there's some areas down the coast that are dealing with low clouds and fog. i think they will continue to scoot right down. the low is over northern california. mount shasta, northeast california. this will turn to snow in some of the heavier elevations, up in eureka. sfo, oakland, and hayward airport. 47 napa now. there are many 40s, upper 40s to low 50s. 50 san martin. they were 489. 49 -- they were 49. 51 saratoga and cupertino. that's a beauty. it will trigger afternoon activity north and east of us. no doubt about it over the sierra. 60s and 70s. way below normal. sal, what do you have for us, what do you want to start with? >> we have a couple of things out there that are making things slower. we have the traditional slow traffic at the toll plaza. we're going to start there. this morning we have a 25 to 30 minute delay at the bay bridge toll plaza. you will see the traffic is going to be busy as you drive through the area, and i do want to let you know that traffic is also busy once you get on the bridge itself. there have been some slow traffic spots on the span all the way into san francisco. moving along to interstate 880 and the traffic here is going to be busy as well as you drive over to the downtown oakland area. it's not stop and go just yet. in fact, it looks okay. let's go to the south bay, where we have had slow traffic this morning on 101, 280 and 85. i want to mention highway 17 is a mess because of an accident on the northbound 17 near the kass restaurant. this whole commute hasn't been that great. as a matter of fact, we have seen a bigger delay than usual in the area, and there's an overturned big rig. southbound 680 as you drive down to mission boulevard. it's on the shoulder, but traffic may be a little bit slow as you head down the grade. i'm not seeing too much of a road sensor activity, you will see traffic there that might be slow in a while. 7:03, let's go back to the desk. >> thank you, sal. we begin with the developing story we have been covering through the morning in charlotte, north carolina, where tensions continue to run high. you see here just some of the continuing clashes between police and protesters. >> officers fired tear gas in an attempt to disburse the loud crowd, demonstrating the police shooting that claimed the life of 43-year-old african-american keith lamont scott. leigh martinez is joins us live in the newsroom. >> it's come on the street -- calm on the streets of charlotte this morning, but media outlets report that several uptown businesses have told their employees not to come to work today. now that the national guard has arrived in charlotte this morning to help local police and declare a state of emergency, companies such as the bank of america, wells fargo, 5th 5th third bank and duke energy told employees they were not required to return to work. the night began with a prayer vigil, but groups left the vigil to march through downtown charlotte. the demonstrations took a turn after 8:00 p.m. police in riot gear fired tear gas at demonstrators who threw bottles and rocks at police. according to police, protesters looted businesses and set fires. at one point, a group stormed into the hyatt hotel and injured two employees. a protester was shot and critically injured, allegedly by another protester. >> you constantly tell us what we cannot do. we cannot kneel. we cannot march. we cannot stand. we cannot sing. so what can we do. chief kerr putney, come out and tell us what we can do. >> the demonstrations began following the police shooting of african-american keith lamont scott on tuesday. police had been searching for a different man what they encountered scott. according to police, scott exited his car armed with a gun and ignored officers' commands to drop his weapon. scott's family refutes this saying scott was reading a book in his car when officers shot and killed him. civil liberties groups are calling for police to release officers isobody camera video, but -- body camera video, but the police chief refuses to do so, citing a state law that says the public can view videos unless there's a judge's order. that law doesn't go into effect until october 1st. charlotte's mayor is considering setting a curfew for tonight. in the newsroom, leigh martinez, ktvu fox 2 news. warriors star receive curry -- steph curry is from charlotte. praying for my city. we deserve better than this, hash tag 704, he also added the hash tag keith lamont scott. we are hearing from the father of a man shot and killed in tulsa, oklahoma. reverend joey crutcher said he taught his son to avoid conflict by having his hands up during any incident with officers. police were responding to reports of an abandoned car when officer betty shelby shot and killed terrence crutcher. police dash cam video shows crutcher going back to the vehicle with his hands up. crutcher's family went to new york to receive support from civil rights leader, reverend al sharpton. >> i say put your hands up, so they know know you don't have a gun, and that's what he was doing. i said put your hands on the car. he was walking to the car, and they shot him down like he was a dog. >> officer shelby says she was on scene more than a minute before the start of the dash cam video. crutcher appeared to be high on drugs, possibly pcp. police say the drug was found in his vehicle. and shelby said he repeatedly ignored his demands and with his arms raised went toward his vehicle. she