Near 1520 locust street where witnesses described two explosions that blew off a manhole cover into the street and creating small fire according to witnesses. One man standing nearby said he heard a series of explosions. Well hear from him in a second. The fire daement is on the scene and they evacuated five employees near the explosion point. Its possible ice melt coming into contact with underground electricity could have been the cause but they dont know at this point.
