into a barrier outside the white house. police swarm the scene. but the driver pulled away. the first shots are fired. >> shortly after they arrived, i heard the gunshots. and the car tore out of the area. >> reporter: then, the driver stops at the base of the u.s. capitol. everyone inside the capitol complex was told to shelter in place. congressmen walking outside, were told to hide their identities. >> they said take your pin off. we wear these pins around. he said, take the pin off. you could be a target. >> reporter: the driver tries to flee. and police fire into the vehicle, killing the woman. inside carey's car. no weapons but something much more alarming, a 1-year-old baby who was unhurt. two officers, one from the capitol police and one from the secret service, were injured in the chase. those brave men and women of the capitol police who stopped this threat are not being paid. they're not going to see their money until this government shutdown ends. john and diana? >> abc's tahman bradley. live in washington for us. thank you. the other major story in washington. day four of the government shutdown. some are suggesting the solutions are ramping up. >> it's costing the economy $300 million a day. that brings the total so far to $1.2 billion. jonathan karl has more on the fallout. >> reporter: the stock market sweep, nearly 700 points in 2 weeks. as washington's dysfunction spooks investors. and for good reason. the treasury department warned of an unprecedented and catastrophic financial crisis and recession that could echo the events of 2008 or worse. if congress fails to raise the so-called debt ceiling to allow the government to borrow money to pay its bills. >> the longer this goes on, the worse it will be. and it makes no sense. >> reporter: campaign-style event, president obama lashed out at republicans in the house, demanding they vote on a bill to fund the government with no strings attached. >> if the speaker of the house, john boehner, simply let the bill get on the floor for an up or down vote, the shutdown would end today. the only thing that is keeping the government shut down. >> reporter: republicans are voting to reopen parts of the government, including national parks and cancer research. but they continue to demand at least some changes to the health care law before fully reopening the government. >> because there is an insistence on no negotiations, no talking, my way or the highway, we are here. >> reporter: there's no meetings, plans, no talk of compromise. the house of representatives plans to go home this weekend. jonathan karl, abc news, the white house. and all those house members make those trips back home. president obama will also be at home. the white house has announced last night that president obama will skip his planned trip to asia next week. >> the president had hoped to attend two economic summits. but he decided to remain in washington. a spokesman says it's a missed opportunity to increase u.s. exports because of the shutdown. we want to know what you want to say to lawmakers about the shutdown. send us an instagram video with the #tellwashington. nebraska, one tornado overnight. one likely twister was spotted near lincoln. it may have been on the ground for as much as 30 miles. police say one home was destroyed. people along the gulf coast are bracing for tropical storm karen. they taking boats out of the water, tying anything that could blow away. and shock stocking up on supplies. jim dickey. jim?