thought he was reaching to grab a weapon so she fired first. >> in the wake of shootings, questions are being raised about police policies regarding releasing police video of shootings. in tulsa, police released the video of the terrence crutcher video out of a commitment to full transparency and disclosure. >> in north carolina, police have not released video of the shooting because of a law going in effect that requires a judge to make that decision. officials say the law is meant to protect public safety officers. >> our ktvu question of the day is should police departments be required to release all video of officer involved shootings. >> let us know what you addressed the deadly shootings in charlotte and tulsa. republican donald trump advocated the use of a controversial police technique to prevent violence. >> i would do stop and frisk. i think you have to. we did it in new york. it worked incredibly well, and you have to be proactive. >> in 2013, though, a federal court found the use of the stop and frisk tactic could be discriminatory. bill de blasio was elected mayor of new york after promising to end its overuse. democratic nominee hillary clinton campaigned in orlando yesterday and said many police chiefs have told her they're committed to reforms, saying they're necessary for the safety of both officers and the community. >> we have two more names to add to a list of african- americans killed by police officers in these encounters. it's unbearable. and it needs to become intolerable. >> the former secretary of state also expressed support for law enforcement saying america is safe for quote when communities respect the police, and the police respect communities. new from overnight, police in concord are investigating the shooting of a man and woman inside their home at 9:50 last night officers responded to a report of gunfire on bella drive. when officers arrived, they found a 29-year-old woman and a 28-year-old man who had been shot inside their house. they both provided information to police and police are not releasing much info at this point saying only that the suspects were wearing all black clothing and drove off in a car. no word on the condition of the man and woman who was shot or a possible motive. sacramento police have arrested a man who hit mayor kevin johnson with a pie at a charity event last night. 32-year-old shawn thompson is facing one charge of assaulting a public official. he said something to the mayor after the pie attack. the mayor seen here at an event last year said the attack was not funny. the mayor's chief of staff said johnson defended himself but didn't say how. there is one report the mayor tackled the pie thrower and hit him. the mayor says he's fine and thanked police for being there. new this morning, yahoo could soon confirm a massive data breach that may have exposed information about millions of e-mail users. the data breach surfaced in early august. that's when a hacker with the name peace was trying to sell user names, passwords and birth dates after yahoo account holders. the information was supposedly available on the dark web of black market of thousands of secret web sites. rico reports the data breach may have affected as many as 200 million users. another disturbing incident on the san jose state university campus. at 7:30, the racist graffiti discovered on two dorms, and how students are reacting. also, god chose me for whatever reason, i just did what i had to do. >> a homeless man being hailed a hero after finding an unexploded bomb in new jersey. up next, how the community is coming together to help him. it's slow in many areas, and the winds are also playing a role in this morning's commute. this is a look at 280 and san jose. you see it's slowing down on the way up to highway 17. the old clock on the wall says ten minutes until the official start of fall, but i think it arrived last night. it's a brisk one out there. we'll have the numbers coming up. new this morning, the u.s. and russia are trading accusations about who is responsible for an attack on an aid convoy in syria, destroying 18 of 30 trucks carrying badly needed supplies to the resident of aleppo. two russian fighter jets were over the convoy before it was bomb. russian officials say a u.s. predator drone was flying over the area before the attack. secretary of state john kerry told the un council the attack was a huge set back. >> all of the perms have been given. everybody was on notice. now this attack has dealt a very heavy blow to our efforts to bring peace to syria, and it raises a profound doubt about whether russia and the outside regime can or will live up to the obligations that they agreed to in geneva. >> it's not clear if un humanitarian aid convoys will resume in syria or if the cease fire arranged by the u.s. and russia will be revived. fbi agents are not able to question the suspect in the new york, new jersey bombings as he remains unconscious but investigators continue to look into the background of ahmad khan rahami. this journal taken from him shows he was inspired by al- qaeda and isis say investigators. he faces four federal charges including using weapons of mass destruction. rahami wrote in his journal that the sound of bombs will be heard in the streets and revenge against the u.s. government for killing muslim warriors. >> talking about among other things, jihad, pipe bombs, a pressure cooker bomb, as well as references