the government will shut down if no budget is passed, mccarthy has announced he would open an impeachment inquiry into president biden. now that is a gambit that is certain to fail. and i don't just mean that mccarthy can't possibly get by the removed from office, which would involve not just an impeachment in the house, but a trial in the senate, i mean that it is unclear if mccarthy can even win an impeachment vote in the house. it is unpopular gambit with a smaller meeting faction of the republican party that still cares about governing, which is probably why mccarthy opened the impeachment inquiry without holding a vote as customary and as he had earlier indicated that he would do. why would the speaker of the u.s. house of representatives third in line in the presidency, launch a presidency that appears to be both strategically and politically unwise? easy. because he owes that important job to a small band of far-right conspiracy peddling wing nuts who belong to the cult of donald trump. mccarthy barely got his job as speaker, it took him 15 ballots to win the election, because a handful of members of his own party refused round after round to vote for him. preventing him from getting majority. and a group of 20 republicans initially voted against mccarthy's speakership. most of them have been endorsed by donald trump, and most of them are election deniers. 14 of them overturned -- voted to overturn the election in 2021. in order to convince these holdouts to stand down. mccarthy agreed to a series of concessions, including adding more ultraconservative freedom caucus members to the rules committee, which dictates the floor of legislation on the floor of the house. he also agreed to appoint members like marjorie taylor greene to leadership positions and crucially, he agreed to lower the required number of members to force a vote ousting the speaker, something is called a motion to vacate the chair, for five members to one. one far-right republican can call for a vote to remove mccarthy from his job. so, with that agreement, kevin mccarthy put himself in his speakership at the mercy of any one member of the chaos caucus. his job, his power, is at the mercy of, for example, matt gaetz. so there's a lot of suggest that gaetz is exercising that power right now. but before the summer recess, mccarthy said that if the house launched impeachment inquiry, he would first hold a vote on whether to proceed. but then on tuesday, gaetz said on the house, for quote, mister speaker, you are out of compliance with the agreement that allowed you to assume this role, and. quote and by this role, he meant, speaker of the house. gates later, said quote, the path forward is to either bring you into the immediate, total compliance, or remove you pursuant to a motion to vacate the chair, and quote. gaetz saying, essentially, do it our way or you are out. soon after, that mccarthy announced unilaterally that he was opening an impeachment inquiry into president biden. no vote. matt gaetz called that a baby step, but gaetz is not the only chaos caucus member who might flexing his muscles right now. according to a reporting from the new york times, just two days before mccarthy announced the impeachment inquiry, trump had a quiet dinner with the conspiracy theorist, marjorie taylor greene. trump has been pushing the impeachment of joe biden on truth social, and his fundraising emails and texts, and doing his rallies. and for her, part marjorie taylor greene said she told trump that she wanted the impeachment inquiry to be, quote, long excruciatingly painful for joe biden, and quote. but all of this came to a head on thursday. mccarthy held a closed door meeting, when the report began with him telling his conference, if you think you scary because you want to file a motion to vacate, move the effing motion, and quote. he said the whole, word apparently. the gop is, right, now in crisis. radical minority, just about 20, then maybe, more who knows. more under the influence of the quadrupling indicted, twice impeached ex president, appeared to be holding sway over the house of representatives and therefore, over what kind of work gets done by congress. and for that, reason we have a doomed impeachment inquiry instead of a budget this week. joining me now is tom, nichols a staff writer for the atlantic and author of the atlantic daily news writer. he is the author of multiple books including our own worst enemy, the assault from within, on modern democracy. also with, me joe walsh, former republican congressman from illinois, who ran against donald trump for president in 2020. joe is the host of the white flag with joe walsh podcast. he's the author of the book, f silence, although it would also include the full word sort of like mccarthy use the other day at the meeting. calling for trump at the common that he is in good morning to both of you. i cannot believe we're having this conversation, we are actually having this conversation, gentlemen. joe walsh, tell me how this plays out. because there, are let's call it 20 chaos caucus folks. and let's call it 20 republicans who won in districts with joe biden also won who are not just in this inquiry it all lets mean that mccarthy doesn't pasco that mean he's actually giving matt gaetz ellison satisfaction by having this inquiry? [ engine revving ] ♪ ♪ made