we have a wind of 10 miles an hour in philadelphia, stronger to the west for lancaster, enough to make 30s feel like the 20s. and some areas as you mentioned are in the 20s. wilmington, millville, atlantic city in the upper 20's. and while it's 33 in northeast philadelphia, south philadelphia is at 28 degrees right now. so, a cold start, 32 at 6:00. we'll see sunshine but the wind will be picking up, 16-mile-an-hour wind at noon time, 33 degrees will be about as warm as it gets. we'll go through the forecast when i'm back in ten minutes. >> you hear the temperatures take the coat, gloves, when you head out. winter cold is here and several counties have taken steps to protect people. matt delucia is live at a train station to explain. >> reporter: we're going to experience the coldest temperatures so far this season, right now it's a little brisk, not unbearable. i've got the fleece on now. it's not too terrible to be outside for a few minutes but of course as bill mentioned, we get later into tonight and the overnight hours it's going to get downright very, very cold. so, because of that there is a code blue that's in effect many parts of the area and also code blues are going to go into effect for other parts of our area starting today. a graphic shows some of those here. of course the code blue goes into effect when the temperatures get to be low enough that it's a danger to people out, mainly the homeless folks, so we have montgomery and bucks county, they enacted code blue alerts and run through wednesday morning. philadelphia's code blue, that starts later this morning. and later this evening for cumberland county in new jersey. for now a small taste of what is to come, at least for a day or two of course. yes, winter has finally arrived. i'm matt delucia, "nbc 10 news." >> also schools closed today for shawnee elementary in easton because of a heating problem. the staff should report to forks township elementary at scheduled times. forks township and others in the district are open and will resume classes. bill returns with the forecast but you can stay ahead of the winter weather on your smart phone or tablet. >> now updated on your monday morning back to work, back to reality ride to work. jessica boyington is watching the roads. >> back to work or school, we are already starting off on a good note. normally we have vine street construction and this morning we're in business. so no problems there on the vine street expressway. you're good to go. that construction is inactive. on the 42 freeway in new jersey this is in deptford, route 41 you can see no problems either direction, we're still looking at a great drive time northbound from 55 headed to the walt whitman bridge only a 5 minute trip. 202 is looking the same as you can see. it we're in the green for our drive times here. and 11 minutes northbound from route 30 to the schuylkill expressway. i'll check with mass transit when i come back in the next ten minutes. a new jersey transit bus driver was cited for reckless driving after rear ending a street sweeper and causing a crash. it happened along the white horse pike. the impact sent the bus off the road into a tree. three passengers were on board but not seriously hurt. the driver was trapped but rescued. his injuries were not serious. >> following a developing story in india a deadly 6.7 earthquake hit the country's northeastern region. the epicenter was 20 miles outside the city of imphal. dozens are hurt. the quake struck while most were asleep and rescue workers believe many are buried beneath the rubble of collapsed buildings and homes. the efforts to find victims are hampered because power is down across the region. >> it's inauguration day for philadelphia's 99th mayor, jim kenney will take the oath of office today. swearing in ceremony we caught up with the mayor-elect as he got ready to rehearse last night. kenney says this won't be fancy, they are not having a ball, they call at block party. kenney who calls himself a regular guy from south philly got choked up when asked about his new role. >> as a little kid hanging in the fire house with your dad and being mayor. it's exciting. you don't let your head get too big or you can't fit in a room. >> a fund-raiser for philadelphia schools is part of the lineup and kenney is talking about his plans to improve education and reduce poverty. here is a look at the full schedule. 10:00 a.m. jim kenney will be sworn in. at 2:00 he will attend several receptions. 3:15 sign some executive orders, and 5:00 go to a reception for the fund for the school district of philadelphia, and finally his block party begins at 5:30. >> police in montgomery county investigate an apparent accident at an applebee's restaurant someone sprayed mace. she accidentally sprayed the restaurant last night. more than a dozen people were evacuated. none wanted to go to the hospital. hazmat crews are investigating. >> five people were taken to the hospital after four cars crashed in hamilton township mercer county. that happened around noon yesterday at south broad street. take a look at surveillance video that shows the crash. you see the two cars smash, hit two more vehicles in a parking lot. rescuers had to cut off the doors of one of the cars to pull two men out. another adult and two children in the other car went to the hospital. we're working to find out how they are doing. zpl it's 4:07. in delaware hundreds of dupont workers will get pink slips. the company is downsizing ahead of its merger with dow. dupont plans to cut 1700 jobs in delaware including its headquarters in wilmington. dow and dupont plan to merge and split into three companies the smallest of which would still be based in delaware. >> well, the eagles start the post-chip kelly era with a win over the giants in the final game. first series, 54 yards for a touchdown. murray's longest run since his rookie season. later, connor there and no surprise making snow in the pocono mountains, the view from camelback. the wind is blowing so the wind chills solidly in the 20s for philadelphia. mount pocono, 9 degrees and that's steady wind will be blowing a few clouds through the area. we'll get a good deal of sunshine, but with some of these clouds will come a slight chance of flurries during the day. nothing more than that. geelt enough sunshine to keep temperatures from going too much lower because of that wind. this afternoon, 22 degrees for mount pocono. look at the 30s for allentown, reading and quakertown. sunshine for most of the afternoon, 29 in doylestown, 32 for mount holly and below freezing this afternoon for trenton. at the shore for cape may and atlantic city, middle 30s today. 