to osama bin laden. >> meantime, investigators are looking to interview two men seen on surveillance video walking taupe a suitcase that contained a pressure cooker bomb. these men take the device out and leave it behind but they walk away with the luggage. police considered these two men witnesses and say they are very lucky that bomb did not go off. a homeless man in new jersey is being hailed a hero after he and a friend found a backpack last sunday containing one of the bombs. >> it was too big to fit in, so it was that bulky and big and it was sitting right there. >> god chose me for whatever reason, i just did what i had to do. where did it go boom, right there. >> the bomb squad detonated the explosive as a precaution. anthony parker alerted police when he came across the bomb which had a lot of wires and pipes in it. backpack first grabbed his attention because he was looking for something in which he could put his belongings in. parker uses garbage thing. he says he needs a backpack and is hoping for good fortune. let's head to sal castaneda, a busy traffic morning which is what we expect this time of day, this time of year. you know what you to bring up live pictures near the philips refinery. the coast guard has a multiagency response after two oil chains were discovered in the water near there. we brought you live coverage yesterday on mornings on 2. the coast guards saying the source and amount of oil in the water is unknown, but the east bay times saying it came from a possible leak in the bow of an oil tanker. you can see the booms that had been deployed. the spill is being blamed for a strong odor across the southern part of vallejo tuesday night. it was strong enough to send people to the hospital with respiratory complaints. so far, no reports of any impact to wildlife. more than 150 people gathered for a town hall meeting in berkeley to show their opposition to the plan to close alta bates summit hospital. >> no one should assume that we can't stop it. >> sutter health announced plans last year to move the alta bates hospital services and staff in berkeley to its campus in oakland. sutter health says alta bates is not seismically compliant and will close by the state deadline of 2030. >> there already aren't enough hospital beds in the area. we are less than half the national average. >> the nurses union says it would shrink capacity, force patients to drive farther, and wait longer for care. some people at the meeting said the hospital should be made earthquake safe. mark zuckerberg and his wife have announced a goal to cure, prevent or manage all disease by the end of the century. they are putting up $3 billion over the next ten years to fund basic medical research leading to breakthroughs in several areas instead of focusing on particular diseases. they say they were inspired by the birth of their daughter max ten months ago. and by chance -- khan's work as a the east shore traffic is very slow this morning from the carcinas bridge to the maze. more than an hour to drive that stretch. a couple of different incidents and also a lot of volume coming through the area and getting down into san francisco and the bay bridge toll plaza. there is slow traffic there waiting for you, and it has been that way for a while. this morning's commute has been slow. we are talking about the east shore freeway, not east shore, the nimitz freeway. there's an accident on the broadway onramp to southbound 880 if you're coming in that area. it's a minor accident but it may be causing slow traffic. i do want to mention as we move the maps a little bit here to the south bay, because the south bay commute is beginning to fill in. all the freeways, 85, 280, 101 are slow, and so is 17 because of an earlier issue coming down the bottom of the hill there. 7:# 3. let's go back -- 7:33 let's go back to the receiving. san jose state university is looking for whoever posted swastikas and hateful graffiti inside dorms. janine de la vega is joining us live, and what are students telling you? >> some are upset. others have said they are disgusted. some people have said, hey, i'm worried that this might escalate. the university is taking this matter seriously. the staff met last night with students from both of the dorms, which were washburn hall and campus village. they talked to them about the student's concerns. one of the swastikas was made by piecing names together on a white board, and another in a common area of students. racial slurs were alongside both of the symbols. all has removed, and this comes as the university tries to improve the racial climate. the chief diversity officer said, i know students are upset. upset on behalf of other people. upset at just the existence of these types of hate symbols and incidents or that somebody would do this. >> seeing that kind of stuff, like, right next door to you, kind of shocking. especially in a place like this where it's a really diverse campus. so like seeing people hate like, hate crimes like that, is really disappointing to see. >> back in february, three former students were found guilty of misdemeanor battery for harassing their african- american roommate in 2013. the students who were white were accused of putting a bike lock around his neck and using racial slurs. that incident caused outrage, and now with the discovery of the swastikas, the university is trying to act swiftly. the president released this message saying quote