it! mom! leave running behind, behind. the new turbocharged volkswagen atlas. does life beautifully. >> protesters took to the streets across the world this weekend to mark one year since the death of 22-year-old mahsa amini, who died while in iranian police custody after being arrested by the morality police for not wearing a head scarf correctly. her death ignited massive protests and unrest in iran last year, one of the most serious threats to iran's theocratic regime since it came to power in the 1979 revolution. the running regime respond with a fierce crackdown in more than 500 protesters are believed to have been killed according to united nations. some of them were publicly executed. president joe biden marked the anniversary by announcing new sanctions against 29 people and organizations inside iran connected to amini's death. now this all comes at a crucial moment in a long anticipated prisoner exchange between the united states and iran. the deal follows several months of a tense months banana scenes of negotiations on which nbc news first reported back in february. under what we know to be the terms of the deal, tehran will release five american citizens currently being held in iran in return for five iranians under dissension in the united states. also, the u.s. will grant tehran access to six billion dollars in iranian oil revenues have been blocked by the u.s. sanctions and are currently held in south korean banks. the funds will be transferred to the central bank of qatar, which will oversee the funds according to u.s. officials who added the u.s. treasury would track the money and all transactions to ensure that it is used for humanitarian purposes only. okay. it sounds, good but in a new interview, iranian president abraham rice he told nbc nightly news anchor leslie hope that tehran will ultimately decide when and where to use that money. >> this money belongs to the islamic republic of iran, and naturally, we will decide the islamic republic of iran will decide to spend it wherever we need it. >> so, lester asked him whether or not that means that they're going to spend the money anyway that they want. and he responded that humanitarian purposes means wherever the iranian people in need that money. it will be budged that way. the bottom illustration has pushback on that claim by iranian president. state department spokesperson said the funds will be on restrict oversight, and at the, u.s. quote, will have the ability to freeze them again if we need to. national security council spokesperson added that iran's president was likely, quote, playing to his domestic audience when he made that claim to lester holt. now, the first up the deal, five americans were placed under house arrest back on august the 10th. their release is contingent upon the funds arriving in qatar, which is apparently supposed to happen this week. joining me now is the former director of the cia, john brennan, he is also nbc news senior national security and intelligence analyst. he's the author of undaunted, my fight against americas enemies at home, and abroad. director brennan, good to see, you this morning. thank you for being with. us there was a lot going on here. iran is not acting like a good actor on several fronts. at the same time, we've got these people who are what we've determined to be unjustly detained in iran. the seems to be the way to get them out. >> yes, ali. just like previous administrations, the biden ministration is determined to get you assistance who are being held overseas, and as you point out, and on fair charges. therefore, this negotiations going on with iran for quite some time. and was pointed out. i think it is not surprising that he would be playing to his domestic audience by basically claiming what iran wants to do with its money. but there's a reason why the biden ministration is deciding to allow the transfer of these funds to the bank of qatar, in order to be able to remain some control over it, and people to have these funds if they try to use them for non humanitarian purposes. science is gonna continue to be kind of a back and forth between united states, iran, and qatar in the middle to ensure that these funds are not gonna be used for anything other than for humanitarian causes. >> and, of course, these things get played but as it goes. we are rewarding the ratings for bad behavior. the iranians say this is their money, but the way we should be looking at this? >> well, it is iran's money, from their oil sales. so for many years ago. and whenever u.s. dollars are going to be transferred overseas, the united states as the ability to prevent that from happening, because it is our dollars that are being transferred. so, therefore i think the united states, in the biden ministration, in previous administrations as well have been trying to prevent iran from using these that have been frozen overseas to continue to support it and it's warm machines, for its military establishment and security intelligence services. as you point, out the iranians have a ruthlessly repressed and suppressed the iranian people, in the aftermath of mahsa amini's very tragic death. and they continue to do that on to president racy. so, again, i think this is going to be continued to protracted negotiations with iran, knocked over these prisoner swaps, but also trying to get them