Item 2 the chird Charter Amendment to require the office of Economic Workforce Development and the Mayors Office of housing and Community Development to propose 5 year strategic plans for approval by the board of supervisors an election to be held on november 8, 2016. Supervisor cowen is not able to make it here today and so we have intended to have this duplicated version travel to the full board of supervisors along with the original versions that was called from committee so at this time im not going to be making an amendment to item 2 so unless supervisor cowen has convicting open up for Public Comment so anyone wants to come forward seeing none, Public Comment is closed. A motion ord submitted to voter for the conditional use authorization for conversion of division and repair Institutional Community use and use of respective of space under the California Environmental quality act and an election on november 8, 2016. Good afternoon supervisor tang and supervisor cowen april from supervisor kims office this measure is the conditional use and replacement requirement for pdr, arts and institutional Institutional Community use thank you to be here at the rules committee we were asked to consider two items ill present and it was in response to request from many projects in the current planning pipeline and also to that think Small Projects and exempting Small Projects so we have some amendments to that effect as well as some clean up amendments or not clean up amendments but 09 amendments i think were important to some of the stakeholders in reviewing the legislation again and i wanted to just go through those line by line last year lets see here the first one being that on im sorry one of the amendments that we have proposed to have interchallenge ability of the respective continue pdr and Institutional Community and art use but after speaking with stakeholders i think there was a desire to insure the replacement space would be replacement for the loss of the prior use that was pdr for pdr Institutional Community use for Institutional Community use activities. The other amendment actually on page 5 he let me start from the top im sorry starting from page 5 the following controls shall apply in the eastern neighborhoods plan michigan, eastern soma and western selma and as suggested by the City Attorney if adopted accident central soma that was the intent i think that is important to say if adopted central soma as well as there was a clarification or provision to insure that the most prior nontemporary use in the space would be required to replace pdr and Institutional Community use there was a concern that there was temporary uses in a space that was would be considered a new use after speaking with the City Attorneys office it is okay to clarify that the prior use was if a prior use of pdr Institutional Community or arts activity use that was a nontemporary use the concern of temporary activists for a pop up bagel store or Something Like that that was of concern to the community members. United states pop ups would not be required to be respected. Exactly. Lets see so the issue that i was bringing up is listed on my page 7 line one replacement space maybe space for pdr and Institutional Community or arts activity use that would be redacted the replacement would be one for one the loss of prior use the ass as far as the grairlth what we came up with with the grandfathering well move to grandfather projects of the environmental application of june 14th but there is about 10 to 20 list in the pipeline theyre contemplating a pdr replacement in theyre concentrated site but it was important to capture some pdr replacement even in the pipeline replacement the replacement is 40 percent for projects in the pipeline but had not received theyre planning approval by june 14, 2016, so youll be capturing some replacement and lets see here there was a specific case that was raised about a project that had received Affordable Housing credits with the affordable units on south bay marina and want to exempt that particular project. So i think. Im sorry explain why we want to exempt that project. There was a case of investor that provided a commitment to insure there was the 200 i believe thirty unit anothers south bay marina an expiring new Development Use they came before the board and they basically provided that benefit to these south bay marina apartments with the expectation that thatll theyre concentrated future Affordable Housing credit for a future site would be credited towards saving those two hundred. I remember this now sorry. And i believe those captured the majority of the amendments oh, we did consider an amend to the smaller site but after speaking with the stakeholders they were more concerned about not necessarily the future small sites more about a particular project that was and the impact the grandfathering date so while we considered an exemption for smaller promotions i think that moving forward as long as the roles are clear moving forward the smaller project exemption was not as much as a concern. Okay. Any other amendments or are these the only ones. Ill wait to speak until youre done with the amendments. I think those are most of amendments. So what i have here is interchange ability it will was for the replacements of that use or the same use a clarification that the prior eye if it was temporary for example, that it wouldnt need to be subject to the new requirement grandfathering there is a clause about environmental applications being accepted prior to june 14, 2016, but there will be a 40 percent requirement for pdr space for those projects in the pipeline if they didnt get the approval by june 14th and specifically the south bay project and a small beach exemption not at all; is that correct. And looking at the legislation i think for what we start to go into the replacement requirements so call the roll. The legislation in the areas of july 1st, 2015, the replacement space shall include one square feet of institutional use activities well delete m because of showcase square and castro street and that was the request also from supervisor cohens office. In the areas of july 1st, 2016, are devoted umu and u m u 0 the respect shall be 7. 5 pdrs were till redacting m u g and r for the. 7 requirement that is office and retail and dropping down and adding a section to have the replacement at the want 5 Research Want 75. Okay. Can you repeat one more time the areas youve removed from the requirement. In areas that are removed are m u g and m u r. Okay. If deputy City Attorney mirena burns. If i can clarify one of the amendments that was discussed regarding the temporary uses i believe the intent not if there is a temporary use not to replace that but rather than lets say a site with pdr use it is vacate for a year and a temporary imply pop up the idea then the next permit uses proposed will still have to replace the pdr use if it intends to demolish the building so the temporary use in between wouldnt wipe the slate clean that is the intent as i understand it. Supervisor cowen thank you very much good afternoon, everyone so last time we heard in committee you heard from me i had several concerns i want to thank the folks for speaking take into consideration i want to talk about the amendments proposed sforp the removal of the m category im in support of as i said, i didnt see a reason m would be included and now weve scaled back the scope of the measure any reference in zoning a requirement so thank you for that and changing dates from july 1st to july 14th im supportive of that as well i think that makes sense to have one be consistent date not that really the changes in this area or properties at that measure impacts so the change is acceptable to me now as a relates to the m u r and others districts a president 5 square feet replacement obligation instead of a one to i support and the change it acceptable we have this lower obligations overall and the removal of the option for the pdrs or constitution of Community Use to insure it didnt compete if pdr have removed you must replace that with pdr and vice versa i support that the change make sense what we have said is that we dont want to fit one of these desiring uses over another and this change will help to make sure that the pdr space is not taken over by Institutional Uses and also vice versa the grandfathering provision i think that is better but i dont think that it goes far enough i think that the grandfathering provision from the final planning approval to the environmental obligation is a step in the right direction and however i do have concerns about the president 4 replacement arrangement weve got projects in the pipeline nearing the Planning Commission approval or weve received theyre concentrated approvals im saucer aware of the feasible this is a question i can pose to you have you guys talked about the obligation with any of the folks. I forwarded to them but none has addressed the feasibility of the. 40 option. How did you arrive. As a policy we are isnt it true those new replacement requirements and trying to insure balance moderating moving forward with the different terse based on the only. 75 and. 5 the idea that while there is currently a pipeline of projects that we didnt want to exempt too far too many of them without requiring a replacement with the discount of. 20 in the project sponsor is committed to pdr thats one of the concerns for the stakeholders and you know the potential replacement requirement would be. 2 so that would be. 4 must. 25. So do you think this makes sense for all of the projects impacted. I know there was projects that have already envisioned a replacement of pdr i think it would take to looking at each project individually to understand you know what potential impact there say, i think because Central Waterfront and potrero are not included there is probably a list i think about 8 there are other projects that are in the central soma plan the conversation with the central soma will be ongoing so i would like to take a closer look at the pipeline to get kind of the finegrain and find all the different projects. Again on appeal you guys think twice about bringing up this to the ballot and really handle this to be able to reach out to all the parties involved particularly those the parties are impacted you know colleagues a week passed between our last hearing and the proposal and i highly doubt that was provided enough time for the Planning Department or the project sponsor to begin to redesign to determine if they meet the requirement and in pcos on this requirement at this point is it so arey im supportive of the change to the provision to apply to the environmental application dates but i dont think weve done our Due Diligence to decide that. 4 is the right requirement thats part of my overall frustration with this measure youve heard me articulate that last week, i feel if so not adequate time for people to review it there is