i am saddened and outraged by this news. i have spoken with campus and community leaders and shared our resolve to provide a safe learning environment where difficult issues can be addressed collaboratively, and transparently. now, the university police, they are reviewing surveillance video trying to see if they can catch either the person or persons who are responsible for putting up the swastikas. and we are told that if they are caught, they could even face going to some sort of intervention program or even expulsion. mike. >> thank you. happening right now, officials in north carolina are providing an update on the violent overnight protests, a third night in a row in charlotte connected to the deadly police shooting earlier in the week. speaking to the media is mayor of charlotte, jennifer roberts. let's listen in a little bit. >> today our city is open for business as usual and we let people know come to our uptown. we are here working. our buses are running. we are here to serve, and the city is open. we are working with our partners and putting measures in place to provide for the protection of our city this evening. once again, i thank all of the community partners who have been working so hard with us to ensure this collaboration going forward. we saw some tremendous work in that area last night. i want to especially thank our religious leaders, our faith leaders, our community leaders who were out last night working so hard to keep the protest peaceful. i'm now going to turn it over to the chief of police, chief putney to provide more details. chief? chief? we're waiting to hear from the police chief. >> looks like we're having technical issues when it's my turn to talk, so please be patient. are we ready? can you hear me? >> we'll wait until they get this straightened out. >> everybody doing okay? good. od. good morning. first of all, i'm not here to defend a position. i'm here to give you some information. we have had a lot of things that transpired last night that we're still trying to piece together, and that will make more sense once i get into the chronology of what exactly took place. yesterday, at about 6:00 p.m., a group of peaceful protesters from marshal park moved toward the police headquarters building, and began to exercise their first amendment. this was a very peaceful demonstration. later on, additional, hey, there it is. additional protesters started to join the ranks of the initial peaceful protesters and they began to block some of the roadways as they headed towards the transit center and the epicenter. at about 8:00 p.m., a group started to jump on vehicles in about the 700 block of east 7 7th street, and they began to damage property at the epicenter. we deployed our civil emergency unit at that point to deescalate the situation, and again, restore order. at about 8:30, we had officers who responded to north college street, and east trade street for an assault with a deadly weapon callment call -- call. one person was located with an apparent gunshot wound, and he was located there in the omni hotel. right now that shooting victim is in criminal condition. due to concerns around security, the victim was evacuated by our s.w.a.t armored personnel carrier. we couldn't get medic in at the time because of the size of the crowd. the victim was then transferred to medic and was transported to cmc main, as i said, with life threatening injuries. at that point, because of the size of the crowd, we deployed gas and that would have been at about 8:43:00 p.m. the reason i say i'm not defending a position is the shooting that took place, there's a lot of information about who did that shooting. we're reviewing video. and we're assessing our people who were there as well because the allegation was made that one of our officers might have been involved. as i said before, guys, we're here to seek the truth. >> you are listening to the police chief there in charlotte, chief putney, talking and giving an update about what happened in his city. says the peaceful protest began around 6:00 p.m. in the evening, folks marching down to department headquarters. others joined in, and that's when they started blocking roadways. property was damaged and soon after that, one person was found shot. that individual transported in a bear cat to the hospital lested in critical condition. >> we have not heard from the police chief this morning whether or not he's going to choose to release police body camera video from the shooting incident. previously he had said he's not going to. there's a new law that is about to take effect that requires the court's say in that happening. so we do wait to hear if he's perhaps changed his mind or stand on that. we'll continue to monitor the news conference in the ktvu newsroom and we'll be back with more at 8:00 on the developing stories. members of the black lives matter movement are continuing their protest against the july police shooting of an african- american man. >> we will not be silent. black lives matter. >> demonstrators rallied blocks from where the shooting happened. protesters say there was no need for officers to open fire on a person who is mentally ill. police fired 18 shots. 