has been darkened by the shadow of war. an illegal war. like every nation in the world, the united states wants this war to end. no nation wants this war to end more than ukraine. >> that's president joe biden during his united nations speech yesterday urging the world to stand with ukraine. we'll break down his call to action for the u.s. allies and president zelenskyy's warning to world leaders on how russian aggression could expand beyond the borders of ukraine. plus, we take a live look at capitol hill as house republicans are barrelling toward a government shutdown as party in-fighting tanks their own spending bills. that stunning defeat is now spending speaker kevin mccarthy scrambling while facing fresh challenges to his leadership. and also ahead a colorado state university player and his family now hit with death threats after he was involved in a play that hospitalized the star player from the rival team. we'll tell you the backlash he's receiving and what colorado's new head coach, dion sanders, is now saying. good morning and welcome to "way too early" on this wednesday, september 20th. i'm jonathan lemire. thanks for starting your day with us. with a war in europe raging and global tensions on the rise, president joe biden took the stage in new york yesterday with a message of support for ukraine. in his third address to the u.n. general assembly, he urged allied nations to not abandon that war torn country. and for the second year in a row, his speech centered on the need to continue backing that sovereign nation as it defends itself from russia's invasion. in front of hundreds of representatives from across the world, president biden condemned russia's assault and warned that moscow is counting on waning interest from the rest of the world in continuing to support ukraine. >> russia believes that the world will grow weary and allow it to brutalize ukraine without consequence. but i ask you this. if we abandon the core principles of the united states to appease an aggressor, can any member state in this body feel confident that they are protected? if you allow ukraine to be carved up, is the independence of any nation secure? we have to stand up to this negative aggression today and deter other would-be aggressors tomorrow. that's why the united states together with our allies and partners around the world will continue to stand with the brave people of ukraine as they defend their sovereignty and territorial integrity and their freedom. >> today ukrainian president volodymyr zelenskyy will address the u.n. security council here in new york in what could be a tense moment. russian foreign minister sergey lavrov may be there for the address as russia does have a permanent seat on the council. yesterday the kremlin's mastercard to inu.n. was seated in russia's chair during zelenskyy's address to the assembly in his speech the wartime leader warned of russia's aggression and the kremlin's desire to turn ukraine into a weapon against others. >> when hatred is weaponized against one nation, it never stops there. russia starts a new war. parts of moldova and georgia are occupied. russia has almost swallowed belarus. it is obviously threatening kazakhstan and other baltic states, and the goal of the present war against ukraine is to turn our lands, our people, our lives into a weapon against you, against the international rules based order. many seats in the general assembly hall may become empty, empty if russia succeeds with its treachery and aggression. >> joining us now correspondent for axios, ryan heath. thanks for being with us this morning. we saw president zelenskyy give that address and he was in the audience when president biden spoke. there's been notable absence from the u.n. this week. in fact, four of the five current members of the p5 are gone. that includes russia and china. give us an overview what the u.n. general assembly means right now. how effective could it be on a number of issues including continuing to support ukraine. >> we're looking at a lot of death prattle. the u.n. general assembly is where the world body gathers, it has to gather. have any of the numbers moved on who's on ukraine's side versus russia's side here? no. and you have this split screen experience with the world is worried about climate change, artificial intelligence, but those aren't the topics the buddy can tackle because it's gridlocked around these other geopolitical tensions. and antonio guterres who's the head of the united nations, he literally said to cnn yesterday, he doesn't have any power. he doesn't have the power to change anything, and the architecture has to completely change. all he's got is a voice now. so that's not a situation you want to be in as the world confronts more and more of these complicated challenges. >> you did mention some of the other topics of discussion here, you know, president biden certainly he spent a lot of his address yesterday on ukraine, right, but he talked about the global south. he talked about reaching out to the developing world, and there are things like artificial intelligence and climate change. tell us about those. can any progress, steps in the right direction we made on those issues? >> so i think what we're seeing is that