little or no conversation of those that are impacted by it i know this is not the way to make the planning policies inside of San Francisco is feels incredibly undemocratic and unfair and executive im disappointed the small project exemption is that Going Forward i cant tell you introduced that. Thank you to you and move the amendments proposed and say im really pleased youve looked at the concerns raised at the last meeting a couple of days ago any understanding with sfmade communications that addresses the concerns that others have made but for this issue im supportive of the south of market leadership and the Mission District advocates as well as i think this is an important piece of legislation that should move forward so im supportive and appreciative of the efforts to address the concerns that were raised. Thank you supervisor eric mar and thank you for bringing forward this amendment that will make this measure slightly better i concur with commissioner cohen on the grandfather provision so still requiring the 40 percent replacement for those projects in the pipeline i think that again another instance the city changes the rules midway through the permitting or fee process and in terms of the small sites or smaller projects exemption thats something that has i react to that we should have one in there but without the analysis to the new areas that sorry i guess the reduced amount of areas it is covering i dont know what that means i dont know. I, ask the Planning Department staff to come up later wanted clarity around the smaller projects and if it is necessary at this point and thirdly, flipping through this i want to calling your attention the 100 percent Affordable Housing 100 percent may be added as a permitted use if the replacement space includes one square feet of pdrs institutional communities or arts activity for each square feet for conversion so in my mind as im reading not an exemption for 100 percent Affordable Housing it is saying i must provide this space replacement space and i have a problem with that especially given the work at the board trying to promote 100 percent Affordable Housing through the Affordable Housing Bonus Program im really concerned there maybe projects impacted and not move forward given provision i dont know if supervisor kim is open to changing that there is a full exemption for 100 percent Affordable Housing. Im just to address definitely will raise that with her in terms of the 100 percent Affordable Housing requirement exemption i apologize but i totally understand you passed the 100 percent Affordable Housing Bonus Program and it would be this provision would be a requirement only on the specific district of pdr and s e g not a replacement requirement for all 100 percent Affordable Housing projects. Sure i think i want to give the flexibility when issues may arise or projects happen in on the flexibility to figure out what we may want to include in the wvld projects thats my only concern i do so Sophie Hayward i dont know if you want to speak to that. Hello. And deputy City Attorney. The response of that and our supervisor cowens comments regarding pursuing this protectively rather than the ballot you know as we put this forgot one of the things that was important in issuing the finding that relate to both not just the loss of pdr but the nonprofit and art space one of the solutions that has consisting come up in the Northern California grant makers report on the status of nonprofit one of the solutions theyve identified in zoning tool to be able to preserve and retain the existing nonprofit uses in the city and so this is really coming from from best practices and ideas for solutions and so i think that we want to continue to push forward this initiative at the ballot to say either the requirements for those types of use but providing this board and the next board with the flexibility to address issues as they arise on a comprehensive basis so i think that the amendments that you all have put forward that would allow the board to amend this legislation if it adheres with the scope of the this legislation is where i feel we have been able to try to find that flexibility moving forward. For clarity for the committee our office hat has not signed off on the 100 percent proposal that the committee is discussing today were fourthly u figuring out what did board could do to the ordinance that within the scope and factoring the to thirty day rule the proposal your discussing would effectively allow the residential uses in districts not currently allowed that is beyond the scope of concept of the measure introduced we could, of course, worked with the very important or any of the supervisors after this meeting to see what is possible if the committee is interested in discussing further but for today, the committee could not adopt amendments with 100 percent affordable. Can i bring up Sophie Hayward from the Mayors Office im curious to whether mohcd will consider those areas for promotions in the future. Sure tuff Sophie Hayward from the Mayors Office of housing and Community Development as i read this i could be wrong the conditional use requirement i think applies to all projects within the mission and eastern neighborhood and western soma on the opening paragraph based on that well ask for exemptions more Affordable Housing projects because of the fact that the density bonus passed were hopeful well not have a automatic fee based on the presence of the pdr use i would say currently the ground zero of wvld affordable buildings include the uses like itself units, Tenant Services manager offices the lobby and, of course, the Community Room that is a requirement for our state financing be included so we if we have to move those to europe floors that is the at cost to the units we want to see the exemption for the projects if this measure would apply to all of those areas within the central soma yes projects we are compensating in those areas. Any in the pipeline right now. Well sure the shot well site within the mission area for example, and sites on fulsome street and other examples. But i maybe misunderstanding the application. Around the existing provision regarding 100 percent Affordable Housing so the john gibner, deputy City Attorney. Made a comment about where the 100 percent informational will not be allowed in certain types of zoning but if we are reading this correctly i read it the someway as ms. Hayward this applies to the western soma and the central soma it will impact 100 percent project that are in the pipeline. My understanding and this is based on conversations with april ill defer to clarify if im misunderstanding what shes proposing the draft in front of didnt capture the continued as i audiotape it i think that we might need to take a step back the intent i understood and april clarify this is that the proposal would be to allow Affordable Housing projects 100 percent Affordable Housing within the s a i l sally at the deduct theyre not allowed in the district whether or not theyre concentrated affordable or not zoned residential so for the provision that allows Affordable Housing projects in the zones if theyre concentrated projects were doing a pdr Institutional Community and artists replacement if it is a project that because of the conversion theyre doing has to replace the use as an allowed use for the project theyll be allowed to put in one hundred Affordable Housing development as part of that project to replace the pdr uses. I understand that is not acquit the language in front of i understand the amendment that is the intent of the language as mr. Gibner said earlier were working on whether there is something the board can do within the scope of the ordinance as introduced because of a ballot measure we have restrictions on the noticing and requirements allowing housing in a Zoning District where this is currently not allowed maybe beyond the scope of this committee. Were trying to sort this out the cu will be applicable to the eastern soma and western soma and thats what were seeking clarification that will impact the proposal well move another a minimum 4 units at the ground floor if we were to move all the communities spaces and Tenant Services to the second story up to 12 unions in addition subject to a conditional use were not subject now. I was here last time a remembered 1 plus units open fulsome the corner of 23rd and fulsome one thousand square feet of art gallery and another 3 thousand square feet of art so for a total of 4 thousand art space were thankful and appreciative of the conversations over the loose few bases days but need to be clear with the grandfathering progressions youve project will not be able to go forward we ask that we have the grandfather provisions limited to projects with the environmental application submitted by june 14th we submitted our application october 2014 and so thats almost two years ago our Planning Commission hearing is on the 4 ugly four we have come applied completely with the eastern neighborhoods not asking for anything from the zoning change stand point so everything is as much as it can be imply the book to say a unexpected hit city last minute we want to push if the legislation is going to go forward we focus on the grandfathering before june 14, 2016, for the environmental evaluation thank you. Good afternoon madam chair and supervisors im adrian field represent with the carpenters local 22 and i think that supervisor cowen said it best this really is not fair weve spent a lot of time and effort getting candidates from developers with the Carpenters Union local 22 and have a lot of work we have committed to do future work this is going to put people to work and apprentices and apprenticeships and help carpenters stay living in San Francisco and have to redo the rules in the middle of the road is just not acceptable so, please if you can wed ask you exempt the projects grandfather the projects and dont change the rules thank you. Good afternoon, supervisors from reuben, junius rose first thank supervisor cowen for her comments were in agreement primarily to ask you to add a provision to the matter for the replacement projects project a conditional use pursuant to the planning code as part of eastern neighborhoods a number of historic surveys were to identify the Historic Buildings presently Historic Buildings in certain district maybe converted not for the recreation this b and c in support of viability of preserving the buildings that are in Historic District excuse me preserving the buildings of historic pornls with the umu district and this recognizes the cost of rejection of the Historic Building is a higher cost and the ballot measure will contradict the section 803 point do 9 therefore well urge the committee to consider the exemption and i drafted potential language. Good afternoon supervisors im throwing with Access Development group and want to echo a couple of things and make a comment we started on the