to come back into full compliance with their nuclear responsibilities under the iaea. >> except, we had a plan for, this right? we had an actual deal in which we had some influence into that. and the previous administration decided we did not want to be in that deal. and i've always maintained about her are village haven flipping over iran. attorney if you think that is true? >> i think very seriously damaged or credibility overseas. not just with iran, but with other international actors. because there was a deal, i think it was very concerned of the iranians would violate the deal. but, quite ironically, unfortunately, under the trump administration of the united states, the decided to walk away from a deal that was negotiated, i think in good, faith during the administration, to include with our security council partners. and so, therefore, iran continues to point the finger at washington as not following through on its commitments, which i think is one of the reasons why having any follow on deals with iran now is very difficult. because there's still great suspicion within iranian political circles that the united states would fall through navies commercials given what the trump administration did. but >> there's a broader feeling here, since the days that you were cia director, there's been a slow shift that would become a thing where most people think of as hostages or prisoners are now held by either states themselves or state sponsored organizations. o>> that makes the negotiation different, right? "my skin is so much more moisturized." see the difference with olay. >> texas attorney general ken paxton remains under fbi investigation, but he was fully acquitted of corruption charges this weekend following a historic two-week impeachment trial. paxton was acquitted on 16 charges of bribery, misconduct, in corruption. the trial was notable for exposing rifts among texas republicans after parker was abused made by the republican-led texas house. but the state senate filler to convict him of marks a victory for the texas gop's far right wing. plus, senator ted cruz, steve bannon, and donald trump, who, through their support, behind paxton. notably, only two republican senators joined democrats in voting to convict paxton on some of the counts. former republican adviser, carl rolls, texas other u.s., senator john cornyn, and the former governor rick perry notably did not stand by. paxton during the impeachment, trial former advisers testify that he testified them to find a real tree developer nate paul, who was also under fbi investigation. just last month, the texas state house had unveiled new evidence against paxton, including a fake uber account that paul allegedly set up for paxton, in which paxton then allegedly used to hide an extramarital affair with the former state senate staffer using the fake account to book rides to see her. yesterday, paxton was acquitted by senate republicans who served alongside his wife. state senator angela paxton. she was required to attend, but not required to participate in the vote. paxton, meanwhile, still faces trial on federal securities fraud charges, and remains under a separate fbi investigation. for more on, this i'm joined by two lawmakers from texas, the democratic united states caucus jasmine crockett, and the democratic state representative in johnston. welcome, to both of you. and thank you for being with us. representative johnson, when this was happening, yesterday, i had my old friend roland martin from texas on here. and i described to viewers might not be following this, the misadventures of paxton, over the years. and his response is that ken paxton is basically a thug. it's kind of remarkable, the stuff that paxton gets away with. he's also the attorney general of the state of texas. and for those of us not there, can you explain what is going on? >> i mean, it is lunacy. texas senate republicans restored the dirtiest politician back to the top cop position in charge of law enforcement, and the states largest law firm. we've presented 4000 pages of evidence, and this was a bipartisan vote to convict ken paxton of the onslaught of corruption that was just a sample of what he had been doing with this gun in paul. this came to light because numerous, loyal, conservative, republicans who worked for him came forward and said this guy has hijacked the office and is committing crimes of which they could not stand by any longer. it is a disgrace to texas law enforcement, and those whistleblowers, that senate republicans stood by politics, rather than public integrity interest, you know. >> congressman crockett, i want to remind people you spent a good deal of time, this is sort of a microcosm of stuff that is going on around the look at republicans. somebody like paxton digs, and he's a little trumpy. he digs and on stuff, panders to the conservative right, who tend to excuse him for a lot of his behavior because he serves other purposes that they need. but this, actually again, like republicans in the house of congress, where you served, to show a split. there were a whole bunch of republicans, conservatives who said that this can't stand. and, yet he got acquitted. >> yes, absolutely, first of all. here, it has the process to cuter the state of [inaudible] texas she knew exactly what she was doing, along with into more as well. the