change comes from it bottom up or from markets than it does from political leaders. so it's an extremely vibrant scene in new york. it's not just the leaders creating the vibrancy around these issues. you have to create new technologies going to come up with climate solutions because rich governments clearly aren't transferring the money to african governments, other developing nations to put the changes in place that would get them cleaner energy systems. on artificial intelligence, we all don't know exactly where that's going to go, but we know there's going to need to be some form of guardrails. what you see instead is civil society and companies stepping up while governments figure out what that technology is all about. one day that might end up in a global treaty situation, but we're a long way from that now, and that's amazing given we've all spent this year talking about a.i. but that's not a factor in these discussions. >> lastly and briefly we mentioned the zelenskyy addressing the council today. >> i think that's a plain bit of political theater intention. it's progress that zelenskyy is here. we know lavrov loves to play up the cameras. he's not a classy diplomat, so the two will just go head to head if they're in the same room. >> we're always grateful when you can join us. let's turn now to capitol hill where yesterday house republicans continued fighting over two need to pass bills, one on the military and one on government funding. on the first front five republicans joined the entire democratic caucus to kill a vote to debate the defense funding bill, which is just a first step in getting a bill through the house. all five cited spending as their main reason for voting no. on government funding a vote that was planned for yesterday was scrapped after roughly a dozen republicans said they simply would not support it. while their reasons vary, steeper spending cuts and more conservative wish list items are on the top of their list. some of the freedom caucus members are even threatening to try to oust speaker kevin mccarthy if their demands are not met. there are now fewer than 11 days left before government funding expires and a full shutdown begins. and amid the infighting in the house republican conference, many members are publicly venting their frustrations. speaker mccarthy and gop members who represent biden-won districts spoke about the current situation yesterday on the hill. >> you're asking me a lot of questions. think about what they're talking about. they're voting against even bringing the bill up to have a discussion about it. you did more than 170 amendments. but the idea you vote against a rule and even bring it up doesn't make sense to me. >> i'm disappointed. i am pissed off. our inability to bring this package to a floor vote because of these five individuals who decided to put their personal agendas ahead of the basic requirements of our troops is extremely upsetting to us. it is a bad look to not be able to get a rule through the floor. and when you do that, what you've effectively done is hand the keys over the majority over to the minority. >> just thought conservative republicanism. this is stupidity. the idea we're going to shut the government down when we don't control the senate, we don't control the white house, these people can't define a win. they don't know how to take yes for an answer. it's a clown show. >> meanwhile, senate minority leader mitch mcconnell is urging house republicans to pass a government funding bill. during his weekly press conference yesterday mcconnell warned that shutting down the government will just create more problems for the gop. >> i think all of you know i'm not a fan of government shutdowns. i've seen a few of them over the years. they never have produced a policy change, and they've always been a loser for republicans politically. >> mcconnell is not wrong there. still ahead here on "way too early," more on the house republicans who plan to hold the first hearing on the impeachment inquiry into president biden as soon as next week. we'll tell you what they plan to focus on and how the white house is responding. plus what to expect from attorney general merrick garland's testimony before the house judiciary committee later this morning. those stories, more on the united nation's general assembly as well as a check on sports and weather when we come right back. d weather when we come right back. this isn't charmin! no wonder i don't feel as clean. here's charmin ultra strong. ahhh! my bottom's been saved! with its diamond weave texture, charmin ultra strong cleans better with fewer sheets and less effort. enjoy the go with charmin. russia invading is wrong, it's an atrocity and we want to make sure that ends. i also have said from the beginning no matter what the issue is, i want accountability for whatever the hardworking taxpayers spend their money on and i will plan for victory. i will follow what happens in congress, but i will have questions for president zelenskyy. >> joining us now white house reporter for "the washington post" here in new york for the u.n. general assembly. tyler, good to see you. yesterday, of course, president biden delivered his speech to the general assembly and the need to support