project nearly 2 years ago and purposed the property last argue it was a considerable sum and really impactful and devastating is a strong word but has a strongly impact and potentially compromises the feasibility of our project if those proposed new protections coming up two years a after weve started our project it is unfair and very detrimental to the project and secondarily one of the things we want to point out is that the challenge or problem with an ordinance like this it really is a onesizefitsall approach that didnt fit youll dynamics our project is next to a childrens park an historical pdr slash industrial use on the property but really not appropriate for the current uses around it is the entire block is residential and there than a childrens park on the corner in addition a elementary across the street so it is really not suitable for industrial use this ordinance will require bringing back sort of an industrial pdr type of use for a site not appropriate thank you. Kate director of sfmade thank you for the last comments at the last meeting theyre concentrated essential i take the point i think this is far better as a protective process ann and an initiative the case in the back and forth on this for riders and. 3 or whatever Affordable Housing in the pdr zone i think this goes to show not enough computed from folks that have actual real data is taking a look at as we craft this policy with that said to comment on ways have i want to thank supervisor kims office that reached out to me at the last Committee Meeting unfortunately, one meeting is not enough and this is not in our opinion deliver the results we hope for a couple of specific comments 3 is problematic to introduce Affordable Housing through the pdr zones and not in support that have were in support actually supervisor tang in allowed housing for considering the allowance for pdr replacement more Affordable Housing the second is i want to ask that we look twice at the how were wording the like use replaces like use pdr is not a like use arts for example, is a allowed use within pdr i think you want to look at nonprofit office use that is a building term and scoping term and pdr use which includes arts we dont have a problem with arts and other pdrs replying one another we want to make sure that nonprofit and pdr uses including those dont compete with each other and last but not least nothing in our service for that shows that. 4 for grandfathering mapsz were in support of keeping it clean grandfather with you have and move forward with the new policy thank you. Theyre concentrated encouraging not an exemption for 100 percent Affordable Housing there was a we originally are the Affordable Housing in the pdr and c3 g and so in speaking with Sophie Hayward from the Mayors Office of housing i think we wanted to talk about more about an exemption more Affordable Housing i heard as an exemption not just only in the exemption to the replacement requirements but to the conditional use requirements this legislation currently contemplates that that projects that would have a pdr loss will have to go before the commission to get approvals so i need to get back to the supervisors for consideration. Im glad well continue to discussing that that is credibly important to me did the planning needed to weigh in on the fee requirement i guess josh from planning. Good afternoon, supervisors that was more a clarification of the intent of the ordinance which we remember discussing a couple minutes ago the measure was written the conditional use will be triggered by displacement are conversion regards what the plan area will include the residential dissected but the respective requirement will be on additional layer in the district so a clarification where the continued to capture all the districts with the conditional use. For example, if lets say josh sorry stay up here for example, were we in district 4 and have mcd thats not being covered. Were talking about the area plan in the mission or in the neighborhood commercial on valencia street or Mission Street the fee will urban design triggered but the clarification is thats the intent for the measure. And so mr. Among will you bring that back to supervisor kim. Okay supervisor mar. Yeah. I had a quick question i had to say im in favor of the exempting the fee requirement and ask josh and others i think in the legislation is cites 2005 a 10yearold study on the impacts of pdr on our eastern neighborhoods and i know that mr. Al berry link and any more improvements on the areas on housing and the impacts of pdr as well. Josh with Planning Department staff the most Current Study conducted has been the eastern neighborhoods monitoring report which a draft that was published last week and the most up to date matter not covering the entire city but the eastern neighborhoods but provides the most up to date information so not in the southeast. I know when you met with nick from my office has that report been shared with all the offices. I can make sure it is. Thank you. Thank you. So i will say im okay. Where accept some of the amendments and i think there definitely needs to be more discussion to be followed up on even some of the meantime amendments im of the mindset i expressed that i feel this is really not the way to be addressing this and in fact, could do something quicker if we introduced an ordinance at the board of supervisors very soon so and to address particular neighborhoods in the mission there are impacts i know that supervisor mar youre interested about so all of that said to if this makes to the ballot there are certain things we need to change from day for example, ill prepared to accept the amendment to make the clarification that if there was pdr use but vacate and taken offer by another temporary use that didnt wipe the following developer or project sponsor from the replacement requirement on that the grandfathering im okay with hud well accept the environmental application prior to june 14th will be exempted and not see the 40 percent requirement im okay with the 80 south beach requirement they understand that issue before the board and the issue the various areas the leading the m u use because of the nonneed because of shaurdz and potrero hill were removed the change for the. 75 to the 5 and removing the m u g and martin luthern king jr. s u u those are the ones im comfortable with the change ability with the art pdrs use i think id like to see some fine tuning in Public Comment to make sure that again, were not putting the various groups wire trying to help against each other with different uses i want to see more work on that. Thank you foreclosing remarks i want to acknowledge supervisor kims for thats a good question my concerns take into consideration of the legislation i had most severely strongest problems with i that that based on the discussion today that all of those issues are something we can solve legislatively through the intrrmdz or ordinance i will hope youll seriously consider this i think that speaks to wisdom and leadership when to take something in the ballot and not a decade to establish the eastern neighborhood plan and a inspirey committee that has been curriculum vented really im calling foul and highlighting that the focus is not working and circumvented for whatever reason the connotation and public i find that note acceptable particularly representing parts of community that have been historically locked out of the process and feel that the processed that the legislation is brought has that same theme of people outside of community making the decision for you will have an impact but not including with the conversation i think that is mean spirited and hurtful the pdr and land use regulations in the eastern neighborhoods are incredibly implicated and not changed this quickly without a robust analysis and very Strong Community process i think that this is the wrong way to be making change we dont make others planning changes that way and didnt pass the density bonus and condominium conversion we didnt pass shortterm rental legislation this way this is really not ready and the sponsorship please i beg try the legislative route before the ballot i just will finalize my comments on just the acknowledgement none tried the legislative process that was jumping the gun bringing it to the voters thank you. Thank you supervisor cowen i forgot to mention a couple of things maybe before the next rules committee i want to see more analysis on the small sites for projects whether on exemption for the proposed unit size or Square Footage and dont know what that means and impacted but something that i would like to address if necessary if not great well not need it here, and, secondly, there was the issue that was raised during Public Comment about certain areas recognizing the Historic Buildings im wrornd in supervisor kims office could look at that and honor in terms of the 803 section 9 that was raised earlier those are the two things i want to add to my comments earlier so at this time then i dont know how my colleagues feel about the various amendments i know supervisor mar youre ready to take all of them im okay with a few but supervisor cowen im not sure you, you feel. Im prepared to take some of them. Well start with the ones in agreement. In terms of the why not start with the clarification that the prior use with pdr but maybe a temporary space came in and it was a different use not within the scope the slate clean the next project sponsor will be held to the replacement okay shall we motion for that to accept that. Good morning anna for the programming to present this item for you today while were bringing up the power point ill begin from the sfmta for uber 27 million in prop k for the van ness improvements including bus Rapid Transit this will the evidence will then show over 200 and 50 million in nonprop k for the transit lanes on van ness this is low vehicles and the prop k funds and the project funds will fund the incremental cost of to 60 feet trolley buses on the corridors that includes the quality stations and the other lemons that are prop k the overhead this is where the trolley connects and the priority work with the Transportation Authority funded a whole host of other safety improvements and streets and Public School updates for sewer and lighting and sfmta and the public works are accounting the final number how much the puc will have as the financial cost estimate to be done theyll be responsible for funding project for the open by 2019 and mta will be e amending the General Services latter this summer for the construction fee support this is a c m j and the next project the tunnel trackway prop k fund over 4 million along with a commitment to allocate 3. 