government will shut down if no budget is passed, mccarthy has announced he would open an impeachment inquiry into president biden. now that is a gambit that is certain to fail. and i don't just mean that mccarthy can't possibly get by the removed from office, which would involve not just an impeachment in the house, but a trial in the senate, i mean that it is unclear if mccarthy can even win an impeachment vote in the house. it is unpopular gambit with a smaller meeting faction of the republican party that still cares about governing, which is probably why mccarthy opened the impeachment inquiry without holding a vote as customary and as he had earlier indicated that he would do. why would the speaker of the u.s. house of representatives third in line in the presidency, launch a presidency that appears to be both strategically and politically unwise? easy. because he owes that important job to a small band of far-right conspiracy peddling wing nuts who belong to the cult of donald trump. mccarthy barely got his job as speaker, it took him 15 ballots to win the election, because a handful of members of his own party refused round after round to vote for him. preventing him from getting majority. and a group of 20 republicans initially voted against mccarthy's speakership. most of them have been endorsed by donald trump, and most of them are election deniers. 14 of them overturned -- voted to overturn the election in 2021. in order to convince these holdouts to stand down. mccarthy agreed to a series of concessions, including adding more ultraconservative freedom caucus members to the rules committee, which dictates the floor of legislation on the floor of the house. he also agreed to appoint members like marjorie taylor greene to leadership positions and crucially, he agreed to lower the required number of members to force a vote ousting the speaker, something is called a motion to vacate the chair, for five members to one. one far-right republican can call for a vote to remove mccarthy from his job. so, with that agreement, kevin mccarthy put himself in his speakership at the mercy of any one member of the chaos caucus. his job, his power, is at the mercy of, for example, matt gaetz. so there's a lot of suggest that gaetz is exercising that power right now. but before the summer recess, mccarthy said that if the house launched impeachment inquiry, he would first hold a vote on whether to proceed. but then on tuesday, gaetz said on the house, for quote, mister speaker, you are out of compliance with the agreement that allowed you to assume this role, and. quote and by this role, he meant, speaker of the house. gates later, said quote, the path forward is to either bring you into the immediate, total compliance, or remove you pursuant to a motion to vacate the chair, and quote. gaetz saying, essentially, do it our way or you are out. soon after, that mccarthy announced unilaterally that he was opening an impeachment inquiry into president biden. no vote. matt gaetz called that a baby step, but gaetz is not the only chaos caucus member who might flexing his muscles right now. according to a reporting from the new york times, just two days before mccarthy announced the impeachment inquiry, trump had a quiet dinner with the conspiracy theorist, marjorie taylor greene. trump has been pushing the impeachment of joe biden on truth social, and his fundraising emails and texts, and doing his rallies. and for her, part marjorie taylor greene said she told trump that she wanted the impeachment inquiry to be, quote, long excruciatingly painful for joe biden, and quote. but all of this came to a head on thursday. mccarthy held a closed door meeting, when the report began with him telling his conference, if you think you scary because you want to file a motion to vacate, move the effing motion, and quote. he said the whole, word apparently. the gop is, right, now in crisis. radical minority, just about 20, then maybe, more who knows. more under the influence of the quadrupling indicted, twice impeached ex president, appeared to be holding sway over the house of representatives and therefore, over what kind of work gets done by congress. and for that, reason we have a doomed impeachment inquiry instead of a budget this week. joining me now is tom, nichols a staff writer for the atlantic and author of the atlantic daily news writer. he is the author of multiple books including our own worst enemy, the assault from within, on modern democracy. also with, me joe walsh, former republican congressman from illinois, who ran against donald trump for president in 2020. joe is the host of the white flag with joe walsh podcast. he's the author of the book, f silence, although it would also include the full word sort of like mccarthy use the other day at the meeting. calling for trump at the common that he is in good morning to both of you. i cannot believe we're having this conversation, we are actually having this conversation, gentlemen. joe walsh, tell me how this plays out. because there, are let's call it 20 chaos caucus folks. and let's call it 20 republicans who won in districts with joe biden also won who are not just in this inquiry it all lets mean that mccarthy doesn't pasco that mean he's actually giving matt gaetz ellison satisfaction by having this inquiry? [ engine revving ] ♪ ♪ made