14 of them hit the 50-year-old suspect. sacramento has released dash cam and surveillance video of the deadly confrontation. >> i saw an execution, i saw a judge, jury, and an execution take place. i didn't see them trying to save a life. i seen them trying to take a life. >> the protest was peaceful but many businesses did choose to close early after a private security company warned them about the demonstration. when officers responded to the disturbance call in july, they were told the suspect was armed, but investigators never found the gun. the city of berkeley is joining the cities of san francisco and oakland in looking for a new police chief. chief michael mehan announced he's stepping down from the post. city leaders say he was instrument really in reducing bias -- instrumental in reducing bias. no reason was given for the departure, but there are reports that some of the rank file were unhappy with his leadership. andrew greenwood is taking over as active chief, and he has been with the force for 31 years. former oakland police chief sean went applied for the position but did not get selected to fill the opening. he was one of the finalists. the city manager announced that a job went to dell freeze. the chief of the greenfield police department in monterey county. remained in the public eye in june as he resigned as oakland's chief. we continue to monitor the news conference happening in charlotte. we have learned that the charlotte police department will let keith scott's family watch the video that came from the police body camera. that is a new development, and wanted to pass that onto you before we bring back leigh martinez for more on what's happening in the unrest in charlotte. getting hard numbers on racial injustice. what a new study from the washington post reveals about the number of african-americans shot and killed by police this year. i don't want to feel like i'm a virgin to people. i take the initiative to handle myself. >> a young man's sense of responsibi an 18-year-old from vallejo has been working two hours, to and from work, but benicia police are making his commute a little bit easier. jordan duncan works in vallejo and lives in benicia. he has been picking the walk since may as he tries to save up for school and a new car. an officer got to know him after noticing him on a slow and 101 is solid from about the airport to mountain view, and 237 the same, getting to the main area in mountain view. let's take a quick look at the bay bridge toll plaza. that is backed up for a 20 to 25 minute delay. i want to remind you that oracle open world, today is the last official day they're going to start reopening howard street sometime over the weekend, and next week we should heart disease, but so does sugar. one cardiologist said doctors are beginning to understand how added sugars and processed food and drinks can trigger heart disease. >> we think we understand why added sugar can trigger heart disease and it has to do with inflammation creating chemicals in your body that attack your artery, causing them to be irritated and probably causes us to be insulin resistant, more prone to being overweight and diabetic. >> he says that's all you need to get the cycle started and doctors say children and women should have no more than 24 grams of added sugar a day, which is less than a can of soda. men should have no more than 36 grams a day, which is about as much as one candy bar, however, you should know that things that might seem healthy like dried short time ago. we'll have the latest on the protests of a shooting f of an african-american man by place. a man hit mayor kevin johnson in the face with a fie. the scuffle that ensued as johnson reportedly tackled him. it's still slow out there, although today we seem to be having an uneventful day when it comes to major accidents. we have had a couple incidents slowing traffic. we'll tell is that we're almost at 90 minutes. almost, not quite, when it comes to driving between the carcinas bridge and the macarthur maze. 83 minutes, well, you know, maybe 7 minutes away, it would be 90 minutes. it would be an hour and a half, to drive the stretch between the carcinas bridge, and mcarthur. most of the slow traffic is just before highway 4, and it's super slow coming on down all the way down to berkeley, and again, it is going to take you 83 minutes from that stretch. please give yourself a lot of extra time. when you get to the bay bridge, the calendar starts again. when you get to the bay bridge, wait 20 minutes to get onto that span before you make it onto the bridge. let's talk about more east bay commutes. 880 southbound; slows 238, to fremont, milpitas. i was discussing this yesterday with someone. thiscommute has gone from acceptable to are you kidding me. every freeway is slow getting into the west valley. 17 recovering from earlier accidents. 8:03, let's go back to the desk. developing news from charlotte, north carolina, as that city tries to recover from another night of violent protests. we just brought you a live news conference from the mayor and police chief as they both address what's happening in charlotte. the national guard has arrived in that city to help local police there after the governor declared a state of emergency. meantime, several local businesses told their employees not to come to work today for their safety. ktvu's leigh martinez has been following all the developments in the case, joining us from the newsroom. >> there's quite a few. the mayor says the family of keith lamont scott, the man shot and killed by police on tuesday will see police body camera video today. the chief is also saying that in the video it does not