55 Mental Illness will be learning over 50 million for nonprop k for the light rail and muni tunnel into a state of good repair between the castro and west portal along the light rail will decrease the passengers time by 3 minutes for the 40 million passengers on the k and m line not contentious not weekends like pride parade or a moratorium and during the closer all the Muni Services so for the k and m line will be shut down within the outer limits with the service with the bus bridges provided for transit assess the work will start at the end of the summer and be cometed within a year next request from mta for the prop k portion of paratransit this is manual funding request for the broker contract a new contract go started in fiscal year 20162017 and the contract amount is higher than man the impasse primarily from the increase in salaries and benefits for the Service Provides the amount of prop k funds it slightly hover will 500,000 a year and recommending advancing prop k for 2056 in order to meet the funding commitment from prop k. Next request for the south beach for the trail this is a public works on boo of rec and Park Department to have a funding request for the design phase to match a federal grant and the commitment to allocate funds to the construction phase so replace the southbound between slope and skyline with the multi use train and very vegetation the work will be coordinated with the public works for the ocean beach highway to bring the lanes if 2 northbound and 2 southbound lanes into one northbound and southbound lane that will use the sprays that otherwise is no longer in use next request for signals the first request is for 6 new signals in the city and two partial beiges this is the infrastructure with the signal and pedestrian count down and assessable audible carts over the next request for upgrades to the signal funds webster street 7 locates and with the pedestrian signals as well. Good afternoon chair tang im the project sponsor for the yerba buena ramps project this morning, im present a status update on the project. Can i get the slide presentation to start. There we go. Thank you. The starting off with a quick see how quick it is. Do have any extra. Ill follow you. Starting off with a quick photo of Yerba Buena Island with the east bay span in the background the next slide actually shows the current construction status of ramps project the rams project was awarded in december of 2013 it is currently 90 Percent Complete on time and under budget the current construction capital phase is 63 plus million and our dbe is 29 permeation were on the fact of the matter the new rams are opening in december 2016 and additional landscaping that needs to follow beyond the opening but it should be wrapped up by the end of the year as well some of the milestones over the summer and including with the ram opposite the construction is working on the bridge barriers and as well as in august well move forward with the north gate reconstruction and the schematic bridge and following up in september well move on to the traffic electrical signing and striping and then that will essentially put us in a position to open the ramps in late september and than beyond that shaping there the balance of the year and wrapping up at the end of the calendar year. Just have note there are interesting facts and figures concerned telephone thousand plus cubic yards of concrete being used in the construction over 14 hundred trucks loads there is over 5 Million Pounds of reinforcement slowly and 37 square feet of 7 million of piles and as much as one and 85 tons of structural steel just been a challenging but a very striking and important project a lot of elements go into it. The next photo actually gives us an aerial view of the improvements from up above the tunnel on the island so it is a give us a depiction where the offramp and on ramp dbe medics will be when it opens couple of efforts were moving forward in association with the ramps project weve been working with caltrain and the bay Area Authority data the coast guard and Bicycle Coalition and tida to look at the improvements with caltrain gets ready to on the bike facilities on the bridge that is through the orange color on the slides and caltrans is instructing that area and work with the partners on this project we have in addition looking at installing improvements at the visa to points thats the area well see in the yellow green orange and blue those well be putting amenity on ports 9 working with the coast guard and partnership in that effort the vista point has restrooms and bicycle racks and beverages and in addition a parking area to allow folks to park and gain access to the vista points with the bike pedestrian facilities on the bridge we think this is important to get something in place there is sill Additional Development and construction going on the island this will be an excellent point for folks users the facility will actually enjoy the island the current funding those for those improvements 2 million for the funding that will be completed with data and Authority Funds the portion from the authority will be from a construction change over to the ramps project and look at the vista point opening in the fall of this year as well and 24 picture is a photo of what the travelers to vista points seize from this a nice shot of east span and the bay bridge. Commissioner breed has a question. So what happened to the houses that were in that location were they torn down. No, they were protected one educators 10 that was relocated to the cove but the others were protected in place. So theyre still there. They are. Are they empty. Theyre concentrated empty at this point. Okay thanks. The other area of improvements that were looking at on the island over the last few months weve been looking at the operations and the local circulation and so we are this photo you have in front of you are showing the plan south gate road alignment this was what was originally planned by caltrans over the last few months working with tida the coast guard and nevada and as well as mta and dpw we have evaluated this area with the local circulation and have determined significant plan deficiency with the current configuration of south gate if you look at the configuration it is anticipated from traffic resulting there is still backs on the to the offramp and vehicle conflicts from this visa to point we reviewed and no Public Parking currently with the project and south gate and hillcrest are circulation deficiency and in fact, there as currently designed turning deficiencies not to allow for truck turning lanes again weve been working with caltrans and the coast guard and all partners in the city with the Engineering Team have development a proposed new set gate alignment and youll see the new alignment brings south gate around quarters 8 and under the east bay ramp tiein this separates the pedestrian bike pedestrian pathway over to vista point youll see that separation and the conflict is removed with that configuration the it reduces the queuing on to i 80 no potential bomb and a free flow of traffic and eliminates the biking and with the traffic circulation in this fashion were able to accommodate much greater vehicles and finally with the new configuration it has been designed so it it accommodates all truck turning the we have everyone has concurred with the plan and the improvements the current assaults is now moving forward with the Implementation Plan caltrans is orchard a deductive change over to remove the south gate reconstruction plan and the next step is working through a funding solution to implement the south gate realignment and working with your Funding Partners with caltrans and bat is compatible with the Funding Program and hope to have it together in the next two or three months with that, open up to questions. Commissioner breed. So whats the plan for the area once it is done. Below the coast guard or up above. Mostly the nonrestricted coast guard related thats open to the general Public Comment. The plans are to go ahead and continue to have the great whites in the house Still Available for rental again and usage and the up above the on Yerba Buena Island tihdi is working to develop Yerba Buena Island. Yerba buena includes the specific area. Yeah. You have for example, the new ramps that will make that a lot safer to exit and go get on the bridge a bike lane riding theyre concentrated bikes not theyre not able to make it to the other side of the island based on the facts there have not necessarily bike lanes in the hills and just the ability to get to the other side would be really challenging based on where the bike lanes are more than likely you have bicyclists that are going into Yerba Buena Island and the question i guess is what happened then because is there a pathway i am not im concerned about safety they may try to go to the other side there are the city and a lot of tourists do try to go to the other side but most importantly whats the proposed in the area that would i guess have people who visits the area stay in the areas to avoid any safety issues. I guess. Thats thats a good question what is happening with tida is moving forward with a plan and 60 foot bicycle peddled path leaving the bridge and a continuation under the bridge and over to ma colonel and a 16 foot bike pedestrian facilities. Under that narrow area under the bridge. Yeah. Okay you going to add more 11 to the rock. In fact, if we go back to im not sure how to do that but shows the set gate realignment and the light orange for caltrans touches down and youll see in the darker orange the as the trail curls under the bridge so this is where the 16 foot path continues. Uhhuh. Whoops disappeared so if you look at coming down the light orange from the bridge and then youll see the darker orange path allows you over vista point and ties over to ma custodial so that has a it is dark down that at the night time so it is closed how does that work. During the developments lights will be installed so alright. Yeah. One thing that tilly brought up the current plan the visiting vista point the instruction south gate is not completed that will be working were working on, on the fund plan and implemented next year once we finish in the orange tida will be undergo the construction of ma custodial road to be constructed is somewhere in late 2017 or mid 2018 there is judging to be a huge amount of Development Work and rode construction new watertank constructed a whole plan laid out by tida for the roadway system and the other project the authority has moving forward once the road ma custodial road so constructed with the twoway twoway traffic initially and will be closing a portion of hillcrest Treasure Island we anticipate going out to construction for the spring of 2018. Okay. I just. Tilly chang to add on in the meantime ma custodial road is closed awhile construction there is even currently now and continues to be a caltrans shuttle that allows us to the lisp code that provides for the bike connection for the eastward facing side of Treasure Island. What about muni. It operates, of course, the 25 line they dont i dont think they have a line it