36 degrees, rehobeth, less likely to see a flurry in these locations. mostly sunny skies today, we could see a passing cloud especially to the west for westchester, more likely to see a flurry at 30 degrees. wilmington, swedesboro, topping out at 33. a closer look at the temperatures as they progress through the day, hour by hour when i come back in ten minutes. >> thanks for that. 10 after 4. getting out schuylkill expressway and 95 into center city, we're still in the green there, no problems on the blue route southbound from the schuylkill to 95, still at 15-minute trip. mass transit no problems or 4:13. today president obama will begin his final year in office tackling gun control. the president will meet with the attorney general to map out what he can legally do on the issue. he is expected to use executive action to strengthen background checks and restrict gun sales to some criminal suspects, something that congress did not approve. the president is making it following another year of gun violence on his watch. bernie sanders applauded the president's plan. >> i support it but i also believe that in terms of the second amendment, what we have got to do is to make sure, and i believe that it's not an absolute right. >> hillary clinton is also on board with the president's plan but new jersey governor chris christie led republican candidates in blasting the president for side stepping lawmakers on the issue. >> he wants to make changes to laws go to congress and convince the congress they are necessary. >> christie's rivals donald trump and marco rubio promised if they are elected they will undo any executive action the president takes on gun control. >> i will unsign that so fast. so fast. >> on my first day in office they're gone. >> nbc news will monitor president obama's meeting today and let you know when he reveals his final plans for gun control. >> it's 4:15. today part of a social services center in san bernardino, california will reopen just a month after that mass shooting there. husband and wife terrorists killed 14 people and wounded nearly two dozen others. police killed the couple during a shoot-out. a memorial service will be held at the center today to honor the victims. we have new information on the sinking of the freighter el faro. these new underwater images show a gaping hole in the hull of the ship. federal officials are considering launching another search for the black box. it got caught in a hurricane and sank with 33 people on board. water in the basement. that's what you're looking it at in the home of a woman, her house one of several flooded yesterday after someone stole copper pipes from a vacant house nearby. people living near tacony and orthodox street called police and fire crews when they noticed the flooding. we spoke to a firefighter who explained how it led to the flooding. >> the piping was ripped out of the basement and the shutoff valve as well. >> neighbors said copper thieves are targeting a number of foreclosed properties in the area. the eagles' season is over finishing 7-9 with a win over the giants. fans want to know what's next than a search for a head coach. john clark reports. >> degree in the last hour. it's likely to come down a bit more as we approach sunrise. northwest winds at 10 miles an hour, those kick in and really keep a lid on the temperatures during the day. we'll see lots of sunshine. this is a live quiet view from the adventure aquarium. pottstown look at the 20s and clear skies, wilmington and atlantic city. there are some clouds blowing in from the northwest, and farther to the west some scattered snow showers in central pennsylvania. we won't see snow showers, but with the clouds blowing through during the day today, there is a possibility we'll see some flurries at times, you can see if you look closely looks like a flurry developed in berks county. it's going to be fleeting at best. but cold enough for snowflakes, as the hour by hour futurecast shows it's going to stay cold through the day. 27 degrees, that's colder than it is now. that's at 8:00 this morning. a few hours later at 10:00, 28, and the temperature coming up just a little bit with a lot of sunshine, that's at noon time. see some clouds offshore with the winds coming out of the northwest. we could see clouds blow by but enough sunshine to keep our temperatures in the low 30s during the early afternoon. as the wind ramps up later in the day the temperatures start cooling down. we're back in the 20s at 3:00. here comes the real cold for the evening commute. middle 20s, that's 10 degrees colder than it is right now. 19 degrees in allentown and 24 in wilmington. and it goes even colder as we go through the night. this time tomorrow morning the temperatures will be in the teens. so, stand by to bundle up today and you'll need even heavier gear tomorrow. windy and cold, lots of sunshine, but there will be a few passing clouds. so there is a chance of a flurry, not expecting accumulation in our area. temperatures in the 30s this afternoon, but we're on track for the 20s tonight. there is some warmer weather in the seven-day forecast. we've got that investigation on the new jersey turnpike is what we're looking at on the northbound side between route 206 at exit 7 and 195 around 7a. the left lane is blocked. watch for police activity there on the scene. the accident scene is pretty much under control. the schuylkill expressway around 202 you can see no problems if you're headed westbound or eastbound, eastbound drive time from the blue route to the vine street expressway is 13 minutes so we're go to go there. the p.a. turnpike in the green. so, starting off good on this monday morning westbound or eastbound on 23 minutes at the most from (soft music) ♪ (colonial penn jingle) happening today back in court. the second trial is scheduled to begin for this catholic priest accused of child sex abuse. this man will become philadelphia's newest mayor. philadelphians talking about what they hope to see from the city's newest leader. bundle up. the back to work and school forecast has some of the coldest air so far this winter. there is a chance for a snow flurry or two. we'll find out about that. this is "nbc 10 news today." i'm tracy davidson. let's start by talking about the cold temperatures with meteorologist bill henley. >> we've been watching them fall in the last hour. they have come out of the middle 30s in philadelphia, 34 degrees but there are some colder spots including wilmington at 28 and below freezing for pottstown and doylestown, south philadelphia, roxborough at or below freezing. to make it feel colder, the wind is blowing. it's a steady northwesterly wind, 9, 10 miles an hour in the area which will go stronger as the day goes on. so it's going to be a blustery january day. 32 degrees at 6:00 with a wind kicking in. the temperature will be colder at 9:00, and that steady wind will keep the temperatures in the lower 30s as we go into the afternoon. winds of 16 miles an hour at lunch time at noon time today we'll see sunshine but there are a few clouds that will be blowing through this afternoon, with those clouds come the chance of a flurry. we'll go through the forecast neighborhood by neighborhood when i'm back