ukraine was a major piece of it. last year's speech was pretty much entirely about ukraine. this year he hit some other topics, too, which in some ways reflects i think the challenge to get people to stay focused on supporting on ukraine. what's your early read from the white house? do they think his message is received not just by foreign leaders but republicans in congress trying to slow down that funding? >> look, the president has a tough task in trying to rally support not just here in the u.s. but around the world to ensure that there's additional aid coming to ukraine. i think that was the point of his speech yesterday is that it's not just ukraine, it's every country is at risk if the u.s. and other allies pull back support from ukraine at this critical moment where they're trying to rally the world to continue to support it in its counter offensive. whether or not that received a message among house republicans in particular remains unclear. it's not clear they're looking to president biden for advice, but he does have some key partners in the senate in the republican caucus in the conference that want to support ukraine. so as zelenskyy comes to d.c., it's his challenge to convince those skeptical republicans that it is in their interest and in the world's interest to continue to support ukraine against russia. >> some white house aides have told me in the past whenever zelenskyy has a moment in a speech to u.n. or comes to washington, they see poll numbers go up, that more and more americans at least briefly say, oh, we should be supporting this because he's such a charismatic figure and emblematic of the resistance in ukraine. how does the white house want to try to arrange this to build that support? >> zelensky is a powerful speaker who has that stage presence to rally people to his side. i think the white house will try to stage zelenskyy in a way that gives him the largest platform possible to ensure that his message is well received. obviously we've seen him come to washington before, making that first daring trip under cover to the white house and appearing with the president. you know, channelling that emotional outrage and anger he and the ukrainian people feel from this ongoing invasion. i think that's what we'll see when he comes to washington. ee saw that yesterday at the united nations. today zelenskyy is expected at the u.n. security council and making these high profile stops to make sure his message reaches millions of americans. >> we heard from president biden yesterday how he often frames this next century, this conflict between democracies and autocracies and reaching out to nations around the world to say you should be with the u.s. and our allies in a rules based order. yesterday i was struck how he spoke about other places, haiti, vietnam, other parts of the global south and developing world to try to make that pitch. >> i think it's in the prism of the ongoing competition between china and the u.s. biden spoke about that yesterday. but when you look at who was in attendance and not in attendance, joe biden had the stage to himself. russia not sending their key leaders or diplomats to the u.n. this week. it was an opportunity for joe biden to assert the leadership and build up relationships in the global south. that's why we saw so much of the speech devoted to issues in ukraine. obviously ukraine is a top priority for biden this week, but he also wants to make sure he's building in roads with countries on these issues that affect them day to day whether it's climate change, human rights, global financing. all of those are keys for the president. >> terrific insight as always from "the washington post." good to see you. thanks for being here this morning. still ahead on "way too early," we're going to go live to cnbc for an early look what's driving markets this morning as the federal reserve wraps up its two-day monetary policy meeting. >> well, john, good morning to you. the expectation here is for the fed to keep rates on hold. the devil will definitely be in the details, however, because one growth projections and cpi inflation projections and the labor market in terms of expectations. the key worry might be the energy price. we are seeing brent crude head towards $100 a barrel. wti which is headed towards $95 a barrel. that entrenched movement towards the upper spectrum closer to 100 does mean inflationary pressures will persist, so that might be a key worry for the fomc as well as fed chair jerome powell. overall this time around the expectation is for a hold on interest rates at their current level. perhaps another 60% chance they could actually hold again in november, but it does mean 40% chance they could also hike. >> well, certainly people watching fed chair powell, dubbed by some as the most interesting man in the world. now, amazon and target said they would hire thunes of workers ahead of the busy holiday shopping season. it's almost that time of year again. tell us what prompted this decision. >> yeah, how do you know you're getting close to the end of the year? well, amazon and target and all the major retailers have decided to increase the number of staff count. so that gives you a clear indication which part of the year you're