it! mom! leave running behind, behind. the new turbocharged volkswagen atlas. does life beautifully. >> protesters took to the streets across the world this weekend to mark one year since the death of 22-year-old mahsa amini, who died while in iranian police custody after being arrested by the morality police for not wearing a head scarf correctly. her death ignited massive protests and unrest in iran last year, one of the most serious threats to iran's theocratic regime since it came to power in the 1979 revolution. the running regime respond with a fierce crackdown in more than 500 protesters are believed to have been killed according to united nations. some of them were publicly executed. president joe biden marked the anniversary by announcing new sanctions against 29 people and organizations inside iran connected to amini's death. now this all comes at a crucial moment in a long anticipated prisoner exchange between the united states and iran. the deal follows several months of a tense months banana scenes of negotiations on which nbc news first reported back in february. under what we know to be the terms of the deal, tehran will release five american citizens currently being held in iran in return for five iranians under dissension in the united states. also, the u.s. will grant tehran access to six billion dollars in iranian oil revenues have been blocked by the u.s. sanctions and are currently held in south korean banks. the funds will be transferred to the central bank of qatar, which will oversee the funds according to u.s. officials who added the u.s. treasury would track the money and all transactions to ensure that it is used for humanitarian purposes only. okay. it sounds, good but in a new interview, iranian president abraham rice he told nbc nightly news anchor leslie hope that tehran will ultimately decide when and where to use that money. >> this money belongs to the islamic republic of iran, and naturally, we will decide the islamic republic of iran will decide to spend it wherever we need it. >> so, lester asked him whether or not that means that they're going to spend the money anyway that they want. and he responded that humanitarian purposes means wherever the iranian people in need that money. it will be budged that way. the bottom illustration has pushback on that claim by iranian president. state department spokesperson said the funds will be on restrict oversight, and at the, u.s. quote, will have the ability to freeze them again if we need to. national security council spokesperson added that iran's president was likely, quote, playing to his domestic audience when he made that claim to lester holt. now, the first up the deal, five americans were placed under house arrest back on august the 10th. their release is contingent upon the funds arriving in qatar, which is apparently supposed to happen this week. joining me now is the former director of the cia, john brennan, he is also nbc news senior national security and intelligence analyst. he's the author of undaunted, my fight against americas enemies at home, and abroad. director brennan, good to see, you this morning. thank you for being with. us there was a lot going on here. iran is not acting like a good actor on several fronts. at the same time, we've got these people who are what we've determined to be unjustly detained in iran. the seems to be the way to get them out. >> yes, ali. just like previous administrations, the biden ministration is determined to get you assistance who are being held overseas, and as you point out, and on fair charges. therefore, this negotiations going on with iran for quite some time. and was pointed out. i think it is not surprising that he would be playing to his domestic audience by basically claiming what iran wants to do with its money. but there's a reason why the biden ministration is deciding to allow the transfer of these funds to the bank of qatar, in order to be able to remain some control over it, and people to have these funds if they try to use them for non humanitarian purposes. science is gonna continue to be kind of a back and forth between united states, iran, and qatar in the middle to ensure that these funds are not gonna be used for anything other than for humanitarian causes. >> and, of course, these things get played but as it goes. we are rewarding the ratings for bad behavior. the iranians say this is their money, but the way we should be looking at this? >> well, it is iran's money, from their oil sales. so for many years ago. and whenever u.s. dollars are going to be transferred overseas, the united states as the ability to prevent that from happening, because it is our dollars that are being transferred. so, therefore i think the united states, in the biden ministration, in previous administrations as well have been trying to prevent iran from using these that have been frozen overseas to continue to support it and it's warm machines, for its military establishment and security intelligence services. as you point, out the iranians have a ruthlessly repressed and suppressed the iranian people, in the aftermath of mahsa amini's very tragic death. and they continue to do that on to president racy. so, again, i think this is going to be continued to protracted negotiations with iran, knocked over these prisoner swaps, but also trying to get them