goes up to the top of Yerba Buena Island. No, they dont. It was expanded by caltrans they have a shuttle that sits out there today and operating in place of muni and once everything is reconstructed Muni Services will be much greater and back in service. But you know there is a lot of 0 people that dont have vehicles that live on Treasure Island and i guess im trying to understand you know what is going to happen to them as a result of this work that needs to be deny they completely rely on muni. Thats service to Treasure Island. But not going to decrease in the time period. No in fact, the current plan for tida and theyre concentrated developers as the island develops theyll have a Transit Center on Treasure Island and the muni will start bringing ac transit asia theyll be a shuttle in for island shutter. San francisco is a twentyfour hour worldclass city our Transportation System needs to reflect that our Late Night Committee 14 billion employees 52 thousand people and tax revenue morph night life is part of San Francisco cultural part and san franciscans and others come here late night and Early Morning to traffic to and from work it is important as the night life economy to the Economic Life our late night transportation didnt regret that instead of the structures woke up after sunrise and the late night is inadequate for transportation and it is nonexistent and san franciscans have suffered our lack of viable traffic options encourages people to drive and puts the financial burden on workers to address that i compound a late night early Transportation Needs and offend the legislation for the Transportation Working Group and setting the problem to move towards a responsibility Early Morning transfer system today, im in full support of few minutes and work working with the office of Economic Workforce Development and the Entertainment Commission and the late night Transportation Group to insure were providing a better transportation for the patrons and workers thank you. Good morning, commissioners this is an update and ill try to keep is quick on the late night transportation study and thapgsz to adam taylor that is item 8 in your packet an informational item as adam mentioned this is did late night Transportation Group that is stakeholders from the taefrment and employers from who rely on late night workers and the focus on getting late night workers to those jobs that rely on, on that late night Transportation Network and really a function for the Lifetime Services weve been working with the working group and as well as transit agencies and oewd and the Entertainment Commission to move forward a set of initiatives that are identified in the final report from phase one from last year and one of those was just to continue the working group that happened and the other 4 ill give you the brief updates and any questions the first of those that most of presentation focuses on an update to the late Night Bus Network that operates between roughly the hours of midnight and 5 00 a. M. And the rail service in the city is undergoing maintenance to the bus network filed in with the daytime bus work and looked at it that there is a Pilot Program for locations specific improvements in neighborhoods where there is a concentration of late night with a toolbox based on the interest in the improvement districts to neighborhoods that oewd has been working with on that the lower polk and union square neighborhoods but the idea to build a toolbox to identify the needs and then identify specific locates for improvements like taxi stands or muni signs or bus stop improvements another thing were excited that is rolling out a coordinated campaign for the finding of the first phase of the study was that a lot of folks that dependent the late night transportation dont know how the resources are out there hes a multi illegal unit and ive print this this is on bart the ads to help to communicate the Late Night Network is out there and direct people particularly to the 511 website that is all nighter dot late night and now resources for a system wide map and so we can then goat people the resources they need from the different operators and then lastly were putting together a analysis the last time a comprehensive look was last year so were working on practice to analyze service and the Network Performance nor fruits and vegetables so ill bros through the Service Analysis piece and ill be happy to answer any questions you may have. The first step undertaken were working closely with the transit operators on this work is to step back from the existing network and look at the demand and data on the existing work trips that folks are making around the region lasted at night a total of 43 thousand trips as well as to and from either people that live outside of San Francisco or commute in or vice versa during the all night mint to 5 00 a. M. Weve looked at where we live and work and demographic and low income folks and people without access to cars those are the people that most rely on this services this is the first piece of analyze and 0 following that with a look at the existing services and the performance and identifying recommendations for improvements to the Network Moving forward. So the key take away and gaps along the embarcadero up to Fishermans Wharf a lot of jobs up there not certified with the Late Night Network weve identified a lot of the the home and late night quadrants of the city by scattered through through other neighborhood and Employment Centers with hospitals or universities so looking at regionally a lot of folks are coming out San Francisco we hear this from employers they rely on the workers from ousted the city to make theyre concentrated businesses function and a lot of folks from the east bay and from san mateo particularly the el camino to sfo no all Nighter Service and then lastly theres a Smaller Group of workers that is commuting from San Francisco those are residents of the city out to areas around the region and the main finding most of those people are going to San Mateo County and jobs in the sfo and surrounding areas and the camino area and a lot of folks from the southern portions of the neighborhood along the intercity and poor connections to those jobs that is another opportunity so the final slide sums up the Key Opportunities were looking more closely together with the transit partners and again, the Fishermans Wharf the park merced is another opportunities for folks not served well, in the system and in San Mateo County we are working with the corridor to fill in the all Night Service and better link that with the muni and working with the operates what ideas could be there and lastly in the east bay there are gaps north of the Richmond Bart and want to figure out how to better serve those trips so again weve looking at the existing services and well come back to you when we have final recommendations and get our thoughts on those well. Good morning, commissioners my name is jackie saks as you may know im the member of cac and in the working group working with the working Group Meetings since other of last year and last february someone came into in front of the the cac with the 9 to 5 vision and we dont nothing about it i caught any eye im a night outline i go to bed at midnight i worked at i attended all the workshop meetings and told them that they should look back to where the before the service was cut in december of 2009 and in december 5, 2009, go back and look at the 2002 block let and see how often the buses ran and how late for the reason there were articles in the paper and on tv there were news items that people at Fishermans Wharf were losing money the workers couldnt get to work and had to quit a had to hire tech buses to take them home or bart whatever this sort of thing i strongly urge you to look back to where the service was before it was cut on december 5th, 2009, look at the 2002 book lets the schedules back in 2002 look and see what was going on then and what is going on now because as now before 2009 you had to wait no more than 10 minutes for the transfer bus now up to a half an hour and it is ludicrous people that work in hotels and restaurants and people work the swing shift and graveyard shift needing to get to and from work and the people with disabilities that are traveling out late at night take into consideration thank you very much. Again that was an information so item 9 an item 9 recommended adaptation of parking supply and utilization report this is an action item. Must michael good morning chair tang michael principle planner ill make this brief this study data back to the adoption of mobility assess and pricing study i think that most of you in this room may not will have been the the board this adaptation yes. The area wide pricing a feasible way to manage congestion in downtown San Francisco but like to see you explore one was implementation of better transit to be able to support the and seen the prelims of moving forward and the central subway and bart will go into construction and that move forward as well as looking at some of the things we can do with the freeways and the final piece what role parking plays for an alternative or supportive measure to help the prigs thats the focus of this study that last piece and part of larger demand management and so the key goal are about answering that question and the evaluation is narrowly focused on congestion with the mode shifts reducing the vehicle miles traveled and as a bio pursuit getting an estimate of offstreet parking supply and ill go into that in a little bit. And so we look at 13 strategies that fell into 4 bucket the fee because the closest thing to the bay area pricing and the bulky have to pay for parking on a dale base and a cash out theyve offered an alternative to that cash quantity space a and so the results the 11 the offstreet parking supply that is nonresidential parking and offstreet parking so we found out found out the sf park consensus discovered 96 percent of the parking Salt Lake City we think we have a good handle on that and just kind of get my head around around the offstreet parking residential is 87 thousand in the northeast and doubled that statewide so again, if you through in some of the residential that concludes my remarks it is 5 hundred to 6 hundred thousand spaces citywide. And this is a reminder of the evaluation. Just a request if youre counting the hearsay of cars in the excelsior is that offstreet parking or nonoffstreet parking this is the not counting the cars those had been in addition if you want to count those spaces we dont count those spaces the results from this is the parking strategies are a mild effect on the vessels miles traveled in the Northeast Quadrant of the city and we found that cash out performed a little bit allows effective a than the fees we tested 3. 