at. 350,000 new employees are set to be added to both amazon and target. amazon itself said they're putting in what was the exact number 1 billion people as well in order to increase the number of hourly as well. so it's a big push towards the year which quite significant for them. they'll of course focus on significantly as well as thanksgiving, so that time of the year very crucial and important for retailers. >> lastly, arabile, disney has announced it's planning to spend billions of dollars to expand its theme parks. tell us what's behind this push. >> yes, so investors didn't like this, but what's kind of happened is bob iger has really to make a clear push, one, into the streaming part of the business, which has not necessarily made up the profits he had wanted despite the continued investment on that side of the business. the results had fallen off a bit then while, yes, there are still people coming but post-covid-19, the numbers haven't ramped up to pre-covid-19 numbers which means there is a profitability slump for them, and it'll create more interest and hoping that will be the case then over the next couple of years or so. that will mean they're going to have to make a lot more money and entrench that money in that investment. >> all right, cnbc's arabile gumede, live from london, thank you as always. still ahead on "way too early," as the united auto workers strike enters its sixth day we'll take a look where negotiations stand on whether the white house will be able to help further talks. we'll be right back with that. s we'll be right back with that. yeah! absolutely. with the advanced connectivity and intelligence of global secure networking from comcast business. it's not just possible. it's happening. welcome back. the white house team president biden was gng to send to detroit to help resolve the auto workers strike, well, they'll no longer be traveling to michigan. a white house official tells nbc news that the biden administration and the union agreed it would be better to speak virtually soon. the acting labor secretary and a senior white house advisor may still visit detroit next week, but that's not confirmed. nearly 13,000 workers walked off the job at three plants, one in missouri, one in ohio, and one in michigan. that happened on friday after their contracts expired. they're striking against detroit's big three auto makers, general motors, stellantis, and ford. joining us now white house reporter for politico and west wing political coauthor laura egin. so good to see you. let's talk about this strike, when the biden administration is considering more forcefully stepping in, but let's also consider the politics of this. they have not offered an endorsement yet, and we know donald trump is heading to detroit next week to try to talk to some of these union workers to try to win some of their votes. >> that's right. i think that trump's decision to go there next week has put them in a bit of a tough spot. we talked to some democrats who have said, look, this has sort of boxed the president in. now any decision the white house makes they send someone to detroit. behind the scenes and privately in the white house folks are having discussions about do we send someone, someone high profile from the administration to the picket line? they have not made decisions on that yet, but i think this whole episode just underscores the difficult position that the president is in here especially as labor leaders have criticized him for not being more forcefully supportive of the union earlier on throughout this whole process. >> certainly michigan can't be overstated how important michigan is to the electoral map particularly for democrats. hard to imagine the president being re-elected if he can't win there. we'll certainly be watching this in the days ahead. you had a good story this week how the biden campaign is trying to set the record straight regarding donald trump's stance on abortion. walk us through, first of all, what trump's gyrations have been as he's been seemingly trying to moderate where he stands on this and what the white house is trying to do to highlight what he's actually done. >> that's right. trump we know politico has reported has expressed to republicans about the party's position on abortion. he clearly recognizes the vulnerability that abortion is for the republican party, and we saw in his interview with "meet the press" on sunday that he tried to moderate his position on it. he said he wanted to find peace on the issue. he said he was going to bring both sides together. he criticized ron desantis for the abortion ban he signed into law in florida obviously sort of ignoring the fact that he appointed the supreme court justices that helped overturn roe v. wade and got us to the position we are in now when it comes to abortion rights. and the biden administration really came up forcefully against this interview and against trump's comments trying to correct the record, trying to remind reporters, remind voters that trump appointed the supreme court justices that led to the overturn of roe v. wade. and i think their forceful response underscored a few things. one, we're essentially in what feels like a general election in some sense and that they