to come back into full compliance with their nuclear responsibilities under the iaea. >> except, we had a plan for, this right? we had an actual deal in which we had some influence into that. and the previous administration decided we did not want to be in that deal. and i've always maintained about her are village haven flipping over iran. attorney if you think that is true? >> i think very seriously damaged or credibility overseas. not just with iran, but with other international actors. because there was a deal, i think it was very concerned of the iranians would violate the deal. but, quite ironically, unfortunately, under the trump administration of the united states, the decided to walk away from a deal that was negotiated, i think in good, faith during the administration, to include with our security council partners. and so, therefore, iran continues to point the finger at washington as not following through on its commitments, which i think is one of the reasons why having any follow on deals with iran now is very difficult. because there's still great suspicion within iranian political circles that the united states would fall through navies commercials given what the trump administration did. but >> there's a broader feeling here, since the days that you were cia director, there's been a slow shift that would become a thing where most people think of as hostages or prisoners are now held by either states themselves or state sponsored organizations. o>> that makes the negotiation different, right? "my skin is so much more moisturized." see the difference with olay. >> texas attorney general ken paxton remains under fbi investigation, but he was fully acquitted of corruption charges this weekend following a historic two-week impeachment trial. paxton was acquitted on 16 charges of bribery, misconduct, in corruption. the trial was notable for exposing rifts among texas republicans after parker was abused made by the republican-led texas house. but the state senate filler to convict him of marks a victory for the texas gop's far right wing. plus, senator ted cruz, steve bannon, and donald trump, who, through their support, behind paxton. notably, only two republican senators joined democrats in voting to convict paxton on some of the counts. former republican adviser, carl rolls, texas other u.s., senator john cornyn, and the former governor rick perry notably did not stand by. paxton during the impeachment, trial former advisers testify that he testified them to find a real tree developer nate paul, who was also under fbi investigation. just last month, the texas state house had unveiled new evidence against paxton, including a fake uber account that paul allegedly set up for paxton, in which paxton then allegedly used to hide an extramarital affair with the former state senate staffer using the fake account to book rides to see her. yesterday, paxton was acquitted by senate republicans who served alongside his wife. state senator angela paxton. she was required to attend, but not required to participate in the vote. paxton, meanwhile, still faces trial on federal securities fraud charges, and remains under a separate fbi investigation. for more on, this i'm joined by two lawmakers from texas, the democratic united states caucus jasmine crockett, and the democratic state representative in johnston. welcome, to both of you. and thank you for being with us. representative johnson, when this was happening, yesterday, i had my old friend roland martin from texas on here. and i described to viewers might not be following this, the misadventures of paxton, over the years. and his response is that ken paxton is basically a thug. it's kind of remarkable, the stuff that paxton gets away with. he's also the attorney general of the state of texas. and for those of us not there, can you explain what is going on? >> i mean, it is lunacy. texas senate republicans restored the dirtiest politician back to the top cop position in charge of law enforcement, and the states largest law firm. we've presented 4000 pages of evidence, and this was a bipartisan vote to convict ken paxton of the onslaught of corruption that was just a sample of what he had been doing with this gun in paul. this came to light because numerous, loyal, conservative, republicans who worked for him came forward and said this guy has hijacked the office and is committing crimes of which they could not stand by any longer. it is a disgrace to texas law enforcement, and those whistleblowers, that senate republicans stood by politics, rather than public integrity interest, you know. >> congressman crockett, i want to remind people you spent a good deal of time, this is sort of a microcosm of stuff that is going on around the look at republicans. somebody like paxton digs, and he's a little trumpy. he digs and on stuff, panders to the conservative right, who tend to excuse him for a lot of his behavior because he serves other purposes that they need. but this, actually again, like republicans in the house of congress, where you served, to show a split. there were a whole bunch of republicans, conservatives who said that this can't stand. and, yet he got acquitted. >> yes, absolutely, first of all. here, it has the process to cuter the state of [inaudible] texas she knew exactly what she was doing, along with into more as well.
