs as school bus drivers. the prince george's county school system is holding a job fair this morning to find drivers for the upcoming school year. news 4 kimberly suiters is live at the community sent wrer it's all happening. good morning. >> reporter: good morning, eun. so far 50 people are have walked through the doors of the upper marlboro community center here and they're expecting hundreds of people to go through these doors looking for dozens of open bus driver positions before the day is through. what is prince george's county looking for? people who love children, who are education driven. prince george's county is growing. they have new housing developments. they have a greater need for more bus drivers to transport kids safely and on time. prince george's county public schools will provide up to 40 hours of paid training to all new hires. it's arguably one of the most important jobs, safely transporting our kids to and from school. for that job, drivers are compensated anywhere from $10 an hour to $16 an hour and full-time drivers are eligible for benefits. now, one young woman we talked to has a very tough part-time job already. she's a job vendor at the nats ballpark and she's hoping to get that full-time paycheck. >> i love kids. i love kids. and it's then as though i'm still young so i get along better with kids. so no matter what age, you know, i like kids. >> reporter: you think you have a good shot? >> yes. i've actually been out of a job for months, so that's what i'm saying, hopefully today will be my lucky day. >> reporter: so the job fair for school bus drivers happens today, started at 10:00 a.m. it goes until 3:00 in the afternoon here at the upper marlboro community center. that address, 5400 marlboro racetrack road, upper marlboro, maryland. most of the people we talked to are very optimistic, although they admit the economy has been very tough on 11:11 is your time now. 83 degrees. replacing a leaky oil cap. the latest on bp's work to place a new cap on the busted oil well in the gulf of mexico. and a modern day catch me if you can. how an american teenager called the barefoot bandit was finally caught after two years on the run. what is next for paul the octopus after the perfect performance in the world cup? residents in the gulf of mexico are watching as bp underwater robots piece together a tighter cap. right now, thousands of gallons of oil are spewing uncontrolled. here's a live look under water. bp is replacing the old cap with a new tighter one. nbc's kristen dahlgren is monitoring the operation from venice, louisiana. >> reporter: it may be the most intricate work yet on the blown-out well. one mile beneath the surface, robotic arms tighten bolts, moving the first part of the so-called capping stack into place. a 15,000-pound spool that should eventually connect the new cap to the gushing well, something officials hope will lead to the full containment of the leak. >> i think we'll know substantially more than we have in the entire event to date once we get that cap on and we're able to do the well integrity test. where that takes us remains to be seen, but we'll know a lot more than we did before by tomorrow, i believe. >> reporter: completing the maneuvers could take another five days. in the meantime, only one ship was collecting oil over the weekend, about 8,000 barrels per day, leaving up to 52,000 barrels flowing freely. and while the new cap could eventually capture all of the oil, bp remains vague on when. >> we just continue to ramp up that capacity and somewhere along that line, whatever the flow is, we'll capture it all at some point. >> reporter: extra skimmers are now working around the clock at the leak site to collect the increased oil. while back on the sands, a scene we haven't seen in almost three months -- a crowded beach in gulf shores, alabama, as gulf coast native jimmy buffet served up a free concert. ♪ >> a remind they're the region is still open and for a little while at least a reason to smile. kristen dahlgren, nbc news, venice, louisiana. >> bp says it's working ahead of schedule. they say it is too estimate to estimate a final cost. victims of the barefoot bandit say they're happy the teen is in custody. police arrested the man in the bahamas after two years on the run. colton harris-moore has eluded police since he escaped from a halfway house in washington state in 2008. the 19-year-old is accused of stealing a plane in indiana and flew it to the bahamas without any formal flight training. >> the suspect, in an effort to evade capture, engaged local police in a high-speed chase by boat in waters leading to -- >> true to his nickname, he was barefoot when he was finally caught. his mother hired attorney john henry brown for her son. this morning on the "today" show, brown said he has not spoke on the his client but knows he is in good helle. they talked about what could legally happen in this case. >> check nds on him just in the last couple hours and called and said that