definitively show that scott pointed a gun. now, police also announced they are now investigating a new shooting that happened during last night's protest. a protester was shot and critically injured. police say there are allegations that a charlotte police officer may have been involved, so they're thoroughly investigating that shooting. we also have new video sent to us from molly stahl who recorded the moment right after the shooting. what you're about to see is graphic. the woman in the crowd kneels down and touches the shooting victim's blood on the ground, and wipes the victim's blood on the officers standing around at the crowd shouting at the police they have blood on them. the night began peacefully with a prayer vigil for keith lamont scott, the african-american man shot and killed tuesday by charlotte police. the groups left the vigil to march through uptown. police in riot gear fired tier gas at demonstrators -- tear gas at demonstrators. according to police, protesters looted businesses and set fires. at one point, a group storms into the hyatt hotel, and injured two employees there. police say they made a total of 44 arrests. now, the streets of charlotte are calm this morning but at least 5 uptown businesses have told their employees that they are not required to come into work today. the mayor is also considering a curfew, and we have some new news in that our sources in our fox station in charlotte hearing that the president of the carolina panthers and the nfl are meeting to discuss whether or not to move sunday's game. >> leigh martinez with the latest. thank you. now, warrior's star steph curry as you know is from charlotte. yesterday he tweeted this, praying for my city, we deserve better than this. hash tag 704, which is charlotte's area code, and added the hash tag of keith lamont scott. a community vigil was held in tulsa, oklahoma. a local church hosted the service aimed at bringing people of different races together. police were responding to reports of an abandoned vehicle last friday when officer betty shelby shot and killed terrence crutcher. crutcher's family went to new york yesterday to receive support from civil rights leader, reverend al sharpton. >> we have gotten support from all around the world. people from different walks of life, different cultures, different backgrounds, different races and they want justice just as we do. >> officer shelby says she was on scene more than a minute before the start of the dash cam video. crutcher appeared to be high on drugs, possibly pcp and that he repeatedly ignored her commands and with his arms raised he went towards his vehicle. the officer thought he was reaching for a weapon, so she fired first. >> questions are being raised about police policies n. tulsa, police did release the video of the terrence crutcher shooting out of a commitment to full transparency, and disclosure. in north carolina, the police have not released the video to the public. they expect to do that for the family. they say it's because of a law going into effect that requires the judge to make the decision. officials say the law is made to protect public safety officer. >> our question of the day is this, should police departments be required to release all video of officer involved shootings. let us know what you think by posting a comment on washington post study published today on the issue of deadly police shootings. so far this year, 706 people in the u.s. have been shot and killed by police. though african-americans make up 13% of the u.s. population, they account for 25% of police fatalities. hispanics account for 16%, and white people who make up 77% of the u.s. percent of the pop lakes, make up 45% of fatal police shootings. the presidential candidates mainly campaign addressing the deadly shootings in charlotte and tulsa, oklahoma. in a town hall in cleveland, donald trump advocated the use of a controversial police technique to prevent violence. >> i would do stop and frisk. i think you have to. we did it in new york. it worked incredibly well, and you have to be proactive. >> in 2013, a federal court found the use of the tactic to be discriminatory. bill de blasio elected the mayor of new york, promising to end the overuse, and hillary clinton campaigned in orlando and said many police chiefs have told her they are committed to reform. >> we have two more names to add to a list of african- americans killed by officers in these encounters. it's unbearable. and it needs to become intolerable. >> the former secretary of state also expressed support for law enforcement saying america is safer, quote when communities respect the politics and the police respect communities. police in concord are investigating the shooting of a man and woman in their home. at 9:50 last night, officers responded to a report of gunfire on bella drive. when they arrived. they found a 29-year-old woman and 28-year-old suffering from gunshot gunshot gunshot wounds inside their home. they both provided information to police. police aren't releasing much information saying only the suspects were wearing all black clothing and drove off in a car. no word on the condition of the man and woman who were shot or a possible motive. nba star kevin johnson is thanking sacramento pd for catching the man who hit him with a fie. johnson's chief of staff said the incident was quite scary, and the mayor did indeed defend himself after being hit. the mayor