06 the 3 dollars is the closest to the pricing approach and we found that that was somewhere between 2 and 4 percent reduction in the vehicle miles traffic but the math area pricing performed more than twice as well, ill get to the reasons why in a minute. The other thing we looked at what kind of revenue will be generated and found not surprisingly in you charge a fee during the peak generate a significant amount of revenue for the revenue measures not tested the reinvestment into better transit and the services obviously take into consideration that improves the results we found so a jeopardy conclusion is that parking is a good tool for managing congestion but that were already doing a reasonable job we know that parking is priced high in the Downtown District and the reason that parking is not as effective for trips that drive through the quadrant and dont park it is urban touched two the parking fee but touched by the pricing theyll pay less in parking and not likely to have theyre concentrated strips shifted so a significant piece and the residential piece people that live in the district will not be touched by the parking fee the general takeaway other challenges with the parking in 2010 there was a different conversation around parking with the park going in we know that there is challenges politically with some of the parking approaches and the operates have different priority we we reduced the people parking well reduce the prices and theyll fill up theyre concentrated garages we cant control that the final recommendations we are requesting that you consider this for adoption today that we continue some of the parking initiatives in the city the first, the tdm ordinance we talked about la month an update for the parking permit that mta is infrastructure taking and in terms of the property lines like Yerba Buena Island that is the first dreems we price people on and off the bridge and the Management Study and the parks the flip side getting people to driving lessen is congested system ill be happy to answer any questions you may have. We want to commend acknowledge our Fund Partners and the technical folks. Thank you commissioner breed. I have one question when is all the studies and changes and mode shifts and all the things will we feel the impacts of a lot of this stuff were funding. Because the city is seems took more congested than itself ever been we supported studies weve supported changes, weve spent so much money to address safety and mode shift and this and that when will we feel the impacts of the money were spending on this. Thats a great question ill try to address the next item is about the homeowner plan thats part of answer some of the initiatives it takes time to feel and are certainly as in the economy getting whitehot it comes on quicker than we can keep in 2010 with the congestion the pricing people want to know why were studying this it it takes time and the other piece a good point we need to continue to prioritize the good projects and get them implemented quickly and the potential subway will be opposite up the van ness bart might be approved elder today but thats partly why revenue measures under k for bigger state of good rape and the captains projects some major changes does that answer your question its frustrating we wish things will move quickly. It will get worse before better. Its gotten worse laughter . And ill say this im not optimistic that will get two years to get better thats what im seeing concerns. Commissioner that is hard to keep up about the city as grown the number of jobs and the number of folks coming in each day to the city has beyond our ability to keep up with transportation but good news the strategies are working more and more people are walking and biking our Safety Record is something well work on but been flat even though other use of our streets has increased by all modes so were seeing in the face of tremendous growth the ability to keep sort of a maintain our progress something were working on but evidence of progress there weve been able to accommodate folks were at the limit of caltrans the vehicles weve approved locally with our prop k and be able to get state and federal entrants so thank you for the board to that and the voters to be able to continue with bart and caltrans with the muni vehicles with the phase two and phase three and keeping the busses in a state of repair and turning over the fleet of vehicles to support mta that is keeping the buses residential on the streets and giving them priority move through the streets thats our strategy and some of it operationally is working youll be that it is fair not happening quick enough. Yeah. Part of thing we need to take into consideration which we dont when we talk about transportation the fact that there is a lot of work being done on the streets underground work for piecemeal and changes to our Infrastructure Construction everywhere this if necessarily include transportation that makes congestion worse so i think that ultimately when were looking at a Long Term Plan the question from my preservation you you know what are were going to do separately from all the things sound good in theory and an paper but people not experiencing on the streets with the congestion. Were trying to give me the people to avoid congestion and now theyre Getting Technology to help people to avoid the congestion weve tracked accident vehicle miles more and more folks are coming to the city and folks are here are seeing less than private vehicle usage not to say we dont need to accommodate those who rely on theyre concentrated vehicles but weve seen the mta flat and folks that are here coming without theyre concentrated vehicles or shedding a car and finding alternative it is true we see more construction work on the streets and causes few lanes of travel and also see the shift of lanes to bible and walking and transit this how our transit first policies have been implemented both of those interferences allow for transit first modes to move and create temporary hopefully short time congestion to other modes. Good morning michael and i are here to talk about the future of San Francisco from both a transportation and a land use perspective when we think about San Francisco we think about our Transportation Network is a key role of peoples lives how they work and live and how they get around as the defining element is a character of our citys mobility our economic vibrancy our Environmental Quality and life this is citywide and 0 corresponds is mobility for all people im excited to introduce this this is a collaborative between San Francisco Planning Department the sfmta, the Transportation Authority, the San Francisco office of Economic Workforce Development and as well the Mayors Office. Thinking about this collaborative effort i want to walk through how we got to the idea to create this long term Transportation Planning program as you can see there are a few major components some of the things you commissioners care about the San Francisco Transportation Plan that looks to w7 w8 2050 we have a role in updating the general plan in particular the transportation elements it sets out the guiding policy for the circulation in the city as the starting point we think about these major components and we realize and the leadership of those different organizations working together in aspects the transportation land use realize that there was a bigger guiding vision that needs to happen to make sure those things are coordinated as well well be undertaking a series of studies better late than never the short term and the long term effort that need to happen to Work Together to cooperate and shape the overall Transportation Network in fact, it is an Important Role the city agency are playing to Work Together to achieve Real Progress as commissioner breed mentioned people recognize and feel when we have to have a Transportation System that is not working we have to roll to comply in the legacy having a responsibility Transportation Network that gets people where they need to go im walk through a few slides to each the major components undertaking were here to talk to you early well talk about going to the public in early fall and wanted to get ahead of the curve and think about how each of our agencies who may a role in helping to understand what the public needs in Public Transportation to make sure we are shift the dialogue not only to the needs of today but think about the needs of future id like to start by talking about the Transportation Vision which is the first main component of that multiplying year effort division will look it over 50 years and not funding con trained does big and bold ideas to shape and shift the land use and Transportation Network looks overall well identify goals and objectives and a policy framework that helps guide us in decision around the Transportation Decision and identify could he uncertainties and drives of change some examples in recent years have our economy and or even about the major disruptures and the peaks and valleys and planning in the future well use this approach for the transportation opportunities and see how the implementation of each division will come together with the citywide effort to been the city and boston with their go Boston Program and were thinking how to Work Together to plan for the future division which will be this year and starting into next year will help us introduce the transportation dialogue and engage the communities in what theyre concentrated experiences with transportation and discuss with the Community Ideas and experiences and solutions and identify future scenarios and what they want to see to help us shape the goals and policies overall. With this as a starting point weve come up with some preliminary goals well to touch with the public and besides understand those are the key ideas for the shaping of the city their issues around coyote the implication for a city 50 years into the future what are the policies to shape that within our Transportation System how do we insure the access for all people getting around the city thinking about safety and liveability do people have safe liveable neighborhood and address the issues for environmental sustainability thinking about a Transportation System that supports a healthy vital for future generations as well as correspondence the economic vital how people in businesses access key designations how do we work in partnership with both establishing the neighborhoods and the San Francisco plays a pivotal roll in the economy those are key goals we would like to test as we go into the public other major components a subway division the Technical Work is underway thinking about planning and building for the future the needs for a fast rapt Network Within the city and building on the mtas established network and the network we need more the future well be thinking about both muni and other transportations what are the moves we need to make and the role trophy freeways in the Material Network as michael mentioned congestion how do we get people around the City Building on ongoing plans another major component had been the San Francisco Transportation Plan 2050 a document to help to shape the regional conversations in the bay area and informed by the modal studies to make sure that the regional and planning is coordinated and creating investments and policy recommendations so the city has a clear game plan for what the Transportation Plans are. Finally well do an update of the citys transportation element that is over 20 years old and is a requirement that we had a general plan up to date to codify the policies and long Term Investments and think about how we support those ongoing efforts like vision zero and the shared use and the investment that should be consistent with all our thinking in the recent plans and programs with that, id like to shift to michael to talk about the experience of how people in business in San Francisco today, we can understand and ground our safety in the current conditions. Hi i know your steeped but trends of things that people are experience and commissioner breed mentioned we have not just congestion. The transit congestion caltrans ridership is increased by more than 40 percent and the Transit System a remarkable and this is something that people are feeling in terms of the crowding on transit this is quickly showing the green line is the highest mode of bart and they steady any spread a national or bart this is beyond what the system is designed to accommodate. 