he was physically fine and was doing quite well. to me, for colton's best interests and also for the government, i think, to try to consolidate all these things and have him extradited to seattle, where he's charged in federal court in seattle, and when you're in federal court it's a lot easier to try to consolidate things. otherwise it could be an administrative nightmare trying cases all over the united states. >> harris-moore is due in court late they are week. right now, first lady michelle obama is at the naacp's 101st national convention in kansas city, missouri. she's discussing her efforts to fight childhood obesity through the let's move campaign. afterwards, mrs. obama will head to the gulf coast. she plans to meet with officials in panama city, florida, to discuss the oil spill cleanup and meet with residents as well. it's time for another check of our forecast. meteorologist chuck bell is in for tom kierein today. it looks like it's back to hot and humid but not too bad. it's not 100 degrees. >> right. exactly. that's what we need to focus on. it is still a little bit on the humid side out there. temperatures this week will once again climb into the 90s on at least several occasions, but it's not going to be the steamy sauna that we had around here last week when he made it over 100 twice. that won't happen this week, i guarantee you that. outside right now, your monday is under way. it's a cloudy start out there this morning. temperatures are climbing steadily now up into the low 80s. we made 82 degrees downtown at national airport. the rainfall, we all appreciate it over the weekend, saturday's rain added up to just over an inch of rain. 1.17 officially downtown. so far for the year now it's been a dry year. since the snow stopped it's barely done anything in way of precipitation, less than 15 inches of rain so far for the whole year to date. that's more than 5 1/2 inches below average, and it's at more than 8 1/2 inches behind the amount of rain that we had to the same point back in 2009. so we really do need the rain showers around here. rain is in the forecast for later on this afternoon and this evening and again for tomorrow and perhaps even lingering into wednesday. but for now, thanks to the clouds, temperatures have been held back just a little bit, holding in the low 80s in nearly every neighborhood. the doppler, you can see the patch of moderate rain showers now coming out of central and southern parts of west virginia, the greenbrier valley, down to southeastern west virginia, the roanoke valley, southern parts of the shenandoah valley as well. this whole patch of light to moderate rain is inching its way ever closer to the washington area, but it's going to be several more hours before it gets anywhere close. here's a look at local doppler in the last couple hours. no rain around town just yet. a couple of very light echoes showing up on the far south side of culpepper, light showers towards harrisonburg and stanton, one or two rumbles out in the mountains of west virginia. we'll keep you posted on that in the next couple hours as the rain showers steadily move our way. i'd say about a quarter to a half an inch of rain out of this next little system coming our way. with extra sunshine, new york city 88 degrees. we're at 82. buffalo, new york, 84. dew points are back up into the steamy range, upper 60s to near 70 degrees around here. so definitely feels like july in the washington area for sure. this is personal cluster coming our way for now. there's another area of low pressure back across the western parts of the ohio valley. that is what is going to be bringing our chances for rain as we get towards tomorrow, tomorrow afternoon, into wednesday. so for now, the clouds are winning the day for sure. rain showers rolling in here, probably not into the metro area until after about 6:00 this evening. further out to the south and west you go, obviously the earlier the rain showers reach your neighborhood. as we get into tomorrow, another chance for a couple showers to come on through the area and leave us a little bit more rain. as i mentioned, a quarter to a half an inch of rain on average. then high pressure builds back in. le we will be on the warmer than average side for thursday and friday, back up into the low, perhaps even the mid-90s. not upper 90s, though. severe weather risks today as well back out to the west, so we don't need to worry about that. tomorrow, a few rumbles of thunder, no organized severe weather is expected. rain likely by late this afternoon and this evening. if you're traveling down to the beaches, for tuesday and wednesday. neither one will be the perfect days at the beach, unfortunately, but as we like to say, a bad day at the beach is better than a good day at the office. >> hear, hear. >> staying in the 80s today and tomorrow with the clouds and the showers around back up into the low and mid-90s for wednesday and thursday as the rain chances pull away. another 93-ish degree or so on