really view abortion as incredibly critical to their success in the 2024 re-election. even though trump has a record torun on in a way he did it in 2016, there is some concern if he were to moderate on this, it would be an incredibly big issue for them. >> trump's push for union workers feels like a general election play. the white house highlighting the abortion record feels like a general election play. lastly talk about that idea of abortions, that's been such a defining issue the last couple of elections. the white house feels that's the going to be the case next year as well. >> absolutely. i think what we saw just the past few days showed they saw the results from mid-terms. abortion helped win some seats for democrats and that they view this as an incredibly important issue to the president's success in his re-election. >> and certainly polls suggest even voters aren't too enthusiastic about president biden, there are issues they care deeply terrific stuff. really good story. thank you for joining us this morning. we'll talk to you again soon. up next here on "way too early" president biden is set to meet with world leaders as he wraps up his trip to new york in the united nations general assembly. what we can expect from those high-profile talks. then on "morning joe," nato secretary jens stoltenberg will be live in studio. plus, senate minority leader mitch mcconnell's warning to his party. two democratic lawmakers will join the conversation on what they see as a viable option to prevent it. also ahead, we're going to get some brand new polling that shows donald trump is now expanded even further his lead in the republican primary. what's behind the bump and what gop voters are now saying. >> there's a lot of things on the agenda. the president will put down markers about judicial reform, democracy and the palestinian issue. the president is also trying to negotiate this big deal with saudi arabia, security guarantee, a nuclear program for them. wants saudi arabia to normalize relations with israel. bb wants that. what will the israelis do for the palestinians? will that do enough? that will be essential to get congress to support any security agreement with saudi arabia. the big part of the conversation besides the judicial democratic issues is what will the israelis be prepared to sign up when it comes to showing some progress on the palestinian issue. >> that big deal potentially in the works with saudi arabia, a, how likely do you think it happens? and b, do you think it's a good idea? >> it's not obvious to me this israeli government can agree to meaningful movement on the palestinian issue or restraint on settlements. congress will be weary of giving saudis security guarantee. odds are slightly against it. all depends on the details. nuclear programs, nuclear programs. how conditional would a security guarantee. exactly what would the israelis be prepared to sign up to on the palestinian issue. we have to hold our judgment until we see the specifics of the three-way deal. >> we came into this block the president talking about china, stressing again they want the nations to be de-risked, not decouple. saying again they're not looking restrain any country's ability to grow. what's your read of what we heard from the president and his position? >> the reality is there's not a dime's worth of difference biden and trump's position against china. so we're now using slogans like de-risking not decoupling. you can't decouple these economies. they're too big, too entertained. we're trying to find the floor in u.s./chinese relations. it's not what we can accomplish together. it's what we can avoid. the only good news the last few weeks as you know the pace of diplomatic interaction has gone up dramatically. >> there's hopes that president biden and president xi jinping will meet in november in san francisco. that's not set in stone just yet. china, of course, xi jinping skipped this meeting. a lot of world leaders skipped this particular united nations general assembly. what does that tell you? what is your sense of how powerful or not, how important or not the u.n. even is. >> it's not. four of the five permanent members of the security council didn't shoip, the world's most populous country, india, prime minister modi didn't show up. it's not what happens at the u.n., what happens around it. the meeting with prime minister yetten ya hue. the u.n. itself is gridlocked. it no longer can get things done. it's effectless on ukraine. can't manage u.s./chinese relation. doing very little on climate change. it's essentially irrelevant. it's sidelined for the most part when it comes to great power politics. >> gridlocked like the traffic around it. richard, very quickly, do you think the president zelenskyy mentions this week from the u.n. and now goes to washington that will move republicans at all? >> no. i think he'll be in some ways a casualty of the gridlock to use the word again in washington over budgets. but, no, i don't think he changed the international debate about ukraine or the u.s. domestic debate unfortunately about ukraine. >> richard haass, terrific analysis as always. we appreciate it. thank you to all of you for getting up "way too early" on this wednesday morning.