0 some of the good news tilly was talking about previously the Municipal Transportation Agency has achieved did mode share to be taken by nonauto private modes so thats the good news but still we have more work to do. I think again, this is i think makes the point commissioner breed that did executive director was talking about in terms of mode 66 this is netted increasing the consultants 85 thousand more commuters in San Francisco and the chart on the far right is the people driving so were seeing people are taking different modes were able to benefited the curb with that, its been challenging to keep up the Good Movement is another area not looked at with the rise of the internet and people getting stuff delivered a completely different demand of transportation mode well look at. Also the connection between land use and transportation the Municipal Transportation Agency board and the Planning Commission are holding a joint session to talk about how to integrate the pizza key thing if were going to growing grow have the policies in place where the infrastructure matches it and separate from each other also things like jobs and housing making sure we can continuing of the capacity like if youre traveling bart we have capacity in addition there are a lot of trend around us but in the in a vacuum all the areas were designed to accommodate and a lot of uncertainty in 50 years in the future and make sure we take into account the social realm and technology and economic factors and environmental political the final piece is around the demand management this is will what we do with the existing infrastructure and the tdm ordinance weve present last no and in front of you is a great example how we have new people travel by ways more sustainable and one of the things to track what the outcomes are and are we achieving the goals for vehicle miles traveled so this is a laundry list of questions well be asking on the study we know there are more out there but those are big thanks well be tackleing. Ill talk about how we shape our future well be going out in the early fall to ask the public to talk about theyre concentrated priorities for the future and let us know what the future should be hike for further generation we know there is many changing dynamics within the city and within the century and thinking about what people are experiencing and how to help them in a way that solidifies the type of character San Francisco want to be over the next 50 years the okay. That begins the first stage to gain a comprehensive understanding of the experiences and moving throughout the city for the Transportation System and creates the over arching vision so for San Francisco that handbag shaped by the public concerns and opportunities and help us learn both how we plan for the future of the city with theyre concentrated guidance and engagement with that, id like to close and thank you for the opportunity to talk with you today. Program convened summit, roundtables, and Training Programs to build capacity so that all partners in the lab can maximize time and impact. By working in an open innovation environment, super public intends to create extorted exportable models and solutions facing governments throughout the nation. The city of San Francisco and city intimate into gsa and other superpower concept, was an immediate, yes. Each level of government is really reinventing the wheel around a common problems. The silo nature of government has stymied the Public Sector from adopting innovative tech, and business models, and the sharing of best practices. So our hope that super public will break down some of the silos and allow us to share Common Solutions across government at the city state and federal level. I think using the mayor has been called on frequented by the administration and its because we like to go to leaders sought. Its not been by accident youve seen us here working with the mayor quite often. As administrative gsa, i have the pleasure of working with people are very committed to a really having a joint effort when they come to any community could gsa manages over three 75,000,000 ft. 2 of space. We manage over 50 with spending occurs through the federal government and has been a straighter and you pointed out, i do have a deep deep background in City Administration as well as in other capacities that i care a lot about how we are partnering with community could because when i know him and were working together both at city state and federal level, as well as with the private sector and Public Sector, the we are at our best and thats when we achieve our best. So when i came in as administrator i prioritize how do we use our physical footprint on knowledge, our access all resources to partner with these partners. As well as to partner with the federal agencies of course. An idea is for us to be able to bring the best foot forward in any place were entered weaver wants to never call her Economic Initiative which is really about how do we take a footprint and look for opportunities with communities. I think this is a great example of that. You are aware is into pointed out of our 18 f and pts and the work they been doing in Digital Services and Current Technology in bringing together that effort to our efforts and the federal government and its been really exciting. So when asked about what is super Public Meeting for gsa why are we partnering in what respect to get out of this . I spoke to see us be able to continue to partner with other communities did for me this is just the start. To start an example and a strong example of what it means for how we can really leverage the space we are managing. This space the resources, the people be accessed. Thats what is happening here. That is what were all part of today. So this is just a really exciting time for us throughout gsa not just the Technology Space but for all this that are here because were burning at the same time and will take these learning and share with other communities as well. Please, welcome mayor ed lee. [applause] thank you into for that introduction. Gsa of instead of ross, thank you for being here. This is one my favorite buildings outside of city hall. It shouldnt surprise you that we share the same architect and its one of the few buildings like my office that still has curbed the wars. So theres a lot of history that we share but being here in gsa again, connotes a lot of good memories. Certainly, it harkens back to city administrator these two director of purchasing a less political position in the city there i had fun. I truly had fun when i was director purchasing, spending the publics money about 1 billion a year buying things but trying to do it smartly and trying to incur local jobs, Small Businesses, get them involved in the economy of our city. And, even as mayor, we are still making sure were trying to do the right thing as all of our governments are. This idea of super public is exciting because in a few years, youre going to see an absolute necessity for this to happen. While it seems volunteer and innovative to do it now were actually creating the conditions the private sector, for the Public Sector, or academia, for those in government want to innovate, were trying to equate those conditions now so it has a lot more opportunity to be successful. As a city of innovation, i want to say that were already working not just as a city but is the region, im already deep conversations with mayor schaaf and mayor ricardo with our supervisors, in San Mateo County about regional issues and making sure were paying attention, more than just what the part on has for the immediate future. More about our challenges and how we can really work outside of our sideload cities and counties and into arena where we can really and truly invite the private sector to work with us. The academia sector and our innovative arms. Its no surprise that gsa is a partner because its fast becoming the most innovative arm of the federal government ive ever seen hit their really pushing it well ahead and theyre challenging us to be a great partner and we want to be. Because we have a lot of things that could withhold benefits to our public if we didnt start working cooperatively. We just are thinking outside of those silos that and you mentioned that we all know is a very fact that prevents us from doing better. And i say that we started this over a year and a half ago as well thinking that to be smarter city, not just an transportation but Everything Else that we do but transportation is a great example to start out with because if were not thinking more , not thinking more collaboratively and innovatively, beyond the cities and into a regional if not a state and federal approach, were going to fail. Whether its bikes, whether its Public Transportation, whether its getting less cars have thinking about Automated Vehicles and how to make them safer, how to use them how to use automation and delivery of goods and products, were going to fill it we dont innovate now and have that spirit. Thats why im excited about joining our gsa partners and our city administrator, our members of our board of supervisors, and our innovation arm of the city working with the other innovation arms of federal government and State Government. This is more than exciting. As i suggest to you super public is going to have to be a necessity because as you look around, not just United States, thats starting to happen in new york and los angeles and allow places, you look at what International