seen at an event last year said the attack was not funny. until last night, though, he did not know anything about thompson. another racial incident on the san jose state university campus. the graffiti discovered in two dorms and how students are reacting. and a big development on the split of brad pitt and angelina jolie. the criminal allegations involving the couple's children that may have led to the hollywood super star's break up. we have had a tough commute for the east bay drivers and also for the south bay. this for east shore freeway commute is almost a 90 minute drive from near the carcinas bridge to the bay bridge. except for allegations. it reports the allegations stem from a recent flight aboard a private jet. sources say pitt started screaming and getting physical with his children. witnesses say pitt continued the rant even once the plane landed. sources say someone at the airport reported the incident to the los angeles department of children and family services as well as lapd. jolie reportedly decided to separate from pitt the very next day. pitt is not commenting but someone close to him reportedly told tmz he takes the matter seriously and denies abusing his children: fbi agents are not able to question the suspect in the new york, new jersey bombings as he remains unconscious. investigators continue to look into the background of ahmad rahami. they say this journal taken from him shows he was inspired by al-qaeda and isis. he faces four federal charges including using weapons of mass destruction. federal prosecutors say rahami wrote in the journal the sound of bombs will be heard in the streets and there would be revenge against the u.s. government for killing muslim warriors. >> talking about among other things, jihad, pipe bombs, a pressure cooker bomb, as well as laudatory references to osama bin laden. >> investigators want to interview these two men seen on surveillance video walking up to a suitcase that contained a pressure cooker bomb. the men took out the device and left it behind but walked away with the luggage. police say they considered these two men witnesses. a homeless man being considered a hero after he and a friend found a backpack containing one of the bombs. >> it was too big to fit in. it was sitting right there. >> god chose me for whatever reason, i just did what i had to do. >> way to go boom, right there. the bomb squad safely detonated the explosives, anthony parker called police when he came across the bomb which contained wires and pipes. the backpack got his attention because he was looking for something to put his belongings in. he is currently using garbage cans. he's says he needs a backpack and is hoping for good fortune. it looks like that might happen. a go fund me site now stands at $20,000. let's turn over to sal right now, and a check of the roadways. happy fall first, sal. >> why thank you. we're officially in fall, and the traffic sure does look like it. in summer times we get breaks. we're not getting any of those breaks now. let's go to the bay bridge toll plaza. start with a 25 to 30 minute delay. what is is it that i'm trying to say here. the east shore freeway, the toll plaza, the whole thing in combination is going to be slow as you drive this morning. there have been no major problems as you drive in this stretch, but there have been some slow downs. interstate 880 north, and again we have a lot of slow traffic driving through the area. if we can go to the maps, one of the worst commutes in the bay has been the silicon valley commute. 101 is very slow. it's really solid from southern san jose all the way up into palo alto. 17 is slow. 85 is slow. we have had some accidents but this is just a volume problem. a lot of people are in their cars and on the road heading into the west valley. 8:17. it's been windy out there, steve. a lot of wind on the altamont pass still. >> absolutely, since we got here, 4:00 this morning, gusts strong here. temperatures, though, really dropping since they peaked out on sunday, monday. guess what, though, they're going to go right back up by the weekend. today some pretty cool temps. livermore just this week. 100 on sunday, 101 on monday. 89 tuesday. 74 yesterday. 72 today. the gusts all over the place. altamont pass almost 50 miles per hour. sfo, gusts of 40 earlier. fisherman's wharf, 36. higher elevations between 35 and 40 miles per hour. mount clara valley, also on the santa cruz coast, but i think they will get chewed up here. the key is the low up in the northern part of the state. it's really firing up over the northeast part. susanville, quincy, the bernie basin, and now beginning to develop just to the north t outside truckee, which dipped to 19 degrees this morning. truckee, california, you can see some of the activity as the low drops south, it's going to figure into an afternoon, i think, of some afternoon thunder showers, north and east and over the sierra. northwest at oakland airport, 25, 30 early this morning, and there have been pretty strong gusts around novato. pen grove is 43. many 40s, now we're getting away to 50s. berkeley, one observation, still at 50 degrees, outside napa. 48 degrees. 