authorities pulled two of ryan lochte's teammates off the plane as they were trying to head home to the u.s. >> a breaking story in the bronx. shots fired in a community close to where kids were playing. jessica layton is following that breaking story for us. >> reporter: hearing those gunshots was scary for everybody here because of what's in this neighborhood on this corner. a daycare. on the corner behind me, a church. and in the distance a block away, a bawl field where kids were practicing -- a ball field where kids were practicing football when this happened. and saw police officers swarming their street, sealing off the area. source tell cbs2 news, this was an incident between an off-duty police officer, and a person who tried to rob him. the officer fired a shot. it's not clear if the suspect was injured or caught, but police have been appearing to be searching for something or someone there's a park, and kids were practicing for their youth football league. the coach was despaired their safety. >> after we heard the loud bang, we start seeing the police officers and activity, we decided to cancel practice, and take the kids home. >> i was in the house and i heard one very loud gunshot. and when i looked out the window, maybe a minute and a half later, the block was flooded with policemen. >> reporter: police out here are being pretty quiet about the details of exactly what we're told they're expected to be out here at least a couple more hours collecting evidence and taking pictures. jack conger and gunner bens were pulled off a plane in brazil. police want to question them about claims they were robbed in rio early sunday morning. a judge issued orders to seize the passports of ryan lochte and seeing this video. it shows the athletes returning to the village early sunday morning after the alleged robbery. they do not appear shaken up and offered conflicting details. lochte's father says his son has already returned to the u.s.. lease on the verge of charging a career criminal with rape. the man allegedly attacked a woman near a subway station and called 911 for help. developments from bushwick. >> reporter: a 52-year-old man now in police custody for allegedly raping and robbing a 27-year-old woman at knifepoint. the suspect ran away with her cellphone and cash. an unusual break in the case this morning when the suspect himself called 911 from a pay phone. >> they get there, they talking to him. he says what i really want is a ride to the train. my cop says we don't give rides to the train. >> reporter: the officers knowing the suspect description recognized him by his distinct red sneakers and agreed to give him a ride street to the 83rd police precinct. >> they realized this is the guy. they said we'll give you a ride but we have a department policy that we don't like your pockets. so do you have anything that can harm us? and he says i have a knife and pulls it out from his back pocket. >> reporter: records schott suspect is a level 3 sex offender and is has 14 prior arrests for robberies, drug possession, possession of stolen property, criminal mischief and rape for which he was arrested in 1984. he spent 17 years in state prison and was paroled 1992. 21 so far this year, compared to 16 for the same period last year. >> that was trace kae rasko reporting. this is an ongoing investigation. the suspect has not been charged yet. police are investigating what appears to be a murder by drowning in suffolk county. officers were asked to check on elizabeth cullen at her home in cold spring harbor. they found her body in the backyard. no word on where she was killed or killed a 5-year-old girl in little ferry. her grand mother as also died now. the flames raced through several homes on washington avenue overnight. more might have died if not for a police lieutenant who happened to be driving by. a twist in the disappearance of a mother from new jersey. her friend and accomplice are now charged with murder. police found the body of theresa in the backyard of four months after surviving a shooting in lyndon. jennifer sweeney and andre harris were arraigned this afternoon. the suspects will also be charged in the 2015 shooting. donald trump is hoping the third time is the charm but insisting he's not second guessing himself. >> today trump reshuffled his campaign staff again. his third management neem eight weeks. >> reporter: trump debuted the new campaign team during a roundtable at trump tower. is campaign manager kely anne conway. >> my own view of the pivot is substance not style >> reporter: former mayor rudy juliani and peter king had prominent seats at the table. >> they're not getting the information they need. >> reporter: hillary clinton tudor a high school in cleveland. >> i want to register all 18 year-olds >> reporter: at a rally, she dismissed the changes trump made. >> he can hire and fire anybody he wants from his campaign. they can make him read new words from a teleprompter. yeah. commissioners ordered american flags removed from fire trucks. firefighters are upset by the decision but the board's chairman maintains the flags pose a safety hazard. they're wearing bunker gear. i was very disappointed when the board members that were against having the flags on the vehicles gave meet directive to have them removed. >> two commissioners, the fire chief, and union members are set to meet tomorrow to see if they can reach a compromise. some residents say if an agreement is not reached to restore the flags, they plan to protest. residents in one new jersey neighborhood are fed up, living near a home that were flooded near super storm sand and he then baunlded. and they say the worow has -- borough has done little to address the mess. >> reporter: the home here leaves a lot to be desired. owner says it was heavily damaged in super storm sandy and he's waited for help from government agencies and insurance companies to make repairs. in the meantime, neighbors say they have had enough. >> we can't stay outside. we get bit by mosquitos several years to step in and force the owner to clean things up. >> one day is too long when you live next to a piece of property like this. >> reporter: he says the owner recently paid a $500 fine and has made efforts to clean the property in the past. >> he promised the judge he wouldn't clean up. now he hasn't so the borough needs to step in again. >> reporter: the mayor said this orange notice was placed on the home declaring it unsafe for human occupancy. this letter was poefed giving the hem owner till august 23rd to clear the debris or the borough will do the work and the cleanup will be at owner's expense. >> three years battling this, we keep our houses maintained, our lawns, we take pride in our house. and then this person here just disregards everything. >> reporter: the residents expect to see this property cleaned up when?