Cities are already doing. You dont have to lookhas, by the way, happy the steel date those of you who have french foundations. Paris story got a super public that we are studying and looking at as a model. Toronto, under the Great International city. Other International Cities have already figured out that indo global competition that we are engaged in, and we must recognize that, that is those regions that recognize how collaboration and innovation is going to help their cities become that much more successful in a global competition. When not opting out of anything were opting in to a global setting and making sure we are ready to do that even better. So, i am excited as you can probably tell because i didnt, i visited the offices this year and the space that were talking about and i know into says we have not got the furniture yet. But, i will tell you, you got the calendar ready. Furniture comes after the talent arrives. I think that talent is here the dedication the commitment is here and i will tell you, i have never stopped trying to figure out how to decrease red tape. How to really convince our public who has to pay a lot of our taxes to say, your money is going into a smarter collaboration that we can be more transparent and telling them how we are cutting red tape. How Small Businesses can have a federal partner, a star partner, a local partner that says youre going to have a lot less red tape to be more successful. I have never stopped and effort in making sure that our city is talking with all our federal partners to it smarter and we better get how i say procurement officer as our city administrator is, to suggest that we can buy things and still have it at a less expensive price but get payments to our local Small Business faster so that we can really have a foundation for good employment in the long run. How we can tackle transportation, tackle homelessness, tackle poverty in ways which we never talked about before. Yes weve got good ideas in San Francisco but the navigation centers, like a cherry, like car sharing. How can we make this a regional thing and academia, with its berkeley mit, stanford were all part of this effort, going to contribute to that because they know that weve got the document we got to talk the man could we do to make sure our models are examples of things we can really share with people, and weve got to prove that we can do it better than the last generated so, excited about this. Im excited about super public, and i know just in the few years is quick to be an absolute necessity for the global competition and we are helping our country by doing this. We are hoping much of the federal people be better quit estate people be better on local people be better, but as a community of people interested in being smarter about what were doing we hopefully will the public was a breathing that much deeper committed to using your dollars smarter to making sure we do things in language data can really drive and help us. This is what i think super public is and i want to just say, ken, thank you to organizations like the innovate fund and our innovation civic innovation leaders, i did sector comedies like at t stepping up with berkeley folks and others to really say we can do this even better. But weve got to think regionally now. We can just think is that indep circuit either to make sure talking with sam ricardo and their interest in san jose. Mayor schaaf people in oakland and san mateo because our challenges are no longer just within our region with its housing, dissertation, with theres even a simple idea of procuring. Weve got to do it smarter and better in this consistently foundation. Its exciting to be in a room full of innovators to do this. Thank you very much. [applause] thank you mayor lea. Our next speaker is the event supervisor mark farrell. His work to communities which the Digital Divide. Please, welcome supervisor farrell [applause] thanks everyone could post about is a tall our gsa partners, the winners always like this in San Francisco. You come out for entire week. So please come out more often. Im truly excited to be here today. From my perspective, super public is the future. It is what we need to be doing across all every single city in the United States. When we think about San Francisco as much as we have a booming economy we have issues as cities have all the time. Whether it is mayor lea mentioned, the housing crisis, we have transportation issues, but theyre not singled out for steve and cities across the United States are facing these issues. With the homelessness were bridging the Digital Divide these are issues we need to work in San Francisco that matter to our residents. Doing it alone in the government is something that is not going to be part of the future could need to partner with a private sector. Need to partner with academia specialist visit here in San Francisco today the Innovation Capital of the world and thank you to all our private sector partners will contribute to make this happen today. Partnering with you partnering with academic, this is the future. We need to do it together because i will tell you, we cannot do it alone and several also city hall. We certainly cannot do it set up chambers of the board of supervisors we need to do it together as partners. Binders and with the federal government or State Government together we can do it. We also need our private sector. We need academia to be able to do it together. So im incredibly excited to be part of this. Take you to all the people who contributed to it. Congratulations to all the founding members. I know this is a long time in the making. The most excited about, is not just today but the future. This about our children and making sure as we think about problems as my son jack sits over there, honest will, this generation when we tackle problems not just San Francisco problems the regional problems and were not tackling them the City Government were tapping together with private sector with academia and that the wording of the best solution yet so congratulations to everyone and thank you i just cant wait for the future here together. Thank you. [applause] thank you, market our next speaker is naomi kelly with the city administrator of the city of San Francisco. I am agree with sympathetic partner in the gen. Services administration did we know how hard your job is. We get to do it for the federal government to the other one a come over and talk shop were always here for you. Ladies and gentlemen, naomi kelly. [applause] good morning. I was thinking about all the numbers of how much office space you manage and how much procurement you have and its enormous. I was very proud of our numbers we manage the city of San Francisco about 4,000,000 ft. 2 of office space and 1 billion in procurement and we manage 25 yeartenure 25 million capital plan. And compared to those numbers thats small. Compared to the gsa. But, its really great to be here today because of the chair partnership that will have with each other in sharing best practices, learning new innovative procurement policies, it policies. It will be very helpful in that its helping us share relevant data, figuring out what the data we have with the city but good data the government has put together super public is that we can share with each other so we can be much more innovative. Theres things were doing here in San Francisco just in the city administrator in our local gsa office, looking at how we manage our fleet. How we are using telematics or black box which will behold so helpful to us to figure out when a card word vehicle needs to go into maintenance versus guessing,. Rb rightsizing the fleet we see theres a lot of analyte underutilized vehicles but we can reduce the number berkeley. His rc fleet sitting in idling speed we can reduce our Greenhouse Gas emissions by a relevant amount of data were getting from that. I also upgrade during the next week and am in the process creating a Digital Service team. We are actively recruiting for Digital Service officer. This is all about the public experience. How can we in government better serve our residents, art tourists, visitors is a Neat Services from the government, a website how can we approve our website so they can get the information they need from a resin with the residential parking permit, whether its a productivity, but its a marriage certificate theres much we can do to provide Services Online so folks do not have to come down to city hall or wait in line to get services they need. So, were very excited about our Digital Service team working with a private industry, working with Customer Service looking at a processes how to better streamline them as we dont want to automate a broken process and of course working with our it department to make sure that our systems are running smoothly and to make sure all our data is secure because we dowe do want to make sure that everything we do is secure and that were not violating any private information that gets out there. Im so looking forward to this partnership and thank you very much. [applause] thank you naomi. Now, last but not least, the executive director of the City Innovate Foundation and very much the leader for super public, we are very lucky to have cameron and of leading the charge for us that its been fabulous working with him so far. You are a welcome breath of knowledge on all the things foundational things we need to make this a reality. I hope gsa has been a good partner to good is and gentlemen, kim and city [applause] i think a lot of you have been on this journey for the last two years and its been tough but i want to keep it short because of that people that sing to me for the last 5 min. That the mayor needs to live soon. What i do undo is actually think mayor ed lea. The sender gsa administrator District Supervisor mark we met a few times but farrell and naomi kelly city of mr. And people behind the scenes like andrew the month, the republic of under atf, krista and jacob Mayors Office of Senate Innovation to grace upon is at uc Berkeley Susan and also been great from day one. Gifford in the City Innovate Foundation team. james to make sure we talked about regional issues shes achieved resiliency officer in oakland she is working the on the past 18 months over this and not least the private sector. Dont forget them because they do help pay our bills can i do i think microsoft socialize and evangelize the passage be described. The of our friends from deloitte who are good partners and now at t and one of the things that i think a lot of people talk about the project that weve been looking at one of the other areas than looking at with San Francisco, open and others not to forget their smart cities but were looking at inclusive cities. We should try this with communities so we part up with civic makers in a couple of model youre looking at a cut program rolling this out engaging the community and doing it the right way.