46 this morning, kelseyville. that's very cool. hey, it's already 28. warming up fast there in truckee after the morning low of 19. ukiah 52. sacramento 50. very cool there. a lot developing up in northeast between mission and market, that area, where van es turns into south van es, there's a suspicious package that muni operators and the san francisco police noticed and that street in that area is closed as they investigate muni bus lines 47 and 49 are being rerouted. those are the buses with the overhead electrical lines so they have to go around the block and there are delays in that area. it's also near the civic center b.a.r.t. station. it really is one of the busiest areas of san francisco. it's unknown whether this is affecting the f line that also runs on market street there. but there is police activity. police won't say anything except there is an active scene there and they are not saying anything more. if you are driving or commuting to the area, you should expect delays and closure. we'll try and find out more about what's going on as details develop. let's go to some other commutes now. i want to show you that the bay bridge toll plaza is backed up for about a 25 minute delay. but you are going to see a lot of slow traffic just getting to that point. i want to show you 80 westbound. still very slow all the way down to the area. we have slow traffic on the richmond bridge approach, which is not unusual. and 680 is slow from concord to walnut creek. these are the typical delays of fall, and they are pretty robust, and also pretty windy out there. let's bring steve in at 8:31. >> you nailed it a couple days ago, you said we're getting packed now, everybody seems to be back. good call there. >> that's exactly it. >> we have breezy windy conditions, disturbing discovery at san jose state. swastikas and racist language found inside two residence halls there. at this point the university is looking for whoever is responsible. our janine de la vega spent the morning on campus, getting reaction from students. >> swastikas were found in the freshman dorms, one of them behind me in washman hall. students i spoke with are calling it stupid. others are wondering if it was a joke. university staff met with students from the two dorms last night, to talk about what happened. the swastikas were reported tuesday night, and one of the symbols was address it in a transparent matter. university police, they are reviewing surveillance video to find out whoever is responsible but they would also like anybody who might have information to contact the city of san francisco and oakland in looking for a new police chief. chief michael mihan announced he's stepping down after six years. trained officers in fair and impartial policing. no reason was given for his departure. there are reports some of the rank and file were unhappy with his leadership. captain andrew greenwood is taking over as acting chief, a lifelong resident of berkeley who has been with the force for 31 years. it's the latest former oakland police chief sean when applied but did not get selected to fill the city's opening. the salinas city manager announced the job went to adele freeze, the chief of the greenfield police department in monterey county. went has remained out of the county eye in june. today in chicago, the mayor, rahm emanuel will address violence. he's expected to announce new initiatives that include more support and mentorships for the city's youth. he'll talk about hiring a thousand police officers over the next two years. also all of the city's police officers will use body cameras and undergo deescalation training. so far this year, there have been more than 500 homicides in chicago. that's more than the city saw in all of 2015. crews right now scrambling to restore electricity in puerto rico, a major power outage left 3 1/2 million people in the dark. that black out knocked out traffic lights, closed down businesses, schools canceled classes, hospitals rescheduling all elective surgeries. the outage was caused by an outage at a power plant. many puerto ricans are skeptical saying the island's slump is hindering basic government services. there are reports yahoo could confirm a massive data breach. reports of the data breach surfaced in early august. they said a hacker using the name peace was trying to sell user on. . two women are accused of holding four brothers captive at an illegal marijuana farm at calaveras county. they were arrested last week and charged with human trafficking, kidnapping, battery, terrorist threats and drug charges. police say the women hired two of the men in february as day laborers. when they arrived at the secluded marijuana growing operation, they were put to work and threatened by people with weapons and forced to stay there. the two other brothers were tricked into coming later, and were also forced to stay. after six months, the men escaped after overhearing they would be killed after the harvest. the women there are said to make a court appearance on november 7 november 7th. a massachusetts congressman said the epipen price increase could be the launching point for changes in drug pricing. the house committee heard from the head of milan which makes the epipen and defended a 500 price increase. the public outrage over the jump in price could help congress change how medicare negotiates drug prices with companies. right now, federal law bans medicare from negotiating prices directly with drug makers. medicare, by the way, is the country's largest drug purchaser and the prices it pays can affect all drug prices. more than 150 people gathered for a town hall meeting many berkeley to show their opposition for the plan to close alta bates
